Plan on implementing national strategy for clean water supply and rural sanitation to 2030, vision to 2045
I. Objectives
1. Overall objectives
- Ensure that rural people have access to clean water supply services that are fair, convenient, safe and at a reasonable cost; ensure household and public area hygiene, environmental hygiene, disease prevention and control;
- Ensuring health, reducing diseases related to water and sanitation, improving quality of life, ensuring social security for rural people, narrowing the gap between rural and urban areas, contributing to building build new countryside.
2. Specific objectives
2.1. By 2030
- Strive for 80% of rural households to use clean water of quality according to standards with a minimum quantity of 60 liters/person/day;
- Strive to have 100% of rural households have hygienic latrines according to regulations;
- Strive to have 25% of concentrated rural residential areas have domestic wastewater collection systems, 15% of domestic wastewater is treated; 75% of livestock households and farms have livestock waste treated.
2.2. By 2045
Strive for 100% of rural households to use clean water and safe, sustainable sanitation; 50% of concentrated rural residential areas have domestic wastewater collection systems, 30% of domestic wastewater is treated; 100% of livestock households and farms have livestock waste treated.
II. Tasks and solutions
1. Regarding rural clean water supply
1.1. Centralized clean water supply
1.1.1. Invest in water supply projects
- Mobilize and integrate central and local capital sources; Donations, loans from international organizations and other capital sources continue to invest, upgrade and expand sustainable rural water supply projects and respond to climate change, with a capacity of 5,000 - 15,000 m3/day located next to large-scale irrigation works or large rivers such as Song Luy lake, Song Quao lake, Suoi Da lake, Tan Lap lake, Dinh 3 river, La Nga river... guaranteed to have A stable source of raw water during the dry season allows water plants to operate regularly and continuously, avoiding interruptions, creating favorable conditions for ensuring the safety of the quality of raw water sources supplied to factories, water machines and water source safety goals and safe water supply plans. At the same time, connect the water distribution pipeline system between water supply works to supplement and support water supply for people in inter-commune and inter-district areas and maintain sustainability and cope with climate change.
- The State prioritizes investment in projects to create domestic water supplies in areas with scarce and difficult water sources, areas frequently affected by drought, saltwater intrusion, and water pollution; Support investment in the construction of centralized clean water supply projects for remote, mountainous, ethnic minority areas, coastal, coastal, border and island areas.
- Develop appropriate mechanisms and policies to attract, encourage and support businesses to invest in rural clean water supply projects; Policies to support poor, near-poor, and difficult households to install hydrometers.
1.1.2. Sustainable management of water supply projects
- Invest in necessary equipment to serve regular monitoring and supervision of water quality at water supply works to ensure compliance with Technical Regulations; Effectively apply the Quality Management System according to ISO 9001 standards in the field of rural domestic water supply;
- The price of clean water must be calculated correctly, including all reasonable cost factors in the process of producing and distributing clean water, taxes and profits according to current State regulations;
- Local People's Committees and water supply units coordinate to carry out information and communication work - mobilizing households to install distribution pipes, branch pipes and hydrometers to use clean water to promote clean water use. Effective investment in water supply projects, rapidly increasing the number of households using clean water.
1.1.3. Applied science and technology
- Research and apply advanced water production and treatment technology at reasonable prices (automatic sedimentation, filter washing; gradually switch to using Javel water disinfection technology instead of chlorine gas to minimize risks and ensure safety in production, ...), ensuring output water quality meets National Technical Regulations on drinking water and being able to invest in upgrading the capacity of water treatment clusters in a modular manner to reduce costs, water production, avoid waste, improve efficiency.
- Research on pilot application and replication of the model of filtering seawater into fresh water to supply domestic water for people and economic and tourism organizations in Phu Quy district; ensure sustainable exploitation and use of fresh water resources on the island.
- Invest and effectively apply information technology utilities in the management and operation of water supply works; especially WebGis Programs, Customer Management, electronic invoices, simultaneous recording, etc., ensuring information exchange and gradually applying automatic technology to help with management and operations, quickly and smoothly anytime, anywhere.
1.1.4. Improve the quality of human resources
- Train, standardize and improve the quality of human resources to manage and operate water supply projects with large capacity equivalent to urban water plants, in areas serving inter-commune water supply pipeline networks, inter-district;
- Develop professional and soft skills training plans; organize training classes, experiential learning tours, and seminars; Encourage employees to self-study to improve their professional qualifications to meet the requirements of assigned tasks.
1.1.5. Prevent loss and loss of clean water
- Limit the use of uPVC water supply pipes, switch to widespread use of HDPE pipes to limit leaking and broken pipes during the construction and operation of water supply works behind the head.
- Invest in transmission pipelines independent of the distribution pipeline network with the use of good quality hydrometers and accessories; Strengthen inspection and supervision of welding construction techniques, pipe installation of all types and hydrometer installation for customers.
- Monitor the water supply pipeline system using GIS software, coupled with implementing network zoning and separation using pressure control software, detecting and zoning where leaks are likely to occur. , broken pipes, limit water loss and replace old and damaged pipes; Invest in equipment and human resources to reduce clean water loss and strive to achieve the goal of the National Program on preventing clean water loss and revenue loss by 2025 according to Decision No. 2147/QD-TTG dated December 24. /November 2010 of the Prime Minister.
1.2. Safe water supply and adaptation to climate change
- Develop and implement a safe water supply plan to respond to natural disasters and adapt to climate change; Supervise and evaluate the implementation of safe water supply plans; overcome lack of domestic water due to natural disasters, drought, saltwater intrusion, floods and ensure minimum maintenance of domestic water sources in case of natural disasters and epidemics.
- Effectively manage and use water sources for daily life according to the provisions of the Law on Water Resources, especially prioritizing raw water sources for water supply works when drought occurs; Share information related to water sources between sectors, localities, and water supply units to serve water supply, management, and safety protection of water sources.
- Improve water quality testing capacity for water supply units, invest in building testing rooms and modern testing equipment to serve internal and external work of water quality control according to ISO/ISO standards IEC 17025.
1.3. Water supply at household scale
Implement household-scale water supply solutions for areas with difficulty in investing in water supply projects or ineffective investment in water supply projects, scattered and concentrated population areas.
- Build rainwater tanks and other forms of water storage suitable to the specific characteristics of the area to ensure daily water supply needs.
- Replicate household water collection, treatment and safe storage models; Support tanks and reserve water distribution for residential areas in case of emergency due to the effects of natural disasters and epidemics.
- Instructions for checking and monitoring water quality at household scale; Use materials to collect, treat, and store household water safely.
2. Regarding rural hygiene
2.1. Cleaning households and public areas
- Deploy and replicate the community movement not to defecate in the open, aiming to change people's awareness and hygiene behavior, increase the rate of households building and using hygienic latrines, contributing to achieve the goal of "A Vietnam without open defecation" by 2025.
- Apply and disseminate technological solutions to build simple hygienic latrines, suitable to local customs and people's ability to pay; Technical support for construction, management and use of household and public sanitation facilities to ensure standards and regulations; synchronized access to safe sanitation services associated with behavior change communication and market development.
2.2. Collection and treatment of domestic wastewater
- Develop a roadmap for collecting and treating domestic wastewater in concentrated residential areas to ensure compliance with planning and synchronization with rural infrastructure.
- Pilot application of low-cost wastewater collection and treatment technology models, limited chemicals, use of renewable energy, and low generation of secondary substances suitable to the characteristics and scale of residential areas concentrated countryside.
- Mobilize resources to invest in construction, management and operation of wastewater collection and treatment systems.
2.3. Treatment of livestock waste
- Provide guidance, technical support and encourage the application of environmentally friendly livestock waste treatment solutions.
- Livestock waste management ensures compliance with technical regulations and standards.
- Implement credit policies to support people in building hygienic barns and treating livestock waste.
- Develop a roadmap and solutions to gradually bring cattle and poultry farming into concentrated livestock areas.
3. Regarding monitoring and evaluation
- Update and implement the annual set of indicators to monitor and evaluate clean water and environmental sanitation.
- Strengthen water quality monitoring to ensure compliance with standards.
III. Funding source for implementation
Central budget, capital from the National Target Program to build new rural areas, loans from international organizations, provincial budget, local budget and other legally mobilized capital sources.
IV. Implementation organization
1. Department of Agriculture and Rural Development
- Take the lead in coordinating relevant departments, branches and localities:
+ Advise the Provincial People's Committee to implement the Rural Water Supply Plan according to decentralized management.
+ Continue to advise the Provincial People's Committee to submit to the Provincial People's Council, term XI, term 2021-2026, the content of arranging at least 20% of central development investment capital for annual support in implementing the National Target Program Participate in building new rural areas to assign the Department of Agriculture and Rural Development to implement domestic water projects in the province.
- Direct the Center for Rural Clean Water and Environmental Sanitation and related agencies to implement rural water supply and sanitation tasks; guide, inspect and supervise the implementation of safe rural water supply plans; Proposing a list of rural clean water supply projects to 2030, vision to 2045 to integrate into Binh Thuan Provincial Planning for the period 2021-2030 and vision to 2050 in the direction of connecting water supply projects inter-commune and inter-district focus; Use water from reservoirs to proactively ensure domestic water sources for people, especially in dry areas.
2. Department of Planning and Investment
- Take the lead in coordinating relevant departments, branches and localities to complete the Binh Thuan Provincial Planning for the period 2021-2030, with a vision to 2050; including a list of priority projects for investment, upgrading and expansion of centralized rural water supply works in the province until 2030, with a vision to 2050 to integrate into Binh Thuan Provincial Planning for the period 2021- 2030 and vision to 2050 so that relevant agencies and units have a basis for implementation.
- Advise the Provincial People's Committee on detailed allocation of annual development investment capital for water supply projects according to the provisions of the Law on Public Investment and current regulations.
3. Department of Construction
Coordinate with relevant departments, branches and localities:
- Complete the Planning of Binh Thuan province for the period 2021-2030, vision to 2050; including the Orientation for arranging the development of the urban - rural system in Binh Thuan province for the period 2021-2030, with a vision to 2050 so that relevant agencies and units have a basis for implementation.
- Appraise and approve specialized management in investment and construction of water supply works in accordance with regulations and promote investment efficiency.
4. Department of Transport
Coordinate with relevant agencies and units to issue permits to construct water supply pipelines within the scope of protecting road traffic infrastructure on roads managed by the Department of Transport to ensure compliance with regulations. Plan traffic infrastructure in the province and promote investment efficiency.
5. Department of Finance
- Coordinate with the Department of Planning and Investment to advise the Provincial People's Committee to allocate investment funds for water supply and sanitation projects according to regulations.
- Based on the investor's request, carry out the verification and settlement of investment capital for completed water supply projects according to regulations.
6. Department of Natural Resources and Environment
- Advise the Provincial People's Committee to implement the Plan to ensure rural environmental hygiene; Integrate the goal of implementing rural sanitation into the environmental criteria of the National Target Program for New Rural Construction and other Programs and Projects related to rural environmental sanitation, especially waste treatment, Domestic wastewater in concentrated residential areas.
- Advise the Provincial People's Committee to extend licenses to exploit and use water sources.
- Appraisal of cadastral survey maps; Advise the Provincial People's Committee to issue decisions on land allocation for investment in construction of rural water supply and sanitation projects.
- Guide, inspect and supervise the implementation of rural sanitation plans under the National Target Program for new rural construction and other programs and projects related to rural sanitation.
- Organize communication activities to raise awareness of people and organizations about using clean water and protecting the environment on National Clean Water and Environmental Sanitation Week; Annual World Environment Day and related programs and projects.
7. Department of Health
- Preside and coordinate with units and localities to implement household and individual hygiene tasks; water supply and sanitation of medical stations.
- Advise the Provincial People's Committee to promulgate local standards on water quality; including clean water from centralized water supply works and small water supply works.
8. Department of Education and Training
- Preside and coordinate with units and localities to implement school water supply and sanitation tasks.
- Organize communication activities to raise student awareness about using clean water and protecting the environment during the annual National Clean Water and Environmental Sanitation Week and related programs and projects.
9. Department of Culture, Sports and Tourism
Coordinate with local People's Committees, especially localities with tourist areas, to have specific plans to organize propaganda activities to ensure environmental hygiene in many rich, diverse and practical forms on the annual National Water and Sanitation Week, World Environment Day and related programs and projects.
10. Provincial Ethnic Committee
Chair and coordinate with units and localities to propose policies related to water supply and environmental sanitation in ethnic minority areas, especially in disadvantaged communes, villages and hamlets according to the Target Program National target for socio-economic development in ethnic minority and mountainous areas in the period 2021-2030.
11. Management Board of investment projects for construction of agricultural and rural development projects in the province
Coordinate with units and localities to implement the list of water supply investment projects assigned as investors and hand over to the management unit for exploitation and use in accordance with current regulations.
12. Provincial Social Policy Bank
Coordinate with units and localities to provide households with preferential loan needs to implement clean water supply and rural sanitation projects; synthesize and propose annual funding needs for loans and report to the Provincial People's Committee for decision.
13. Binh Thuan Electricity and Electricity Branches of districts, towns and cities
Include rural centralized water supply projects in priority power supply, especially during dry season months and peak holidays and Tet; Annually develop a plan to increase the capacity of transformer stations and take timely measures to overcome technical problems to ensure a regular and stable supply of power to serve the operation of water plants, limiting At the very least, power outages lead to widespread water supply interruptions, affecting people's daily life and production.
14. Provincial Women's Union, Provincial Farmers' Association, Provincial Ho Chi Minh Communist Youth Union
It is recommended to integrate communication activities on clean water and rural environmental sanitation into the work program of associations and unions; Strengthen propaganda and mobilization of members and union members to raise awareness of using clean water in daily life as well as in protecting the facilities of water supply works; Protect safety and do not pollute water sources used for centralized water supply projects to ensure good implementation of safe water supply plans according to current regulations.
15. Provincial Radio and Television Station; Binh Thuan Newspaper and Radio Stations of districts, towns and cities
Strengthen information and propaganda work on the use and preservation of clean water sources and water supply works to raise awareness of all classes of people in the management and protection of centralized water supply works.
16. People's Committees of districts, towns and cities
- Coordinate with departments, branches and water supply units to implement the goal of providing clean water and rural sanitation in the management area; especially supporting the recovery and handover of land for investment in construction of water supply, waste treatment, and rural wastewater projects.
- Coordinate with departments, branches and units to implement the annual set of indicators to monitor and evaluate clean water and environmental sanitation in the management area.
- Direct the Public Works Management Board to implement rural water supply and sanitation tasks, contributing to achieving the goal of rural water supply and sanitation.
17. Provincial Center for Clean Water and Rural Environmental Sanitation
- Annually, preside over and coordinate with localities and relevant agencies and units to implement the Set of indicators for monitoring and evaluating clean water and environmental sanitation in the province; Advise the Department of Agriculture and Rural Development to submit to the Provincial People's Committee to issue a decision to publish the Index data; Monitor, supervise and evaluate water quality of water supply works managed by the unit and small water supply works according to the guidance of the Ministry of Agriculture and Rural Development.
- Propose and implement investment, upgrading and expansion of water supply works assigned as an investor; especially in areas with difficult water sources.
- Manage and operate water supply works to provide domestic water for people to ensure water quality in accordance with national technical regulations.
18. Rural water supply and sanitation units
- Manage and operate rural water supply and sanitation facilities to provide domestic water and treat wastewater and waste, contributing to achieving the goal of rural water supply and sanitation.
Requirements for policies of relevant agencies and units; Chairman of the People's Committees of districts, towns and cities shall well implement this Plan. During the implementation process, if there are any difficulties or problems, report them to the Department of Agriculture and Rural Development for synthesis and reporting to the Provincial People's Committee for consideration and resolution according to regulations.
