I. Purpose, requirements:
1. Purpose:
Concretize tasks, orientations and solutions in forestry development strategy for a period of 2021-2030, with a vision to 2050, in line with local actual conditions; implementing key and urgent tasks that need to be prioritized for implementation; elaborating contents, deadlines, completion schedule and responsibilities of relevant agencies and organizations in organizing implementation to ensure quality, efficiency, synchronization, timeliness and quality.
Implement effectively forestry programs, projects in the province, turning Gia Lai forestry into an economic-technical sector, transforming and accelerating economic development towards "increasing green growth”. To promote potential, role and effects of forests so that forestry sector makes an increasingly important contribution to socio-economic development, environmental protection and livelihood improvement for people engaged in forestry in association with new rural construction process, ensuring national defense, security, order and social safety.
2. Requirements:
Elaboration and organization of implementation of the plan must ensure full content and concretize orientations and solutions of the strategy to the provincial departments, agencies and sectors; Party committees, administrations of districts, towns, cities and relevant agencies and units to create consensus and high determination in implementation.
On basis of contents of this plan, agencies and units under the Provincial People's Committee shall develop schemes, projects, plans and implement specific and detailed tasks. Implementation of forest management, protection and development must be carried out continuously and synchronously from provinces, districts, communes and villages with active participation of the whole political system. Raise responsibility of heads of local governments at all levels; Departments, branches and units of forest owners in implementation of the strategy. At the same time, contributing to successful implementation of Resolution No.03-NQ/DH dated October 1, 2020 of the XVI Congress of Gia Lai Provincial Party Committee, term 2020 - 2025; Resolution No.06-NQ/TU dated January 20, 2022 of the Provincial Party Committee on sustainable forestry development, livelihood enhancement and improvement of forest cover rate to adapt to climate change in Gia Lai province in a period of 2021-2030.
Regularly inspect, supervise, urge and guide units and localities to implement targets, tasks, programs, projects and schemes to ensure effectiveness of the strategy.
II. Tasks of the Provincial Strategy Implementation Plan for the period of 2021-2030 and a vision to 2050
1. Tasks of provincial implementation plan of the strategy for a period of 2021-2030:
- Growth rate of production value of the forestry sector is 10.91% (by 2025); 12% (by 2030).
- Promote research and application of advanced science and technology in all stages of value chain, from production to processing and consumption of forest products.
- Demarcation of boundaries, organization of management and protection of entire existing forest area, especially natural forests. For protection and special-use forests, establish stable stands, enhance connectivity of ecosystems with conservation and environmental protection values. For production forests, review and adjust in direction of promoting advantages in terms of land conditions, climate and forest resources; to build concentrated raw material areas for processing industry and develop a system of large timber plantations with high productivity and quality.
- Promote assignment of forest protection contracts to households and communities in the province to ensure 145,000 ha/year.
- Implement land allocation, forest allocation, land lease, forest lease for area of 219,246 hectares of forest and forestry land currently managed by the People's Committee of the commune. Research and develop plans and costs for leasing natural forests and protection forests to develop intensive cultivation of medicinal herbs under the forest canopy, increasing revenue for the province. By 2030, ensure 100% of the forest area is actually managed by the owner in accordance with provisions of law on forestry.
- Increase forest coverage rate by 2025 to 47.75%; by 2030, reaching 49.2% (including industrial woody plants, multi-purpose crops). Focus on improving productivity and quality of planted forests. Striving to bring productivity of new varieties intensively planted forests to an average of 15m3/ha/year by 2025 and 20m3/ha/year by 2030.
- Afforestation will reach 40,000 ha by 2025, of which at least 10,000 ha are large timber forests, and 15,000 ha of small timber forests will be converted into large timber forests. By 2030, continue to plant new forests and plant rotational forests of 40,000 ha, of which at least 15,000 ha are large timber forests and continue to convert 15,000 ha of small timber forests into large timber forests.
- Implement program of planting 1 billion trees of Prime Minister according to Directive No.45/CT-TTg dated December 31, 2020; Resolution No.178/NQ-CP dated 12/12/2020 on Government's regular meeting in November 2020; Decision No.524/QD-TTg dated April 1, 2021 of Prime Minister approving project "Growing one billion trees in a period of 2021-2025"; Plan No.2525/KH-UBND dated August 12, 2022 of Provincial People's Committee on implementation of project "Growing 1 billion trees in the 2021-2025 period" in Gia Lai province. By the end of 2025, the whole province will plant 40 million trees, of which: successfully completing task of planting 8 million new scattered trees, equivalent to 8,000 ha (1.6 million trees/year on average) and planting 32,000 ha concentrated planting forest, equivalent to 32 million trees (6,400 ha/year on average, equivalent to 6.4 million trees) in protection and production forests in the province.
- Zoning for reforestation by 2030 will reach 24,000 ha, an average of 2,400 ha/year, specifically: in a period of 2021-2025, it will reach 9,000 ha (newly zoning 3,000 ha, 6,000 ha for transition); in a period of 2026 - 2030, it will reach 15,000 ha (newly zoned for 2,000 ha, 13,000 ha for the transition).
- Forest maintenance and forest enrichment in a period of 2021-2030: 40,000 ha.
- Invest in and promote implementation of agricultural and forestry production under forest canopy with emphasis on conservation and development of medicinal plants, striving to grow at least 6,500 hectares of medicinal herbs under forest canopy by 2025. By 2030, at least 11,300 ha of medicinal herbs can be planted under the forest canopy.
- Development of non-timber forest products: To gradually change structure of crops in agricultural production areas on forest land of households to forestry development. To develop some specialty trees such as Boi Loi in the province to about 20,000 ha, focusing on Mang Yang, Dak Doa, Chu Pah districts...; Macadamia trees 5,000 ha, mainly concentrated in Kbang district; Gioi tree for seeds and timber is 5,000 ha and some other specialty trees.
- Exploiting forest products in planted forests: By 2025, exploitation output will reach over 1,000,000m3, an average of 150,000m3 to 300,000m3/year; over 1,800,000m3 in a period of 2025-2030.
- Exploiting pine resin: Organize exploitation of 3-leaf pine resin at the protection forest management boards, in a period of 2021-2025, exploitation area is about 5,000ha/year; by 2030, to develop mining area to 7,000 ha.
- By 2025, 100% of the forest area of forest owners who are organizations must be managed sustainably, ensuring the harmony of environmental, social and economic objectives; forest certification of 30,000 ha. By 2030, area certified for sustainable forest management will reach 80,000 hectares.
- Reasonable arrangement of wood processing factories: By 2025, the processing capacity will reach 450,000m3/year; by 2030, the processing capacity will reach 750,000 m3/year, of which: Production of artificial boards 200,000m3/year by 2025 and 350,000m3/year by 2030; domestic furniture production will reach 150,000m3 of products by 2025 and 250,000m3 of products by 2030; wooden furniture exports will reach 100,000 m3 of products by 2025 and 150,000 m3 of products by 2030.
- Developing wood industry market: Gradually building and forming a pilot model of "international forest products market" in Gia Lai, which can be connected online and directly to global market, connecting high-tech application zone in Gia Lai province.
- Striving to bring the province's export turnover of wood and forest products to at least USD 100 million by 2025, about USD 250 million by 2030.
- Contributing to creating jobs, increasing people's income, by 2025, income value of forest people will increase 2 times and by 2030 increase 2-3 times per unit area compared to 2020 .
2. Vision to 2050:
By 2050, forestry sector in the province will truly become a modern, effective, efficient and highly competitive economic-technical industry; effectively promote potential and advantages of forest resources in the province; applying modern and environmentally friendly technologies; create a variety of products and services with high added value; contribute more and more to the sustainable development of the country.
Economically: Sustainable forestry development, international integration, effectively promoting potential and advantages of forest resources, striving to become one of the provinces that produce, process and trade forest products of the whole country, water with modern technology; increasing contribution to the socio-economic development of the country.
Social: Make an important contribution to building a safe and prosperous Gia Lai province; rich, beautiful and civilized new countryside on basis of improving livelihoods, developing a green economy associated with forest resources, preserving traditional cultural identities and living spaces of ethnic minorities; ensure maintenance of national defense and security.
Environment: Sustainable forest management, long-term conservation of natural resources and biodiversity; ensuring environmental security, water source security, combating land degradation, minimizing negative impacts of natural disasters, proactively responding to climate change, providing forest environment services.
III. Implementation solution
1. Effectively organize and implement mechanisms and policies promulgated by the Central Government:
Promote socialization of forestry, attract investment in forestry, manage natural forests, develop community forestry, and provide forest environmental services; encouraging innovation, creativity and application of science and technology, deep processing, product development, brand and market.
Integrating programs and projects in order to mobilize diverse resources for forestry development in general and forestry development in association with sustainable poverty reduction in extremely difficult areas and ethnic minority areas many forests.
Effectively develop and implement programs, projects, schemes and plans for forestry development.
To attract investment and encourage enterprises to invest in forest protection and development, especially natural forests and natural protection forests in direction of directly benefiting from forests; develop agro-forestry and non-timber forest products, forest environmental services to create a stable and sustainable income from forests, ensure reinvestment in the forestry sector and reduce proportion of investment from the state budget.
Strictly manage natural forest area, harmoniously combine management, protection with exploitation of economic values of natural forests to contribute to poverty reduction and socio-economic development of localities with forests in the province.
2. Propaganda to raise awareness:
Promote propaganda to raise awareness of all levels, branches and businesses about the economic, social and environmental values, protection of national defense and security of forests; role and importance of forests for biodiversity conservation, value of providing forest environmental services, green growth and sustainable development of the country. Strengthen communication with rich content and diverse forms, promote modern communication and social networks to create a change in awareness about forest protection and development; pay attention to cultural and ethnic factors in propaganda work; raising awareness of authorities at all levels, especially grassroots authorities and branches of forest management and protection responsibilities; comply with provisions of law and standards and commitments on forest protection and forestry development.
Strengthen legal education on forest protection and development, raise people's awareness of forest protection; mobilize households living in and near forests to sign commitments to forest protection; formulating and implementing forest protection conventions; change awareness, business practices, extensive forestry production to intensive farming; develop agro-forestry, combining production of small and large timber, non-timber forest products and forest environmental services.
3. Promote research and application of science and technology:
Researching, transferring and applying science and technology to forest management and protection, giving priority to research on improvement of plant varieties and forest intensification, extensive testing of technically advanced and imported varieties, high quality seeds and materials for large timber afforestation, processing technology; Review and evaluate in detail arrangement of agricultural, industrial and forestry crops and a reasonable structure of forest trees in order to adapt to climate change in the province.
Strengthen development of application of remote sensing technology (GIS) in management and update monitoring of forest resource developments in the localities into the national database to serve monitoring activities and at the same time timely solutions to forest protection and development to overcome related changes in forest resources. Apply software for early detection of forest fire and loss of forests to have appropriate management solutions and timely detect and fight forest fires when forest fires occur.
4. Human resource training:
Improve quality of professional, effective and efficient forestry management staff. Focus on training and capacity building for staff in a number of important fields such as seed varieties, silviculture, technology for processing wood and non-timber forest products, forestry management, social forestry, nature conservation, environmental protection and response to climate change.
To encourage and create a favorable environment and conditions for enterprises and training organizations to cooperate and support in training and improving skills for their employees. Expand vocational training forms associated with new technology transfer, technology transfer and new production processes to farmer households; craft villages and specialized production areas.
5. Building synchronous forestry infrastructure, modernizing forestry sector and logistics services:
Organize concentrated forestry production areas to facilitate the application of mechanization, connecting with forest product processing zones and commercial services.
Building, maintaining, upgrading and renovating infrastructure in service of forest protection and development; implementing investment support to build a forestry road system linking large-scale raw material areas, concentrating with processing factories, reducing transportation costs, increasing value of wood products, creating favorable conditions for applying mechanization for planting, tending and exploitation of planted forests, contributing to improving economic efficiency from afforestation. By 2030, rate of mechanization in the stages of soil preparation, seeding, tree planting, care, pest control, forest fire prevention, exploitation and transportation of timber and forest products will reach at least 30%.
To encourage and attract businesses to invest in building wood and forest product processing factories, using wood waste and by-products, producing wood glue and accessories for the wood processing industry.
Prioritize and strengthen capacity building and facilities to monitor and supervise forest resources; forest fire prevention and fighting equipment.
Implement investment in building a high-tech forestry park in the province, in order to promote development of forestry industry towards modernity and application of high technology in value chain of the forestry industry.
To step up trade promotion and use of domestically produced forestry equipment through system of forestry extension, industrial promotion, transfer and application of science and technology.
6. Consolidation and renewal of production and business organizations:
Continue to reorganize and renovate 11 forestry one-member limited liability companies to improve effectiveness of forest management and protection activities. Completing plan for organization and management of area of production forests that have been converted to special-use forests in 02 forestry one member company ltd. Dak Roong and Tram Lap.
Rearrange protection forest management boards under direction of standing board of the Provincial Party Committee at Program No. 64-CTr/TU dated June 5, 2018 on action program to implement Resolution No.19-NQ/TW dated June 5, 2018. October 25, 2017 of the Party Central Committee (Term XII) on continuing to renovate system of organization and management, improving quality and performance of public non-business units (complete project on organization and management of production forest area that has been converted to special-use forest at 02 forestry one-member company ltd. Dak Roong and Tram Lap).
Organize production according to the product chain from afforestation, raw material purchasing, product processing and consumption; forming medium and large scale enterprises in each economic region; take strong existing enterprises as the center to link the production chain for each key product, especially export products.
Encourage formation of industry associations, transfer some public service functions of the state to associations (trade promotion, forestry extension, market forecasting, quality standards, dispute settlement, etc).
Building and replicating cooperation models in forestry; promote and create favorable institutional conditions for farmers and households to contribute together with enterprises to organize forestry production; piloting model or selecting 01 forestry one-member company ltd. to support implementation of joint ventures, association with people, associating development of raw materials with processing wood and non-timber forest products; forestry development of households, farms, village communities and cooperatives; plant structure transformation; agro-forestry development; giving priority to poor households and ethnic minorities to participate in forestry activities to increase income.
7. Industry organization and management:
Review and balance needs of forest rangers and full-time forest protection forces, ensuring that there are enough rangers in area to serve management and protection of forests at grassroots level; consolidate and improve operational efficiency of forest rangers and specialized forest protection forces of forest owners, strengthen patrols, inspection, sweep, timely prevent and strictly handle according to regulations of law on acts of infringing upon forest resources (especially in the bordering areas between communes and districts of the province and with neighboring provinces and border areas with Cambodia).
Forest owner units enhance role and responsibility of leader in performing task of managing and protecting assigned forest area; effectively implement measures to protect forests at the base; have regular and irregular plans for patrolling and control in order to detect and prevent violations in forest management area in a timely manner.
Improve efficiency of administration, roles and responsibilities for inspecting and supervising forest protection, forest fire prevention and fighting at all levels of local authorities, forest rangers and grassroots forest protection.
Increasing investment in means, technical equipment, facilities, training, coaching, professional guidance and expertise on forest protection for forces participating in forest protection and forest fire prevention and fighting.
Innovating method of production management and product quality management so that producers and traders can take the initiative in controlling quality of their products before they are put on market.
Socialize public services in forestry to reduce pressure on state budget and payroll.
Forest owners shall develop detailed plans for development of eco-tourism, convalescence and recreation in accordance with potential of the forest in accordance with the State's regulations on management, protection, conservation and conservation activities, development and use of forests.
8. International cooperation and trade promotion:
Well implement international commitments and cooperation, especially with Kingdom of Cambodia in forest protection, combating illegal timber and wildlife trade; promoting integration in areas such as developing raw material areas, expanding product consumption markets, processing and exporting forest products, and sustainable forest management.
Strengthen investment promotion, attract economic sectors, especially enterprises, into forestry development of the province. Cooperate and associate with provinces in development of raw material areas, product consumption, implementation of innovation in management of circulation of forest products to ensure legal origin, encourage all economic sectors to participate in market, create a healthy competitive environment and ensure harmonization of interests of producers and consumers; creating market dynamics, promoting forestry production in the province to develop.
9. Capital mobilization:
Carry out socialization and diversification in mobilizing capital sources to implement the Plan, ensuring adequate and timely capital allocation in accordance with prescribed capital structure; increase capital mobilization from local budgets, promote socialization capital and sources of mobilizing legal contributions of enterprises and mobilize funding from domestic and foreign organizations and individuals; ODA capital; reciprocal capital, contributions from people and beneficiaries.
10. Organization of monitoring and evaluation:
Develop and implement plans and supervise forestry sector on basis of the application of science, technology and information technology to meet information requirements in a timely, accurate and synchronous manner in service of management and plan and development of forestry production and business and provision of forest environmental services. Organize implementation of monitoring and evaluation of programs, projects and schemes to ensure effective, regular and periodic implementation of the strategy.
IV. Organizing implementation
1. Department of Agriculture and Rural Development:
To assume prime responsibility for and coordinate with other departments, agencies, branches and People's Committees of districts, towns and cities in organizing implementation and guiding implementation by localities, organizations and individuals; inspect, supervise and periodically organize preliminary and final reviews of the results of implementation of the plan.
Effectively implement forest protection and development projects in the province's public investment plan for a period of 2021-2025; sustainable agricultural and forestry economic development in association with forest protection and raising incomes for people.
Organize management, monitoring and evaluation of results of implementation of Vietnam forestry development strategy for a period of 2021-2030, with a vision to 2050 in Gia Lai province to advise the Provincial People's Committee on timely adjust plan and propose solutions to ensure effective implementation.
Coordinate with Departments of Planning and Investment and Department of Finance to synthesize, allocate resources, appraise capital sources and capital balance ability of projects.
2. Department of Planning and Investment:
Coordinating with Department of Agriculture and Rural Development and Department of Finance in guiding inspection and supervision of organizations and individuals implementing plan.
Assume prime responsibility for and coordinate with Department of Agriculture and Rural Development, relevant agencies and units in, advising the Provincial People's Committee to arrange and allocate development investment capital according to medium-term and annual plans to implement projects of the plan in accordance with law on public investment.
Putting projects on forest protection and development in Gia Lai province into priority list for balancing investment capital for sustainable forest restoration.
On basis of summarizing plan-making report of Department of Agriculture and Rural, summarizing and agreeing on annual plan to include in the 3-year and 5-year plans; arrange appropriate resources for implementation and submit them to the Provincial People's Committee for approval.
3. Department of Finance:
Every year, at time of making estimate for following year, based on the province's budget capacity and estimates of relevant units, Department of Finance coordinates with Department of Agriculture and Rural Development to check and sum up to advise the Provincial People's Committee to consider and submit to the Provincial People's Council to allocate funds to implement the plan according to current decentralization of budget management.
4. Department of Natural Resources and Environment:
Coordinate with Department of Agriculture and Rural; People's Committees of districts, towns and cities shall allocate land associating with forest allocation to organizations, communities, individuals and households according to the approved plan.
To guide localities to review and finalize land use master plans and plans; inspect and recover illegally used forestry land; resolutely put an end to illegal transfer of forest land.
5. Department of Industry and Trade:
To assume prime responsibility for and coordinate with Department of Agriculture and Rural in implementing policies and solutions to promote the market, promote trade and create conditions for expanding the market for consumption of wood and non-timber forest products.
Coordinating with Department of Agriculture and Rural in guiding organizations and individuals to strictly comply with regulations on afforestation, resolutely withdrawing permits and suspending operations for projects in industry and trade sector that do not approve afforestation practices and payment for forest environmental services.
Closely monitor import of forest products as raw materials for processing and exporting wood and non-timber forest products in the area.
6. Department of Science and Technology:
To assume prime responsibility for and coordinate with functional units in, advising the Provincial People's Committee to place orders to deploy scientific and technological tasks for forestry development in the province.
7. Provincial Forest Protection and Development Fund
To assume prime responsibility for and coordinate with relevant departments, agencies and sectors in deploying properly and sufficiently mobilizing revenue from forest environment services according to regulations; timely payment, make active and effective contributions to the protection and sustainable development of forests.
8. Department of Culture, Sports and Tourism:
Coordinate with relevant sectors and units to research and build a model of sustainable management and development of ecotourism associated with natural resource conservation with participation of community.
9. Department of Information and Communications:
To assume prime responsibility for and coordinate with Department of Agriculture and Rural, units and localities in directing and guiding press agencies and grassroots information systems in the province to carry out information activities, propagate contents of plan on the mass media.
Post contents of central and provincial directive documents guiding implementation of forest management, protection and development in the province on Department's website.
10. Provincial Committee for Ethnic Minority Affairs:
Assume prime responsibility for and coordinate with Department of Agriculture and Rural, relevant agencies and units in organizing and directing review, formulation of plans, completion of mechanisms and policies and implementation of carry out forest protection and development activities; effectively implement Subproject 1, Project 3 "Development of sustainable agricultural and forestry production, bringing into play potentials and strengths of regions to produce goods along the value chain" of Chapter 3 national target program for socio-economic development in ethnic minority and mountainous areas in 2021-2030 period.
11. Provincial Radio and Television Station, Gia Lai Newspaper:
Coordinating with Department of Agriculture and Rural, relevant agencies and units to organize propaganda, development and distribution of news bulletins, reportages, radio and television programs on thematic work, forest protection, forest development; timely and complete information on bulletins forecasting risk of forest fires and forest fires in the province to the people.
12. Provincial Radio and Television Station, Gia Lai Newspaper:
Coordinating with Department of Agriculture and Rural, relevant agencies and units to organize propaganda, development and distribution of news bulletins, reportages, radio and television programs on thematic work, forest protection, forest development; timely and complete information on bulletins forecasting risk of forest fires and forest fires in the province to the people.
Regularly propagate and mobilize to raise awareness and responsibility of ethnic minorities and local authorities at all levels to actively participate in forest protection, forest development and forest fire prevention and fighting.
13. Other relevant departments, branches and units:
Provincial Police, Provincial Military Command, Provincial Border Guard Command, Provincial People's Court, Provincial People's Procuracy direct agencies in system to strongly intervene, support departments, sectors, functional agencies and local authorities in preventing and fighting against violations of the law on forest protection and development.
Other relevant departments, agencies, branches and units according to their respective functions and tasks, coordinate with Department of Agriculture and Rural in organizing implementation; participate in inspecting, monitoring and urging implementation of the plan.
14. People's Committees of districts, towns and cities:
Organizing implementation of the plan; review and develop projects and implementation plans, annual capital needs and send them to Department of Agriculture and Rural, Department of Planning and Investment and Department of Finance to summarize and submit to the Provincial People's Committee.
Review and finalize master plans and plans on land use; inspect and recover forest land illegally used or not in compliance with regulations; strictly handle the legalization of land for deforestation and illegal transfer.
Timely settle free migration, disputes, encroachment on forestry land, not to create "hot spots" and large number of complaints.
Effectively implement allocation of land and forests to households and village communities in district, town and city for management.
Manage, evaluate and accept results of implementation of projects under local management; carry out inspection and supervision; periodically report to the People's Committee of the province, relevant departments, agencies and branches on progress of project implementation and organize preliminary and final reviews of projects in the locality.
Well perform work of attracting investment, creating favorable conditions for investors to attract investment capital for forestry in the localities.
15. Forest owners in the province:
Protect and develop existing forest capital, exploit and use forests for the right purposes, for right objects and effectively resources assigned for management and use.
Develop and implement plans for forest management and protection for protection and special-use forests and plans for sustainable forest management for production forests.
In course of implementation, if there are any difficulties or problems, promptly report them to the Department of Agriculture and Rural for summarizing and reporting to the Provincial People's Committee for consideration and settlement.
