Plan on implementing strategy of sustainable agricultural and rural development in Bac Kan province in a period of 2021 - 2030 with a vision to 2050
Implement Decision No. 150/QD-TTg dated January 28, 2022 of the Prime Minister approving the Strategy for Sustainable Agriculture and Rural Development in the 2021 - 2030 period, with a vision to 2050 and Decision No. 1909/QD-BNN-KH dated May 27, 2022 of the Ministry of Agriculture and Rural Development on promulgating the Action Program to implement the Strategy for Sustainable Agriculture and Rural Development in the 2021-2030 period, with a vision by 2050; Bac Kan Province People's Committee promulgates the Implementation Plan, specifically as follows:
I. Purpose, requirements
1. Purpose
Concretize Decision No. 150/QD-TTg dated January 28, 2022 of the Prime Minister and Decision No. 1909/QD-BNN-KH dated May 27, 2022 of the Ministry of Agriculture and Rural Development in accordance with characteristics, the socio-economic situation of the province is the basis for all levels and sectors to develop plans and implement specific solutions to carry out the tasks of sustainable agricultural and rural development in the period 2021 - 2030, vision to 2050 in Bac Kan province.
2. Requirements
- Sticking to the contents of the Strategy for Sustainable Agriculture and Rural Development in the 2021-2030 period, with a vision to 2050 according to the Prime Minister's Decision No. 150/QD-TTg dated January 28, 2022; Decision No. 1909/QD-BNN-KH dated May 27, 2022 of the Ministry of Agriculture and Rural Development, Decision No. 2732/QD-UBND dated December 31, 2019 of the People's Committee of Bac Kan province approving the Project the project on restructuring the agricultural sector in Bac Kan province towards increasing added value and sustainable development in the period 2020-2025, with a vision to 2035 (hereinafter referred to as the Provincial Agricultural Restructuring Project); Plan No. 231/KH-UBND dated April 8, 2022 of the People's Committee of Bac Kan province on the implementation of the national target program on building new rural areas in the period of 2021 - 2025 in Bac Kan province (adjusted in the Plan No. No. 481/KH-UBND dated July 29, 2022 of the People's Committee of Bac Kan province) and documents of the central government and the province to concretize the goals.
- Ensure the direction and centralized administration of the Provincial People's Committee, close coordination between agencies and units for key tasks in accordance with the spirit of Decision No. 150/QD-TTg dated January 28, 2022 of the Prime Minister and Decision No. 1909/QD-BNN-KH dated May 27, 2022 of the Ministry of Agriculture and Rural Development.
II. Objectives
1. Overall objectives
Focus on developing agricultural sector as focus to promote the province's economy; well exploit potential and advantages of land resources, climate, clean water sources and biodiversity.
To develop agriculture and forestry in the direction of concentrated commodity production, meeting the needs of the market and in accordance with current standards; expanding production links, promoting the application of advanced science and technology, and renewing production and business relations to improve value chains, increase incomes, create accumulations, and promote new rural development, contribute to socio-economic development.
To develop agriculture and forestry in association with tourism; develop local specialty products, flagship products, OCOP, organic products.
To develop agriculture and rural economy in association with building new rural areas in the direction of highly efficient ecological agriculture, modern rural areas and civilized farmers.
2. Specific objectives by 2030
- The production value of agriculture, forestry and fishery in the 2021-2030 period will increase on average, ensuring the target set out in the Project on Restructuring the provincial agricultural sector (3.5%/year).
- The percentage of trained agricultural workers is over 70%.
- Per capita income in rural areas increased by more than 1.7 times compared to 2020. The rate of poor households decreased annually by 2-2.5% on average, poor districts decreased by 3-3.5 %.
- The rate of rural households using hygienic water by 2030 will reach over 98.5%. The percentage of rural households using clean water according to standards is over 65%.
- Accomplish the goals set out in the Implementation Plan of the National Target Program on building new rural areas for the period of 2021 - 2025 in Bac Kan province. Striving to 2030, the whole province has 03 district-level units meeting new rural standards; 80% of communes meet new rural standards, in which 50% of communes meet new advanced rural standards.
- Developing green, environmentally friendly agriculture, adapting to climate change, reducing rural environmental pollution. Maintain the province's forest cover rate according to the target set out in the Provincial Agricultural Restructuring Project (minimum 72%).
3. Vision to 2050
By 2050, agriculture in Bac Kan province will be a high-quality commodity agriculture that meets market standards (100% of the production areas of key products are certified for food safety, organic and organic production. value chain). Develop processing and preservation industry (deep processing, high-tech processing). The province's agricultural products participate in the e-commerce system, the agricultural logistics system and connect with the global agricultural supply chain. 1. Completing structure of agricultural production in association with competitive advantages and market requirements
1.1. Structure by product groups
Restructuring the agricultural sector and enhancing added value; focus on promoting the development of the categories that have been identified according to 3 product groups (group products and industries participating in the national product axis; product groups participating in the provincial product axis and industry product groups participating in the provincial product axis), participating in the OCOP product axis) according to the contents set out in the Provincial Agricultural Restructuring Project.
1.2. Restructuring production by sector
- For cultivation: To develop cultivation in the direction of concentrated commodity production along the value chain, which is sustainable, adaptable to climate change, ensuring food quality and safety. To develop organic agricultural production, high-tech agriculture, clean and safe agriculture to meet market demand; replicating models of applying advanced technical processes and sustainable farming methods in the context of climate change in association with chain-based product quality management; organize value chains from production, processing and consumption of agricultural products and commodities. Continue to build new link chains; develop the number and scale of the existing linkage chains: Chain of production and consumption of rice products; chain of production and consumption of turmeric and galangal products; medicinal plants... Effective management and use of rice land; to change the structure of crops on inefficient rice-growing land to other crops with higher economic efficiency.
- For livestock: To develop livestock in the direction of concentrated commodity production according to the planning, organic husbandry, application of high technology, circular husbandry according to the value chain; ensure biosecurity, disease safety, environmental protection and adaptation to climate change. Restructuring livestock herds to suit market needs, bringing into full play the potential and advantages of the locality, focusing on the main livestock species that the locality can be strong in, such as buffaloes, cows, local pigs, taking advantage of make the most of the advantages of each sub-region and associate production with market demand.
- For forestry: To restructure the industry to focus on forest product processing; bring into play the advantages of indigenous products; restructuring labor, applying science and technology with synchronous infrastructure; production associated with consumption, on the basis of promoting the role of economic cooperation, diversified linkage, improving the material and spiritual life of rural residents, sustainable socio-economic development.
2. Organize important stages in production to improve efficiency and ensure sustainable development
- To step up the research, selection, creation, transfer and application of plant, animal and aquaculture varieties with high yield, quality, and resilience to climate change; conservation and development of indigenous varieties. Building a system of organization of production and trading of seeds to meet the requirements on quantity and quality for production. Encourage all economic sectors to invest in seed production in the direction of modern industry; promote public-private partnership in the supply of quality, disease-free seeds; to strengthen the management of varieties in order to quickly increase the rate of seed use to ensure technical standards for production.
- Innovating methods of management, use and trading of agricultural materials towards professional and responsible agricultural production; increasing the use of organic fertilizers, microbiological fertilizers, biological plant protection drugs... applying advanced technical processes in production and processing according to GAP, organic and agricultural standards application of high technology, biological safety and disease safety. To encourage the private sector to invest in developing technology for processing and preserving agricultural products; special priority is given to advanced technologies, environmentally friendly technologies and suitable to the characteristics of each product group and line.

Guide and support the organization of production links in chains to improve the ability to supply raw materials for processing, ensure sufficient quantity, quality and stability of products. Diversify processed products, increase the proportion of deep processing, fine processing, high-tech processing; increase processing from agricultural by-products to increase added value.
- Encourage enterprises to invest in renewing technology, machinery and equipment, renovating, upgrading and expanding production scale and applying a modern quality management system; ensuring quality control, food safety and product traceability, serving market demand and protecting the environment.
3. Promote cooperation, association, value chain development, advanced agricultural models
- Replication and effective promotion of models of production - consumption of products according to the value chain. Piloting and replicating clean agricultural production models, organic agriculture, high-tech agriculture, smart agriculture, etc.
- Prioritize completing the value chain for industries participating in the national product axis; support to build value chains for industries participating in the provincial product axis and product groups participating in the OCOP product axis.
- Promote piloting and scaling up agricultural production models such as: organic agriculture, ecological agriculture, agriculture associated with tourism... Strive for 100% of chain-produced products to be applied the system quality management systems such as: Food Safety, LocalGAP, GACP, organic... and managed by a traceability information system for safe agricultural products. 4. Rural economic development creates jobs and increases incomes for rural residents
- Along with agricultural development, focusing on rural economic development, transforming the labor structure towards non-agriculture to create jobs to ensure income.
- Support the formation of formal economic groups (cooperatives, enterprises, registered trade households, organizations of farmers' associations...) for employees to have formal working contracts. Develop farmers' and workers' organizations (renovating activities of farmers' associations, organizing trade unions and labor unions according to professions and fields of activity) to protect basic interests and support effectively support workers in skills training linked to market needs, equip qualifications, provide capital loans, support social insurance, and help access the formal labor market.

- Implement effectively the national target program on building new rural areas in the period of 2021 - 2025 in Bac Kan province (issued in Plan No. 231/KH-UBND dated April 8, 2022, adjusted) in plan No. 481/KH-UBND dated January 29, 2022 of the People's Committee of Bac Kan province).
- Upgrading and modernizing rural infrastructure to ensure rural-urban connectivity. Focus on building, completing and maintaining essential infrastructure for rural economic development, giving priority to investment in development of transportation, irrigation, information technology, commerce, healthcare and infrastructure systems, education, culture, sports... to maximize private investment.
- Renovate content of activities, improve efficiency of implementation of the New Rural Construction Program in accordance with development level, culture and specific conditions of the locality. Concentrate investment resources, support communes with plans to reach new rural destinations; support communes that have met new rural standards to continue maintaining, perfecting and improving the quality of criteria, ensuring sustainability, continuing to build improved new rural areas, model new rural areas to create an environment rural landscape green, clean, beautiful, safe, rich in traditional cultural identity; The political system in the countryside is strengthened, national defense and security and order are maintained.
- Building a smart new countryside, applying digital technology to fundamentally change the management, administration and supervision of government agencies; production and business activities of enterprises, cooperatives and craft villages; contribute to narrowing the gap between enjoying basic social services with urban areas.
6. To develop comprehensively, ensure equality and social welfare in rural areas
- Taking rural people as the subject and focus of development, ensuring equal access to development resources (capital, land, water, energy, science and technology,...), basic services social welfare (nutrition, health, education, sports, culture, information, transportation,...), opportunities (study, employment, market,...). Well organize the implementation of social welfare policies for rural people. Actively prevent and combat risks, ensure security and safety against natural disasters, enemy sabotage, epidemics and major fluctuations.

8. Protection of ecological environment, landscape, response to climate change

- Continue to promote propaganda to raise people's awareness of environmental protection, reduce waste in agriculture, especially in craft villages, concentrated breeding and cultivation areas. Increasing the application of measures to save water for irrigation; manage and use effectively and safely fertilizers, chemicals and pesticides; manage, collect, classify and take measures to thoroughly treat waste generated in animal husbandry, farming, processing industry and waste in craft villages, meeting the requirements of environmental protection and contribute to the reduction of greenhouse gas emissions.
- Protect and improve the efficiency of management, exploitation and use of natural resources in the agricultural sector. - Organize monitoring to improve the efficiency and effectiveness of the implementation of the Plan as a basis for adjusting the plan and taking timely solutions. Monitor programs, schemes and projects to implement the Strategy regularly, periodically according to 5-year plans, annually or irregularly. Review and adjust the Strategy implementation plan to suit each stage and practical conditions. The evaluation of the results of the implementation of the Strategy is carried out to ensure the principle of independence and objectivity.
- Develop and implement a planning and monitoring system for agriculture and rural areas on the basis of application of science and technology to meet requirements in a timely, accurate and synchronous manner in service of management and regulation and development of production and business in the agricultural sector.
V. Key and priority programs, schemes and projects
1. Project on restructuring the agricultural sector in Bac Kan province towards increasing added value and sustainable development in the period of 2020-2025, with a vision to 2035.
2. National target program on building new rural areas for the period 2021-2025;
3. National target program on sustainable poverty reduction for the period of 2021-2025;
4. Bac Kan province's sustainable forestry development program for the period of 2021-2025, with a vision to 2030;
5. Project on renewal and improvement of the quality of agricultural vocational training;
6. Program “One commune, one ward, one product” OCOP Bac Kan province.
VI. Implementation cost
Diversify mobilized capital sources and effectively use resources to implement the Strategy.
1. Central budget; local budget.
2. Integrate capital sources for implementation of national target programs and other programs and projects in the province.
3. Other lawfully mobilized capital sources.
VII. Implementation organization
1. Department of Agriculture and Rural Development
- Continue to coordinate with relevant departments, branches and People's Committees of districts and cities to implement the Plan in association with the implementation of Resolution No. 10-NQ/TU dated April 22, 2021 of the Northern Provincial Party Committee. Kan on developing agriculture and forestry in the direction of concentrated commodity production, expanding production links along the value chain, associated with new rural construction in the 2021-2025 period; The project on restructuring the agricultural sector in Bac Kan province and programs and projects in the field of agricultural and rural development such as: Project "One commune, one product" OCOP; Sustainable forestry development program; National target program on building new rural areas... Plans have been approved and promulgated to implement the Project on restructuring the agricultural sector in Bac Kan province towards improving added value and sustainable development in a period of 2020-2025, with a vision to 2035.
- Coordinating with People's Committees of districts, cities, related agencies and units to organize propaganda, information, and widely disseminate the contents of the Strategy to organizations, individuals and rural communities, enterprises, cooperatives ... with many diverse and rich forms, suitable for each audience.
- To assume the prime responsibility for, and coordinate with other departments and localities in, reviewing mechanisms and policies related to agricultural development of the central and provincial levels, and advise the competent authorities on additional adjustments to implement effectively objectives, tasks and solutions of the strategy.
- Assume the prime responsibility for, and coordinate with agencies, units and localities in, advising on the development of detailed implementation plans for each period (5 years, 3 years) and annually; on that basis, it is proposed to the Department of Planning and Investment, the Department of Finance to consider and advise on the arrangement of capital sources for implementation.
- To assume the prime responsibility for, and coordinate with relevant localities and units in, assessing the implementation of the Plan in the province; advise the Provincial People's Committee to summarize and report to the Ministry of Agriculture and Rural Development the implementation results annually and upon request; organize a preliminary review of the implementation of the Plan by 2025 and a summary of the implementation of the Plan by 2030.
2. Department of Planning and Investment
- Lead and coordinate with relevant units to advise the Provincial People's Committee to balance and allocate development investment capital for the period 2021 - 2030 and in the 5-year plan for the agriculture and rural sectors to implement the Plan.
- To assume the prime responsibility for, and coordinate with relevant departments, branches and People's Committees of districts and cities in effectively implementing mechanisms and policies to encourage enterprises to invest in agriculture and rural areas; mechanisms and policies to support capacity building for the collective economic sector in the province; adjusting the structure of public investment in agriculture. Actively review and propose amendments and supplements to mechanisms and policies to attract investment resources; support capacity building for the collective economic sector in the province.
3. Department of Finance
Coordinate and advise the Provincial People's Committee to allocate funds (recurring expenses) to implement the Plan in the annual budget estimate in accordance with the provisions of law and in accordance with the ability to balance the local budget.
4. Department of Industry and Trade
- Presiding over and coordinating with relevant departments and branches to promote activities to connect supply and demand, expand the local agricultural product consumption market in the domestic market, develop the agricultural product consumption market in the country, externally through trade promotion activities, connecting supply and demand; supporting local agricultural businesses to increase e-commerce application in agricultural product consumption.
- Coordinate with relevant departments and branches to implement trade policies for agricultural products, creating the most favorable conditions for business activities of enterprises and cooperatives to distribute agricultural products on the Internet.
- Coordinate with the Provincial Market Management Department in inspecting and supervising the market in the fields of price, product quality, regulations on food safety, acts of speculation, hoarding, and illegal price increase.
5. Department of Science and Technology
To assume the prime responsibility for, and coordinate with the Department of Agriculture and Rural Development in effectively implementing programs: National products, high-tech science development, national technological innovation and other science and technology programs. supporting agricultural and rural development; review, propose adjustment, supplement mechanisms and policies for research development, transfer and application of science and technology in agriculture, especially high technology, digital technology; advise on the development of mechanisms to promote the socialization of resources for development of science and technology in service of agriculture and rural development; advising on the development of standards, technical regulations, and guidelines for the application of modern management tools and management processes; support registration for protection, management, protection and exploitation, development of intellectual property, products protected by intellectual property rights.
6. Department of Labor, Invalids and Social Affairs
Review and propose amendments and supplements to policies on support for agricultural and rural vocational training in association with rural economic restructuring; Vocational training associated with specific employers (enterprises, business establishments, cooperatives,...). Coordinate with the Department of Agriculture and Rural Development to develop a plan to train human resources, especially high-quality human resources for agricultural production and business, processing and preserving agricultural products to meet the needs of the local government, agricultural restructuring and new rural construction.
7. Department of Natural Resources and Environment
Assume the prime responsibility for, and coordinate with relevant departments and branches in, proposing amendments and supplements to the Land Law and other relevant legal provisions in the direction of encouraging the accumulation and concentration of land for agricultural production. Promote development of green agriculture, reduce emissions and effectively respond to climate change, effectively use resources, overcome environmental pollution in agricultural and rural areas, conserve biodiversity learn.
8. Department of Information and Communications
- Assume the prime responsibility for, and coordinate with the People's Committees of districts, cities, related agencies and units in organizing propaganda, information, and widespread dissemination of the Strategy's contents to organizations, individuals and communities, rural people, enterprises, cooperatives... with many diverse and rich forms, suitable for each object.
- Coordinating in implementing contents on building information and communication infrastructure and digital infrastructure for agricultural and rural development.
9. Department of Education and Training
To assume the prime responsibility for, and coordinate with the Department of Agriculture and Rural Development in, promoting entrepreneurship activities among students in association with the field of agricultural production and business and new rural construction.
10. Department of Internal Affairs
To assume the prime responsibility for, and coordinate with relevant departments, branches, and People's Committees of districts and cities to research and advise on policies to renew and improve the management apparatus of the agricultural sector to reform institutions and management procedures, renovating system of organization and management of public non-business units, promoting socialization and decentralization for farmer organizations, economic cooperatives and the private sector to participate in providing public services, innovating activities of social organizations according to the contents of the Plan.
11. Department of Culture, Sports and Tourism
Coordinate with the Department of Agriculture and Rural Development to advise on the development of programs, mechanisms and policies for agricultural and rural tourism development in association with new rural construction; coordinate in implementing activities to promote product consumption under the Program "One Commune One Product" (OCOP) in key tourist markets.
12. Provincial Cooperative Alliance
Bac Kan Cooperative Union encourages and supports farmers and ranchers to establish new-type cooperatives under the Law on Cooperatives 2012; support to improve the quality and operational efficiency of established cooperatives; coordinate in implementing and supporting cooperatives and unions of cooperatives to enjoy the central policies of Bac Kan province on supporting capacity building for the collective economic sector in Bac Kan province.
13. Provincial New Rural Coordination Office
Assume the prime responsibility for, and coordinate with other departments, branches and localities in the province, advise the Provincial People's Committee to manage and organize the implementation of the National Target Program on New Rural areas for the 2021-2025 period and the Project " one product per commune or ward”; support localities to fulfill the criteria in new rural construction.
14. State Bank branch in Bac Kan province
Continue to direct credit institutions in the area to implement credit policies to serve the agricultural and rural development goals of the Government of Bac Kan province; simplify procedures, balance capital sources to meet capital needs and create conditions for all economic sectors to access credit sources for investment in agriculture and rural areas; especially high-tech agricultural projects, processing industry, mechanization, development of organic and circular agriculture.
15. People's Committees of districts and cities
- Conduct a review of the goals on agricultural and forestry development in the province that have been issued in the province and the objectives in this plan to develop an implementation plan "Strategy for sustainable agricultural and rural development in the period in the period of 2021 - 2030, with a vision to 2050" of the locality in line with the reality and the industry's general plan for the period of 2021 - 2030, with a vision to 2050; directing and organizing the implementation of the plan to ensure the effectiveness of the set goals.
- Organize the effective implementation of policies issued by the central and provincial governments, and at the same time coordinate with relevant departments and branches to study and propose to the Provincial People's Committee and the Provincial People's Council to continue promulgating mechanisms and specific policies of the province in line with reality, in order to accelerate the implementation and improve the effectiveness of the implementation of the Plan. Allocate local budgets at all levels, mobilize resources from all economic sectors to invest in agricultural and rural development in the locality.
- Coordinating with the Department of Agriculture and Rural Development, relevant departments and branches to continue building and developing areas for agricultural commodity production and application of high technology; supporting the establishment and development of advanced production forms in the locality, replicating effective production models.
- Organize propaganda, information, and widely disseminate the contents of the Strategy to organizations, individuals, rural communities, businesses, cooperatives... in various forms and styles, rich, suitable for each object.
- Evaluate the implementation of the Plan, organize a preliminary review of the implementation of the Plan by 2025 and summarize the implementation of the Plan by 2030 in the locality; summarize and report the results of the implementation of the annual plan and upon request.
16. Request the Vietnam Fatherland Front in Bac Kan province, the Provincial Farmers' Association and socio-political organizations, associations, industry associations, and professional associations
Actively coordinate with the Department of Agriculture and Rural Development, other departments, branches and localities to effectively implement support policies for people, cooperatives, unions of cooperatives and businesses to implement the directions of this Strategy and Plan; participate responsibly in communication, social criticism and mobilize members, members and the masses to participate in agricultural and rural development. Participating in proposing mechanisms, policies and measures to encourage and support organizations and individuals that are members to invest in agricultural and rural development.
