Latest update on utilization rate of preferential C/O in Vietnam's FTAs

AsemconnectVietnam - Export turnover utilizing FTA preferences reached US$98.42 billion, reflecting a stable level of C/O utilization, but with clear differentiation between markets.
According to the data from the Ministry of Industry and Trade, the total export turnover utilizing tariff preferences under free trade agreements (FTAs) in 2024 reached US$98.42 billion. Overall, export turnover utilizing FTA tariff preferences remained fairly stable, except for a significant decrease in the utilization rate of preferences under Form VC (VCFTA Agreement), with the group of goods exported to the Chilean market under the VCFTA Agreement experiencing a significant decline from 40.91% (2023) to 29.12% (2024). Conversely, the country’s exports to Chinese markets that benefited from FTA preferences saw exceptional growth compared to 2023 (up 13.12%).
In 2024, the Ministry of Industry and Trade issued 18 Certificates of Origin (C/O) under 17 FTAs, including: C/O forms AANZ, AHK, AI, AJ, AK, CPTPP, D, E, EAV, S, VC, VJ, VK, X, VN-CU, EUR.1, EUR.1 UK, and RCEP.
Regarding the value of goods utilizing tariff preferences, Vietnamese goods exported to China (C/O forms E and RCEP) ranked first with a value of US$28.45 billion. This was followed by US$18.13 billion for goods exported to the EU and UK markets under EUR.1 C/O forms, and US$14.79 billion for goods exported to ASEAN markets under C/O form D.
In 2024, the Indian market (C/O form AI) had the highest utilization rate of preferential treatment at 65.12%, followed by the Chinese market (C/O form E) with a utilization rate of 41.84%. The utilization rate of preferential treatment from the Laos (10.05%) was not high, and statistics do not record the issuance of C/O form X for goods exported to the Cambodian market because both countries are ASEAN members, so businesses usually take advantage of the preferential treatment directly from the ATIGA Agreement.
