Adjusted master plan for socio-economic development of Da Nang City to 2020 with a vision to 2030

I. Development viewpoint
1. Da Nang city development strategy and policies are included in the overall socio-economic development strategy of the whole country, the key economic region of the Central region, the North Central region and the Central coastal region - Highlands; have close links with the growth poles, development centers, big cities throughout the country and Southeast Asia, Asia - Pacific; based on the effective exploitation and use of all potentials and advantages, especially in terms of natural resources, marine economic potential, important geo-economic and geo-strategic position of Da Nang city in the region and the whole country.
2. Building and developing Da Nang city must be based on the fundamental renovation of economic development model, attaching importance to intensive development, in combination with reasonable development in width; promoting the role of all economic sectors; considering domestic resources as a foundation and decision, foreign resources are important. Identify and promote good new growth drivers, especially the construction of urban government and private economic development, promote and promote effective connectivity, regional connectivity, high technology application, innovation and entrepreneurship.
3. To develop Da Nang city in direction of an ecological, modern, smart urban center of international stature and with its own identity; fast and sustainable economic development, considering the improvement of quality of life of the people at a high level as a central task; focus on developing 3 main pillars: tourism, high-tech industry and marine economy; ensure national defense, security, sovereignty over sea, islands, social order and safety.
II. Development Goals
1. General objectives
Building Da Nang city into one of the major socio-economic centers of the country and Southeast Asia as a center for entrepreneurship, innovation, tourism, commerce, finance, logistics, high-tech industry, information technology, supporting industry; is one of the country's high-quality cultural - sports, education - training, medical and scientific and technological centers; center for organizing regional and international events; seaport city and international maritime urban area with the core of urban chain and growth pole of key economic region of Central - Highlands region; To become an ecological, modern and smart city, a livable city, a strong party organization and political system, a pioneer government in innovation and development, and people with a standard of living, leading the country with a good quality of life, friendliness, happiness and creativity; national defense, security, and sovereignty of the sea and islands are firmly guaranteed.
2. Specific objectives (See Appendix I for details)
a) Specific targets to 2020
- Regarding economy: Economic growth in the 2016-2020 period will reach 8-9% / year. Economic structure: service sector accounts for 64-65%; industry- construction sector accounts for 33-34%; Agricultural sector accounts for 1-2%.
- Regarding socio-culture: The population is estimated at about 1.6 million (including converted), of which the official population (excluding visitors) is about 1.17 million. The employment rate will increase by 4-5% / year, of which the rate of trained labor will reach over 50% by 2020.
- Environment: The rate of solid waste collected and treated is 95% (in Hoa Vang district only 80%); 60% of waste water will be collected and treated before being discharged into the environment; the proportion of rural population using hygienic water reaches 95-97%; Forest coverage rate reaches 43-44%.
b) Specific objectives up to 2030
Striving to achieve economic growth in the period of 2021-2030 reaching 12% / year. Economic structure: service sector 67-68%, industry and construction 31-32%, agriculture 1%. Population forecast is about 2.5 million (including conversion), of which the official population forecast (excluding visitors) is about 1.5 million. The rate of additional employment will reach 5-5.5% / year, the rate of trained labor will reach over 70% by 2030. The rate of solid waste collected and treated reaches 100%, the rate of wastewater discharged collection and treatment standards reach 80% before the environment, the rate of urban greenery 6-8m2 / person; rate of rural population using hygienic water reaches 100%. Forest cover is about 45%.
III. Development orientation of industries and sectors
1. Services
- Development of tourism services associated with resort real estate; including the planning research and investment in construction of Da Nang Bay with unique architecture and services to create a highlight for Da Nang; developing seaports and airports associated with logistics services;
+ Major tourism product groups: Sea tourism with diversified resort models; MICE tourism is driven by the organization of international events and a highly competitive business environment and ecotourism, exploring regional history and culture; type of entertainment service with betting activities as prescribed.
+ 4 main tourist investment focal points: (1) Son Tra becomes a high-class eco-tourism site; associating tourism with nature conservation, biodiversity; (2) Da Nang Bay becomes a "sea urban" with a unique nature, creating an architectural and service highlight; (3) Downtown, shopping and traditional restaurants and (4) Entertainment, peripheral tourism and regional connectivity projects.
- Maintain a harmonious development of commercial activities, finance - banking, real estate business, information and communication to meet diverse needs in business production and social life. Improve the quality of services and products for tourism.
- In the service sector, industry (1) Professional activities, science and technology, education and training, health care; (2) Accommodation, eating and entertainment services; and (3) Transportation, warehousing has the highest growth rate, over 10%, contributing 37-38% to growth and accounting for 34-36% of the GRDP structure of Da Nang City in the period of 2021- 2030. - Focusing on industrial development planning, not to conflict with objectives between industrial development and tourism. - By 2020, the agricultural sector will contribute about 1-2% in the GRDP structure, the average growth rate of the industry will reach 1.5% / year. It is expected that in the period of 2021-2030, the growth rate of agriculture will reach 2.2%, accounting for about 1% of the GRDP structure of Da Nang in 2030.
4. Orientations for development of urban infrastructure
a) Transport
- External transport: relocating Da Nang railway station out of the city center and a new railway line associated with the North-South high-speed railway project. Upgrading National Highway 14B; route of East-West economic corridor 2 (national highway 14D); expand national highway 14G; continue to invest in completing the western ring road; trunk road I Northwest; roads and bridges across Co Co river; Planning route along the new railway.
