Three strategic pillars for national export mission

For the first time, the Ministry of Industry and Trade has established three new strategic orientations, laying the foundation for a period of proactive, sustainable and long-term adaptive export development.
In the general picture of the Vietnamese economy, import and export activities have been affirming their role as a solid pillar for growth and macroeconomic stability. Turnover continuously hits new records, with total import and export turnover in 2024 reaching 786.9 billion USD, an increase of 15.5% compared to 2023, of which exports reached 405.9 billion USD. In the first six months of 2025, this figure continued to jump to 432.1 billion USD, reinforcing the sustainable growth trend.
These impressive figures, announced at the event "Vietnam Import-Export: Honor - Announce - Connect - Cooperate" and in the "Vietnam Import-Export Report 2024" are not only the result of efforts to overcome difficulties but also a testament to the adaptability and resilience of the entire Vietnamese economy in the context of increasing strategic competition and protectionism globally.
In particular, the event on August 1, 2025 marked an important shift in export development thinking when Minister of Industry and Trade Nguyen Hong Dien announced three clear and synchronous strategic orientations, demonstrating the policy-making mindset and practical actions to shape the national export mission in the new period.
First, enhancing the role of "policy architects" of units under the Ministry of Industry and Trade. This is not simply a matter of drafting documents but a continuous process of internalizing commitments from Free Trade Agreements (FTAs) to create a solid legal framework for businesses.
The Ministry of Industry and Trade will be more proactive in providing market information in a transparent and systematic manner so that businesses have clear orientations, avoid risks and take advantage of opportunities. Moreover, improving trade defense capacity is a vital factor in helping Vietnamese businesses protect themselves against international barriers and disputes, while supporting businesses to participate more deeply in the global supply chain.
An important highlight in this orientation is the identification of cross-border e-commerce and digital trade promotion as an irreversible direction. This year's Import-Export Report also integrates for the first time an analysis of FTA utilization by industry and an assessment of trade defense capacity, showing a shift in providing a strategic "handbook" for both management agencies and businesses.
Second, promote more substantial participation from localities and vertical sectors. Different from the approach that stops at the policy level, this orientation emphasizes close and in-depth cooperation with enterprises to remove inherent "bottlenecks". Difficulties in capital, logistics infrastructure or cumbersome quarantine procedures, which often cause many shipments to be delayed in export, will be focused on and promptly handled to create the most favorable conditions for production, business and export activities. Minister Nguyen Hong Dien also directed units of the Ministry of Industry and Trade to closely coordinate with Associations and enterprises in the spirit of sincerity, frankness, openness, listening, understanding and companionship to promptly remove obstacles.
Third, improve the internal strength of export enterprises themselves. This is considered a key pillar for Vietnamese exports to be able to move from a state of "following" to "dominating" the market. Minister Nguyen Hong Dien emphasized that businesses not only need good quality products but also need to build strong brands, practice skills to penetrate international markets, proactively defend against risks and, most importantly, have a green transformation mindset. These businesses are not simply sellers but also "national ambassadors", bringing the image and commitment to quality and standards of Vietnam to the world.
The Ministry of Industry and Trade's honoring of 45 typical export enterprises in 2023, not only for their impressive turnover but also for their pioneering work in sustainable development and green transformation, is part of this message. In addition, popularizing awareness of rules of origin (C/O) through communication programs is also a way to improve capacity and protect businesses from the risk of trade fraud and tax evasion investigations.
The Vietnam Import-Export Report 2024, an official document and a strategic "handbook" that has been continuously compiled for 8 years, is not only a place to synthesize data but also a guideline for the management and building of national export brands. These strategic orientations represent a comprehensive vision, not only aiming at increasing turnover but also aiming at sustainable development, affirming Vietnam's position and competitiveness on the world trade map.
