Ho Chi Minh City aims to develop high-tech industries

AsemconnectVietnam - Ho Chi Minh City is focusing on developing high-tech industries, investing in automation, smart factories and advanced manufacturing technology to upgrade the value chain.

Industrial transformation is not only an option but also an urgent requirement for Ho Chi Minh City and cities around the world. Sharing about the process of technological transformation in Ho Chi Minh City, Vice Chairman of the Ho Chi Minh City People's Committee Vo Van Hoan said that in the economic development of Ho Chi Minh City, the industrial sector plays an important role and accounts for a high proportion of contributions.
In the period from 2016 to present, with the shift in the economic structure of Ho Chi Minh City, the industrial sector has had strong and steady development steps based on 4 key industries: mechanics; electronics - information technology; pharmaceuticals - rubber and plastics; food processing - foodstuffs. These are industries with high technology content and added value, creating positive spillover effects on other economic sectors.
Ho Chi Minh City has also applied a dual strategy, combining green transformation and digital transformation. The goal is to build a sustainable, inclusive and resilient economy, becoming a reference model for localities. Currently, Ho Chi Minh City is focusing on developing high-tech industries, investing in automation, smart factories and advanced manufacturing technology to upgrade the value chain. International cooperation is a necessary factor to take advantage of the benefits of industrial transformation and minimize the potential impacts of this process.
However, besides the achievements, according to experts, Ho Chi Minh City's industry is facing challenges, unsustainable development; processing and assembly still account for a high proportion; low added value, etc. Mr. Pham Binh An, Deputy Director of the Ho Chi Minh City Institute for Development Studies, said that Ho Chi Minh City has transformed its industry quite early, shifting industrial production since 2000, relocating polluted industrial parks and labor-intensive enterprises. The birth of the High-Tech Park and Quang Trung Software Park are typical examples.
By 2023, according to the assessment of the Ministry of Planning and Investment, the digital economy contributed nearly 15% of Ho Chi Minh City's GRDP, the cumulative production value of the high-tech park reaches 150 billion USD. Ho Chi Minh City is also in the top 100 cities with the most dynamic innovation ecosystems in the world. However, up to now, Ho Chi Minh City only has initial models of green transformation, and the circular economy also has many problems.
Forming new industries
To overcome the above limitations, experts affirm that the transformation of Ho Chi Minh City's industry is very urgent and necessary.
According to the leader of the Ho Chi Minh City People's Committee, Ho Chi Minh City has determined to develop high-tech application industries; electronic chip, microchip, semiconductor industry; supporting industry; green industry associated with digital transformation; developing a system of industrial production support services such as logistics, digital services (including information and communication), financial services, etc.
In particular, it is necessary to form new industries such as new energy industry, pharmaceutical industry, cultural industry, cinema... Notably, the semiconductor industry is booming, especially in technologically advanced countries such as the US, Japan and Singapore. This industry plays a key role in the development of many technological fields and the global economy. Realizing the great potential, Vietnam is also promoting the development of the semiconductor industry, including the implementation of Resolution No. 98 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, mentioning the semiconductor integrated circuit industry as a priority industry to attract strategic investors to the city.
Ho Chi Minh City People's Committee has directed that by 2030, the High-Tech Park will become a center for research and development of the national semiconductor industry, with a strong semiconductor ecosystem. This place has the capacity to research, master advanced technology, incubate and successfully commercialize Vietnamese semiconductor products.
Accordingly, Ho Chi Minh City will complete and pilot mechanisms and policies to promote the development of the semiconductor industry in accordance with Ho Chi Minh City's policies and the world's development practices of the semiconductor industry at the High-Tech Park. Semiconductor electronic enterprises in the High-Tech Park have strong technology research and development activities, linking, applying, and transferring technology with public science and technology organizations.
