US initiates administrative review on Vietnam’s oil country tubular goods

The review period spans from September 1, 2023, to August 31, 2024, while the preliminary review list includes several companies exporting OCTG to the US.
Any company on this list that did not export OCTG to the US during the review period must notify the DOC within 30 days since the review initiation announcement (expected by November 16, 2024).
As per regulations, within 35 days of the review initiation announcement, the department will select mandatory respondents based on export volume, ranking companies from highest to lowest using data from the US Customs and Border Protection (CBP). Additionally, within 90 days since the review announcement, parties may withdraw their review requests.
For the countries that the US considers non-market economies like Vietnam, companies must submit requests for a separate tax rate within 30 days since the review initiation announcement to qualify for individual duty rates. If a company does not submit this request and is not selected as a mandatory respondent, it will be subject to the nationwide duty rate. The DOC is scheduled to issue its review conclusions no later than September 30, 2025.
To protect businesses’ legitimate interests, the authority recommended that relevant producers and exporters stay updated on developments in the case, fully comply with all US investigative requirements, and maintain close coordination with the authority throughout the process./.
