In context of stable economic situation in the first 6 months of Lao Cai province and good growth recovery, import and export activities through the area have also regained a vibrant rhythm. However, import and export activities through Lao Cai in the first 6 months of the year still faced difficulties such as railway infrastructure still had many limitations in terms of track gauge, freight cars, transportation and unloading capacity, affecting flow of goods through international railway; production and business activities of domestic enterprises faced many difficulties, leading to a decrease in the demand for imported goods; number of logistics enterprises operating in the area was mainly small-scale, limited in application of information technology... In particular, Chinese management agencies strengthened measures to tighten management at border gates such as: Strengthening management policies for import and export goods such as commodity management policies, increasing rate of actual inspection of export goods; using technical barrier measures to limit exports, controlling the height and width of vehicles carrying export goods; strictly managing sub-border gates and openings. This led to slow customs clearance time, reducing amount of imported goods; Export goods require higher quality, specifications and origin of each shipment.
According to leader of Lao Cai Provincial Customs Department, despite difficulties, import and export activities in the first 6 months of the year also had certain advantages when the State management policy system was increasingly improved, amended and supplemented in accordance with management reality in the period of international economic integration, creating favorable conditions for the State management of customs.
