National green growth strategy in a period of 2021 - 2030 with a vision to 2050

I. Viewpoints
1. Green growth contributes to promoting economic restructuring associated with growth model innovation, improving competitiveness and resilience to external shocks and realizing socio-economic development strategy in a period of 2021 - 2030, national plan system, industry and field development strategies.
2. Green growth is an important way to realize sustainable development, directly contributing to reduction of greenhouse gas emissions towards a carbon-neutral economy in the long term.
3. People-centred green growth, which helps to reduce human vulnerability to climate change; encouraging responsible lifestyle of each individual towards the community and society, orienting future generations to a green living culture, forming a civilized and modern society in harmony with nature and the environment.
4. Green growth must rely on modern institutions and governance, advanced science and technology, high-quality human resources, suitable to international context and domestic conditions.
5. Green growth oriented investment in advanced technology, digital transformation, smart and sustainable infrastructure; create an impetus for private investment to play an increasingly important role in the green economy.
6. Green growth is the cause of entire political system, the entire people, business community and related agencies and organizations, promoted by spirit of innovation and aspiration to develop a prosperous country.
II. Objectvies
1. Overall objectives
Green growth contributes to promoting economic restructuring associated with growth model innovation, in order to achieve economic prosperity, environmental sustainability and social justice; towards a green, carbon-neutral economy and contribute to the goal of limiting global temperature rise.
2. Specific objectives
a) Reducing intensity of greenhouse gas emissions per GDP
Target to 2030: Intensity of greenhouse gas emissions as a percentage of GDP to decrease by at least 15% compared to 2014.
Target to 2050: Intensity of greenhouse gas emissions as a percentage of GDP is reduced by at least 30% compared to 2014.
b) Greening economic sectors
Transforming growth model towards greening economic sectors, applying circular economy model through economical and efficient exploitation and use of natural resources and energy based on science and technology, application of digital technology and digital transformation and development of sustainable infrastructure to improve quality of growth, promote competitive advantages and minimize negative impacts on environment.
Main objective by 2030: Primary energy consumption per average GDP in a period of 2021 - 2030 will be reduced by 1.0 - 1.5%/year; proportion of renewable energy in the total primary energy supply reaches 15 - 20%; digital economy reaches 30% of GDP; forest cover rate is stable at 42%; at least 30% of the total irrigated dry crop area shall apply advanced and water-saving irrigation methods.
Main target by 2050: Primary energy consumption per average GDP per period (10 years) to decrease by 1.0%/year; proportion of renewable energy in total primary energy supply reaches 25 - 30%; strive for digital economy to reach 50% of GDP; forest cover rate is stable at 42 - 43%; at least 60% of the total irrigated dry crop area shall apply advanced and water-saving irrigation methods.
c) Greening lifestyles and promoting sustainable consumption
Building a green lifestyle combined with a traditional beautiful lifestyle to create a high quality life in harmony with nature. To carry out urbanization and build new rural areas to ensure green and sustainable growth goals; create a sustainable consumption culture in context of integration with the world.
Main ojective by 2030: percentage of urban daily-life solid waste collected and treated up to standards and regulations as prescribed will reach 95%; proportion of urban daily-life solid waste treated by the direct burial method compared to the collected waste is 10%; rate of urban wastewater collected and treated up to standards and regulations as prescribed is over 50%, respectively, for urban centers of grade II or higher and 20% for the remaining urban types; rate of public passenger transport in special urban centers and urban centers of grade I will reach at least 20% and 5%, respectively; percentage of buses using clean energy in special urban centers is at least 15% with the total number of buses in operation and in urban centers of class I reaching 10% of number of new buses; rate of green public procurement in total public procurement reaches at least 35%; at least 10 cities approve and implement master plan on green growth urban development towards sustainable smart cities.
Main objective by 2050: rate of solid waste collected and treated meeting national standards and regulations will reach 100%, in which burying of organic solid wastes and potentially hazardous wastes should be minimized; 100% of urban areas are built synchronously and complete with water drainage systems, eliminating flooding in urban areas and 100% of treated wastewater must meet technical regulations before being discharged into receiving sources; rate of public passenger transport in special urban centers and urban centers of grade I will reach at least 40% and 15%, respectively; percentage of buses using clean energy in special urban centers and urban centers of grade I will reach 100% and at least 40% of the number of new investment buses, respectively; ratio of green public procurement in total public procurement reaches at least 50%; At least 45 cities have approved and implemented master plan on green growth urban development towards a sustainable smart city.
d) Greening transition on principles of equality, inclusion, and resilience
Improving quality of life and people's resilience to climate change, ensuring equality in conditions and opportunities to develop their capacities and enjoy the fruits of development, leaving no one behind.
Main objective by 2030: Human Development Index (HDl) reaches over 0.75; 100% of provinces and cities develop and implement provincial-level air quality management plans; percentage of population that can use clean water that meets the standards prescribed by Ministry of Health is at least 70%.
Main target by 2050: Human development index (HDI) to reach over 0.8. Percentage of the population that has access to clean water that meets standards prescribed by Ministry of Health is at least 90%.
III. Strategic direction
1. General orientation: focusing efforts to restructure economy in association with renovating growth model, reducing intensity of greenhouse gas emissions through exploitation and economical and efficient use of energy and natural resources based on science and technology foundation, applying digital technology and digital transformation, developing green and sustainable infrastructure, building a green lifestyle, ensuring green transition according to principles and equality, covering and enhancing resilience in the whole economy.
2. Development orientation of major industries and fields:
a) Improve efficiency and efficiency of energy use, reduce energy consumption in production, transport, commerce and industry; ensuring national energy security in the direction of synchronous development of energy sources, exploiting and economically using domestic energy sources and transforming the energy source structure in the direction of reducing dependence on chemical energy. jelly; promote efficient exploitation and increase the proportion of renewable and new energy sources in the national energy production and consumption.
b) Develop modern agriculture, sustainable organic and clean agriculture, improve quality, added value and competitiveness of agricultural production through adjustment and restructuring of livestock, crops, forestry, aquaculture and applying processes and technologies for economical and efficient use of seeds, feed, agricultural materials, natural resources...; accelerate progress of projects on afforestation, reforestation and sustainable forestry economic development.
c) Gradually limit economic sectors that generate large waste, cause environmental pollution and degradation and create conditions for development of new green production industries. Promote green economic sectors to develop quickly to create more jobs, improve incomes and enrich natural capital. Focusing on application of green technology, management and control systems for production activities based on best practices to save resources, reduce emissions and improve ecological environment.
d) Sustainable development of transport, energy and irrigation infrastructure through increased investment in upgrading transport systems and networks on basis of energy saving, economic and environmental efficiency high environment, resistant to climate change; apply modern technology to improve quality of distribution grid, reduce power loss, improve efficiency of electricity use towards building a smart grid; develop and modernize irrigation system synchronously linked with infrastructure system of other sectors and fields in order to ensure water security, capacity to prevent and mitigate natural disasters and respond to changes climate, meeting needs of production and people's life.
Promote urbanization towards a smart, sustainable city that is resilient to climate change, ensures eco-economic efficiency, favorable for public transport development, increases attractive, competitive and environmentally friendly, saving travel time; give priority to development of urban public transport system with participation of all economic sectors in vehicle investment and public passenger transport exploitation.
e) Building a new countryside with a lifestyle in harmony with environment and nature according to good living standards, protecting and developing landscape and green, clean, beautiful and civilized environment. Implement measures synchronously, harmoniously combining structural and non-structural solutions; focus on disaster risk management, climate change adaptation and environmental protection.
g) Strengthening waste management and air quality through research and development of models of integrated solid waste management, waste treatment technology in direction of converting waste into resources, production materials; promote application of measures to separate solid waste at source, reuse and recycle solid waste; prevent and reduce generation of air pollutants for industries and fields and enhance the efficiency of air quality management.
h) Promoting green and sustainable consumption and procurement through programs of energy labeling, eco-labels, green labels...; promote green public procurement and continue to effectively apply economic tools to adjust consumption behavior. Step by step create an environment and form a green culture and lifestyle.
i) Strengthen management of water resources, land resources and biodiversity by promoting effective use of land resources and protecting the soil environment, overcoming land degradation and desertification; ensure water source security and protect and effectively use national water resources; strengthen protection and restoration of natural ecosystems and conserve biodiversity; research and promote marine economic development.
k) Promote green transition in social fields such as employment, health care, tourism; ensure equal access to opportunities, information, and basic social services during the green transition.
IV. Tasks, solutions
In order to achieve development goals and orientations set out by the Strategy, in accordance with the assigned functions, tasks and authority, ministries and ministerial-level agencies shall be assigned to assume prime responsibility and closely coordinate with localities. Local authorities, business community and relevant agencies shall implement the following tasks and solutions:
1. Mission:
a) Ministry of Planning and Investment
- Develop and submit to the Prime Minister for promulgation national action plan on green growth for a period of 2021 - 2030 within 6 months after the strategy is approved.
- Develop guidelines to integrate contents of strategy implementation in socio-economic development strategies, master plans and plans at all levels and sectors.
- Develop a mechanism to monitor, evaluate, report on implementation of strategy and implement management tools to support the implementation (database, system of statistical indicators on green growth; develop and implement an experiment; score “Combined Green Growth Index”).
- Mobilizing resources, coordinating domestic and foreign funding sources, climate finance; develop a system of national green classification standards and criteria; identify key green growth tasks and projects; develop a "road for the realization of green growth goals in association with socio-economic development goals in the direction of carbon neutrality".
- Building and perfecting institutions and policies for green public procurement; integrating green public procurement criteria into contractor selection process; develop a specific incentive mechanism for enterprises participating in supply of green products and services; perfecting institutions and policies on eco-industrial parks, increasing application of circular economy principles in construction and management of industrial parks and economic zones; building and implementing programs to promote innovation ecosystem and develop businesses in a green direction.
b) Ministry of Finance
- Review, amend and supplement policies on management and use of State budget expenditures to promote green growth.
- Developing and completing tools and financial incentives, programs and solutions to promote the capital market and green insurance; use tax tools to correct unreasonable consumption behavior, harmful to health, culture and environment.
- Establishing a carbon market towards the synchronous development of a market mechanism for exchange of emission rights.
c) Ministry of Natural Resources and Environment
- Develop and implement a national measurement, reporting and appraisal (MRV) system for GHG emission reduction activities according to its competence.
- Implement control of environmental pollution sources; prevent and respond to environmental incidents, control transboundary environmental issues according to their competence.
- Direct the management and treatment of waste according to their assigned functions, tasks and authority; handle key and urgent environmental issues related to solid waste management, air quality, craft village environment, water environment and river basins, sea and island environment; overcome environmental pollution and degradation; maintain and improve the quality and hygiene of environment.
- Develop and implement programs and projects on environmental protection in exploitation and use of natural resources and conservation of natural ecosystems and biodiversity according to their functions, tasks and competence.
- Build national geospatial data infrastructure in accordance with current legal regulations towards digital government and digital economy development.
d) Ministry of Industry and Trade
- Develop policies to promote energy transition towards green, clean and sustainable, increase proportion of renewable energy, reduce dependence on imported energy, fossil energy, strictly manage the approval and implementing coal-fired power projects to ensure compliance with national electricity plan approved by competent authorities; strengthen technological solutions to ensure harmonious development of new and renewable energy, enhance ability to integrate renewable energy into the power system; develop a mechanism to encourage development of hydrogen fuel associated with offshore wind power.
- Develop and perfect mechanisms and policies to encourage many economic sectors to invest in energy sector; research and propose application of financial instruments, incentive mechanisms, and improve access to finance for investment projects in energy efficiency.
- Perfecting necessary conditions for synchronous development of competitive energy market, promoting mechanism of exploiting the shared energy infrastructure. Drive market for high-performance equipment and energy services companies.
- Develop a list and implementation guidance for the best available technical solutions, best environmental management experience for industries according to national conditions and level of development of science and technology; review, develop and issue energy consumption norms for industries. Deploying management solutions and technology in mining and mineral processing, focusing on deep processing, creating products of high economic value.
- Building and perfecting institutions and policies on ecological and sustainable industrial clusters; apply the circular economy model in construction, operation and management of industrial clusters.
- Presiding over organization and implementation of national program on economical and efficient use of energy.
d) Ministry of Agriculture and Rural Development
- Formulate and implement tasks to develop efficient, sustainable, low-emissions commodity agriculture in direction of a circular economy, smart and adaptive to the climate.
- Promoting market in direction of linking along the product value chain, improving competitiveness for green, safe and organic agricultural products, meeting international and domestic standards. Promote and support implementation of regulations on intellectual property for green agricultural products with standards of good agricultural practice applied in agricultural production.
- Develop and implement programs and projects on protection and restoration of ecosystems and biodiversity in agriculture, forestry, fishery and fisheries, recovery and increase of carbon accumulation in natural storage (agricultural land, forestry and forests), investigation, inventory and monitoring of developments, establishment of a forest resource monitoring system; perfecting policy and effectively implementing policy of payment for forest environment services; promote socialization in forest protection and development through application of incentive mechanisms and policies on land, credit, insurance, taxes and market mechanisms associated with certificates of sustainable forest management according to regulations.
- To step up construction of new rural areas in a green and sustainable direction, to speed up the speed at which communes meet new rural standards; review and complete the targets and criteria on rural environment; building eco-villages and smart villages to adapt to climate.
e) Ministry of Transport
- Develop and improve institutions and policies for the development of green transport infrastructure, develop the public transport system and improve the productivity of freight transport in the transport sub-sectors.
- Formulate and organize implementation of solutions to encourage vehicles using clean, economical, efficient energy and environmentally friendly technologies; promoting restructuring of the transport market share in the direction of converting freight transport by road to inland waterways, seaways and railways.
- Prioritize resources for investment, completion and exploitation of green transport infrastructure to ensure economic efficiency and environmental protection, contribute to reducing greenhouse gas emissions and enhancing resilience with climate change and sea level rise. Implement research programs and apply science and technology to ensure efficient use of energy in implementation of investment projects to complete public transport infrastructure, develop transport infrastructure, mass public, non-motorized transport infrastructure and infrastructure to ensure connection of modes of transport.
- Reviewing and recommending adjustments to transport industry development projects and projects to ensure restructuring of the transport market share towards green and sustainable growth. Research, develop, and organize the implementation of national programs and projects to develop environmentally friendly means of transport and public transport systems, including electric vehicles, to develop green logistics center, green port, application of new technology, new energy to replace traditional fuel for vehicles and transportation equipment.
- Research and apply digital technology to optimize the management and operation of traffic infrastructure and transport activities, ensure safe and smooth traffic, and reduce energy consumption.
g) Ministry of Construction
- Formulate and promulgate mechanisms and policies for green growth urban development; develop a system of technical infrastructure for green and smart cities; elaborating standards, standards, economic and technical norms in development of green materials, green buildings, and energy efficient buildings.
- Implement research and application programs of science and technology in industrial development of green material production, green building, and efficient use of energy; building a spatial database system of digitized, inter-industry smart cities, multi-sectors, pilot programs and projects for smart and sustainable urban development; develop and implement training and retraining programs to improve capacity to meet the needs of smart and sustainable urban development and operation.
- Implement project on sustainable smart city development in Vietnam in a period of 2018 - 2025 with a vision to 2030.
h) Ministry of Science and Technology
Develop a national list of clean technologies, advanced technologies, high technologies and low carbon emissions in manufacturing industries to facilitate investment mobilization; prioritize allocation of science and technology, innovation and green growth tasks, focus on tasks with reciprocal funding of enterprises.
i) Ministry of Education and Training
Developing and implementing training programs, integrating green growth content into educational activities at all levels; raise awareness of teachers and education administrators about role, meaning and orientation of green growth implementation activities, strengthen educational coordination between schools, families and society to shape become a style, a sense of green living in schools and society.
k) Ministry of Health
- Develop regulations, standards and roadmap to deploy green, sustainable and resilient healthcare facilities to climate change and environmental incidents.
- Building a management system, monitoring activities of classification, destruction and treatment of medical waste to meet national and international standards; building and implementing models of application of green technology, using clean energy in medical waste treatment.
- Building a database system for monitoring, forecasting and early warning of impacts of climate change and air pollution on health.
l) Ministry of Culture, Sports and Tourism
Develop programs on living culture, green lifestyle and developing green tourism products; building and applying a model of tourism development towards green growth in tourist resorts and tourist spots; develop criteria and implement green tourism labeling for tourism business establishments.
m) Ministry of Labor - Invalids and Social Affairs
Organize training of technical human resources in trades of green economic sectors according to their competence; develop and implement policies to encourage green job creation; formulating and implementing social security and social assistance policies for vulnerable groups and affected subjects in the green transition.
n) State Bank
Review, adjust and perfect banks and credit institutions in line with green growth goals; research and build a green bank development model; promulgate preferential credit policies for green investment projects.
o) Ministry of Information and Communications
- Directing agencies managing press, information, broadcasting and electronic information, grassroots information to promote information and communication about the Strategy and other related contents in order to raise public awareness of the whole society about green growth.
- Organize implementation of national digital transformation program to 2025 with orientation to 2030 (issued in Decision No. 749/QD-TTg dated June 3, 2020 of the Prime Minister) with aim of developing digital government, digital economy, digital society, increase labor productivity, create driving force for green growth, ensure sustainable development.
p) Ministries, ministerial-level agencies and agencies attached to the Government are responsible for closely coordinating with ministries and ministerial-level agencies assigned to assume prime responsibility for the above tasks during implementation of the strategy.
2. Solution:
Ministries and sectors are assigned to develop specific solutions according to their assigned tasks to implement the strategy, focusing on the following groups of solutions:
a) Building and perfecting institutions and policies
- Completing framework of mechanisms, policies and laws in direction of inter-regional and inter-sectoral coordination and integrating green growth goals and solutions to promote economic restructuring in association with growth model innovation , optimizing resources, especially in multi-purpose infrastructure construction.
- Integrate goals, solutions, contents and investment criteria for green growth into socio-economic development strategies, master plans and plans, sectors, fields and territories in direction of reduce greenhouse gas emissions and pollutants, degrade environment, apply circular economy model, create favorable conditions for development of green industries, gradually reduce and transition from activities investment hinders efforts to reduce greenhouse gas emissions, improve resilience to climate change, sea level rise, and focus on vulnerable areas.
- Promote application of green economic tools to production and consumption activities, national system of standards and criteria for green classification ensures consistency, transparency, and regular updates for the programs, projects, products, services, technologies and industries.
- Improve effectiveness and efficiency of State management in monitoring and evaluating implementation of Strategy and greening level of the economy.
b) Communication, education and awareness raising
- Continue to propagate, educate and raise awareness of the whole society about role and meaning of green growth.
- Disseminate good practices and practical actions on lifestyle, green consumption, harmonization of natural capital, and association with traditional values.
- Focus on education on soft skills, strengthen cooperation between schools, families and society to form a green, civilized, dedicated, and creative lifestyle and sense of living.
- Improve capacity to identify energy labels, eco-labels, green labels for goods and products; strengthen dissemination of information on low-emission, environment-friendly products and services.
c) Human resource development and green jobs
- Encourage human resource development for green industries and create green jobs.
- Focus on organizing training and fostering knowledge and skills of management and administration in green economy, green manufacturing industry for public administration staff and businesses, especially focusing on leadership staff leadership, management, policy-making staff.
- Improve capacity and knowledge of green growth for teachers and education administrators; integrate green growth contents into educational programs and activities at all levels; open code of training human resources in green professions; expanding and building a safe, green, clean and smart school model.
- Promote research, survey, statistical data, periodically forecast demand and supply capacity of human resources for green industries; disseminate and provide information about the green job market.
- Prioritize investment in school facilities and vocational education institutions according to green standards and criteria to serve training and teaching.
d) Mobilizing financial resources for green growth
- Completing policies and tools on mobilizing resources for green growth, focusing on supporting policies, financial incentives, development of capital market, credit market, green insurance, market of financial products towards the synchronous development of a market-based emission trading system.
- Prioritizing investment resources from the State budget, focusing on capital sources in public investment plans and recurrent spending on green growth programs, projects and tasks. Promoting the market-oriented role, leading green production and consumption of State-owned enterprises and large enterprises in the economy.
- Increase financial mobilization from financial institutions, funds and international private investors, prioritize the use of concessional loans, official development assistance (ODA), support techniques of countries, international organizations, and non-governmental organizations for green growth.
- Encouraging participation of the private sector, creating favorable conditions for forms of cooperation between the State and the private sector, between domestic and foreign investors in green projects and applied projects technology, green transformation solutions.
- Improve access to green finance for women and disadvantaged groups in society.
d) Science and technology, innovation
- Encourage research and development of science and technology application models, innovation for green growth.
- Promote comprehensive digital transformation in industries and fields towards the goal of Vietnam becoming a digital nation.
e) International integration and cooperation
- Strengthen and improve quality of international economic integration, cooperate and take advantage of international support to turn Vietnam into one of the models of green growth, well implementing international commitments on sustainable development and climate change.
- Actively cooperate in research, education and training, create favorable conditions for enterprises and research institutions to access advanced science and technology, carry out technology transfer, develop human resources for enterprises and research institutions.
- Actively participate in and organize activities to share, learn from experiences and improve capacity to implement green growth; proactively coordinate and join the international community to solve global and regional issues as well as challenges to green growth implementation.
g) Equality in green transition
Ensure that different target groups, especially those affected by economic restructuring associated with growth model innovation, disadvantaged groups (women, children, ethnic minorities) , the poor, people with disabilities) have equal access to opportunities, information, technical infrastructure, basic social services, suitable to new fields and jobs during the transition to green economy.
h) Mobilizing stakeholder engagement
- Mobilizing participation of entire political system, ministries, branches, localities, agencies, business community, social organizations, non-governmental organizations, residential communities, stakeholders, development in the implementation of the Strategy.
- Strengthen leadership and direction of all levels and branches, the coordination between the leading agencies and coordinating agencies, political and social organizations, industry associations, business community, NGOs and coordination between central and local agencies in the implementation of the Strategy.
- Encourage participation of the whole society in the implementation, monitoring and evaluation of the implementation of the Strategy and the level of greening of the economy.
V. Implementation organization
1. Establishing a national steering committee on green growth to direct implementation of the strategy; functions, tasks and working regulations of the national steering committee, chaired by Ministry of Planning and Investment and coordinated with relevant agencies in formulating and submitting to the Prime Minister for decision; assisting section of the National Steering Committee works on a part-time basis at Ministry of Planning and Investment and is organized by Minister of Planning and Investment.
2. Assign responsibilities
a) Ministry of Planning and Investment
- As the national focal agency on green growth, responsible for presiding over, coordinating and supporting ministries, branches, People's Committees of provinces and centrally run cities and relevant agencies to organize implementation of the Strategy.
- To assume prime responsibility for and coordinate with concerned ministries and branches in balancing, mobilizing and coordinating domestic and foreign resources, and climate finance; identify key green growth tasks and projects in each specific period and submit them to the Prime Minister for consideration and decision.
- Take the lead in guiding, inspecting, monitoring, evaluating and reporting to the Prime Minister on implementation of the Strategy on an annual basis; midterm review in 2025; summarizing implementation of the Strategy by 2030.
b) Ministry of Finance
Assume prime responsibility for and coordinate with Ministry of Planning and Investment in submitting to competent authorities for approving cost estimates and ensuring recurrent expenditures for implementation of the Strategy in accordance with current regulations.
c) Relevant ministries, branches, localities and agencies shall base themselves on the content of the Strategy, assigned functions and tasks.
- No later than 01 year from the date of approval of national green growth strategy in a period of 2021 - 2030 period, complete formulation and promulgation of the ministerial, provincial or integrated green growth action plan, integrate the Strategy implementation objectives and contents in socio-economic development strategies, master plans and plans, sectors, fields and territories in accordance with the actual situation.
- Organize implementation, monitoring and evaluation of results of implementation of the tasks set out in the Strategy according to its competence, ensuring consistency and synchronization with socio-economic development plan at the respective level; prioritizing balancing and allocating budgets for Strategy implementation activities.
- Actively develop and implement green growth solutions, apply achievements of the fourth industrial revolution, synchronously deploy the digital transformation program; building propaganda programs, raising awareness and capacity; guiding implementation of good practices, training on green growth within the scope of assigned functions and tasks.
d) Ministries and branches shall assume the prime responsibility for elaborating green classification standards and criteria according to branches and management domains, ensuring consistency with the national system of standards and criteria for green classification.
Research institutes and universities, based on the contents and solutions of the Strategy, develop and propose to ministries, branches and localities, and carry out research, application and teaching contents under the Strategy, sectors and fields of activity that contribute to promoting green growth.
e) The Vietnam Fatherland Front and its member organizations and communities are responsible for propagating to the people about the role and position of green growth, contributing to the achievement of the Strategy's objectives and increasing green growth into cultural behavior, daily lifestyle; organize policy criticism, supervise the implementation of the Strategy by ministries, branches and localities.
g) Business community and related agencies and organizations actively coordinate with ministries, sectors and localities and actively implement and propose initiatives to promote green growth, participate in the monitoring process. Monitor and evaluate the implementation of the Strategy.
3. Monitoring - Evaluation - Reporting
a) Ministry of Planning and Investment shall assume the prime responsibility for and coordinate with ministries, branches, localities, agencies and organizations in
- Develop and issue specific guidelines and regulations on monitoring, evaluation and reporting on the implementation of the Strategy.
- To monitor, examine, supervise and evaluate the results of the implementation of the Strategy and report to the Prime Minister on the results of implementation of the Strategy annually.
b) Ministries, sectors and localities annually (before December 10) send reports on results of implementation of the Strategy to Ministry of Planning and Investment for summarizing and reporting to the Prime Minister.
c) During the implementation of the Strategy, Ministry of Planning and Investment regularly monitors and supervises the implementation, promptly handles arising problems and reports to the Prime Minister.
d) Encourage participation of relevant stations, including business community, social organizations, NGOs, domestic and international organizations in providing information and documents to serve to evaluate results of the implementation of the Strategy.
4. Implementation resources
a) Resources to implement the Strategy include capital from the State budget, corporate capital, international funding and other lawfully mobilized capital sources as prescribed by law.
b) For capital sources from the State budget, comply with current state decentralization. Ministries, sectors and localities shall base themselves on objectives and tasks stated in the Strategy to develop investment projects or estimate funds for specific tasks and comply with current regulations.
c) Promote mobilization of financial resources from organizations, individuals, domestic and foreign enterprises participating in the implementation of the Strategy in accordance with the law; integrate tasks assigned to ministries, branches and localities in relevant public investment programs and other national target programs.
