Project on protection and development of forests in coastal areas to respond to climate change and promote green growth in a 2021-2030 period
I. Perspectives, goals
1. Perspective
a) Unify ideology and awareness of the special position, role and importance of coastal forests in preventing and combating desertification, reducing natural disasters, and responding to climate change and sea level rise.
b) Carry out the task of protecting and developing forests in coastal areas on the basis of promoting the achieved results and overcoming the limitations and inadequacies of the period 2015 - 2020; in line with the Forestry Development Strategy, the National Forestry Planning, the National Land Use Planning and related plans, ensuring sustainable efficiency, harmonizing the national interests with the interests of other regions. organizations and individuals participating in forest management, protection and development; at the same time, meeting Vietnam's commitments when joining the Convention, international treaties on environmental protection, response to climate change and combating desertification.
c) The State prioritizes allocating resources from the budget, encouraging the mobilization of investment capital from international aid, assistance and other lawful capital sources for investment in forest protection and development in coastal areas, especially in the Mekong Delta.
d) The State has mechanisms and policies to attract all economic sectors, households and communities to invest in and benefit from the protection and development of forests in coastal areas; promote the initiative of localities in forest protection and development activities in coastal areas.
2. Goals
Sustainable forest management, protection and use of existing coastal forests and newly created forests in the period 2021 - 2030. Effectively promoting the role and functions of coastal forests in prevention protection, environmental protection and infrastructure systems in coastal areas; combat desertification and land degradation; conserving biodiversity, reducing greenhouse gas emissions; create jobs and incomes for people in coastal areas, contribute to socio-economic development, protect the environment and strengthen national defense and security, reduce natural disasters, and effectively respond to climate change and sea level rise.
II. Key tasks
1. Forest protection
Effectively manage, protect and use existing coastal forests, especially protection forests, special-use forests and production forests which are natural forests in coastal areas.
2. Forest restoration and development
a) Planting new forests: 20,000 ha, including:
- Protection forest to break waves and encroach on the sea (mangrove): 9,800 ha;
- Protection forest to block wind and fly sand (on soil and sand sites): 10,200 ha.
In which, in the period of 2021 - 2025, 11,000 ha will be planted.
b) Additional planting for forest restoration and forest enrichment of 15,000 ha, including:
- Protection forest to break waves and encroach on the sea (mangrove): 6,800 ha;
- Protection forest for wind and sand protection (on soil and sand sites): 8,200 ha.
In which, in the period of 2021 - 2025, additional planting for reforestation and forest enrichment will be for 9,000 ha.
3. Capacity building and livelihood development for communities and people to participate in forest protection and development in coastal areas.
III. Solution
1. Mechanisms and policies
Continue to seriously and effectively implement the 2017 Forestry Law and current mechanisms and policies. Review and improve mechanisms and policies on management, protection and sustainable development of coastal forests in response to climate change, prevention and control of desertification and land degradation, mechanisms and policies on restoration and developing coastal forests in association with socio-economic development, ensuring national defense and security.
2. Propaganda and education to raise capacity and awareness about the role and value of forests in coastal areas
a) Organize propaganda in the mass media about the role of coastal forests in responding to climate change, combating desertification, combating land degradation, providing economic value, association, ensuring national defense and security.
Propagating and mobilizing people to abide by the law on forestry, mobilizing households living in and near forests to sign commitments to forest protection, and to develop and implement forest protection conventions.
b) Develop propaganda documents, technical guidance on protection, planting and restoration of forests in coastal areas. Organize training, popularize legal education to raise awareness and responsibilities of all levels, sectors, forest owners and the whole society in the protection and development of forests in coastal areas.
3. Science and technology
a) Continue to research, select and breed forest plant varieties in coastal areas with high resilience and adaptation to climate change; research and complete technical instructions and solutions to prevent and control harmful organisms of forest trees in coastal areas.
b) Complete the database of forests in coastal areas, serving management and monitoring.
c) Replicating models of forest protection and development in coastal areas associated with combating desertification and land degradation, and agro-forestry-fishery production.
4. Make groups of priority tasks
a) Building seedling forests and nurseries to produce seedlings in service of afforestation in coastal areas.
b) Protect and develop mangrove forests, prevent coastal erosion, especially in the Mekong Delta.
c) Planting protective forests to block wind, storm, fly sand, protect the environment, prevent desertification, coastal areas, especially central provinces.
d) Zoning and promoting forest regeneration and enrichment and biodiversity conservation, and conservation of endangered and rare forest fauna and flora in special-use forests and forests with high biodiversity in the coastal area.
d) Forest extension, seed transfer, production afforestation techniques, building agroforestry models, improving livelihoods, linking people and businesses along the product value chain.
e) Public-private cooperation in afforestation, protection and development of coastal forests in association with livelihood development, combining eco-tourism and community forest management.
g) Monitor, supervise and update the database of forest resources in coastal areas.
h) Allocation of land in association with forest allocation, planting of forest boundary markers, and preparation of forest management records.
IV. Project implementation cost
1. Funding for the implementation of the Scheme shall be allocated from the state budget capital in accordance with current law and other lawful capital sources.
2. Based on the assigned tasks in the Scheme, concerned ministries, branches and localities shall develop annual operation plans and make estimates of funding needs and submit them to competent authorities for approval in accordance with law. .
3. Localities are responsible for allocating local budgets and mobilizing lawful capital sources to implement the Scheme in their localities according to regulations.
V. Implementation organization
1. Ministry of Agriculture and Rural Development
a) As the standing agency implementing the Scheme, assume the prime responsibility for, and coordinate with ministries, branches and coastal provinces in organizing the effective implementation of the Scheme; proactively integrate the objectives and tasks of the Scheme with the National Target Programs, the Sustainable Forestry Development Program and related programs, schemes and projects by the Ministry of Agriculture and Development, rural implementation.
b) Guide, supervise, urge, inspect, preliminarily evaluate the results of the implementation every year, 5 years and summarize the 10 years; promptly propose and submit proposals to the Prime Minister for decision on arising issues that are beyond his authority, adjusting the Scheme, supplementing priority projects and tasks in accordance with practical conditions.
c) Assume the prime responsibility for, and coordinate with ministries and branches in, technical appraisal of investment projects on forest protection and development in coastal areas invested from the state budget capital supported by the central government in localities. Issue technical guiding documents related to forest management, protection and development in coastal areas; monitor and direct the implementation of projects to protect, restore and develop coastal forests.
2. Ministry of Planning and Investment
a) Assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development, ministries, branches and localities in, allocating development investment capital for the implementation of projects on forest protection and development in coastal areas in accordance with regulations of law, public investment law.
b) Coordinate with the Ministry of Agriculture and Rural Development, ministries, branches and localities in inspecting, supervising and organizing the effective implementation of the Scheme.
3. Ministry of Finance
To assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development in, allocating funds (non-business sources) for the implementation of the Scheme in accordance with the Law on State Budget.
4. Ministry of Natural Resources and Environment
a) Cooperate with the Ministry of Agriculture and Rural Development, relevant ministries and localities in reviewing and synthesizing the list of projects related to forest protection and development in coastal areas of localities in the coming year, investment programs and plans in the coming period; coordinate the inspection, supervision and urge the implementation of the Project.
b) Coordinate with localities in directing and reviewing master plans and plans on land use in coastal areas to ensure stability, long-term, and proper purposes; reserve land fund for forest development in coastal areas.
c) Direct and guide localities to establish coastal protection corridors compatible with the criteria of protection forests against waves and sea encroachment and protection forests against wind and flying sand.
5. People's Committees of coastal provinces and cities
a) Promulgate policies to encourage and support the protection and development of coastal forests according to their competence and suitable to the actual conditions of the locality.
b) Organize the review and planning of land use, determine the land fund reserved for coastal forest protection and development; prioritize the allocation of funds for investment in coastal forest protection and development.
Reviewing the current situation and land use plan for afforestation in coastal areas; consider the recovery of land areas belonging to the dyke protection safety corridor, the planned area of coastal afforestation, which are encroached upon, illegally used, and the land area used for improper purposes or ineffectively for land use purposes, restore and plant forests according to regulations.
To allocate forests, lease forests, contract for forest protection according to the provisions of law, especially the forest area currently managed by the People's Committees of communes; strengthen community forest management.
c) Formulate a plan to implement the Scheme in the locality; review, formulate, approve and organize the implementation of investment projects on forest protection and development in coastal areas according to the prescribed capital sources.
d) Direct the propaganda and education to raise awareness about the role and function of forests in coastal areas; mobilize people and economic sectors to actively participate in the protection and development of forests in coastal areas; organize the management and protection of forests in coastal areas according to current regulations.
e) Organize the implementation, inspection and supervision of projects on forest protection and development in coastal areas in the locality; monitor and update the coastal forest database; periodically evaluate annually, every 5 years, the results of implementation, and send them to the Ministry of Agriculture and Rural Development for synthesis and report.
6. Relevant ministries, branches and localities shall assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development and localities in, effectively organizing the implementation of this Scheme according to their functions, tasks and powers.
