 MASTER PLAN ON SOCIO-ECONOMIC DEVELOPMENT OF THAI BINH PROVINCE TO 2020

I. Development viewpoints
1. Master plan of socio-economic development of Thai Binh province to 2020 aims at promoting and effectively using all potentials, advantages and resources for objectives of rapid, sustainable economic growth. Thai Binh province will become a highly developing province in Red river delta region and the wholly country.
2. To develop rapidly economic sectors, creating a breakthrough in economic restructuring, structure of production in each sector, linking production with market; markedly improving quality, efficiency and competitiveness of products, enterprises and the entire economy. To focus on developing industry and services; attaching important to develop high-tech agriculture, large-scale agricultural commodity, associating with construction of new countryside; developing strongly and comprehensive marine economy, quickly creating powerful elements, taking advantage outside, attaching Thai Binh province to overall relationship with other provinces in the Red river delta, urban areas in northern key economic region to attract investment and new technology, especially for development of industry and services.
3. To promote human factors, improving quality of human resources, having policies to attract high-quality human resources from other provinces, encouraging the people to enrich legitimately for themselves and society.

4. Attach economic growth objectives with social equitable criteria in order to create jobs, reduce poverty and improve living standards of material and spiritual for the people. Paying adequately attention to technical infrastructure and social welfares for rural areas, striving to reduce poverty to a minimum level.
5. Socio-economic development must be incorporated closely with protection of ecological environment and rational and effective exploitation of natural resources. Closely combining economic development with defense, maintaining political stability and social security, ensuring firmly national defense and security.
II. Development objective
1. General objective
By 2020, Thai Binh province will has rapid and sustainable economic growth, creating powerful change in economic and sustainable restructuring, at the same time, improving quality of growth. To accelerate process of industrialization, modernization, development of agriculture of commodity production, high technology associating with building new countryside; focusing on developing industry with high growth rate, expanding and developing type of services. Strengthening application of science and technology in production and living.
To develop social culture; promoting socialization of education, health, culture and sports. Improving the people's living associating with poverty reduction, job creation and ensuring social welfare. Maintaining political stability, ensuring national defense, security, social order and safety. To strive to 2020, Thai Binh province will become new rural province with modern industry and agriculture.  
2. Specific objective
2.1. Economic development
- Average growth rate of GDP in a period of 2011-2015 is about 13.5%/year. Out of which, agriculture, forestry and fisheries sector increases by 4.1%/year; industry and construction rise by 20.8%/year and service sector increases by 13.2%/year. In a period of 2016-2020, average economic growth rate will be 13%/year.
- To transfer strongly economic structure. By 2015, agriculture, forestry and fisheries sectors accounts for 24.7%, industry - construction make up about 40.3% and services sector accounts for about 35%. By 2020, the rates will be 20%, 45% and 35%, respectively. 
- By 2015, export value of the province is USD 818 million, an increase of 89% comparing with that in 2010; by 2020, export value of the province hits USD 1,580 million. Average value of exports per capita in 2015 is about USD 450, by 2020 over USD 800.
- To increase the State budget to ensure expenditure assignments of the provinces and gradually accumulating. To strive to 2015, ratio of State budget revenue per GDP is around 17% and by 2020 about 19%.
- Total amount of social investment capital in a period of 2011-2015 is about 45% of GDP, in a period of 2016-2020 about 40-41% of GDP.
- GDP per capita will be about VND 41.3 million in 2015 and approximately VND 74.3 million in 2020.
2.2. Social development
- Rate of general population growth reaches 0.37% in a period of 2011-2015, in a period of 2016-2020 is about 0.72%.
- To strive to 2020, urbanization rate reaches about 34%. Rate of non-agricultural employment per total employment is about 67%.
- To improve quality of education and to strive to 2015, rate of trained laborers is about 55%, out of which, rate of vocational trained laborers is about 41.5%; by 2020, rate of trained laborers is about 60-65%. By 2015, 80% of laborers will be employed after training.
- By 2015, to strive to achieve goals of 8 doctors, 1.5 pharmacists and 22 beds/10,000 people (by 2020, 25 beds /10,000 people); to reduce rate of malnourished children under 5 years of age to less than 15%.
- To reduce rate of poverty household by over 1% each year.
2.3. Environmental protection:
- By 2015, 100% of urban population and 90% of rural population use clean water; 70% of production facilities apply clean technology or will be equipped with equipments of reducing pollution, treating waste hitting environmental standards; 100% of industrial parks have concentrated wastewater treatment system achieving environmental standards, rate of collection and treatment of solid waste reaches 100% in urban areas and 80% in rural areas; treating 60% of hazardous solid waste and 100% of hospital waste.
- To preserve and use rationally natural resources, protecting biodiversity, especially in marine and coastal areas of the province.
III. Key sectors
1. To transfer strongly economic structure towards sustainable and high efficiency industrialization and modernization of agriculture and rural. To develop comprehensively agriculture toward concentrated commodity production having high technology, quality and productivity; promoting synchronous construction of new countryside.
2. To develop an open, advantageous investment environment, focusing on attracting investment projects of developing industrial production, trade - services; giving priority to large and high technology projects in order to create a breakthrough in industrialization and modernization of the province.

3. To promote planning and mobilizing all resources to build socio-economic infrastructure, constructing coastal economic zone of Thai Binh province and accelerate urbanization; investing in upgrading some important transport system, coastal corridor roads to create favorable connections for commodity exchange and socio economic development.
4. To renovate economic thinking, perfecting production relations toward socialist-oriented market. Focusing on developing high-quality human resources and pay attention on building capability of science and technology.
IV. Development orientation of sectors
1. Agriculture, forestry and fisheries
- To develop agriculture comprehensively, effectively and sustainably in direction of industrialization - modernization associating with building of new countryside. In a period of 2011-2015, striving to hit average growth rate of production value of agriculture of 3.4%/year, fisheries 9.8% / year; in a period of 2016-2020,  average growth rate of production value of agriculture increases by 2.6%/year, fishery 6.5%/year.
By 2020, ratio of production value of crop sector (at constant prices) accounted for 47.2% of total agricultural production value, proportion of value of livestock production make up 50.6% of total agricultural production value. By 2020, production value of fisheries sector accounts for 18.6% of total production value of agriculture, forestry and fisheries sectors. Increasing rate of commodity to about 40-45% by 2015 and 45-55% by 2020. Export value of agricultural products accounts for 12-15% of total export value of the province.
By 2015, to strive to hit added value of each hectare of agricultural land of VND 60 million and about VND 70 million by 2020. Number of agricultural labor is about 422,000 people in 2015 and about 348,000 people by 2020, accounting for 33% of total number of labour workforce.
- To continue to transfer cultivated crop structure, harvest structure, forming concentrated area of commodity production at large scale on basis of new rural planning; constructing 1-2 high technology agricultural production areas. Paying attention on converting to agricultural crops with high commodity value; implementing land accumulation and restructuring agricultural labor. To promote development of winter crop, reaching about 50% of cultivated area of the province by 2015 and 50-55% of cultivated area of the province by 2020.
- To promote livestock development with high efficiency and high quality; forming concentrated areas of livestock with large scale, modern technology, linking production with product processing and consumption, ensuring hygienic environment. Developing aquaculture to become key economic sectors of the province.
- To invest in constructing units of producing variety of animal and tree to proactively provide high quality of variety to meet demand of the province and neighboring provinces. To continue to newly afforest and maintain coastal protection forest. Improving ecological environment in estuary area.
2. Industry - handicraft
- To strive to hit an increase of industrial production value of 20.7% in a period of 2011-2015/year, an increase of 17.5%/year in a period of 2016-2020. In economic structure of the province, industry - construction account for 40.3% and 45% by 2020.
- To give priority to develop high-tech, modern industries to generate high revenue for the State budget; industries of serving agriculture. To promote development of agricultural and food product processing industry associating with development of material area in order to create jobs, increase incomes for rural areas. Descending preliminary processing, enhancing in-depth processing, actively investing in intensive processing technologies to create finished products of consumption commodities in order to increase rapidly added value of agricultural products and increase export value of the province.
- To develop industry of construction materials associating with efficient use of natural resources especially advantage of gas of the province and environmental protection. Restricting development of production of terracotta tunnel tile; utilizing ash of power centre of Thai Bin province to produce construction materials. Exploiting natural gas of gas fields in the gulf of Tonkin to serve industrial production and deploying pilot project of mining lignite under coal gasification method to invest in many factories of producing electricity, urea, white cement, refractory cement, acid resistant cements and other high-end construction materials.
- To develop industry of engineering - electrical, electronics to become an important industry with great added value. Developing some heavy industries in coastal plains to exploit potential and advantages of the province. Renovating and upgrading existing shipbuilding factory to build and repair steel-hull ship with tonnage of 7,000 ÷ 10,000 ton, barges ... in Diem Dien. Constructing supporting industry to serve shipbuilding industry and other industries of the province.
- To complete construction of power centre of Thai Binh province in My Loc commune, Thai Thuy district. To develop garment and textile industry of Thai Binh province in line with development strategies of garment and textile industry of Vietnam in direction of competitiveness and integration. Constructing units of producing textile accessories in Thai Binh city. Developing industrial clusters of textile traditional villages in districts, creating a harmonious economic development among localities.
By 2020, the province will has 15 industrial parks with a total area of 3.172ha and 43 industrial clusters with a total area of 1.226ha. Investing in building infrastructure of industrial parks and attracting investment projects into industrial parks and industrial clusters. In a period of 2011-2020, in each district, city, having 3-5 industrial clusters.
- To promote in-depth development of traditional villages in depth to produce competitive products on market. To encourage development of businesses and artisans in traditional village to maintain and expand existing traditional village and create more jobs for local workers. Developing material area for traditional villages to produce export products causing less environmental pollution.
3. Trade and services
- By 2015, total turnover of retail and service reaches VND 36.000 billion and VND 66,800 billion by 2020. Average growth rate of total turnover of retail and service in a period of 2011-2015 is 20.6%/year, in a period of 2016-2020 about 13.12%/year.
By 2015, total export value reaches USD 818 million and USD 1,580 million in 2020. In a period of 2011-2015, average growth rate of export value reaches 13.5%, in a period of 2016-2020 about 14%/year. By 2015, total import value will be USD 652 million and USD 1,050 million by 2020. In period of 2016-2020, average growth rate of import value is 9%/year.
- To construct commercial system in the province, particularly focusing on rural market development, development of wholesale markets to purchase products of farmers.
To construct and develop supermarkets, commercial centers in city of Thai Binh and centers of districts and towns. By 2020, it will builds 40 supermarkets and 14 trade centers in the wholly province. To implement to plan markets in the province to meet demand of socio-economic development and serve better people's livings.
To implementation planning of petroleum in the area, planning receiving ports and fuel and liquefied natural gas depots.
- To diversify tourism products to create unique products having particular characteristics of Thai Binh province, especially eco-tourism products and cultural and historical tourism products. To pay attention on promoting investment in upgrading technical facilities to serve tourists. Building tourism zones of Dong Chau, Con Den, Con Vanh. To strive to hit average growth rate of income from tourism in a period of 2011-2015 of 25.4%/year, in a period of 2016-2020, average growth rate of income from tourism is 27.2%/year.
- To develop financial services, banking, insurance and other services to serve better production and living of the people.
4. Social - culture
4.1. Population and labor

- To implement program of population and family planning. Average growth rate of population in a period of 2011-2015 maintains at a stable level of 0.37%/year, in a period of 2016-2020 being estimated at about 0.72%/year.
It is estimated that population of Thai Binh province in 2015 is about 1,820,000 people and 1,887,000 people by 2020.
- To train quality workforce to meet diversified requirements of technical employees in industrialization - modernization; labour demand for industrial parks, export of labor and other demands. In a period of 2011-2015, to strive to rate of trained workers per total workforce is 55% and rate of vocational trained labourer per total workforce is 41.5%; in a period of 2016-2020, the rates are 65% and 51.5%, respectively. To strive to hit annual average number of employees working in foreign countries of 2,500-3,000 people.
4.2. Education and training
- By 2020, mobilizing 70-75% of children to go to kindergarten; 80% of pre-school, 100% of primary school, 100% of junior high school, 70% of high school reach national standards. To develop preschool education system under two types of schools, classes (public, private); in a period of 2011- 2015, completing universalization of  preschool of 5 year old; gradually universalizing secondary education.
To construct and develop a university of the province; completing investment in some schools towards standardization. Investing in upgrading specializing high school of Thai Binh province; developing high quality secondary schools in districts and cities; completing solidification of classroom and public house for teacher by 2015.
- To continue to invest in raising capacity, quality of vocational training. To strive to meet full of criteria for upgrading vocational training school of Thai Binh, vocational training school for the disable to be vocational training college. To strive to 2020, vocational training schools attracts 30,000 students each year 3; increasing percentage of trained workers to 65%, out of which, rate of vocational training is approximately 51.5%.
- To improve quality and effectiveness of community learning centers, create favorable conditions for all of people to study regularly, contributing to a target of building a learning society.
4.3. Healthcare
- To ensure that all people can access to basic health services; gradually implementing equitable in healthcare, health protection, especially in healthcare services. Paying attention on healthcare for the poor, the elderly, women, the disabled, the helpless and children, especially children under 6 years old.
- To control rate of HIV/AIDS infected person in communities is about 2.45% by 2015 and 2% by 2020. Percentage of malnourished children under 5 years old is below 15%.
- To supply adequate, timely and quality assurance of medicines, accessories and equipment for health facilities to meet regular and extraordinary operation. To consolidate and strengthen health systems, striving to achieve national standard of communal health by the end of 2012. To train, retrain and improve quality of medical staff on profession and ethics.
- To apply advanced science and technology, developing in-depth technology; gradually building health sector to develop comprehensively, formal and modern. To strive to hit rate of 8 physicians, 1,5 pharmacists and 22 hospital bed/ 10,000 people; proportion of number of doctors/nurses is 1 / 2.5.

To develop traditional medicine systems, continuing to invest in traditional medicine hospital, consolidating and developing traditional medicine department of medical college of the province, promoting traditional medicine activities at commune level. Researching to build high quality healthcare center and pharmaceutical industry center in Thai Binh city.
- To invest in infrastructure construction and upgrading equipment for local health center under national standards. Completing investment in equipment for health centers, general hospital of districts and cities. Completing investment in preventive medicine center under national standards.
Completing construction of maternity hospital, nursing – rehabilitation hospital. On basis of sectoral plan, step by step investing in construction of provincial general hospital of 700 – 1,000 beds, psychiatric hospital; children's hospital, eye hospital, center for HIV / AIDS, emergency transportation center 115 in new positions.
4.4. Culture and sport
- Striving to 2020: 90% of families, 65% of villages; 90% of offices, schools achieve cultural standards. Increasing quality and quantity of local radio and television stations.
To invest in infrastructure and equipment to enhance operational quality of sports and cultural units. Forming entertainment spots in center area. Striving to 2020, 100% of district, city have center of culture - sports, libraries, sports grounds, a traditional house, amusement parks in accordance with development plan of local cultural system and plan of sport development; 100% of village have a cultural house; 100% of culture house of communes, wards and towns will be strengthened, upgraded, invested in equipment to improve operational efficiency.
- Completing investment in temple of kings of Tran dynasty (Hung Ha district), tomb of Tran Thu Do, commemorative zone of Uncle Ho (Tan Hoa - Vu Thu), relic zone of Tran dynasty (A Chao - Quynh Phu). Promoting sport and physical movement; 100% of schools comply strictly with teaching content of sport. Completing sports complex in Dong Hoa commune, Thai Binh city.
5. On development of technical infrastructure
5.1. Transportation:
- For transport projects managed by the central government locating in the province: the province in collaboration with the Ministry of Transportation implements step by step in accordance with plan of constructing, renovating, upgrading road system and a number of major bridges on roads:
+ Highway of Ninh Binh - Hai Phong - Quang Ninh, national coastal roads passing through Thai Binh province. National road No.39A from Vo Hoi bridge – Diem Dien, national road No.37 (from town of Diem Dien - Thai Thuy to Hai Phong) reaching plain standard of level III.
+ To have plan for construction of bridges: bridge of Hong Quynh, bridges on national coastal roads, bridges on highway of Ninh Binh - Quang Ninh.
+ To plan and invest in construction of port of tonnage of 1,000 tons in My Loc commune, Thai Thuy district (for electricity center of Thai Binh province); 1,000 tonnes port at Hoa Binh commune, Vu Thu district (for PetroVietnam).
- Projects managed by the local authorities: Investing in construction, renovation and upgrading roads, bridges and major ports:
+ Road connecting Ha Nam – Thai Binh with highway of Cau Gie - Ninh Binh at plain standard of level I; road in south Thai Binh city with plain standard of level II; road No.39B from Thanh Ne to Diem Dien with plain standard of level III.
+ To renovate and upgrade many provincial roads: No.458, No.452, No.455, No.396B, No.454, No.457, No.462, No.465 and many district roads reaching delta standard of level III.
+ To plan to construct bridges: bridge of Tinh Xuyen, bridge of Hong Tien, bridge of Sa Cao, bridge over ring road in south Thai Binh city.
+ To restore and dredge narrow passage of Diem Dien sea port to qualify for 10,000 tons ships; to plan and invest in construction of 1,000 tons ports of Tra Ly in Dong Quy commune, Tien Hai district.
+ To plan to build car parking ensuring to meet transport capacity in the province.
+ To plan and invest in construction of river ports: 300 tons of Hiep port in Quynh Giao commune, Quynh Phu district and inland wharves at Cau Nghin industrial park, town of An Bai, Quynh Phu district.
5.2. Electricity supply, water supply and drainage
- Electricity output supplying to the province hits an average growth rate of 23.18% in a period of 2011-2015, an increase of 17.67% in a period of 2016-2020; investing in upgrading and building new electricity supply system to meet demand of production and people's living, especially in urban areas and centralized industrial parks.

- To develop and expand clean water supply network for Thai Binh city, towns, industrial parks. To construct and upgrading sewerage network of Thai Binh city, towns.
- To treat industrial and hospital waste water before being discharged into general sewerage. Paying attention on drainage system and wastewater treatment especially for rural villages, industrial livestock sector.
5.3. Telecommunication
- To develop modern, synchronous telecommunication under digital and automation standards in order to ensure communication throughout the province, linking to all parts of the country and foreign countries. By 2015, striving to hit telephone rate of 82 telephone number/100 persons.
- To upgrade existing switchboards with a capacity of 387.061 lines, performance of telephone network reaches 80%. To ensure to meet demand for using telephone and redundancy capacity of telephone network. Installing new additional multi-service access switchboards in district center, parks, industrial parks, commercial areas, new urban areas which have huge telephone demand and demand for new services.
5.4. Environmental protection
- To raise awareness of each residential, business of environmental protection issues, urban and rural sanitation to preserve health and protect people’s living. All levels of authorities must pay attention to direct, conduct regularly, continuously and have concrete measures.
- To carry out evaluation of environmental protection plans before issuing construction licenses. Refusing resolutely construction of factories, plants with outdated technology, causing pollution to protect environment. Establishing environmental management regulations, regulations on standards of noise, noxious gases, dust ...
V. Orientation of organizing space
1. Urban areas
- To strive for an urbanization rate of 20.2% in 2015 and around 34% in 2020. Implementing urban plan and managing construction plan to meet requirements of construction of civilized and modern urban areas. Striving to achieve urban housing area of 18
m2/person by 2015 and 20m2/person by 2020.
- To improve quality of housing by increasing proportion of solid housing to 85% in 2015 and 98% in 2020 gradually arranging, relocating environment polluted industries out of residential areas, investing in construction of wastewater treatment system of traditional village.
- Direction of constructing urban areas achieving standards for urban types as follows:
Constructing Thai Binh city with functions as a center of politics, economy, culture, science and technology and by 2015, become the urban grade II. Building urban systems as a hub of promoting socio-economic development of the province.
To build 4 provincial urban areas: Diem Dien town (Thai Thuy district), Dong Chau tourism zone and Con Vanh town (Tien Hai), Hung Nhan town (Hung Ha district), An Bai town (Quynh Phu district).
To build urban centers of districts (towns): towns of Quynh Coi, An Bai, Dong Hung, Tien Hung, Thanh Ne, Vu Quy, Hung Ha, Hung Nhan, Tien Hai, Nam Trung, Thai Ninh, Diem Dien, Vu Thu.
To upgrading many communes to become urban area grade V: communes of Dong Do, Thai Phuong (Hung Ha district); Thuy Xuan commune (Thai Thuy district); communes of An Le, Quynh Giao (Quynh Phu district); Yu Hoi commune (Vu Thu district).
2.  Planning rural residential areas
- To step up embellishment and rebuild rural areas, building infrastructure towards urbanization. Arranging suitably social infrastructure systems such as zones of entertainment, sports, green trees, health, education, waste treatment... to meet demand of enjoying culture of the people and ensuring environmental hygiene.
- To strengthen management and guidance of families to build houses which ensure appropriate environmental sanitation. To mobilize all resources to invest in building communal office and center of communes.
3. Plan of land using
Total natural land area is 157,003 ha by 2020, out of which:
- Area of ​​agricultural land is 98,337.4 ha, out of which, ​​76,657.5 hectares of paddy land.
- Area of non-​​agricultural land is 58,666 ha, out of which, 14,017 ha of housing land, 36,574.2 ha of specialized using land.
- To arrange all of area of ​​unused land (1,682ha) to be used for non-agricultural purposes.
4. Developing many economic routes
National road No.10 from Vu Thu district (Thai Binh province) to Hai Phong; road from Thai Binh city to Dong Chau and adjacent areas; national road No.39 from Trieu Duong bridge to Dong Hung town; road from Thai Binh city to Diem Dien.
5. New rural development

- To construct new model of rural area with agricultural commodity production, developing towards industrialization and modernization, with synchronous development of socio-economic infrastructure, material and spiritual living of the people being improved, firm social and political organizations.
- To strive to 2015, over 20% of communes hit standard of new countryside and by 2020, Thai Binh province becomes a new rural province with agriculture and industry towards modernization.
6. Building coastal economic zone of Thai Binh province
Total area of coastal economic zone of Thai Binh province is 30,583ha; out of which, natural area within boundary of communes is 21,583ha, coastal wetland area is about 9,000 ha.
To focus on and give priority to develop east areas of coastal national roads with a size of about 10,000 ha locating in mudflat area, have not residential  and area of rice land. To construct and develop coastal economic zone of Thai Binh province with industries associating with marine (shipbuilding, power production, seafood processing, fertilizer production, NH3, high-quality construction materials, materials for mining industry ...); tourism development, ports, non-tariff areas and urban residential area.
By 2020, costal economic zone of Thai Binh province tries to contributes about 18-20% of total income of the province of Thai Binh.
VI. Key measures of implementing plan
1. Solutions of raising capital
Investment demand in a period of 2011-2020 is VND 282,100 billion (at price in 2009), out of which, in a period of 2011 – 2015 is VND 121,590 billion.
Basing on ability of balancing annual budget, the province should have specific measures to mobilize highest domestic and foreign resources for investment and development, internal resources plays a key role, mobilizing maximum capital resource from land fund, attracting capital from all economic sectors, promoting socialization of field of culture, society.
To improve open, favorable investment environment to attract foreign capital, taking advantage of maximizing investment capital of the provinces under projects of socio-economic infrastructure development, rural development.

2. Joint development cooperation between Thai Binh province with provinces in the region and the central agencies:      
To coordinate with Ministry of Transportation and other provinces in region: Building coastal road from Thanh Hoa - Ninh Binh - Thai Binh - Hai Phong - Quang Ninh; upgrading of national roads No.10, 39, 37; building bridges of Hong Quynh, Hong Tien, An Khe, Sa Cao...
Cooperation in fields of trade, tourism: Building center of product introduction and implementing common trade promotion activities ... for the whole region.
To coordinate to raise capacity of irrigation and drainage system among concerned provinces.
Cooperation in field of education - research and technology transfer, health, healthcare and medical study.
3. Human resource development
To continue to increase investment in fields of education - training, health, culture to raise literacy levels, trained employment rate and health of the people. To build dynamic, creative human resource to meet requirements of new revolutionary stage.
To have mechanisms and policies to develop education and training, especially training civil servants, laborers and technical workers, a team of technology experts, management team and entrepreneurs.
To implement policies of attracting talent and skilled labor to work long-term in Thai Binh province and at the same time, accelerate training of human resources in Thai Binh province in consistent with socio-economic structure of the province.
To strengthen activity of training management personnel of enterprises, rearranging and improving the State management staff. Attaching importance to build technical, qualified manpower for production and business.
4. Development of science - technology and environmental protection
To have measures to associate development of science and technology with production; rapidly applying scientific-engineering and information technology achievements into production.
To promote application of varieties of trees and animals with high yield, good disease resistance, consistent with natural conditions of the province. Cooperating and linking the State, entrepreneurs, scientists and farmers in agricultural development. Applying advanced technologies in agricultural and fishery products processing.
5. To continue to implement administrative reform thoroughly, openly to create best conditions for all economic sectors to invest in development. Improving efficiency and effectiveness of political system at all levels.

6. Combining economic development with ensuring national security.
To combine closely socio-economic development with strengthening defense – security capabilities, building national defense posture associating with people's security posture. Combining economic with defense - security in process of building master plan of socio-economic development. When building projects of economy - culture – society, it should pay attention to plan of protecting and maintaining operation to transfer to serve defense when war occurring. Attaching importance to economic development associating with promptly increasing defense capabilities in fields of infrastructure construction, telecommunications, industrial and handicraft, agricultural fields, irrigation.
VII. Organizing plan implementation and monitor
1 After being approved by the Prime Minister, the province must publicize and disseminate a master plan on socio-economic development of Thai Binh province to the Party committees, local authorities, agencies, unions, businesses and the people in the province; at the same time, constructing a specific action plan for implementation of the plan.
2. To specify objectives and tasks of the plan by 5-year plans, annual plans to perform effectively. To annually evaluate implementation of the plan, on this basis, reviewing and suggesting under jurisdiction adjustment and supplement of the plan in accordance with situation of socio economic development requirements in each period.
3. Local authorities, departments, socio political organizations and the people are responsible for inspection and monitoring implementation of the plan.
4. Master plan on socio-economic development of Thai Binh province to 2020 is a basis for preparation, submission for approval and implementation of specialized plans (construction plan, land using plans and other specialized plans), socio-economic development plan of districts, towns, cities and investment projects in the province of Thai Binh.
5. People's Committee of Thai Binh province, basing on approved master plan, functions as the main implementer and in collaboration with other related ministries and agencies to direct building, submitting for approval and implementing in accordance with provisions as follow:
- Development plans of key sectors, products; plan of development of urban area system and residential areas; construction plan; land using plan; master plan of socio-economic development of districts, towns and cities of Thai Binh province to ensure overall and synchronous development.
- To prepare 5-year plans, annual plan; key programs of socio-economic, cultural, social development; specific projects to implement the plan.
- To research and develop, issue or submit the State competent agencies to issue a number of mechanisms and policies to match requirements of development of the province in each stage in order to attract and mobilize resources for implementation of the plan.
6. Related ministries and agencies within their functions, duties and powers, be responsible for:
- To instruct and assist People's Committee of Thai Binh province in process of implementation of the plan.
- To coordinate with Thai Binh province in process of reviewing, adjusting, supplementing plans of sectors to ensure uniformity, consistency of the plan; considering and supporting the province to mobilize domestic and foreign capital resources to implement the plan; to accelerate implementation of approved investment projects of the region and which plays important role to development of the province.
