Implementation plan of Vietnam's forestry development strategy for a period of 2021-2030 with a vision to 2050 in Ben Tre province

Implementation plan of Vietnam's forestry development strategy for a period of 2021-2030 with a vision to 2050 in Ben Tre province

I. Purpose, requirements
1. Purpose
Concretize tasks and solutions in Government's strategy and plan of Ministry of Agriculture and Rural Development; implementing key and urgent tasks that need to be prioritized for implementation of strategy and in plan; Formulate work contents, deadlines, completion schedule and responsibilities of relevant agencies and units in organizing and implementing strategy and plan to ensure quality, efficiency and consistency, timely and consistent with actual situation of locality.
2. Requirements
a) Formulation and implementation of the plan must ensure full content and concretization of orientations and solutions of the Government's strategy and plan of Ministry of Agriculture and Rural Development to agencies and units to create consensus and high determination in implementation.
b) On basis of content orientations and solutions of strategy of the Government, plan of Ministry of Agriculture and Rural Development and this plan, Department of Agriculture and Rural Development coordinate with agencies, relevant agencies and localities organize effective implementation in order to contribute to successful implementation of objectives, orientations and solutions set out in the strategy, strategy implementation plan.
c) Organize inspection, monitoring and supervision of implementation of targets, tasks, programs, projects and schemes for implementation of the strategy to ensure effectiveness and regularity; urge and guide units and localities to implement the strategy.
II. Objectives
1. Common objectives
Establish, manage, protect, develop and sustainably use 7,228 hectares of planned land for forestry; increase forest cover rate to 2% by 2025 and 2.1% by 2030; ensure a wider participation of economic sectors and social organizations in forestry activities in order to make an increasing contribution to process of socio-economic development, protection of ecological environment, conserve biodiversity, provide environmental services, create jobs and improve livelihoods for local people and contribute to maintaining national security in coastal areas of the province.
2. Specific targets
a) Period of 2021 - 2025
- Planting new forests of 416 ha.
- Reforestation after exploiting 543 ha.
- Zoning and promoting regeneration 56 ha.
- Planting scattered trees of 10 million trees.
- Forest protection 21,580 turns/ha.
- Rate of forest cover 2%.
- Growth rate of forestry production value 1.52%/year
b) Period of 2026 - 2030, vision to 2050
- Planting a new forest of 60 ha.
- Reforestation after exploiting 363 ha.
- Zoning to promote regeneration 10 ha.
- Planting scattered trees of 5 million trees.
- Forest protection 22,140 turns/ha.
- Forest coverage rate 2.1%.
- Growth rate of forestry production value 1.5%/year.
III. Tasks and solutions
1. Organize propaganda, popularize implementation of the strategy
Organizing propaganda, disseminating and thoroughly grasping contents of the strategy, implementation of plan of Ministry of Agriculture and Rural Development, implementation plan of Provincial People's Committee to all cadres, civil servants and employees, organizations of agencies, units, localities and related organizations and individuals to organize effective implementation of the strategy.
2. Perfecting system of forestry policies and mechanisms
a) Continue to effectively implement current mechanisms and policies; forest law 2017, guiding documents for implementation of 2017 forest law.
b) Review legal documents, propose the Central Government to amend, supplement and perfect legal system on forestry on basis of the 2017 forest law, ensuring harmony with land law, law on investment and law on forestry investment, law on public investment, law on biodiversity, law on environmental protection, relevant laws and international treaties to meet requirements of sustainable forestry development. Proposing development and implementation of new mechanisms and policies on forestry.
c) Review and propose renewal of mechanisms and policies to mobilize diverse resources for forestry development in general and forestry development in association with sustainable poverty reduction.
3. Implement effectively and qualitatively national forestry master plan, programs, schemes, projects and plans on development of forestry sector
a) Review, adjust and supplement forest land use plan into the provincial plan, national forestry master plan for period of 2021-2030, with a vision to 2050.
b) Organize implementation of sustainable forestry development program for a period of 2021-2025; 2026-2030 in the province.
c) Organize effective implementation of the plan to restructure forestry sector in line with strategy; plan to restructure agricultural sector in Ben Tre for a period of 2021-2025.
d) Continue to effectively implement approved programs and projects
- Implement effectively project of planting trees in Ben Tre province in a period of 2021-2025 (project on planting 10 million trees).
- Implement project on protection and development of coastal forests in response to climate change in a period of 2021-2030;
- Implement plan for sustainable forest management and forest certification in Ben Tre province in a period of 2021-2030.
4. Organize effective implementation of forestry production fields
a) Manage and protect forests and conserve biodiversity of forest ecosystems
- Strictly manage and protect existing natural forest area; restore and improve quality of natural forests to conserve biodiversity, use and provide forest environmental services.
- Continue to review and complete work of land and forest allocation, granting certificates of forest land use rights to organizations, individuals and households in accordance with the law.
- Setting up a monitoring and evaluation system for forest resources; applying remote sensing technology and geographic information system (GIS), information technology in forestry sector management; survey and assessment of forest resources.
- Review and set up landmarks to delineate specific forest and forestry land boundaries on the map and in the field.
b) Forest development
- Develop and implement an investment project on forest protection and development under sustainable forestry development program for 2021-2025 period in Ben Tre province.
- Continue to implement project of integrated climate resilience and sustainable livelihoods in the Mekong Delta (WB9).
- Implement plan for afforestation on alluvial ground downstream of Ba Lai dam;
- Implement plan on cooperation in planting production forests in Thua Duc commune, Binh Dai district.
c) Forest use
- Implement thinning and exploitation of planted forests according to the approved Sustainable Forest Management Plan.
- Implement the provision of forest environmental services, especially ecotourism services, carbon sequestration services.
5. Allocate and mobilize investment resources to develop the forestry sector
- Diversify mobilized capital sources to implement the Strategy, ensuring adequate and timely mobilization in accordance with regulations.
- Effectively use capital sources to implement the Strategy.
6. Development and application of science and technology and forestry extension
- Promote the application of GIS technology to forest survey, management and monitoring of forest resource developments, forest fire prevention, monitoring of coastal erosion, management of contracted households.
- Cooperate with relevant agencies in researching and applying science and technology to a combination of forestry and fishery production under the forest canopy and production of forest tree varieties.
7. Organize production and business, strengthen capacity in human resource management and training
- Improving management capacity and efficiency, consolidating organization of forestry sector management apparatus in a streamlined, unified, effective, efficient and professional manner.
- Consolidate forest ranger system, strengthen local ranger force and specialized force for forest protection.
- Reviewing, rearranging and consolidating protection and special-use forest management board in a streamlined and efficient manner.
- Strengthen training of human resources for forest rangers and forest management boards to meet requirements of task performance.
8. Strengthening international cooperation and integration
- Strengthening international economic integration in forestry; actively participate and cooperate closely with international forestry organizations in implementation of programs, projects, capacity building activities, transfer and cooperation in field of forestry.
- Continue to fulfill commitment in pilot establishment of a biodiversity conservation area for sustainable development of ecotourism and a knowledge center on ecotourism development in the Mekong Delta.
9. Monitor and evaluate effectiveness of strategy
- Develop and implement a system for planning and monitoring forestry sector on basis of application of science, technology and information technology to meet information requirements in a timely, accurate and synchronous manner in service of forest management, planning and development of forestry production and business, provision of forest environmental services.
- Organizing monitoring and evaluation of the strategy; programs, projects and schemes for implementation of strategy to ensure effectiveness, regularly and periodically according to regulations.
IV. Implementation cost
- Funding sources for performing tasks are guaranteed from the State budget, investment capital of organizations and enterprises and other lawfully mobilized capital sources as prescribed by law.
- With regard to State budget sources, preparation of annual budget estimates shall comply with provisions of the State budget law and shall be included in the annual budget estimates of agencies assigned to assume prime responsibility for the task.
V. Implementation organization
1. Department of Agriculture and Rural Development
Acting as the focal point, advising and assisting provincial People's Committee in operating and organizing implementation of the plan; shall assume prime responsibility for and coordinate with relevant agencies in performing the following tasks:
- Lead and coordinate with relevant agencies and units to manage and organize implementation of plan of the Provincial People's Committee.
- Coordinating with press agencies, radio and television stations and relevant departments and agencies with People's Committees of districts and cities, building a propaganda plan to raise awareness about protection and development, forests, biodiversity conservation, forestry activities.
- Advise on development and organization of implementation of priority programs and projects for implementation of the strategy.
- To assume the prime responsibility for and coordinate with relevant agencies and localities in monitoring implementation progress; implement reporting and evaluation regime of the strategy according to regulations. Timely propose solutions to difficulties and obstacles in implementation process, ensuring completion of the planned objectives.
- Develop plans and budgets for implementation of the annual strategy implementation activities.
2. Department of Planning and Investment
- To assume prime responsibility for and coordinate with Department of Agriculture and Rural Development in advising Provincial People's Committee to balance and arrange investment capital sources for implementation of investment programs, schemes and projects in protection and development of natural resources.
- Advise on arrangement and integration of capital sources of other programs, schemes and projects to implement the plan.
3. Department of Finance
Advise and submit to competent authorities to consider, balance and arrange regular funding for implementation of plan in annual budget estimates of departments, branches and localities in accordance with law on State budget.
4. Department of Natural Resources and Environment
To assume prime responsibility for and coordinate with Department of Agriculture and Rural Development in advising Provincial People's Committee on land allocation, land lease, and issuance of forest land use right certificates to organizations and individuals, households in accordance with the law; advise and propose development of land policies related to forest protection and development.
Coordinate with Department of Agriculture and Rural Development in implementation of environmental protection and biodiversity conservation in forestry planning area.
5. Department of Science and Technology
To assume prime responsibility for and coordinate with Department of Agriculture and Rural Development and relevant units in organizing formulation and implementation of scientific research projects for forestry development.
6. People's Committees of districts and cities
- Based on assigned functions and tasks, direct and organize effective implementation of forest protection and development tasks in the area under management.
- Actively propagate and disseminate contents of Vietnam forestry development strategy for a period of 2021-2030, with a vision to 2050; coordinate with Department of Agriculture and Rural Development in implementing contents of this plan.
Above mentioned contents is implementation plan for implementation of Vietnam forestry development strategy for a period of 2021-2030, with a vision to 2050 in Ben Tre province. The provincial People's Committee requests relevant agencies and units focus on implementation, periodically report results of implementation as required to Department of Agriculture and Rural Development to summarize and report to Provincial People's Committee for monitoring and direction./.
