Challenges and measures to promote Vietnam's imports and exports

AsemconnectVietnam - According to information from the Ministry of Finance, Vietnam's total import and export turnover in May increased sharply compared to the same period last year, of which exports and trade surplus reached 4.67 billion USD.

At the regular meeting of the Government on the morning of June 4 to assess the socio-economic situation in May and the first 5 months of 2025, a representative of the Ministry of Finance said that in May, Vietnam’s exports increased by 14%, with a trade surplus estimated at 4.67 billion USD. This is considered a relatively positive result in the context of import and export in general still facing many difficulties.
Challenges for Vietnam's commodity exports in 2025
Despite the unpredictable fluctuations in the world affecting import and export activities, the Ministry of Industry and Trade still sets a challenging target of export growth in 2025 reaching about 12% compared to 2024.
According to the Import-Export Department, this is a very challenging figure because, on average, exports must increase by 4 billion USD/month compared to the average monthly level in 2024.
To achieve this goal, it is necessary to have synchronous implementation from ministries, branches, localities and the participation of the import-export business community. In particular, the solutions that need to be focused on include: supporting businesses to take advantage of commitments in FTAs to boost exports, through propaganda about rules of origin and issuance of Certificates of Origin, opportunities and ways to take advantage of opportunities from the Agreements; Strengthening activities to provide market information on digital platforms for localities, industry associations, and businesses.
We also need to support the development and implementation of concentrated, large-scale, regionally linked trade promotion activities for products and industries with regional strengths in target markets; continue to promote rapid and strong transition to official trade. At the same time, we should promote negotiations and signing of new trade agreements, commitments, and linkages; coordinate with the Ministry of Agriculture and Rural Development to negotiate to open more types of fruit to be officially exported...
In addition, the Import-Export Department also proposed that the Minister of Industry and Trade recommend to the Government and the Prime Minister to implement solutions to facilitate export activities: promote the EU to soon remove the IUU yellow card for Vietnam's seafood exports; develop policies and frameworks to facilitate Vietnamese enterprises to penetrate the halal food market; promote the development of supporting industries in a substantial manner, thereby increasing the value-added content of export products.
The Government directs the State Bank of Vietnam to continue to maintain low lending interest rates, creating favorable conditions for production and business; at the same time, not allowing the exchange rate to increase rapidly, causing difficulties for the import of raw materials and semi-finished products for production and export of enterprises.
Measures to promote import and export activities in the coming time
To promote import and export activities, in recent times, the Ministry of Industry and Trade has focused on market information work to promptly inform industry associations about developments in the export market so that enterprises can promptly adjust their production plans accordingly, and orient their search for orders from the markets. Regularly update information on foreign market situations; regulations, standards, and conditions of foreign markets that may affect Vietnam's import and export activities and make recommendations to localities, associations, and import-export enterprises.
In addition, the Ministry has also reviewed, revised, supplemented or proposed competent authorities to revise and supplement relevant legal documents to simplify administrative procedures, promote implementation through online public services to facilitate import and export activities. Proactively developing timely solutions and policies, units under the Ministry coordinate to research, develop forecast scenarios, analyze, propose timely policy response solutions...
In addition, the Ministry also continues to implement solutions to diversify export markets, aiming to promote exports to a variety of new markets, in parallel with key markets. Support businesses to effectively exploit FTAs, in addition to accelerating the negotiation of new FTAs and upgraded FTAs. Accelerate the progress of internalizing commitments, continue to implement training activities on commitments, focusing on training on rules of origin for businesses to grasp and take advantage of.
The Ministry of Industry and Trade is also making efforts to revise and perfect the legal framework on certificates of origin (C/O), as a basis for more convenient import and export activities, in line with international commitments and the current context.
