- Railways: North –south railways run through the province with a length of 190 km and 11 stations
- Sea: Being a coastal province with wide sea, 192 km coastline, islands and locating near international shipping routes.
Currently, Phu Quy port was built completely and can receive ships of 10,000 tons, port of Phan Thiet is being built to receive ships of 2,000 tons.
- Airway: transportation demand, especially for tourists, investors, more and more increase, Binh Thuan province is calling for investment to rebuild airport of Phan Thiet.
Communications systems were modernized, connect with international and national information systems. Mobile phone, Internet service are widely used, ensuring customer’s requirements. There are in average 4,59 telephone subscribers per 100 people.
* Electricity
Electricity sources have ability of meeting all electricity needs. There are 03 main electricity sources:
- From Da Nhim hydroelectric power plant through 110 KV transmission grids.
- From Ham Thuan - Da Mi hydroelectric power plant through 110 KV transmission grids
- 3,800 KWh diesel generator station.
Of which: to provide electricity to area of Phan Thiet, there are transformer station in Phan Thiet center with a capacity of 50 MVA, and will be expanded and upgraded from 80 to 100 MVA; Electricity grid system in Phan Thiet city is also being improved to meet demand of residential and industrial areas of Phan Thiet.
* Water:
- Phan Thiet Water Plant has a capacity of 25,000 m3/day, which is currently upgrading and expanding pipeline system with ADB funds, make sure to meet daily needs and production.
- All district have small-scale water supply stations with a capacity of 500 – 2,000 m3/day.
* Other service system:
Including banking, insurance, education, medical care, legal services, public notaries, real estate, construction, transportation, translation, job training, employment agencies... quite developed to fully meet customer requirements.
1. Development viewpoint:
- Socio-economic development of Binh Thuan province is in overall development of the whole country and the region; in line with socio-economic development strategy of the whole country, master plan on socio-economic development in the North Central and South Central Coast, plans on development of branches until 2020 approved by the Prime Minister.
- Mobilize highest resources to accelerate the speed and quality of economic growth, soon shorten the gap and keep pace with development level of the whole country. Constructing Binh Thuan province into a modern industrial - service oriented manner.
- To actively integrate, well implement the regional linkage; To step up economic restructuring along direction of industrialization and modernization as well as development along the width while attaching importance to development in depth and quickly increasing fields with high labor productivity and great efficiency; sharply developing spearhead products, dynamic areas of the province on basis of bringing into play human factor and key breakthrough points, out of which, the province has a competitive advantage.
- Sustainable socio-economic development: Combining economic growth with ensuring social justice; resource - environment protection; at the same time, regularly reviewing development process to adjust accordingly.
- To closely combine socio-economic development with consolidation of national defense and security in each locality.
a) General objective:
To exploit and effectively use resources, potentials, advantages, active integration, develop marine economy, tourism and energy. To build and develop Binh Thuan province by 2030, basically becoming a modern industrial province focusing on building three national centers: energy center; sea-tourism center; titanium mineral ore processing center; having sufficient and synchronous socio-economic infrastructure with the whole country; progress production relations progress; social security and social welfare are guaranteed, people's living standard will be improved, income per capita is not lower than the national average, environment is well protected; defense - security is constantly strengthened, social order is maintained.
- Economic:
+ Strive for the period of 2016 - 2020 with average economic growth rate (GRDP) of 7.0-7.5% / year, out of which: agriculture - forestry - fishery increase 3.3 - 3.8% , industry - construction increase by 9.0 - 9.5%, services increase by 8.2 - 8.7%. The vision for the period of 2021 - 2030 has an average economic growth rate (GRDP) of 7.2-7.5% per year, out of which: agriculture - forestry - fishery increases 2.8 - 3.0%, industry - construction increases by 10.0 - 11.5%, Services increases by 6.2 - 6.4%.
+ Economic structure continues to move towards increasing proportion of industry - construction and services. By 2020: share of agriculture, forestry and fishery will be reduced to 21.4 - 21.8%, industry - construction 31.4 - 31.8% and services 46.6 - 47.0%. + Natural population growth rate will decrease to 0.87% by 2020; Average population growth rate in the period of 2016 - 2020 is 0.7% per year and in a period of 2021 - 2030 is 0.65%.
+ To create jobs in a period of 2016-2020 around 24,000 laborers per year; to accelerate labor restructuring in direction of progress. Percentage of trained laborers by form of training will reach 65-70% by 2020 and 70-75% by 2030.
+ To reduce rate of poor households (according to new standards) on average from 1.0 to 1.2% annually.
+ To raise mobilization rate and raise the quality of education. By 2020, the proportion of schools meeting the national standard is over 40%; prevalence rate of preschools is 80%; secondary school enrollment at right age reaches 90% and secondary school enrollment reaches over 50%. + Percentage of households using electricity will reach 99% by 2020 and 99.5% by 2030.
+ Percentage of urban solid waste which are collected and treated will reach 93% - 94% by 2020 and 100% by 2030. Proportion of collected solid waste collected in rural areas will be 50% by 2020 and 60-70% by 2030.
+ Percentage of industrial parks operating with concentrated waste water systems up to the environmental standards will reach 100% by 2020.
+ Rate of forest cover will reach 43% by 2020 (including 55% of industrial and perennial crops).
a) Orientations for development of branches and fields:
- Agriculture-forestry-fishery, rural areas:
Agriculture:
Accelerate development of comprehensive and sustainable agriculture in association with the construction of new countryside. Focus on developing modern agriculture; rural development associated with urban, industrial - service. To accelerate industrialization and modernization of rural areas in parallel with environmental protection.
To concretize and well implement the scheme on agricultural restructuring under Decision No.899/ QD-TTg dated 10 June 2013 of the Prime Minister; To focus on agricultural development in direction of producing goods of high quality, constantly raising added value on basis of exploiting to almost advantages of the locality. To restructure farming industry towards large-scale, concentrated production development; To develop steadily main crops and advantages such as dragon fruit, rubber, cashew and other crops in line with their advantages and conditions of soil and climate change adaptability. To continue to well implement policy of flexible and effective use of rice land area. Shifting livestock into farm-oriented, semi-industrial and semi-industrial farms with controlled epidemics and environment; attach plan of livestock development to system of slaughter, processing, preservation and consumption.
To attach importance to application of scientific and technical advances in the production, preservation and processing of agricultural products; Focus on improving plant varieties and livestock along with enhancing food safety and hygiene; To step by step form a model of hi-tech agricultural production; closely linking production with processing and consumption of products in value chain for advantageous and highly competitive products; paying attention to improve quality of dragon fruit; replicating large sample field models, high quality rice fields. Reorganizing production in agriculture along with promotion of enterprise development, cooperatives and other forms of cooperation, should be explored for development of linkages in value chain.
Strive to 2020: food output reaches 811,000 tons (out of which: paddy reaches 616,000 tons, corn reaches 195,000 tons); output of rubber latex reaches 65,000 tons; dragon fruit production reaches 750,000 tons; article reaches 14,000 tons; meat production of all kinds reaches 40,000 tons.
Forestry:
Strengthening forest management, protection and development activities, preventing and reversing deforestation; particular attention should be paid to headwater forests, protection of forests, special-use forests and adjacent areas to neighboring provinces. Encouraging implementation of hiring, contracting forest protection, afforestation, animal husbandry and non timber forest products development to increase income and sustainable forest development.
For protection forests, special-use forests must strictly protect and increase power of their guardians and increase their interests. With regard to production forests, boldly consider to allocate forests to qualified organizations and individuals and work out effective production and business plans for forest protection and business, not necessarily forestry farms, the State - owned company.
To strongly develop production forests on the basis of intensifying application of technical advances, especially varieties and intensive investment in order to increase yield and quality of forests in accordance with specific conditions of each ecological region. In parallel with the development of small-scale plantation of small timber material and short-term material for processing, priority should be given to research and develop models of economic afforestation with large timber species with high biomass, high exploitation yields, shortened harvesting cycles, sustainable sources of forest products; replacing good forest plantation when changing the purpose of use.
To develop forest product processing industries according to plan, diversified in terms of scale, types of products and consumption markets. Promote aquaculture development according to conditions of each region. Focusing on development of favorable seed production; To maintain area of brackish water aquaculture; to encourage development of concentrated freshwater aquaculture areas according to plan. To promote development of aquatic products in a comprehensive manner, raising efficiency of exploitation, aquaculture, processing and services associated with protection of aquatic resources. To well implement government's preferential policies to boost capacity of vessels of high capacity; To further replicate and promote solidarity production and fishery union model. Minimize development of small boats, near shore fishing; strictly handle all activities to exhaust, destroy environment. + Salt production:
Stabilizing area of salt production under plan reaches 990 hectares; to enhance application of advanced technologies to production and development of post-salt industry in order to diversify products, raise salt quality and raise investment efficiency. + New rural development:
By 2020, most of cultivated area is irrigated with 80% of irrigation capacity; More than 60% of farmers use clean water; all of commodity production areas are concentrated, the villages have smooth roads to the center; to meet demand for electricity for production and daily life of 100% of households in concentrated residential areas. Strive for average growth rate of industrial added value (comparative price in 2010) in period of 2016 - 2020 is 10% / year, in a period of 2021 - 2030 is 13% / year. By 2020, industrial proportion will account for 70% of total added value of the industry and construction sector and 80% by 2030.
Industrial structure shifts towards focusing on development of following groups of products: energy, agro-forestry-fishery; deep processing mineral; mechanics, electronics, building and repairing ships and boats; production of mineral water, beverage, yarn, textile, garment, footwear; supporting industries for the southern key economic region. To boost the export of goods in association with investment in technological renewal, creating clear strides in quality, efficiency and competitiveness of products; strengthen trade promotion and international economic cooperation in order to consolidate traditional markets and seek new markets for export.
Create favorable conditions and actively promote implementation of energy projects (thermal power, wind power, solar power, gas power) to help Binh Thuan become a national energy center. Promoting efficiency, speeding up investment in infrastructure of industrial zones and clusters; to attract investors to form a center for processing titanium ore minerals, closely associating with environmental protection and landscape. To encourage development of processing industry for domestic consumption and export; to reduce proportion and to terminate export of raw and unprocessed products and increase products with scientific and hi-tech content; beside processing of aquatic products and forest products, paying attention to processing of products from dragon fruits, tails, latex, algae, etc. To encourage economic sectors to invest in industrial development, ship building and repair; to prioritize attraction of investment projects on offshore services. To well implement policy of industrial encouragement and measures to support industrial production establishments, cottage industries and handicrafts on credit preferences, production sites, market information, technical advice and training of human resources; support and create conditions for businesses to operate effectively.
Promote processing of aquatic products (rubber, dragon fruits, etc.), algae for domestic consumption and export and promote implementation of Vinh Tan, Son My, wind power projects and encourage investment attraction of developing electricity using solar energy.
To well implement zoning plan for exploration, exploitation, processing and use of titanium ore in a period up to 2020 with a vision to 2030 approved by the Prime Minister. Engaging with in-depth processing according to plan, suitable roadmap, combine economic efficiency with social efficiency, environmental protection, ... large-scale exploration and exploitation of raw materials of titanium-zircon ores in area of Luong Son, Bac Binh to provide for deep processing projects in the area. To speed up construction of titanium ore processing plants (artificial rutile, pigmen, titanium foam, metal titanium) towards advanced technologies without causing environmental pollution. Forming titanium-zircon mining industry commensurate with the resource potential. To step by step build Binh Thuan to become center of energy and processing centers of titanium mineral large of the country.
In the 2016-2020 period, to concentrate resources to invest in construction of infrastructure of industrial parks and complexes; To complete investment in construction of industrial park infrastructures and attract investment to fill at least 80% of area for lease of industrial parks in Phan Thiet, Ham Kiem I and Song Binh; filling 50% of Ham Kiem II industrial zone, Tuy Phong. + In a period of 2016 - 2020, the provincial industry focuses on production of competitive advantage products. After 2020 – 2030, bringing into full play potential of these advantages products:
Power generation industry: Focusing on developing thermal power, wind power and solar power. Electricity production is expected to reach about 14 billion kWh by 2020 and 60 billion kWh by 2030. Electricity will be a breakthrough product of provincial industry from now to 2030.
Agricultural - forestry - fishery processing industry:
To continue developing the processing industry of frozen aquatic products, dried seafood, fish sauce.
Focus on calling for investment in deep processing dragon fruit, rubber, cashew.
Deep titanium mining and processing industry: By 2020, titanium industry will be step by step in development of titanium slag products. By 2030, to develop a stable and sustainable titanium industry with a large-scale advanced titanium ore exploitation and processing center; priority should be given to development of pigment, titanium, titanium and titanium alloys for domestic consumption and exports.
Vinh Hao mineral water: maintaining the brand and expanding market of products.
+ Construction: To raise construction capacity, gradually increase scale and quality; focus on key projects in area; continuing to embellish the city in direction of civilization and modernity in accordance with requirements in each stage of development.
- Service area:
Diversify type of service and improve level of development of service sectors and products; focus on developing the following industries, products and services: commercial services, tourism, construction services, hotels, restaurants, finance - banking, insurance, transportation, information and communication, services logistics, education and training, health, electricity, water, services for agriculture and fisheries.
Strive for value added services in a period of 2016 - 2020 increased 8.4% and in a period of 2021 - 2030 increases by 6.2%. By year of 2020, service proportion will account for 46.8% of the province's total added value (VA) and by 2030 it will account for 42.5%.
+ Trade:
To continue to develop domestic market through well-organized distribution of materials, consumer goods and consumption of local advantages. Continue to promote campaign of "Vietnamese people use Vietnamese goods." To strive to achieve total retail sales of goods and services of social consumption up to VND 72,000 billion by 2020, an average increase of 14.6% in a period of 2016-2020 and VND 200,000 billion by 2030. The average level in a period of 2021 - 2030 is 10.7%.
To consolidate and expand export markets along direction of diversifying markets and products; To prioritize exploitation and make full use of opportunities from key export markets; effectively exploit traditional markets. To focus on implementing measures to boost export of key and advantageous products of the province, focusing on aquatic products, rubber, dragon fruit, household furniture, apparel and fine arts. Strive for total export turnover to about 600 million USD by 2020, of which export turnover of goods reached about 380 million USD. To promptly implement monetary and credit institutions and policies, create conditions for enterprises and people to access bank capital and enjoy the State's policies. To implement good solutions for dealing with bad debts; promoting non-cash payments and develop modern banking services. Strive for the period from 2016 to 2020, raising credit capital by 17% - 25% / year on average, outstanding loans increased by 15% - 22% / year on average.

Building tourism into a spearhead economic sector of the province. Strive for growth rate of tourism in a period of 2016 - 2020 is 8.07% per year; in a period of 2021 - 2030 is 08 - 10% per year. To strive for an increase of 19.3% / year in average tourism revenue during a period of 2016 - 2020, 15.35% / 2021 - 2025, 17.05% / 2030-2030 / year.
To attach importance to protection of natural environment and social environment for sustainable development of tourism. It focuses on pollution remediation, embellishment and protection of environmental landscapes; ensure social order and food hygiene and safety.
b) Development of social sectors:
- Population, labor and employment:
+ To carry out well family and reproductive health care plan, strive for an average population growth rate of 0.7% in 2016-2020 period and 0.65% in 2021-2030 period.
+ By 2020: Labor force accounts for 62% of population; demand for labor is about 60.4% of the population (accounting for 97.5% of total labor force); in the period of 2016 - 2020, it is necessary to create jobs for about 68,430 laborers (new increase). Labor structure achieve: agriculture accounted for 40.5%; industrial sector accounts for 26.4%; service sector accounts for 33.1%. Total trained workers are 65-70% (agriculture 61.7%, industrial 64.7%, service 84.4%); rate of workers from intermediate level up to 20.9%; number of employees required to train in period of 2016-2020 is about 151,911 people (an average of 30,382 laborers per year).
+ By 2030: Labor force accounts for 63% of population, labor demand accounts for 61% of population (accounting for 96.8% of total labor force); in period of 2021 - 2030, it is necessary to create jobs for about 58,010 laborers (new increase). Working structure of agricultural sector is 22%; industrial sector accounts for 40%; service sector accounts for 38%. Total number of trained workers is 70-75% (agricultural sector 64.0%, industry 71.5%, service 85%); Rate of workers from intermediate level up to about 50%; number of employees required to train in a period of 2021 - 2030 is about 165,842 people (average 16,484 workers per year).
- Health care and people's health:
+ To invest in and upgrade modern medical equipment for the medical examination and treatment system from the provincial level to the grassroots level. Continue to promote socialization of health care. By 2020, strive to raise rate of beds / 10,000 person to 30,6 beds; increasing life expectancy to 76 years; maintaining under-five malnutrition rates to below 9%; proportion of children under 1 year old is fully immunized over 98%; increase ratio of doctors / 10,000 people to 7.0 doctors; raising share of people participating in health insurance to 82.1%.
+ Strengthening preventive medicine; primary health care of the people; to do well in work of epidemiological, food hygiene and safety and national health programs; control extinguished from the beginning to do not occur kind of disease. Improve quality of medical examination and treatment; develop satellite hospital model and GP. Encourage socialization of health care; Creating favorable conditions for non-public health development and public-private partnerships. + Striving to 2020: rate of raising school-age pupils to go to school: Kindergarten 15%, kindergarten 85%, primary school right age of 99.8%, secondary school of 90%, senior high school of 50%; percentage of students completing the primary school program is 99.9% per year; Rate of secondary school graduates is over 99% each year; Rate of high school graduates is higher than the national average every year; Proportion of national public schools is over 40%. By 2030, strive to bring education and training sector of the province to reach general targets of the whole country.
+ To strengthen propaganda and information work, making whole political system and people in the province determine that education and training are the top national policies, cause of the entire people, the main education investment is investment for development; educational mission must integrate three educational environments: family, school and society. To attach importance to raising quality of education in deep-lying, remote, island and ethnic minority areas. Promote investment in facilities for teaching and learning towards national standards. Promote socialization of cause of education and training. To step up training of human resources with knowledge, skills and ethics, to build up a contingent of skilled laborers, work scientifically and technically with productivity, quality and efficiency; To attach importance to the training and development of high-quality human resources.
+ Build human beings with personality, ethics, competence, creativity, social responsibility and sense of law observance.
- Culture, physical training and sports:
+ Strive to 2020: 50% of communes meet new rural culture standards; 50% of wards and towns meet urban civilization standards; 100% of villages, neighborhoods in lowlands and 60% of villages, mountainous villages and islands have cultural houses and sports facilities; 52% of communes, wards and towns have the Steering Committee for domestic violence prevention and control; 12% of villages, neighborhoods have clubs of sustainable development; 31.57% of the proportion of people exercising regularly. Vision to 2030, strives to meet criteria of culture, physical training and sports equal to national average.
+ To promote socialization and strong transfer of cultural, physical training and sport activities on grassroots level; promote movement of culture, popular culture. Combining support of the State with mobilizing people to invest in building cultural, physical training and sport institutions; Priority should be given to investment in basic cultural institutions: the provincial sports and culture center, the provincial museum, etc., which are responsible for the State management in field of culture, preservation and promotion of cultural heritage; It is planned to renovate, restore and anti-degradation of historical and cultural relics in parallel with collecting, exploiting and bringing into full play cultural values of local ethnic groups. Caring for and protecting children, family work, gender equality; take care and promote the role of the elderly. To develop movement of physical training and sports of the entire people, to take measures to actively promote high-achievement sports and professional sports.
- Poverty reduction, social security:
+ To strive to reduce average number of poor households (according to new standard) in the 2016-2020 period by an annual average of 1 - 1.2% per year, especially in communes with socio-economic difficulties and exceptional difficulties, decreases by 2 - 3% / year; By 2020, 100% of social protection beneficiaries in the province will be supported under current policy of the State in two forms of intensive care at social protection and cross – community support facilities; 95% of children in special circumstances are cared for.
+ Good implementation of social security policies. To continue promoting the "gratitude" movement, fully implementing regimes and policies for the people with meritorious services to revolution, the poor and the near poor. By positive and effective measures, continue to reduce poverty in a sustainable way, effectively addressing social concerns on basis of continuing to integrate and effectively implement national target programs and climate change response programs with the State budget funds, international aids and support from businesses associated with mass movement. Proper care of the ethnic minorities.
By 2020, science and technology will contribute significantly to economic growth and economic restructuring, high technology and high-tech products reach about 30% GRDP. Rate of technological innovation and equipment will reach over 20% per annum in a period of 2016 - 2020. Value of the market for science and technology will increase by an average of 15-17% per year. To strive to increase total investment in science and technology to over 2% of GRDP by 2020. - To well implement policy on technology and equipment renewal for enterprises producing advantageous products of the province; encouraging enterprises to invest in renewing modern and environmentally friendly technological chains for high productivity and added value. Linking science and technology agencies to agricultural extension, industrial extension, fishery extension and related functional agencies.
- To continue to enhance investment in material foundations and technical equipment in service of the State management of science and technology. To establish a biotechnology application area for goods - oriented product production in combination with building project of the Center for information and application of scientific and technological advances; implementing project of construction of environmental radioactive monitoring and warning station.
d) Environmental protection, adaptation to climate change and sea level rise:
- To strive for the target that by 2010, 100% of solid waste in urban centers will be collected and treated, accounting for 93% - 94% by 2010; proportion of collected solid waste in rural areas will be 50% by 2020 and 60-70% by 2030; by 2020, percentage of households having access to clean water will reach 98%, out of which, the percentage of households using clean water will reach 65%. By 2030, 100% of households will have access to clean water. Proportion of industrial parks, industrial clusters and craft villages operating with concentrated waste water treatment systems up to 100% by 2020. Rate of forest cover rise to 43% by 2020 (in case of long-term industrial crops and perennial crops is 55%).
- Strengthening natural resources management, environmental protection, natural disaster prevention and response to climate change: stepping up management of natural resources, land, forests, sea, minerals and water. To assess potentials and reserves of minerals on land and sea in Binh Thuan province in order to review plans for exploitation, management and protection, ensuring rational, thrifty and efficient use of minerals. Meeting requirements of environmental protection. Developing a land database and renewing land use plan. Have a plan to use rice land in a flexible, effective way. To well perform task of assigning and decentralizing the State management over various kinds of natural resources and minerals according to provisions of law. Improve forecasting, active response to climate change, natural disaster prevention. Continue implementation of the climate change response target program; regularly checking safety of dykes and reservoirs; dredging river beds, estuaries and sewers in urban areas; plans to actively remove people from landslide and seriously affected areas of climate change.
- Put requirements of environmental protection first when reviewing investment projects; do not accept investment projects with technology, equipment and backward that are likely to cause environmental pollution. There is a plan to basically deal with water logging in rainy season in urban areas. To intensify inspection and supervision of the application of measures to treat wastewater, wastes and other kinds of chemicals containing environmental pollutants in production and business. To strictly control sources of pollution and strictly handle violations. To take active measures against desertification of coastal areas; to promote development of forests, afforestation, coastal forests and tree planting in urban centers in order to contribute to environmental improvement. Encourage development, use of new energy, renewable energy. Carry out assessments of climate change impacts in each sector and locality to adjust and supplement planning and development plans appropriately.
- Spatial development in accordance with land use plan:
In the period up to 2020, structure of land use in the province will be shifted towards: Agricultural land will decrease from 86% in 2015 to 84% of the total natural area; non-agricultural land will increase from 12% to 14% of total natural area; unused land fell from 2.3% to 1.7% of total area.
- Orientations for development of urban systems:
+ By 2020, Binh Thuan province will develop a total of 15 urban centers on basis of upgrading and expanding 14 existing urban centers, building 1 new urban center, including 1 grade - II urban center (Phan Thiet city), 1 grade III city (La Gi town), 1 grade IV city (Phan Ri Cua town) and 12 grade V cities: Lien Huong, Vinh Tan (new), Cho Lau, Luong Son, Ma Lam, Thuan Nam, Lac Tanh, Vo Xu, Duc Tai, Tan Nghia, Tan Minh and Phu Quy district center.
+ By 2030: Binh Thuan province will develop a total of 21 urban centers on the basis of upgrading and expanding urban centers in previous period and building new ones, including 1 grade I city, 2 grade III cities (La Gi town, Phan Ri Cua town), 3 grade IV cities (Lien Huong, Cho Lau, Vo Xu) and 15 grade V urban centers: Vinh Tan and Luong Hoa Thang (new) township, Hai Ninh (new), Ham Duc (new), Thuan Nam, Tan Thanh (new), Lac Tanh, Duc Tai, Tan Nghia, Tan Minh, Son My (new) and Phu Quy district center.
Urban population in 2016-2020 is forecast to increase by 1.8% per annum. By 2020, urban population of the province is estimated at 529,200 people, reaching urbanization rate of 40-45%. In a period of 2021-2030, urban population will increase rapidly by 3.4% per year; to 2030, the urban population of the province is estimated at 739,200 people, reaching urbanization rate of 50-55.0%.
- Orientations for development and distribution of rural population:
+ To develop rural population according to new rural model which are suitable to the regions:
The delta: population organization is centralized, in line with economic restructuring in rural areas. To develop specialized agricultural areas of high economic value along direction of commodity production. To renovate and build system of social infrastructure, special technical infrastructure, traffic, water supply and electricity supply in line with trend of approaching urban lifestyle.
Coastal areas: Rural residential areas are associated with aquaculture, fishing, tourism, services, coastal areas, etc. Moving existing and non-residential areas to new residential areas which are prone to tsunamis, estuaries and at risk of landslide. To solidify houses in areas which are frequently flooded, to increase planting of coastal protection trees.
+ Rural population is projected to fall slightly by 0.04% per year in 2016-2020; by 2020, rural population of the province is expected to be 730,800 people, accounting for 58% of the total population; In a period of 2021 – 2030, rural population will be reduced sharply - 1.87% per year, to 2030, rural population of the province is expected to 604,800 people, accounting for about 45% of total population.
By 2020: Recommending to put Phan Ri Cua township into Phan Ri Cua town; Establishing two new towns: Vinh Tan (Tuy Phong district); Phu Quy (Phu Quy island district); upgrading old town. Thus, by 2020, Binh Thuan has one city, two towns and eight districts (with 12 towns).
By 2030: To continue upgrading urban centers in 2016-2020 period (including striving to bring Phan Thiet city to grade I urban centers, Phan Ri provincial townships to grade III urban centers; Huong, Cho Lau, Vo Xu to urban grade IV); Establishing six new townships: Da Mi, Ham Duc (Ham Thuan Bac district); Tan Thanh (Ham Thuan Nam district); Hai Ninh and Hoa Thang (Bac Binh district); Son My (Ham Tan District). Thus, by 2030 Binh Thuan has a city, 5 towns and 8 districts (with 15 townships).
- Orientations for socio-economic development in space:
Binh Thuan Province is divided into four economic development zones as follows:
Economic dynamic zone: including Phan Thiet city, Ham Thuan Bac district, Ham Thuan Nam district and Phu Quy island district; Phan Thiet city is both central to the whole region and is the nucleus of dynamic region. Strength of the region is development of urban centers, high-quality tourism centers of regional and international level, forming areas specializing in rice production, dragon fruit, seafood processing and epidemic center. Southwest economic region: including La Gi town and Ham Tan district, Binh Thuan province is second dynamic development area; nuclear urban area is La Gi town. Strength of the region is development of concentrated industry, formation of trade and service centers.
La Nga economic zone: including Tanh Linh and Duc Linh districts, urban core is Vo Xu town. Strength of region is development of high-quality agricultural commodities, mainly for cultivation of rice, rubber, cashew and forest ecotourism.
Northeastern economic region: Including Bac Binh district and Tuy Phong district, Phan Ri Cua town is the center of the northeast. Strength of the region is development of power industry (thermal power, wind power), mining, deep seaport development, sea tourism development, cultural and historical tourism.
g) Socio-economic development in combination with security and national defense:
- To direct good performance of military - defense tasks. Improving capacity of directing and commanding at all levels, building a higher quality armed forces; firmly grasp enemy situation, perform well task of fighting and fighting successfully. Resolutely struggling to prevent all conspiracies, anti-democratic activities of hostile forces. Effective implementing social policies and military rearrangements; ethnic and religious policies; promoting democracy and uphold social discipline; to preserve and promote national cultural identity and build a healthy cultural and spiritual life in defense zone.
- To maintain political security and social order and safety. Strengthening internal security, cultural security - ideology, information security, communication ... do not let bad elements to use to incite large numbers of protesters causing disorder and security. To actively open waves of attacks, suppress crimes, ensure security and order in each locality. Improve efficiency of investigating, handling cases, resolving complaints and denunciations and legitimate aspirations of the people. a) Perfecting institution of socialist-oriented market economy, improving and enhancing competitiveness of the provincial business environment:
- Regularly carry out task of reviewing and systematizing legal documents of the province and promptly abolishing, adjusting and supplementing documents with contents which are no longer compatible with current regulations of the central and actual situation of the locality.
- To perfect mechanisms, policies and legal regulations on finance and state budget, to ensure publicity, transparency and accountability of branches, levels and units using the State budget according to regulations.
- To deploy drastic measures to improve the Provincial Competitiveness Index (PCI).
- To maintain a dialogue conference between enterprises and leaders at provincial and district levels and specialized branches to solve difficulties and problems in operation of enterprises in the province.
- To strengthen reform of administrative procedures, continuing to improve quality of handling administrative procedures for organizations and citizens, propose removal of unnecessary procedures, causing troubles, shortening time of implementation, ensuring fast, accurate regulation.
- To continue to review, simplify and perfect process of receiving and handling administrative dossiers under one-stop door and inter-agency mechanism of agencies, units and localities.
b) Improving quality of plan and raising effectiveness of the State management over the plan:
To review development plan of each branch in line with national and regional plans and overall socio-economic development plan of the province, together with stepping up restructuring of the economy in general, each sector in particular, in line with requirements of international and regional integration; well done marine functional zoning plan. In the plan, attention should be paid to closely linking socio-economic development with national defense and security, contributing to good implementation of the national and island strategies, ensuring integrated effect, paying due attention to environmental protection requirements, actively responding to climate change.
To attach importance to finalization and publicization of land use plan, infrastructure development plans, urban and industrial plans, important branch plans and products of priority development.
Strengthen inspection and supervision of planning compliance in departments, sectors and localities.
c) To renew mechanisms and policies on mobilization, allocation and use of investment capital:
- Drastically, effectively restructure public investment:
To focus on overcoming effect of spreading, scattered and incomprehensive investment conditions.
- To continue to review, finalize regulations, mechanisms and decentralization policy, managing public investment in the province.
To develop and implement consistent, effective medium-term investment plans; This will focus investment capital from the State budget for key projects; to reserve a satisfactory part of the State budget capital for the ground clearance and land fund plan for construction of population quarters for creation of capital.
To make public, transparent information about investment; encourage and create conditions for community to monitor of public investment projects.
- To reform mobilization of resources, preferential regimes, investment encouragement, investment management mechanism, expanding domestic and foreign investment attraction opportunities:
To identify and announce a list of feasible infrastructure investment projects that are capable of recovering capital and identifying specific mechanisms and policies for each project, each phase to attract and mobilize private capital. Investing in infrastructure development. To formulate plans on mobilization and promotion of foreign direct investment to develop priority industries. Promote socialization of investment in cultural, educational, health, physical training and sport facilities, vocational training, trade infrastructure ...; Promoting movement "the State and people work together", "People do, the State support".
To implement mechanism of bidding for mineral exploration and exploitation rights, auction of land use rights and bidding for projects of using land for allocation or lease of economic and social development projects. Ensuring use minerals, land and natural resources economically, efficiently and sustainably.
To implement specific regulations on conditions for investors to be allocated or leased land for production and business projects, economic and social development; To work out a comprehensive and specific sanctioning order to strictly and definitively handle cases where land is allocated or leased by the State but used in a wasteful manner, not for the right purpose, land speculation or delayed putting land into use.
To firmly and consistently restructure the State enterprises: To equitize and divest the State capital strictly according to the Government's and the Prime Minister's regulations and legal documents in each period. Ensure the State-owned enterprises operate under market mechanisms and compete on a par with those of other economic sectors. Strengthening inspection and control of situation of capital use at the State-owned enterprises in the locality.
- To efficiently implement national programs on development and raising quality of private enterprises. Continue to implement the program "Vietnamese use Vietnamese goods" to raise awareness of consumption of Vietnamese goods and support consumption of products of small and medium enterprises.
e) To step up economic restructuring, raise efficiency and linkages between branches and fields, cooperate with localities throughout the country and international integration:
- To focus on directing restructuring of production, giving priority to development of high added value products, application of high technologies, information technology, clean technologies, economical and efficient use of energy and environmental protection.
- To review implementation of mechanisms and policies to promote branch development and sector linkage. Expand and promote cooperation with localities throughout the country, first of all, provinces in the region to exploit and maximize their potential and advantages; to do well external work associating with actively seeking and expanding market in a positive and firm manner.
- To promote dissemination of information and communication in order to raise awareness of political system, business community and whole society on international economic integration. To well implement plans and programs of action of the central and provinces for international integration. To well organize market work from information, forecasting and advertisement of products with support of the State and active participation of all economic sectors.
- To continue to direct drastically, effectively and timely implementation of measures to improve investment environment and prepare necessary conditions for investment attraction; To implement measures to support enterprises to bring into full play their advantages and minimize adverse impacts on the province's key products as Vietnam integrates more deeply into international economy, for the ASEAN Economic Community (AEC) agreements, free trade agreements, TPP agreements.
e) Raising quality of human resources to create favorable conditions for economic restructuring and transformation of growth model:
- To enhance effective implementation of human resource development plan of Binh Thuan province in the 2011-2020 period; vocational training strategy associates with social needs in the period of 2012-2020; vocational training project for rural workers in Binh Thuan province to 2020,...
- To continue to study, amend and supplement policies to support training of highly qualified human resources, especially technicians, technology and management for priority sectors.
- To strengthen vocational training according to actual needs of market and specific requirements and addresses of employers. Continuing to renovate training methods in a flexible and diversified manner; strengthen training links among schools in the province and among local and foreign institutions.
- To review existing labor force in the province so as to work out training and re-training plans to meet development requirements of economy, paying attention to labor force serving in fields. Developing advantage products of the province.
- To improve quality of labor for agricultural and rural development by expanding the forms of vocational training associated with transfer of new technologies, new production techniques and processes to farmers; To replicate good models in vocational training for rural laborers, to provide vocational training for craft villages and specialized production areas to create employment opportunities for rural laborers.
g) Development of science and technology to promote economic restructuring associating with transformation of growth model:
- To implement policies to support technology innovation for export-manufacturing enterprises. Assist business to build and protect the brand. Continue to support enterprises to register Binh Thuan dragon fruits and Phan Thiet fish sauce in foreign countries.
- To step up research, application and transfer of technical advances and new technologies in agricultural, forestry, fishery and salt production; Priority should be given to implementation of programs and themes linking to production and production areas which are capable of creating breakthroughs in productivity, product quality and adaptation to climate change conditions; to accelerate application of hi-tech agriculture to fields of seeds, cultivation and post-harvest preservation processes, especially agricultural products of the province.
5. Organizing implementation of the master plan
On basis of adjustment of master plan for socio-economic development of Binh Thuan province up to 2020 with a vision to 2030, it is necessary to expeditiously implement and adjustment of master plan with following principal tasks:
a) To introduce and advertise projects, adjust plans to attract attention of the people and investors involving in implementation.
b) To formulate action programs and a roadmap for implementing readjustment of plans so as to coordinate harmony in socio-economic field, ecological environment and national defense.
c) To formulate mechanisms for coordinating branches, levels and institutions in implementation of readjustment of plans, closely supervising and inspecting implementation of plans and investment promotion in the locality. Study, develop, promulgate according to its competence or submit to competent state agencies a number of mechanisms and policies suitable to the development requirements of the province and the State law in each period for collection. Engage, mobilize resources to implement adjustment of plans.
d) Coordinating plan. Adjust and timely supplement plans of sector development. Making long-term, medium-term and short-term plans; Key development programs, projects which are suitable with new situation along direction of synchronous, modern, ensuring ecological environment.
e) To study scheme on development or revision of detailed plans on a number of domains in the provinces, which shall serve as basis for elaboration of five-year and annual plans: The master plan on socio-economic development of district, town, city; Planning development of urban systems and residential areas; construction plans; land use plans; To plan development of branches and fields in order to ensure overall and synchronous development under plan.
f) To specify prioritized projects in adjusted master plan which already approved (elaboration of economic-technical feasibility studies), announce to mobilize capital, arrange capital sources and organize implementation.
g) Relevant ministries and branches shall, within the scope of their functions, tasks and powers, have the following responsibilities:
- To guide and assist the People's Committee of Binh Thuan province in implementing the master plan; To study, formulate and promulgate or submit to competent authorities for promulgation a number of mechanisms and policies which are suitable to socio-economic development requirements of Binh Thuan province in each period in order to efficiently use sources; to encourage and attract investment according to objectives and tasks of socio-economic development of the province mentioned in readjustment of the plan.
- To coordinate with the People's Committee of Binh Thuan province in adjusting and supplementing plans of branches and sectors to ensure uniformity and consistency of adjusted plans; consider and support the province in mobilizing domestic and foreign investment capital sources to make adjustment of the plan.
