Implementation plan for implementing Decision No.687/QD-TTG of Prime Minister approving project of circular economy development in Vietnam
Implementing Decision No.687/QD-TTg dated June 7, 2022 of Prime Minister approving project of circular economy development in Vietnam, the People's Committee of Ben Tre province develops an implementation plan. Specifically, above project is as follows:
I. Purpose, requirements
1. Purpose
- In order to thoroughly understand and implement well contents of Decision No.687/QD-TTg of Prime Minister approving project of circular economy development in Vietnam; propagate and raise awareness of sectors, levels, enterprises and people about circular economy development.
- Promote production and business on the basis of innovation and creativity, strengthen international cooperation, effectively use necessary resources from the private sector, international organizations, achievements Industry 4.0 and digital transformation, well implement the circular economy criteria system.
2. Requirements
Implementation of the plan must ensure objectives and tasks set out in Prime Minister's Decision No. 687/QD-TTg, guidelines of ministries and central branches, coordination among localities, and regional connectivity and suitable to characteristics and situation of socio-economic development of the province.
II. Objectives
1. Overall objectives
Developing circular economy in order to create a driving force for innovation and improve labor productivity, contributing to promoting green growth in association with economic restructuring, renovating growth model towards increasing efficiency, circular cohesion between businesses and economic sectors, improving competitiveness and resilience of enterprises and supply chains to external influences, in order to contribute to achieving development objectives, economic development, environmental sustainability and social justice; towards a green, carbon-neutral economy and contribute to the goal of limiting global temperature rise.
2. Specific objectives
a) Period 2021-2025
- Increase innovation in technology and equipment to 25%. Value of high-tech products and high-tech applications in total value of industrial production reached 35%. Value of science and technology products and services in the market increased by an average of 22% per year and accounted for 8.5% of GRDP.
- Contribution of science and technology through TFP is about 45% to economic growth.
- Striving to 2025, reuse, recycle and treat over 50% of generated plastic waste; gradually reduce production and use of non-biodegradable plastic bags and disposable products in daily life; gradually increase the rate of plastic waste collection arising from fishing, fishing and other activities at sea.
b) Period 2025-2030
- Increase innovation in technology and equipment to 30%. Value of high-tech products and high-tech applications in total value of industrial production reached 40%. Value of science and technology products and services in the market increased by an average of 22% per year and accounted for 10% of GRDP.
- Contribution of science and technology through TFP is about 50% to economic growth.
- Contributing to concretize target of reducing greenhouse gas emission intensity per GDP by at least 15% by 2030 compared to 2014, towards the goal of net emissions to "zero" by 2050.
- Striving to 2030, the proportion of urban daily-life solid waste collected and treated meets standards and regulations through circular economy models to reach 50%; strive for 100% of organic waste in urban areas and 70% of organic waste in rural areas to be recycled; does not generate direct burial of domestic solid waste from circular economic models in urban areas; develop at least 3,000 MW of renewable electricity; to fully invest in 220kV and 500kV transmission grid infrastructure connecting the coastal district, ensuring capacity release of renewable energy projects in the province and in the Mekong delta.
III. Tasks, implementation solutions
1. Integrating a number of circular economy development contents into regional linkage policies, projects and activities to implement Decision No. 1658/QD-TTg dated October 1, 2021, approved by Prime Minister, national strategy on green growth for a period of 2021-2030, with a vision to 2050.
2. Propagating, disseminating and raising awareness about circular economy to cadres, civil servants, public employees and employees at all levels, branches, business community and people.
3. Building databases, analyzing information to support applications and solutions to facilitate circular economy models and projects; at the same time, supervise implementation of investment and construction projects, sustainable production and consumption programs in the province.
4. Focus on training human resources for circular economy development in sectors, fields and localities.
5. Take advantage of funding sources, aid from foreign countries and international organizations to seek opportunities to access knowledge, skills and resources for circular economy development through specific pilot projects about circular economy, projects on technology and services that are friendly to the circular economy.
6. On basis of central mechanisms and policies on circular economy development; research and implement national strategy on green growth to develop specific policies to support development of the circular economy in the province.
IV. Implementation cost
Estimated funding sources for implementation of the plan include: State budget capital, implemented according to current state budget decentralization, integrated in the budget for implementation of annual socio-economic development plan and in national target programs and other related programs and projects; investment capital of enterprises, private sector, residential community and international funding, other lawfully mobilized capital as prescribed by law.
V. Implementation organization
1. Department of Planning and Investment
- Integrate content of circular economy development into the province's annual and periodical socio-economic development plans.
- Research and coordinate with provincial and local departments and agencies to promote investment in projects that meet circular economy criteria after central government promulgates circular economy criteria system; encourage start-up community to participate in circular economy development; give priority to training, supporting projects and start-up ideas for sustainable use of indigenous resources, environmental protection, creating environmentally friendly production and consumption habits; supporting investment projects associated with circular economy development.
- Research and advise on learning experiences on circular economy development.
- To assume prime responsibility for and coordinate with provincial and local departments, agencies and sectors in reporting on implementation status upon requirements.
2. Department of Natural Resources and Environment
Implement guidelines for implementation of circular economy in accordance with Government's Decree No. 08/2022/ND-CP dated January 10, 2022 detailing a number of articles of law on environmental protection; at the same time, combine effectively implementing tasks related to green growth in a period of 2021-2030 with a vision to 2050.
3. Department of Agriculture and Rural Development
- Research and implement solutions to improve capacity of recycling and reuse of agricultural by-products and wastes; coordinate in deploying technology for the treatment of agricultural by-products and waste products and transferring science and technology in treatment of agricultural waste products; continue to implement project on organic agriculture development in Ben Tre province in a period of 2022-2025 and orientation to 2030.
- Develop programs, projects and models to apply circular economy in development of key agricultural product value chains in order to improve competitiveness, create added value and effectively use land resources, water and input materials to reduce resource degradation and environmental pollution.
4. Department of Science and Technology
- Research and assess need for a process to confirm application of environmental technology to support transition to a circular economy. Promote process adoption and create incentives for experimentation for businesses adopting technology for the circular economy transition.
- Research and apply environmentally friendly science and technology to related agricultural, industrial and service sectors. Promote application of science and technology to implementation of circular economy development; to integrate criteria of circular economy associated with application of science and technology in each specific industry and profession in planning schemes and projects related to development of circular economy, green economy and sustainable economic development.
5. Department of Industry and Trade
- Continue to effectively implement plans on implementation of national action program on sustainable production and consumption; economical and efficient use of energy in the province; to develop industrial clusters, key industries and a force of industrial and trade enterprises in the province.
- Encourage all economic sectors to invest in renewing equipment and technologies, applying advanced, high-tech and green technologies to production, in order to improve product quality and increase competitiveness of goods on the market; at the same time, supporting introduction, promotion and expansion of market for industrial and handicraft products.
- Promote management, exploitation and improvement of efficiency in use of environmentally friendly, renewable, reusable and recyclable raw materials, fuels and products; deploy and support enterprises to develop and implement a roadmap to apply clean and energy-saving innovation, and implement a roadmap to reduce raw and fuel consumption.
- Promote and encourage development of supply chains and distribution systems according to circular economy model. Calling and attracting investment in commercial infrastructure systems, building markets, supermarkets, trade centers and shopping centers according to the circular economy model.
- Research, perfect and develop market information system; applying information technology in collecting and providing market information; improve export quality in direction of increasing export proportion of goods with deep processing content and high technology in association with the expansion of export scale; effectively exploit signed free trade agreements; take advantage of mechanisms and policies to facilitate trade and mutual recognition for products, goods and services from circular economy model.
- Monitor and coordinate with relevant provincial and local departments and agencies to support investors in carrying out relevant procedures to speed up progress of renewable energy projects, electrification projects liquid in the province, in order to create a breakthrough for the province; promote investment in liquefied petroleum gas projects in the province; complete transmission grid infrastructure synchronously with renewable energy power projects.
6. Department of Labor, Invalids and Social Affairs
- Surveying and updating data on the labor market to determine the labor needs, skills of workers and needs of enterprises to build training plans, programs and training connections of other employers, appropriate vocational education institutions in order to supply human resources for the development of the circular economy.
- Focusing on investing in advanced and modern training equipment, improving skills of approaching technical and scientific qualifications of the contingent of vocational educators to train a highly skilled workforce to meet requirements of circular economy development.
7. Department of Information and Communications
- Propagating and disseminating contents of circular economy development project approved in Prime Minister's Decision No.687/QD-TTg dated June 7, 2022 in various forms to raise awareness, knowledge of cadres, civil servants and public employees at all levels, sectors, business community and people.
- Research and advise on solutions to promote digital transformation in the province in order to promote development of businesses applying technology and digital transformation in accordance with development of circular economy.
8. Department of Finance
Coordinate with relevant agencies and units to review, synthesize and advise Provincial People's Committee to balance budget sources and mechanisms and policies to promote circular economy development.
9. Department of Construction
Organizing formulation and implementation of project of "building a GIS database on urban construction plan in Ben Tre province and application of information disclosure of urban construction plan"; advise and organize contests to select ideas, models and architectural plans of social house according to "green standards" as a basis for building pilot models.
10. Department of Transport
- Implement mechanisms and policies to develop green transport infrastructure issued by the Ministry of Transport; encouraging vehicles using clean, economical, efficient energy and environmentally friendly technologies; green traffic, green, sustainable and environmentally friendly traffic planning to contribute to reducing greenhouse gas emissions, enhancing resilience to climate change and sea level rise.
- Coordinate with relevant agencies and units to well implement planting of trees along route in process of advising on implementation of criterion No.02 - traffic in criteria of districts and communes meets new rural standards or district or commune meeting newly enhanced rural standards.
11. Department of Culture, Sports and Tourism
- Research and advise on development of green tourism models, tourism associated with agriculture and rural areas; building tourism products based on natural advantages and closeness to nature; prioritize use of environmentally friendly items and equipment and limit use of plastic bags and plastic items.
- Coordinate with relevant functional sectors to deploy and guide tourism business units to strictly comply with regulations on environmental protection, waste and waste treatment in course of business activities.
- Coordinate to invite investors, large-scale enterprises with potential, prestige and experience to invest in green tourism projects, farm tourism combined with convalescence, agricultural tourism application, using high technology in the province.
12. Management Board of Industrial Parks
- Advise and propose additions to the plan and call for investment in eco-industrial parks and eco-enterprises to promote development of circular economy.
- Coordinating to advise and propose selection of investment projects in chains contributing to implementation of circular economy development programs and projects in process of reviewing investment attraction policies, as well as in working select investment projects in industrial parks.
- Advising on calling for investment in industrial park infrastructure as well as attracting secondary investors to the province to invest in direction of prioritizing development of circular economy and environmentally friendly investment projects.
13. State Bank of Vietnam Ben Tre Branch
- Thoroughly grasp policy and orientation of circular economy development to credit institutions in the province in order to well implement credit programs and policies to support implementation of circular economy projects, pay attention to development of green credit and green banking, in which credit investment is encouraged in economic sectors to conserve, develop and effectively use natural resources; high-tech application agriculture, clean agriculture; renewable energy, clean energy; manage environmental and social risks in credit extension activities according to regulations and guidance of the State Bank of Vietnam and superior banks.
- Accelerating digital transformation in banking activities, deploying a variety of banking products and services on the basis of applying scientific and technological achievements of the Industrial Revolution 4.0, promoting innovation. Advising on well implementation of project on development of non-cash payment in period of 2021 - 2025 in the province.
14. Provincial Business Association
- Coordinate in propagating and disseminating contents of circular economy development project approved in Decision No.687/QD-TTg of the Prime Minister in business community and employees in the province. .
- Encourage and promote role and responsibility of business community in promoting social responsibility towards environment and gradually approach and implement circular economy model in the business community's activities; grasp difficulties and obstacles of enterprises in development of the circular economy to coordinate with provincial and local departments, agencies and sectors to remove and support at an appropriate level.
15. Provincial departments, branches and People's Committees of districts and cities
Integrating implementation of circular economy development into sectoral, field and local development master plans and plans, contributing to promoting the province's socio-economic development sustainably in the coming time.
VI. Report mode
1. Annually, based on guidance of ministries, central branches, provincial and local departments, agencies and branches shall report results of implementation to the provincial People's Committee through Department of Planning and Investment before November 30 to summarize and report to competent authorities as prescribed.
2. Assign Department of Planning and Investment to urge and inspect implementation of this plan. In course of implementation, if there are difficulties or problems beyond their competence, provincial departments, agencies and People's Committees of districts and cities shall promptly report to Department of Planning and Investment to report to the Provincial People's Committee for consideration and decision.
