I. Viewpoints, objectives and breakthrough development strategies
1. Viewpoints
a) Plan for Hau Giang province in a period of 2021 - 2030, with a vision to 2050, must closely follow and be consistent with policies and guidelines of the Party and State, objectives and orientations of socio-economic development strategy of the whole country, national strategy on green and sustainable growth; in accordance with plan, national master plan, national sector plan, Mekong Delta region plan and related plans.
b) Build Hau Giang into a center for connecting and transshipping goods in the Mekong Delta; Breakthrough development of industries and fields on basis of innovation, transformation of growth models, effective exploitation of different potentials, outstanding opportunities, competitive advantages and digital transformation, and at the same time mobilizing Actively and economically and effectively use all resources for investment in synchronous and modern technical and social infrastructure; develop green economy, circular economy, digital economy and new economic models based on four pillars of industry, agriculture, urban and tourism according to the strategy "One center, two routes, three cities, four pillars, five centers of gravity”.
c) Fast, sustainable, comprehensive, inclusive development, maximizing human factor, taking people as the center, subject, resources, goals and driving force of development; administrative reform, improving investment and business environment and enhancing provincial competitiveness. Closely and effectively combine socio-economic development with ensuring national defense, security, environmental protection, nature conservation, biodiversity and proactive adaptation to climate change; effectively implement national target programs; Strengthen foreign affairs activities and international integration.
2. Development objectives until 2030
a) General objectives
Hau Giang has become a fairly good industrial province of the Mekong Delta; have a synchronous technical and social infrastructure system; There are dynamic economic, industrial and modern urban areas; Cultural and historical values are preserved and promoted; National defense, security, social order and safety are guaranteed; The people have a prosperous, civilized and happy life.
b) Specific objectives and targets
- Economic:
+ Average growth rate of gross regional product (GRDP) is 8.7%/year; GRDP per capita (current price) reaches over 150 million VND/year.
+ Proportion in GRDP of agriculture, forestry and fishery sector is about 14%; industrial - construction sector about 40%; service sector about 38%; Product tax minus product subsidies is about 8%.
+ Average labor productivity growth rate is 10.3%/year.
+ State budget revenue in area increased by an average of 15%/year.
+ Total investment capital for social development in a period of 2021 - 2030 reaches about 330 trillion VND. Proportion of investment capital accounts for about 39.5% of GRDP.
- About society:
+ Average population growth rate is about 1%/year.
+ Rate of trained workers reaches 80%, of which the rate of trained workers with degrees and certificates reaches 40%.
+ Rate of schools meeting national standards is about 90%.
+ Number of hospital beds/10,000 people reached 41 beds; number of doctors/10,000 people reached 12 doctors.
+ 100% of district and commune-level administrative units meet new rural standards; Of which, 50% of communes meet advanced new rural standards, 20% of communes meet model new rural standards.
+ Poverty rate decreases by an average of 1% each year.
- About resources and environment:
+ Forest coverage rate remains stable at 3%.
+ 100% of urban residents are provided with clean water through centralized water supply system; 100% of rural residents use clean water according to standards.
+ 98% of urban household waste is collected and treated according to standards and regulations. Of which, about 10% is processed by direct burial method.
+ 95% of rural household waste is collected and treated according to standards and regulations.
+ 98% of hazardous waste is collected, transported and treated according to standards and regulations.
+ 100% of medical waste is treated and destroyed according to regulations.
+ Over 50% of urban domestic wastewater is collected and treated to meet standards and regulations for class II urban areas; over 20% for the remaining urban areas.
+ 100% of industrial parks have centralized wastewater treatment systems that meet environmental standards.
- Regarding urban development and infrastructure:
+ Urbanization rate is about 37%; 100% of urban areas of type V or higher complete urban classification criteria in terms of urban infrastructure; ratio of traffic land to urban construction land reached over 16%; average green area per urban resident reaches 8 m2; Infrastructure of urban areas is invested synchronously and modernly.
3. Key tasks, breakthrough development
Implementing 5 strategic breakthroughs of the province including:
a) One Center (One Heart): Develop Chau Thanh district to become industrial and urban center of the province.
b) Two dynamic economic corridors (Two Routes): Develop two dynamic economic corridors: Can Tho - Ca Mau expressway connecting with Ho Chi Minh City and Chau Doc - Can Tho – Soc Trang expressway connects with Southern Song Hau provinces. Forming the province's key economic corridor.
c) Three urban centers (Ba Thanh): Develop and upgrade the province's urban centers, including: Vi Thanh city, Nga Bay city and Long My town; In which, Vi Thanh city is the political, economic, cultural and social center of the province.
d) Four economic pillars (Four Pillars): Modern industry, ecological agriculture, smart urban areas and quality tourism.
d) Five key tasks: Perfecting institutions and policies; develop quality human resources to serve various fields; administrative reform, improving business investment environment, enhancing competitiveness; completing infrastructure, especially transport and industrial infrastructure; socio-cultural development, improving material and spiritual life of the people.
4. Vision to 2050
Hau Giang is a province with a fairly developed level of the country, industrial production and logistics center of Mekong Delta; Comprehensive development of cultural and social fields, healthy living environment, proactive adaptation to climate change; national defense, security, social order and safety are guaranteed, people have a prosperous, civilized and happy life.
II. Key industry development directions; plan for organizing socio-economic activities
1. Development directions for key industries
a) Industry
Develop industry to become a key economic sector and strength of the province, forming a system of concentrated, modern, large-scale industrial zones and clusters with synchronous infrastructure to attract investment in the following industries: high-tech application industry, processing and manufacturing industry; energy industry, supporting industry; agricultural processing; logistics.
b) Agriculture, forestry and fisheries
Developing high-tech, large-scale agriculture, along value chain associating with processing and building product brands; Transform structure of key products: fruit trees - rice - seafood. Form an area specializing in fruit tree cultivation, concentrated animal husbandry and high technology. Develop agriculture combined with eco-tourism, gardens, and rivers.
Develop aquaculture with key products being pangasius, tilapia and eel; associate processing with market expansion; Exploitation associated with resource protection. Develop forestry, increase economic value of production forests combined with tourism development.
c) Urban
Expand and upgrade urban areas, develop urban areas when conditions and criteria are met according to regulations associated with industry, build synchronous and modern technical infrastructure and social infrastructure according to urban standards that are green, smart, rich in identity and adaptive to climate change.
Build Vi Thanh city, Nga Bay city and Long My town into modern, central urban areas, supporting commercial activities, services and developing satellite cities.
d) Services and tourism
Rapidly develop and diversify types of services and tourism based on the province's potential and strengths; high quality, modern products and services with great added value; become a province with a well-developed trade, service and tourism industry in Mekong Delta, specifically:
- Tourism becomes an important economic sector, promoting development of other industries and fields. Diversify types of tourism and tourism products such as: eco-tourism, agricultural and rural tourism.
- Invest in commercial infrastructure in a civilized and modern direction, with a strong impact on supporting production and circulation of goods; promote e-commerce; Expanding domestic market, diversifying export markets associated with building product brands.
- Invest and build modern transportation and logistics infrastructure so that Hau Giang becomes a center connecting dynamic economic corridors and transshipping goods of the Mekong Delta.
2. Development directions of other industries and fields
a) Education and training; Job education
Comprehensively develop education and training towards standardization, modernization and international integration. Strong application of information technology and digital transformation to build a smart education platform. Build a team of qualified teachers and educational administrators. New construction and upgrading of facilities, equipment to meet requirements of basic and comprehensive innovation in education and training. Promote socialization of education and training at all levels.
Investing in construction of vocational education facilities to meet requirements of training a professional and highly skilled workforce associated with socio-economic development and career transformation, labor restructuring. Promote socialization and mobilize resources for development of vocational education and inclusive education.
b) Health and people's health care
Develop and perfect health system from provincial level to synchronous and modern facilities; Strengthening capacity and quality of healthcare at the grassroots level; diversify and improve quality of medical examination and treatment services to meet the people's health care requirements; Strengthen disease control and prevent and combat infectious diseases; focus on human resource training and investment in facilities; build the province's health sector combining specialized and specialized care with universal health care; between disease prevention and medical examination, treatment and rehabilitation; between traditional medicine and modern medicine. Preserve, embellish and promote value of historical and cultural relics associated with tourism development. Take care of building grassroots cultural life, especially in rural areas, areas with concentrated industrial parks and industrial clusters.
Developing physical training and sports to improve people's physical and mental health; promote mass sports movement and high-performance sports in strong subjects; Investing and equipping physical facilities and human resources to develop physical education and sports. Encourage socialization of physical education and sports.
e) Labor, employment and social security
Fully and promptly implement regimes and policies for people with meritorious services. Implement a sustainable poverty reduction program associated with training support and job conversion for people to have sustainable livelihoods.

3. Plan for organizing socio-economic activities
Plan to organize socio-economic activities of the province includes 4 socio-economic regions and 2 economic corridors.
a) Development of 04 socio-economic regions:
- Central region includes Vi Thanh city and Vi Thuy district, of which Vi Thanh city is the political, economic, socio-cultural center of the province. Organize socio-economic activities: Urban, tourism and agriculture applying high technology.
- Urban - Industrial region includes Chau Thanh district, Chau Thanh A district, is driving force for socio-economic development of the province, organizing socio-economic activities: Industry, urban, logistics and tourism.
- Industry - Ecotourism Region includes Nga Bay city and Phung Hiep district, organizing socio-economic activities: Industry, urban, tourism and ecological agriculture.
- Urban - Ecological Agriculture region includes Long My town and Long My district. Organize socio-economic activities: Focused agricultural development, high-tech application, urban areas and tourism.
b) Developing 02 economic corridors:
Economic corridor is determined by the highways: Chau Doc - Can Tho - Soc Trang and Can Tho - Ca Mau. Organize socio-economic activities: industry, urban and logistics.
c) Areas that need conservation and limited development
Areas in need of conservation: Historical and cultural relics; special forest
Areas that need to limit development: Buffer zones of above conservation areas and areas at risk of natural disasters.
III. Plan for development of urban system and territorial organization of rural areas
1. Plan for arranging district and commune-level administrative units
Review and arrange district and commune-level administrative units in a period of 2021 - 2030 according to Resolution No.37-NQ/TW dated December 24, 2018, Conclusion No.48-KL/TW dated January 30, 2023 of Politburo and Resolution No.595/NQ-UBTVQH15 dated September 12, 2022 of the National Assembly Standing Committee on continuing to implement policy of arranging district and commune-level administrative units for a period of 2021 - 2030.
Name, geography and specific arrangement of district and commune-level administrative units shall be implemented according to decision of competent authority.
2. Urban system development plan
Develop a harmonious urban system, suitable to culture, potential and advantages of each urban area and use land economically and effectively. Adjusting administrative boundaries of current urban areas that do not ensure area standards.
By 2030, the province will have about 19 urban areas, of which: 01 urban area of type II, 02 urban areas of type III, 02 urban areas of type IV, 14 urban areas of type V. Establishment of 02 towns from Chau Thanh district and Chau Thanh A district; with 04 urban areas as provincial-level general and specialized centers including:
- Vi Thanh city is a grade II urban area, the political, administrative, economic, trade, service and tourism center of the province. Organize urban space along both sides of Xang Xa No canal; Connecting with Can Tho city and urban areas according to transportation network.
- Nga Bay city is a grade III urban area, developing trade, services and tourism; is the easternmost development pole of Hau Giang province.
- Long My town is a grade III urban area, a hub for transshipment and high-tech agricultural product processing; connecting with Soc Trang, Bac Lieu, Ca Mau provinces along National Highway 61B and Can Tho - Ca Mau Expressway; develop ecological, cultural and historical tourism.
- Chau Thanh Town is a grade IV urban area, developing industrial urban areas, economic and science and technology center of the province.
3. Plan for organizing rural areas
Proactively review and organize population rearrangement in rural areas, especially places at high risk of landslides to ensure people's safety. Rural development follows a new rural model associated with concentrated, large-scale agricultural production areas, in a green, sustainable and modern direction; forming specialized areas for key agricultural products of the province; Transform structure of fruit trees and concentrated livestock farming with high technology in accordance with natural characteristics, customs and culture of each region, adapt to climate change and market needs.
Develop synchronous technical and social infrastructure with high connectivity; Developing production associated with processing, building, positioning product brands and diversifying consumer markets.
Developing traditional craft villages associated with the One Commune One Product (OCOP) program; Developing agricultural and rural tourism associated with preserving and promoting traditional heritage and culture.
4. Inter-district construction planning plan
The province has 04 inter-district regions: (1) Vi Thanh city and Vi Thuy district; (2) Nga Bay city and Phung Hiep district; (3) Chau Thanh district and Chau Thanh A district; (4) Long My town and Long My district.
Develop inter-district regional planning to ensure compliance with development orientation, combining with economic space and economic corridors of the province.
5. District construction planning plan
- Chau Thanh district is a driving force of the province, developing industry, urban areas and tourism.
- Chau Thanh A district develops industry and tourism.
- Phung Hiep district develops industry and urban areas.
- Long My district develops agriculture applying high technology, industry and services.
- Vi Thuy district develops agriculture applying high technology, associated with brand building.
6. Develop difficult and especially difficult areas
Fully implement national target programs. Promote investment in technical and social infrastructure, especially transport, information - communication, health and education infrastructure.
IV. Plan for development of functional areas
1. Plan for development of industrial parks and industrial clusters
- Attract investors with financial capacity, experience, management skills and modern technology into industries with high technology content, high added value and environmental friendliness.
- Establish 07 industrial parks with a total area of about 1,741 hectares when meeting all conditions and standards as prescribed; Research to establish 07 new industrial parks with a total area of about 7,200 hectares in case of supplementing and adjusting plan criteria and land use plans and meeting conditions prescribed by law on industrial parks.
- Complete investment procedures for 7 industrial clusters and research and establish 6 new industrial clusters when eligible and supplement planning and land use plans.
2. Plan for developing agricultural areas
a) Concentrated agricultural production areas
- High quality rice area with an area of about 35,000 hectares, in Long My town, Vi Thanh city and districts: Chau Thanh A, Phung Hiep, Vi Thuy, Long My.
- Fruit tree areas such as lemon, jackfruit, mango, custard apple, durian and some other fruit trees suitable for natural conditions and soil according to 03 irrigation zones (high tide area; water border area; area alum, salinity).
- Vegetable, fruit and food production area covers an area of about 8,000 hectares, in Long My town and districts: Chau Thanh A, Phung Hiep, Long My, Vi Thuy.
- Specialized aquaculture development area, an area of about 8,000 hectares (intensive production of all kinds, pangasius mainly in Chau Thanh district, Phung Hiep district and Nga Bay city; lat fish and field fish in districts, towns and cities).
b) High-tech agricultural park
Developing a high-tech agricultural zone in Long My district with an area of about 415 hectares; Remaining area of about 4,785 hectares will be developed for industrial development when conditions and criteria are met and decided and approved by competent authorities.
3. Plan for developing research and training areas
New construction and expansion of research and training areas in the province in a period of 2021 - 2030 with a total area of about 352 hectares.
4. Plan for developing fitness and sports areas
New construction and expansion of fitness and sports areas in the province in a period of 2021 - 2030 with a total area of about 537 hectares, including 3 golf courses in districts: Chau Thanh, Phung Hiep and Long My.
5. Plans for developing conservation areas and areas that need to be preserved, renovated, and restored to historical-cultural relics and scenic spots
Preserving, repairing and restoring national and provincial-level conservation areas and relics and areas that need to be preserved, repaired and restored to historical-cultural relics and scenic spots. Preserve and promote intangible cultural heritage. Orientation for building relics when recognized by competent authorities and upgrading and embellishing recognized historical relics.
6. National defense and security area
Build military zones and security zones to ensure posture and be ready to serve national defense tasks; Meet requirements of task of protecting security and maintaining social order and safety in each region and locality in the province.
Arrange enough land to build defense and security projects in the province according to zoning plans and detailed plans on defense and security approved by competent authorities.
V. Technical infrastructure development plan
1. Plan to develop transportation and logistics network
Develop a transportation network in accordance with plans and development plans of national transportation industry, synchronously and modernly, with multi-modal connections, promoting regional connectivity, ensuring traffic safety and adaptability with climate change.
a) Road
- Expressways and national highways are implemented according to the plans and road network development plan for a period of 2021 - 2030, with a vision to 2050:
+ Construction of 03 expressway routes passing through Hau Giang province: Eastern North - South Expressway (CT.01); Chau Doc - Can Tho - Soc Trang Expressway (CT.34); Ha Tien - Rach Gia - Bac Lieu Expressway (CT.35).
+ Expand and upgrade national highways in the province according to approved plan.
- Road routes managed by the province:
+ Renovate and upgrade 15 existing roads and build 06 new provincial roads; Prioritize investment resources for highway and regional connection projects to promote economic corridors and promote development of the province and the region.
+ Renovate, upgrade and invest in district roads according to plan, in accordance with district construction plan.
+ Build, renovate and upgrade rural transportation system in accordance with district construction plan, meeting criteria for new rural districts, advanced new rural areas and model new rural areas.
+ Develop bus stations in districts, towns, cities and industrial parks to ensure compliance with district plan and urban plan.
- Provincial roads connect highways and connect the Region
+ North - South Expressway: Deploy investment in roads connecting Chau Thanh, Phung Hiep, Vi Thuy, Long My districts.
+ Chau Doc - Can Tho - Soc Trang Expressway: Implement investment in roads connecting with Chau Thanh A and Phung Hiep districts.
+ Ha Tien - Rach Gia - Bac Lieu Expressway: Implement investment in roads connecting with Long My district.
+ Provincial roads connecting the region: Planning Hau Giang's traffic routes to connect with key regional roads to promote links such as: Lo Te - Rach Soi expressway; Quan Lo - Phung Hiep National Highway; Highway 63; National Highway 61C with route N1; route connecting Vi Thanh city with Can Tho city; Eastern coastal road.
b) Ports and inland waterways
- Deploy seaports according to master plan for developing Vietnam's seaport system for a period of 2021 - 2030, vision to 2050, plans, policies, solutions and resources to implement master plan for development Vietnam seaport system in a period of 2021 - 2030, vision to 2050 approved by the Prime Minister.
- Inland waterway traffic routes, ports and anchorage areas are implemented according to the plan and national development plan, specifically:
+ Plan for 03 main waterway transport routes, 03 inland waterways and 02 port clusters managed by the Central Government according to Decision No.1829/QD-TTg dated October 31, 2021 of the Prime Minister approving final plan of inland waterway transport infrastructure in a period of 2021 - 2030, with a vision to 2050.
+ Plan of the province for 09 inland waterways and a system of locally managed inland port clusters including: Gasoline and oil ports; The port serves operations of a number of factories and industrial parks; The port serves goods and passengers. Construction scale meets the capacity of ships from 500 tons to 2,000 tons and passenger ships with 250 seats.
+ Develop ports and inland wharves in accordance with specialized plans, ensuring connection between waterway and ministry transportation methods to serve the province's socio-economic development, security and defense.
c) Dry port and logistics center
- New construction of 01 dry port in Chau Thanh district, area of 05 hectares, capacity of 50,000 TEU/year.
- New construction of 05 logistics centers including: (1) Nga Bay City Logistics Center; (2) Vi Thanh city logistics center; (3) Chau Thanh A district logistics center; (4) Cold Store Logistics Hau Giang project; (5) Mekong Distribution Warehouse Project.
2. Power supply network development plan
Develop a unified and synchronous power supply network in accordance with viewpoints, goals, orientations, plans, criteria and arguments according to the National Electricity Development Plan for the period 2021 - 2030, vision to 2050 (Power Plan VIII) approved by the Prime Minister and relevant decisions and regulations of competent authorities.
a) Regarding power source:
Invest in unified and synchronous power source projects in accordance with plans, conditions, criteria and arguments in national electricity development plan for a period of 2021 - 2030, vision to 2050 (Plan Power Plan VIII), plan for implementing power plan VIII and relevant decisions and regulations of competent authorities.
b) Transmission network
- 500 kV high voltage power grid: New construction of Song Hau - Duc Hoa sections (phase 2).
- 220 kV high voltage power grid: New construction of Chau Thanh (Hau Giang) section - O Mon - Soc Trang branch; Upgrade and renovate Chau Thanh transformer station. Total capacity in the province is about 500 MVA.
c) Power distribution network
- 110 kV high voltage power grid: Renovate and upgrade existing lines; Build new power supply connection lines for 110 kV stations, ensuring N-1 criteria.
- Medium voltage power grid: Renovate and build new main and branch branches to ensure power supply to residential areas. Increase cross-section and loop connection of medium voltage trunk lines to effectively exploit 110 kV transformer stations. Develop power grids for industrial parks, industrial clusters, residential areas, urban areas, and other socio-economic establishments in the province.
3. Plan for developing information and communication networks
- Develop postal services towards perfecting the quality of digital services; Effectively exploit and apply the address code platform, QR code identifier, and people's electronic authentication identifier (PostlD). Digitizing the provision of traditional postal services on the basis of the PostlD platform.
- Develop telecommunications infrastructure network, focusing on improving the quality of broadband mobile networks; Build and develop the provincial data sharing and integration platform (LGSP). Build a database of industries and fields and integrate it into the province's shared data warehouse according to national digital transformation program.
- Developing multimedia and multi-platform broadcasting and television infrastructure; Modernize basic information network and apply technology to meet information needs of the people. Develop journalism and communications industry in a professional, humane and modern direction. Form and develop a safe and convenient digital environment for sustainable development.
4. Plan for developing irrigation and water supply networks
a) Irrigation network development plan
- Develop modern irrigation networks, proactively supply and drain water to serve agricultural production and people's livelihood; in accordance with zoning plans, natural disaster prevention and control planning and irrigation.
- Proactive solutions to adapt to the impacts of climate change, sea level rise, riverbank erosion, floods, high tides, saltwater intrusion, and upstream flow degradation; promptly protect water sources and protect ecological environment.
- The irrigation network is divided into 3 regions:
+ Region I (high tide), including: Chau Thanh district, Chau Thanh A district, Nga Bay city and part of Phung Hiep district.
+ Region II (bordering water), including: Phung Hiep district, Vi Thuy district and part of the area of Long My town.
+ Region III (alum and salinity areas) includes: Long My district, Long My town, Vi Thanh city and part of area of Vi Thuy district.
- Rivers, canals and dykes: Reinforce key landslide points; Dredging level 1, 2, 3 vertical and horizontal canals to receive fresh water from Hau river. Upgrade electric pumping stations to serve agricultural production.
b) Water supply network development plan
- Water supply zoning into 4 sub-regions:
+ Sub-region 1: Water source from Xa No canal, Ap Cau Sang canal and Nang Mau canal supplying water to Vi Thanh city, Chau Thanh A district, Phung Hiep district, Vi Thuy district.
