POST AND TELECOMMUNICATION DEVELOPMENT PLAN OF HA NOI TO 2020, VISION TO 2030
I. Development viewpoints
1. To develop post and telecommunication towards modern automation, computerization of modern to keep pace with advanced countries in the region, providing diversified services under international standards. Improving quality, diversifying types of services, combining supply of public services with commercial services, developing many types of new services to meet socio-economic development requirements.
2. To construct and develop synchronously telecommunications infrastructure towards converging with information technology and communication which have modern technology, wide coverage, high speed, high quality, ensuring development requirements of e-administration of Hanoi to 2030.
3. To promote all resources, create favorable conditions for all economic sectors to participate in development of post and telecommunications in a fair and transparent competitive environment a fair, managed by the State under appropriate mechanisms. To develop rapidly, dominate and stand firmly in domestic market and actively do business activities in international markets.
II. Development objectives and indicators
1. General objectives
To develop post and telecommunication of Hanoi in 2020 to ensure the leading in the country and keeping pace with advanced countries in the region and a number of countries in the world.
To construct and develop information infrastructures of Hanoi city to have modern technology, playing role as foundation for development and application of information technology to contribute to accelerate industrialization and modernization of the capital city. To construction equipment system of online meeting at all level, from city to communal level to serve direction activities of Hanoi.
To provide society, consumers with modern, diversified, abundant postal and telecommunication services which have prices lower than or equal to average level of the countries in the region in order to meet all information demand to serve socio-economic, defense development of the capital of Hanoi.
To construct post and telecommunications in technology convergence trend become key economic-technical sectors, operating effectively to contribute more and more to economic growth of the capital city of Hanoi, creating more jobs for the society.
To ensure information safety, security for application of information technology in operation of the State agencies in Hanoi as well as guarantee well service for direction activities of the capital city of Hanoi.
2. Specific objectives
2.1. Postage:
To develop rapidly, diversify and exploit effectively types of services in order to provide users with postal service which are high quality, safety, security, having prices lower than or equal to average level of the countries in the region. Review and re-plan system of communal culture and post office to have appropriate management and support mechanism.

To develop and apply modern, advanced technology to be methods of providing information and public services across the city to reach level 3, 4 in 2020 so that citizen of Hanoi can make payment and trading through online network; to maintain infrastructure of 3G mobile communication network to ensure recovery of capital and keep investment efficiency, developing mobile communication network to 4G technology; put underground peripheral communication infrastructure to improve quality of service and ensure urban beauty.
3. Key indicators
3.1. To 2015:
- Density of fixed telephone reaches 20 subscribers/100 people; density of mobile phones reaches 182 subscribers/100 people.
- Density of fixed broadband Internet subscribers reaches 19 subscribers/100 people; ratio of households with Internet access is from 45-50 %.
- To put underground 60-70 % of peripheral network infrastructure in urban areas.
- To complete conversion of terrestrial television broadcasting, transmission infrastructure from analog technology to digital technology.
- Complete WAN infrastructure (3 levels) of the city to connect between Party Committee of the city, People's Committee of Hanoi capital with departments, branches and People's Committees of districts, towns and People's Committees of communes, wards in capital city of Hanoi.
- Whole capital city of Hanoi has 1,040 service points, an average serving radius: 1.01 km / service points, an average serving population: 6,997 people/ service points; 100 % of communal culture - post offices provide broadband Internet service.
3.2. To 2020:
- Fixed telephone density reaches 21 subscribers/100 people; mobile phones reach 212 subscribers/100 people.
- Density of fixed broadband Internet subscribers reaches 25 subscribers/100 people; ratio of households with Internet access is from 70-75 %.
- To manage closely implementation of underground infrastructure projects in conjunction with urban planning, striving to 2020, put underground 80-90 % of peripheral network infrastructure in urban areas and 50-60 % of peripheral network infrastructure in suburban areas.
3. Key indicators
3.1. To 2015:
- Density of fixed telephone reaches 20 subscribers/100 people; density of mobile phones reaches 182 subscribers/100 people.
- Density of fixed broadband Internet subscribers reaches 19 subscribers/100 people; ratio of households with Internet access is from 45-50 %.
- To put underground 60-70 % of peripheral network infrastructure in urban areas.
- To complete conversion of terrestrial television broadcasting, transmission infrastructure from analog technology to digital technology.
- Complete WAN infrastructure (3 levels) of the city to connect between Party Committee of the city, People's Committee of Hanoi capital with departments, branches and People's Committees of districts, towns and People's Committees of communes, wards in capital city of Hanoi.

- Whole capital city of Hanoi has 1,130 service points, an average serving radius: 1.01 km / service points, an average serving population: 7,041 people/service points; 100% demand of postal service of the people will be supplied; 100 % of communal culture - post office are multi-service points.
III. Post and telecommunication development orientation of Hanoi to 2020, vision to 2030.
1. Post development orientation to 2020
To plan service points towards upgrading the existing service points, developing newly concentrated service points in new urban areas and industrial zones. To deploy concentrated postboxes in high-rise apartment buildings, office buildings, system of public postboxes in urban, densely populated areas, tourist areas, industrial zones.
For communal culture post office: to conduct a comprehensive review to assess current operation status of system of communal culture post office. To re-plan communal culture post office towards stopping operation of post office which are inefficient, upgrading post office of effective operation; to continue to increase investment in maintaining the existing post office in rural, mountainous and remote areas.
To improve capacity of transport network to reduce journey times and raise quality of postal services; to encourage enterprises strengthening use of common infrastructure to save investment costs and reduces service charges.
To apply new technologies in order to renovate management system, striving to improve labor productivity and reduce costs. To implement standardization of postal packaging to ensure ability of automatically sharing and selection.
2. Development direction of telecommunication to 2020
2.1. To plan urban technical infrastructure
To continue to put underground, gentrify main streets, area of center, radial streets. To put underground and gentrify synchronously technical infrastructure which has been approved by the People’s Committee of Hanoi capital city on a Plan No. 66/KH0UBND dated 26/5/2011 on urban gentrification program of Hanoi city in a period of 2011-2015.
To invest in construction of technical tunnel system to lay underground wires, telecommunication cables, television cable in renovated streets or newly constructed streets and in new urban areas, especially in beltway No.2.5, 3, and 4.
To deploy, manage and use effectively technical infrastructure projects which use commonly in the city.
2.2. To plan telecommunication technical infrastructure:
To maintain infrastructure of 3G mobile communication network to ensure recovery of capital and investment efficiency, developing mobile communication network to 4G technology.
To plan and develop infrastructure of mobile communication network in the capital city of Hanoi in key direction of using common infrastructure among enterprises in order to save investment costs, ensure urban beauty and enhance function of the State management in development of telecommunications infrastructure.
2.3. Fixed telephone networks:
For new telecommunication enterprises: to implement construction of infrastructure of telecommunication networks under next generation network technologies to provide multiple services on a unified telecommunication infrastructure.
Enterprises which are providing service gradually replace the existing access equipment. Prior to 2020, completely eliminate traditional switched circuit networks to replace it with a new generation networks to provide multiple services.
2.4. Internet
To continue to implement new installation of MSAN equipment in areas of high demand to supplement and provide new services on next-generation platform for subscribers in the area and convert old subscribers to new generation network. To promote development of Internet applications such as e-government, e-commerce, training and remote medical treatment ...
For broadband network: to implement fiber optic network to communes, wards and towns with connection forms of FTTH, FTTB and FTTC to narrow access gap with copper cable, increasing bandwidth and quality of service.
2.5. Radio frequency network:
To implement a national plan of radio frequency spectrum, a plan of radio and television transmission and broadcasting under Decision this has been approved by the Government.
To perform frequency channel separation for a system of wireless radio stations in 576 communes, wards and townships in the capital city of Hanoi.
2.6 . Development of telecommunications service and market
To maintain and improve quality of basic telecommunications services, giving priority on development of new services in line with trend of convergence of technology of radio, television, information technology and communications and convergence trend of broadband communication services on invested infrastructure.
To create equal, healthy competitive market to create favorable conditions for telecommunications and Internet enterprises to cooperate and develop; to create favorable conditions for economic sectors to invest, trade and supply telecommunications and Internet services, particularly in field of re-sale services, supply of value-added and Internet service.
3 .Development orientation to 2030
3.1 . Post services
To modernize post network, applying information technology in exploiting and supplying service. To implement automation in exploitation. Post will be developed convergence with telecommunications and information technology, multi- industry convergence, various types of services, diversifying forms of payment. To supply service in all fields of finance, banking, insurance ...To develop strongly online business market (electronic postal network).
3.2. Telecommunication
To develop towards convergent of multi-disciplinary and multi-service supply such as e-commerce, e-government, e- education... Infrastructure conversion: replace full of copper cable network by fiber optic cable; meet demand of broadband service of the people.
To develop strongly telecommunication networks toward underground: underground rate reaches 90-95 % of total subscribers, improve service quality and ensure urban landscape. To transform technology for mobile network: apply broadband access technologies, reducing number of telecommunication wave receiving and transmitting stations. To split service toward: infrastructure services and application services.
To socialize service supply: all domestic and foreign economic sectors are allowed to participate in providing services. Telecommunications market opens fully and equally. Enterprises on market will be separated into two types: enterprises supply network infrastructure and enterprises provide service and resale services.
3.3 . The State management
To manage strictly on infrastructure development: to promulgate regulations on separating telecommunication infrastructure enterprises and enterprises of using telecommunication infrastructure; to issue rules and regulations on using of common infrastructure, laying underground telecommunication network towards sustainable development. To promulgate rules and regulations on management of service quality in accordance with development of technology. To have supervision mechanisms to ensure protection of national sovereignty on telecommunications network.
4. Solutions on implementation of the plan
4.1. Solution on mechanism, policy and the State management
To develop and promulgate policies and mechanisms on post and telecommunications such as regulations on management and common use of infrastructure of post and telecommunications, regulations on sharing passive telecom infrastructure between telecommunications business and price list for renting telecommunications infrastructure ... in order to exploit sustainable telecommunication infrastructure and supply telecommunications services effective, convenient, fast to ensure requirements of urban landscape, environment and plan; to guide national standards and technical regulations on post and telecommunication.
To encourage and create favorable conditions for post and telecommunication enterprises to build network, expand telecommunication wave coverage and having incentives policies for enterprises to invest in and supply telecommunication services in regions getting low density of user. To focus on ensuring supply of post and telecommunications services for bodies of the Party, the State in the capital city of Hanoi.
To complete policies and mechanisms on supporting, encouraging development of post and telecommunications: legal documents on public and transparency resolving administrative procedures in a field of post and telecommunications under one-door mechanism, inter-agency one-door mechanism; to create favorable conditions on land, administrative procedures within powers of capital city of Hanoi in order to attract foreign and domestic enterprises engaging in providing post and telecommunication services, ensuring equal competition and interests of post and telecommunication service users.
4.2 . Solution on science and technology:
To promote research and application of scientific and technological achievements in a field of post and telecommunications: devices, networks, services, industry, management, human resources ... To encourage testing, implementation of applying new technologies in construction and investment of network infrastructure. To strengthen research cooperation in management, development of post and telecommunication scientific and technology.
4.3. Solution on investment capital
Total investment capital for post and telecommunications development in a period of 2012 - 2020 is about of VND 7.884 billion, it is expected that investment capital from the State budget is VND 3,189 billion, from enterprises and socialization sources is VND 4,695 billion.
Implementation funds: to fulfill diversification of financial investment resources for post and telecommunication development, including:
The State budget is mainly invested in development of post and telecommunication universalization services, Internet in mountainous and remote areas, projects of laying underground, repairing telephone lines and cables on capital city of Hanoi.
Investment capital of enterprises and society: Investment capital for development and upgrading of network of post and telecommunications will be mobilized by enterprises; to have suitable mechanisms to raise investment capital of enterprises, organizations and individuals in socialization of investment and development of post and telecommunication infrastructure; to take part in contributing funds for laying underground laying, embellishing telephone lines and cables on capital city of Hanoi.
4.4 Solution on human resource development:
To strengthen training and retraining of post and telecommunication human resources. To diversify types of training and retraining on a basis of development orientation to train in advance. To build staff of experts of economic, technical, management and good business in a competitive environment, especially focusing on a staff of experts of telecommunications, information technology.
Annual training plan, professional training, improve staff specialized in the field of state management on post and telecommunications. To focus on improving capacity of workforce in communal culture post offices to meet requirement of expanding multiple services supply.
To expand, enhance international cooperation, exploit credit capital for development of education-training system, science - technology, human resource development, attract and encourage investment in areas of human development.
4.5. Solutions on information safety, security information
To build plan and organize to implement measures to ensure safety and security information in accordance with configuration of information system; to build a database, establishing system of communication safety which have capacity of preventing illegal access and only allowed to send/receive data under valid email addresses.
To coordinate with professional units of public security, defense to prevent, stop services supply for cases of using postal services, telecommunications and Internet which violates public security and defense.
4.6. Solution on information, propaganda, awareness raising
To promote propaganda about viewpoints, target, direction and content of the plan to all levels, departments, organizations, the people, companies operating in field of post and telecommunication through mass media, conferences, seminars.
To enhance propagation, dissemination and education on post and telecommunications legal to organizations, individuals and enterprises which engage in providing and using services in field of post and telecommunications.
4.7. Solution on strengthening links, cooperation and integration
To promote international integration in field of post and telecommunications on basis of clearly defining goals, principles and solutions which are suitable with benefits and specific conditions of the capital city of Hanoi through international cooperation programs, projects on post and telecommunications with developed countries in the region and the world.
To actively cooperate, associate with major cities in the country to develop post and telecommunications such as Ho Chi Minh City, Da Nang to promote strengths of each locality in order to create new development possibilities of post and telecommunication market.
