Plan on implementation of high-tech law
I. Purpose and requirements
1. Purpose
a) To specifically, fully and comprehensively define tasks, duties and responsibilities of relevant agencies, organizations and units in implementing the law, ensuring timeliness, uniformity and effectiveness and avoiding waste of resources.
b) To assign tasks to leading agency and coordinating agencies in carrying out activities to implement the law according to the "six clear principles: clear person, clear task, clear authority, clear responsibility, clear time, clear results".
c) To raise awareness and responsibility of ministries, sectors, localities, organizations and individuals involved in implementing the Law, creating unity in understanding and action, contributing to bringing new points, spirit and objectives of the law into life early and effectively in practice.
2. Requirements
a) To ensure uniformity in direction and management by the Government and the Prime Minister; a) Close, regular and effective coordination among ministries, ministerial-level agencies, provincial and city People's Committees and relevant agencies, organizations and units in implementing the law.
b) Work content must ensure feasibility, be consistent with reality, closely linked to implementation of tasks and documents closely related to the law and linked to responsibilities and roles of the agency or unit assigned to leading and coordinating agencies and relevant organizations in implementation of the law.
c) Head of agency, organization or unit assigned task is fully responsible and proactively implements the plan, is accountable for progress, results and use of budget resources as prescribed, ensuring progress, quality, efficiency, economy and avoiding waste.
d) Regularly guide, supervise and inspect; promptly resolve difficulties and obstacles in process of organizing implementation of the law.
II. Content
1. Drafting of legal documents detailing and guiding implementation of the law
- Drafting and promulgating documents on detailing and guiding implementation of high-tech law shall be carried out in accordance with provisions of Decision No.2835/QD-TTg dated December 31, 2025, of the Prime Minister promulgating list and assignment of agencies to lead drafting of guiding documents for laws and resolutions passed by the 15th National Assembly at its 10th session.
- Products: Government Decree, Prime Minister's Decision, Circular of Minister of Science and Technology.
2. Dissemination and education of law, codification of legal system, review and systematization of legal documents
- Dissemination and education on content of the Law shall be carried out in accordance with provisions of law on dissemination and education of law.
- Codification of legal system, review and systematization of legal documents shall be carried out in accordance with the law on promulgation of legal documents and other regulations of the Government.
3. Organizing dissemination, communication and popularization of the law and detailed implementing regulations.
a) At the Central level
- Leading agency: Ministry of Science and Technology
- Coordinating agencies: Ministries, ministerial-level agencies, government agencies, the Central Committee of Vietnam Fatherland Front, People's Committees of provinces and cities and relevant agencies and organizations.
- Implementation time: 2026 and subsequent years.
- Products: Conferences, seminars, dissemination materials, communication materials.
b) At the local level
- Leading agency: People's Committees of provinces and cities.
- Coordinating agencies: Relevant departments, agencies, and organizations.
- Implementation time: 2026 and subsequent years.
- Products: Conferences, seminars, dissemination materials, communication materials, articles in newspapers and magazines, news reports.
4. Inspection, supervision, urging, and monitoring of the implementation of the High-Tech Law.
- Leading agency: Ministry of Science and Technology.
- Coordinating agencies: Ministries, ministerial-level agencies, People's Committees of provinces and cities and other relevant agencies and organizations.
- Implementation time: Annually.
- Products: Report on results of inspection and evaluation of implementation of the law.
5. Compiling documents, application guidelines, training, professional development, receiving and processing suggestions (if any).
- Leading agency: Ministry of Science and Technology, ministries, ministerial-level agencies, government agencies, People's Councils, People's Committees of provinces and cities according to their assigned functions and tasks.
- Implementation time: Regularly.
- Products: Training conferences, seminars, guidance documents.
III. Funding
1. Funding for implementation of this plan will be allocated from the State budget and other sources as prescribed by law. The agency assigned to lead implementation of specific contents and tasks stipulated in this plan is responsible for proactively arranging and allocating funds from its assigned budget and other legitimate funding sources as prescribed by the State Budget Law and related guiding documents.
2. For tasks to be implemented in 2026, ministries, agencies, units and localities shall proactively allocate funds from their assigned state budget for 2026 to carry out the implementation.
3. Agencies assigned to lead implementation of tasks under this plan are responsible for planning, budgeting, accounting, managing use of funds, and reporting to competent authority for approval in accordance with the law on State budget and relevant laws.
IV. Implementation
1. Minister of Science and Technology is responsible for monitoring and urging ministries, sectors and localities to implement and report to the Prime Minister on implementation of this plan.
2. Ministers, heads of ministerial-level agencies, government agencies, and chairpersons of provincial and city People's Committees shall send results of implementation of assigned tasks in the plan to Ministry of Science and Technology for compilation and reporting to the Prime Minister.
3. During implementation of this Plan, if any difficulties or obstacles arise, ministries, sectors and localities are requested to promptly report them to Ministry of Science and Technology for compilation, guidance, and resolution within its authority, or to submit them to the competent authority for consideration and decision.
