National master plan on e-commerce development in a period of 2021 - 2025

A. Viewpoints
- E-commerce is one of the pioneering areas of digital economy, where advanced technologies of the Fourth Industrial Revolution (Industry 4.0) are widely applied to increase efficiency of the cycle business, contributing to modernizing distribution system, improving competitiveness of enterprises, promoting development of domestic and export markets.
- National master plan on e-commerce development for a period of 2021 - 2025 closely associates with strategies and policies to actively participate in Industry 4.0, orientation of digital economy development and national digital transformation.
- Enterprises are a key force to deploy application of e-commerce while the State plays role of managing, setting up infrastructure and creating an environment for development of e-commerce.
- The support and development motivation for e-commerce will be implemented under the model: selecting and supporting with focus on some areas/ localities to develop e-commerce to play a leading role, create spread in society.
B. Development objectives
I. General objective
- Support and promote widespread use of e-commerce in businesses and the community;
- Narrow the gap between major cities and localities on the level of e-commerce development;
- Building a healthy, competitive and sustainable e-commerce market;
- Expanding consumption markets for Vietnamese goods at home and abroad through e-commerce applications; promote cross-border e-commerce and transactions;
- Becoming a country with a developed e-commerce market among the top 3 countries in Southeast Asia.
II. Specific goals (to be achieved by 2025)
1. Regarding the scale of e-commerce market
a) 55% of the population participate in online shopping, with value of buying goods and services online an average of USD 600/ person/ year;
b) B2C e-commerce sales (including goods and services for online consumption) increase by 25%/ year, reaching 35 billion USD, accounting for 10% of the total retail sales of goods and service revenue.
2. On infrastructure of ancillary services for e-commerce
a) Non-cash payment in e-commerce reaches 50%, of which payments made through intermediary payment service providers account for 80%;
b) The average cost for delivery and final order fulfillment accounts for 10% of the product cost in e-commerce;
c) 70% of all purchases on e-commerce websites / applications have e-invoices;
d) Building and putting into operation the shared database on e-commerce.
3. Regarding the correlation of e-commerce development among economic regions
a) Provinces outside Hanoi and Ho Chi Minh City account for 50% of B2C e-commerce transaction value of the whole country;
b) 50% of communes and equivalent administrative units across the country have traders that sell goods or provide services online.
4. Regarding e-commerce applications in enterprises
a) 80% of e-commerce websites have integrated an online ordering function;
b) 50% of small and medium-sized enterprises conduct business activities on e-commerce trading floor, including social network with function of e-commerce trading floor;
c) 40% of enterprises are engaged in e-commerce activities on mobile applications;
d) 70% of electricity, water, telecommunications and communication service providers deploy electronic contracts with consumers.
5. Regarding development of human resources for e-commerce
a) 50% of higher education and vocational education institutions provide training in e-commerce;
b) 1,000,000 times of enterprises, business households, state management officials and students can participate in e-commerce application skills training courses.
C. Solutions groups
1. Perfecting mechanisms and policies to meet needs of e-commerce development in context of Industry 4.0
Review, supplement, amend and promulgate new policies and legal documents in the direction of facilitating, encouraging and supporting e-commerce application activities and new business models. Digital technology platform:
a) Continue to improve legal framework, create favorable conditions for businesses to operate technology platforms to develop models, solutions and services of e-commerce based on application of advanced technology, ensure equal treatment between traditional business model and technology application business model;
b) Having a policy to allow controlled testing (Sandbox) for new business models, products and services in e-commerce;
c) Establish mechanisms to enhance responsibility and role of businesses operating the technology platform for e-commerce in managing transactions on their platform;
d) Supplementing the business registration code for the field of e-commerce, developing and organizing the implementation of regulations on standards in e-commerce activities;
e) Elaborate and promulgate adjusted regulations and policies to support and develop the last-order delivery service for e-commerce;
f) Complete system of legal documents on management of e-commerce business activities, supplement regulations on management of cross-border e-commerce activities in order to create a healthy competitive environment in e-commerce;
g) Complete system of legal documents on dispute resolution and handling of violations in e-commerce;
h) To promulgate policies and measures to encourage enterprises to use electronic invoices when selling goods and services, perfecting mechanisms and enhancing efficiency of tax administration in e-commerce;
i) Develop and finalize standards for exchanging information in commercial transactions for QR codes, Bar codes, NFC and technologies for identification and authentication of users in commercial activities;
k) Promulgate policies, regulations and implement comprehensive solutions to increase ratio of electronic payment, mobile payment in online transactions and reduce rate of cash and method use delivery of money (COD) in e-commerce;
l) Regularly review domestic legal framework and policies on e-commerce compared with commitments in FTAs, especially new generation FTAs. Assessing in detail impact of international commitments on e-commerce and data movement, after-sales consumer protection...
2. Enhancing capacity of managing and organizing e-commerce activities, fighting against commercial frauds, infringing upon intellectual property rights and unfair competition in e-commerce
a) Complete regulations on inspection, examination and sanction of administrative violations in field of e-commerce to meet requirements of State management and in accordance with actual situation;
b) Researching on development of mechanism and apparatus of state management of e-commerce under the provincial Department of Industry and Trade;
c) Building the capacity of the e-commerce law enforcement team in localities through regular organization of fostering knowledge and skills of e-commerce, equipping modern means to support the monitoring, supervision, dispute resolution, handling of violations of e-commerce activities on online environment;
d) Develop mechanisms for interdisciplinary coordination and form a quick response force to promptly handle acts of smuggling, trade frauds, trading in counterfeit goods, goods infringing intellectual property rights and competition. unhealthy in e-commerce;
e) Promote technology application in activities of preventing and combating crimes related to e-commerce, building information systems and shared databases on e-commerce between enforcement forces law;
f) Organize annual dialogue activities between state management agencies and e-commerce enterprises to promptly grasp the issues that need to be removed;
g) Strengthening statistical capacity on e-commerce at national, sectoral and local levels;
h) Promote the online provision of public services related to production and business activities, enhance application of information technology in public administrative procedures.
3. Solutions to build markets and improve consumer confidence in e-commerce
a) Propagating and training e-commerce skills for people and businesses in order to improve level of participation and exploitation of e-commerce applications of enterprises, enhance ability to identify and respond of consumers with negative behaviors in e-commerce;
b) Organize annual e-commerce events that stimulate demand for domestic market and expand cross-border e-commerce activities, creating an environment for organizations and enterprises to perform public latest technology and advanced e-commerce models for consumers to experience, build new e-commerce habits and skills;
c) Assist enterprises in deploying and encouraging people and enterprises to use guaranteed payment solutions in e-commerce transactions;
d) Develop and implement policy solutions to increase share of domestic goods in the online environment;
e) Developing systems of authentication and credit rating of enterprises and consumers in e-commerce on basis of multi-party involvement of state management agencies, communication units, associations and enterprises industry and consumer protection organization;
f) Develop effective dispute resolution mechanisms for the application of digital technology, encourage formation of independent arbitration/ dispute settlement systems and participate in the region's online dispute settlement mechanisms.
g) Research and consider the application of online dispute resolution (ODR) system to enhance protection of consumers' interests in e-commerce and promote development of electric commerce transboundary, especially for small and medium enterprises.
4. Capacity building of infrastructure systems and support services for e-commerce;
a) Developing infrastructure and solutions to support electronic transactions integrated with payment in commerce and public services; focus on developing payment utilities on mobile platforms, electronic wallets, QR codes, NFC, POS...; ensure security and payment safety to contribute to promoting electronic payment in e-commerce transactions, including business-consumer e-commerce model (B2C), enterprise-business ( B2B), government - people (G2C), government - business (G2B); Online - Offline (O2O);
b) Improve delivery and logistics services infrastructure for e-commerce, application of new technologies in logistics activities; encourage to pilot and deploy application of new means of transport to support transport and delivery of goods in e-commerce; encourage total solutions to link logistics enterprises from the first to the last; methodically studying solutions for cross-border delivery and logistics in urban areas;
c) Establish an online management system for e-commerce transportation, delivery and fulfillment services covering all provinces and cities across the country, gradually expanding to the region to push strong cross-border e-commerce activities; issuing a standard system for delivery and order fulfillment services in e-commerce; build address database system; developing Vietnam digital map platform to support online management of postal services, transportation, delivery and fulfillment of orders for e-commerce nationwide;
d) Development of solutions for sharing infrastructure between enterprises providing e-commerce services and enterprises providing retail distribution services, solutions of intelligent linking and sharing between enterprises and enterprises, enterprises with consumers and enterprises with governments on mobile platforms, smart cards and big data;
e) Building infrastructure for authentication of electronic contracts and electronic documents for other commercial transactions on basis of authentication of information on application of digital technologies, including public digital signatures and personal digital signatures on mobile, block-chain storage...;
f) Establishing systems of searching, retrieving, controlling circulation of goods on the basis of solutions on electronic documents in commerce, including electronic invoices, electronic stamps, electronic warehousing documents and other commercial documents;
g) Building an electronic identity and authentication exchange platform for identifying and authenticating users in e-commerce activities.
5. Promote e-commerce applications to support key export industries, expand consumption for domestic goods and promote development of e-commerce in localities.
a) Select a number of localities to represent each key economic region and implement projects to support development of e-commerce according to commodity categories, thereby creating a spillover effect to localities nationwide;
b) Research, develop and put into practice an intelligent supply chain model, applying big data technology to forecast the market and effectively connect production processes to market demand. school;
c) Building and supporting enterprises to apply digital technology solutions (barcode technology, QR code, NFC chips, blockchain technology ...) to traceability of products, construction online brand and product marketing in electronic environment;
d) Building national pavilions on some of the world's largest e-commerce floors, organizing Vietnamese pavilions which are home to prestigious brands with high localization content and managed by regulatory agencies, State management and evaluation of product origin on the major e-commerce platforms of Vietnam and the world;
e) Develop and provide comprehensive solutions to support online sales and implement projects to support small and medium-sized enterprises in typical industries participating in major e-commerce platforms inside and outside country;
f) Organize e-commerce supply chains for agricultural products, build links between manufacturing enterprises, logistics enterprises and e-commerce service providers to optimize costs and time to bring goods to market;
g) Establish an online hub model to connect with localities to support distribution of products and goods of small and micro enterprises, rural production households in an e-commerce environment.
6. Developing and applying new technologies in e-commerce, supporting enterprises' digital transformation
a) Developing a program to support digital transformation in small and medium enterprises, applying digital technologies to improve production and business model of the enterprise; research, select priority sectors and fields to develop new technology applications in production and business;
b) Deploying application of block chain technology in managing and building supply chains and intelligent logistics; develop products and solutions to apply virtual reality and augmented reality technologies and support enterprise deployment;
c) Developing large-scale information systems for each industry, capable of analyzing and integrating on big data platforms;
d) Develop and deploy system of application of artificial intelligence and machine learning in order to be transparent and improve efficiency of state management;
e) Promote, raise awareness, support training on digital transformation, focusing on small and medium-sized enterprises and lagging areas;
f) Piloting and gradually replicating the digital enterprise model for each industry and sector in accordance with conditions of each locality;
g) Developing digital products and solutions and assisting enterprises in applying applications in each stage of the business cycle; develop integrated services based on advanced technology and expand deployment for small and medium enterprises;
h) Building, putting into operation, operating the new overall network bidding system (under PPP model); connecting the national bidding network system with other e-government systems and e-commerce systems; continue to improve the legal framework for online bidding in accordance with international practices and practices.
D. National master plan on e-commerce development
1. National master plan on e-commerce development includes the annual approved projects, organized by Ministry of Industry and Trade and the People's Committees of the provinces and centrally-run cities according to the following contents, specified in Appendix II issued with this decision.
2. Participants
- Central and local state management agencies in charge of e-commerce;
- Vietnam E-Commerce Association and industry associations.
Presiding units are allowed to receive funding to implement schemes under the plan and be responsible for settling the funds according to regulations.
b) Beneficiaries of the plan are agencies, organizations and enterprises of all economic sectors.
3. Principles of management and implementation:
a) Funds for the implementation of the plan are included in the annual budget expenditure estimates of Ministry of Industry and Trade;
b) Support for beneficiaries through the host unit;
c) The presiding unit is responsible for mobilizing capital sources in combination with the support budget to ensure the implementation of the schemes;
d) Annually, based on the contents of the plan's activities, Ministry of Industry and Trade shall formulate detail plans and cost estimates, synthesize them into the annual budget estimate of Ministry of Industry and Trade and send them to Ministry of Finance, Ministry of Planning and Investment shall sum up and submit to the competent authorities according to the provisions of the State Budget Law and relevant legal documents.
E. Funding for implementation
1. Capital for the implementation of master plan is guaranteed from the following sources: State budget capital, enterprise capital, loans from credit institutions, international aid and other lawfully mobilized capital sources according to regulations and law.
2. For the state budget capital, the current State budget decentralization shall be specified as follows:
a) Projects and tasks within the spending scope of the ministries, ministerial-level agencies and government-attached agencies shall be guaranteed by the central budget and included in their annual budget expenditure estimates;
b) Projects, tasks and contents within the spending scope of the People's Committee of the province or city directly under the Central Government shall be guaranteed by the local budget and shall be included in the local annual budget.
F. Organization of implementation
1. National master plan on e-commerce development is organized and coherent and synchronous with strategies, plans for development of sectors of industry and trade and economic sectors, especially export, distribution and other service sectors; strategies, plans, schemes and programs on information technology development and application; administrative reform programs and information technology applications in state agencies' operations.
2. Ministry of Industry and Trade:
a) Presiding over and co-ordinating ministries, ministerial-level agencies, government-attached agencies, People's Committees of provinces and centrally run cities to organize the implementation of this Decision, annually summarizing the situation of development declaration and propose solutions beyond their competence to submit to the Prime Minister for decision, summing up the implementation situation by the year of ending the master plan;
b) Summarize, approve, implement and monitor the organization of the implementation of the national master plan on e-commerce development; assume the prime responsibility for, and coordinate with ministries, branches and provincial/ municipal People's Committees in, managing, guiding, inspecting and supervising implementation of national e-commerce development program.
3. Ministry of Finance and Ministry of Planning and Investment:
a) To allocate annual funding to implement the activities of national master plan on e-commerce development in accordance with the law on state budget;
b) Coordinate with the Ministry of Industry and Trade to guide, inspect and supervise the implementation of the plan.
4. Basing itself on this master plan, the ministries, ministerial-level agencies and agencies attached to the Government shall have to:
a) Develop and organize the appraisal, approval and budget allocation according to the current decentralization to carry out activities of implementing master plan on e-commerce development according to the schedule in the enclosed Appendix;
b) To inspect, evaluate and make annual and irregular reports on the implementation of this master plan according to the guidance and requirements of the Ministry of Industry and Trade for summarizing and reporting to the Prime Minister.
5. People's Committees of provinces and centrally run cities:
a) Based on the actual situation of e-commerce application in the locality, the People's Committee of the province or city directly under the Central Government shall formulate an e-commerce development plan for the period 2021 - 2025 of their locality, approve and allocate budget for implementation;
b) To develop and organize the appraisal, approval and allocation of budgets according to the current decentralization to deploy e-commerce development activities in localities;
c) Organize and mobilize reciprocal capital sources to implement the projects on development of e-commerce from the central budget under national master plan on e-commerce development;
d) Annually report to the Ministry of Industry and Trade on the implementation of the local master plan.
6. State management agencies in charge of e-commerce in localities, Vietnam E-commerce Association and commodity associations:
a) Formulate and organize the implementation of, annual E-commerce development schemes according to the contents of the national E-commerce development program specified in Appendix II to this decision;
b) Coordinate with Ministry of Industry and Trade to disseminate, instruct, direct and supervise beneficiaries to implement the plan.
