V. Implementation cost
1. Funds for the implementation of this Program include: the state budget according to decentralization; investment by business, the private sector, the community and other legitimate sources of funding.
2. Prioritizing funding from the state budget to serve activities supporting awareness transformation, institutional creation, development of digital infrastructure, development of digital platforms, assurance of network safety and security and legal cooperation, international cooperation, research, development and innovation in the digital environment, and skill transfer in the digital environment, and tasks and projects under this Program are chaired by state agencies. Prioritize implementation in the form of hiring information technology services for digital infrastructure development, digital platform development, ensuring network safety and security according to current regulations.
3. For units that have funding sources from lawful revenue sources of state agencies and public non-business units for investment: The use of funds to implement the Program must comply with regulations of the Law on Public Investment and specialized law.
VIII. Implementation organization
1. Steering Committee to build the City's e-Government
The City's e-Government Steering Committee directs and coordinates the implementation of the Hanoi Digital Transformation Program until 2025, with a vision to 2030.
2. Department of Information and Communications

5. Department of Finance, Department of Planning and Investment
- Based on the proposal of the Department of Information and Communications and the ability to balance the budget; advise the City People's Committee to allocate recurrent expenditures and development investment expenditures from the City budget for agencies and units to implement the Program according to regulations.
- Department of Planning and Investment cooperates with units to promote investment projects for digital transformation in the form of public-private partnership (PPP).
6. Heads of Departments, departments, branches, Chairman of People's Committees of districts, towns
- Based on the contents of the Program, the assigned functions and tasks, the units are responsible for developing detailed plans for implementation in the period 2021-2025 and annually submitting them to the competent authorities for approval and organize the implementation of contents in the field of management. In addition, is responsible for coordinating with other units in the implementation of interdisciplinary projects, projects on the shared technology platform of the whole City, ensuring synchronization, connection and sharing of data.
