HO CHI MINH CITY’S OVERALL PLAN ON SOCIO-ECONOMIC DEVELOPMENT TO 2020, VISION TO 2025
I. Development viewpoints
The city should proactively seize opportunities, overcome challenges, maintain socio-political stability, restructure economic, innovate growth models and improve quality of growth, construct synchronously to create breakthrough on system of infrastructure; to develop rapidly and sustainably cities with quality and speed higher than an average level of the whole country, link between socio - economic development with defense and security; to closely connect between socio-economic development of the city with the region; to build a healthy cultural environment; to develop production associating with raising level of science-technology and human resources, focusing on development of advantage fields of the city; to continuously improve material and spiritual living of the people.
II. Development objectives
1. Overall objectives
To construct Ho Chi Minh City civilized, modern with a role of special urban, playing a leading role in industrialization and modernization, contributing increasingly to the region and the whole country; to gradually become a major center of economic, financial, trade, science - technology of the country and Southeast Asia; to contribute actively to put our country to become a modern industrialized country by 2020. To develop Ho Chi Minh City to become a center of culture, sports center, training high-quality human resources for the region and the whole country.
2. Specific objectives
2.1. Economy
- An average rate of economic growth in a period of 2011 - 2015 reaches between 10 % - 10.5 %/year, in a period of 2016 - 2020 reaching 9.5% - 10%/year and in a period of 2021-2025 reaching from 8.5% - 9%/year.
- GDP per capita (under real price) in 2015 hits USD 4,856 – 4,967, in 2020 posting USD 8,430-8,822, in 2025 reaching from USD 13,340-14,285. An average growth rate of GDP in a period of 2011 - 2020 is higher than 1.5 fold-times over an average growth rate of the whole country.
2.2. Culture - society
- Population of Ho Chi Minh City by 2015 estimates to reach 8.2 millions people, 9.2 millions people by 2020 and 10 millions people in 2025 (excluding visitors and temporary residents under 06 months).
- Job creating: it would annually create 120,000 new jobs by 2015, 125,000 new jobs by 2020 and 130,000 new jobs by 2025.
- Reduction of poor household, increase of rich household: By the end of 2013, to basically completes a target of reducing rate of poor households (under criterion: average GDP per capital of below VND 12 million/person/year) to less than 2%. By 2016, to raise poor standard of the city to VND 16 million/person/year, number of poor households will accounts for 7-8 % of total household of the city. In 2020, Ho Chi Minh City has no poor household under standard of VND 12 million/person/year and on basic having no poor households under standard of an average income of VND 16 million/person/year.
- To improve quality of health care services: number of doctors/10,000 population in 2015 reaches 15 doctors, reaching 20 doctors in 2020 and posting 20-25 doctors in 2025.
- To develop Ho Chi Minh City to become a center of culture and education - training and high quality healthcare, keeping pace with developed countries in Southeast Asia.
2.3. Technical infrastructure
- Traffic
+ To construct and gradually complete, modernize transportation network of roads, railways, waterways and airways.
+ Percentage of transport land on urban land in 2015 is about 8.2 %, 12.2 % in 2020 and to reach about 16-20 % in 2025;
+ An average density of road/natural area is 1.9 km/km2 in 2015 and about 4.5-5 km/km2 in 2025.
+ To reduce 10% of number of accident cases, number of deaths and injured by traffic accidents each year comparing with preceding year.
+ In 2015, public passenger transport meets 15% of travel demand. Out of which, buses meets about 11 %; in 2020 public passenger transport meets 30% of travel demand (of which, buses meets about 16 %) and in 2025, public transport of passengers meets 35% of travel demand (of which, buses meets about 21 %).
- Electricity supply
+ To improve step by step efficiency of electricity use, maintain elasticity coefficient (ratio between growth rate of commodity electricity output and GDP growth rate) of less than 1 and striving to reduce to below 0.8. Rate of electricity output from renewable energy, new energy is from 2-3 %.
+ Output of commodity electricity per capita reaches about 2,600-2,800 kWh/person/year in 2015; about 3,600-3,850 kWh/ person/year in 2020 and 4,800-5,000 kWh / person / year in 2025.
+ Rate of electricity loss decreases to 5.2 % in 2015, to about 5 % in 2020 and about 4.8 % in 2025.
- Information technology and telecommunications
To strive to 2015, information technology and communication become infrastructure for socio-economic sectors; by 2020, become a main economic sector, reaching average growth rate of 20 %/year and by 2025, striving to develop infrastructure of software industry and information technology services in Ho Chi Minh City to be equal to those in the Southeast Asia.
- Water supply
+ By 2015, rate of resident having clean water reaches 100 % in old urban areas and 98 % in new urban areas, in suburban areas, hitting 100% in 2025.
+ By 2015, an average rate of clean water reaches 152 liters/person/day, posting 170 liters/person/day in 2020 and 180 liters/person/day in 2025.
+ Rate of clean water loss, clean water revenue loss is about 32 % in 2015, 28 % in 2020 and 25 % in 2025.
To expand coverage of clean water supply services to suburban; to improve and enhance sanitation, public health in rural areas.
+ Standard of clean water supply is in line with current standards, technical regulations.
- Drainage
+ To construct full of drainage system to ensure well drainage. Gradually reducing flooding situation.
+ By 2015, to solve basically flooded situation caused by rainwater and tidal in a center of the city; by 2020, to solve basically flooded situation by rainwater in 5 drainage regions and the rest area of the city; by 2025, to solve completely flooded situation by rainwater, basically solving flooded situation by rainwater and tidal, taking into account phenomenon of sea level rise in future in the whole city.
2.4. Environment protection
+ By 2015, 100 % of industrial clusters, industrial parks, and export processing zones have concentrated wastewater treatment systems in accordance with Vietnam’s environmental standards; 100% of amount of normal and hazardous solid waste will be collected, transported and processed to ensure environmental protection.
+ To reduce 80 % of level of water pollution in urban areas, 60% of level of water pollution in suburban areas.
+ By 2020, to strive to 100 % of new urban areas and 70% of existing urban areas having concentrated wastewater system.
+ By 2025, to strive to 100 % of existing urban areas having concentrated wastewater system.

To develop agricultural sector of Ho Chi Minh City towards urban agriculture. Striving to hit average growth rate of GDP of agricultural sector in a period of 2011 - 2015 of 5 %/year, in a period of 2016 – 2020, reaching 5%/year and in a period of 2021 – 2025, posting 5 % / year.
To strive to 100 % of communes achieving new rural social standards (56/56 communes, excluding Binh Hung commune in Binh Chanh district and Trung Chanh commune in Hoc Mon district which have high urbanization rate).

Growth rate of commodity electricity increase by 7 - 8.5 %/year in a period of 2011-2015, about 9 %/year in a period of 2016-2020 and 7-8%/year in a period of 2021 - 2025. Commodity electricity in 2015 is about 21.5 - 23 billion kWh, about 33 - 35.4 billion kWh in 2020 and 48.5 - 50 billion kWh in 2025.
7.4. Water supply
- To make sure to water supply capacity of 2,840,000 m3/day in 2015, 3,100,000 m3/day in 2020 and 3,700,000 m3/day in 2025. On other hand, to limit capacity of groundwater of below 330,000 m3/day in 2020, about 200,000 m3/day in 2020 and banning completely exploitation of groundwater in 2025).
- To apply scientific and technological progress, modernizing gradually technical equipment of sector of clean water supply, striving to reach management and operation level of developed countries in the world.

- To develop drainage system in accordance with development of the city, to ensure coordinated development between regions and other infrastructure sectors.
- To socialize, mobilize domestic and international resources for investment in construction and operation management of drainage system.
8. Housing development
Development orientation of five housing programs, including:
- Program on replacing damaged, degraded apartment: it is expected to conduct relocation, new construction, by 2015 there is no old, expired apartment on the city.
- Social housing program: consisting of 6 component programs: Housing official of the city, housing program for the revolution, housing program for workers, program student dormitory, low – income housing program and housing program for the poor.
- Program on building resettlement apartment.
- Program on relocation of residents living on and along canals: striving to complete basically relocation of households living on and along the canal in 2011-2015.
- Official housing program: to research to build official housing to satisfy requirements of living for cadres at all levels when performing the State’s tasks from now to 2025.

1.1. Development model of the city
Under centralized model - multi polar, central area is inner city area with a radius of 15 km and 4 poles of development.
1.2. Organization of urban territory
Center of the city is existing center area and Thu Thiem new urban area; the city will be expanded and developed under following directions:
- East: development corridor: Ho Chi Minh City - Long Thanh - Dau Giay highway and alongside Hanoi highway, developing new urban areas.
- South: development corridor: Nguyen Huu Tho road, promoting strength of river characteristics.
- North - West: development corridor is highway 22 (trans-Asia highway).
- West, West - South: development corridor is Nguyen Van Linh highway.
