Action plan on implementing national strategy on ensuring road traffic order and safety in a period of 2021 - 2030 and a vision to 2045 in Ba Ria - Vung Tau province
I. Purpose, requirements
1. Continue to promote the roles and responsibilities of the whole political system, the whole society, first of all, functional state management agencies and traffic participants in ensuring traffic safety.
2. Synchronously implement 05 pillars of road traffic safety (including: State management, infrastructure, means of transport, road users, response to traffic accidents) in the direction approaching a modern traffic safety system, ensuring safe, smooth, convenient, efficient and environmentally friendly road traffic operations, contributing to socio-economic development and ensuring national defense , security and international integration.
3. Apply modern science and technology, especially the achievements of the Fourth Industrial Revolution to fundamentally and comprehensively renovate the work of ensuring road traffic safety information in the direction of digital economy development.
4. Ensuring sufficient resources for traffic safety assurance; in which focus on developing high-quality human resources and funding to serve the management, research and implementation of tasks on ensuring road traffic safety information.
5. The implementation content ensures feasibility, consistent with the socio-economic development orientation, the transport sector and related industries in Ba Ria - Vung Tau province.
II. Content implementation
1. Goals
1.1. Overall objectives
- Annually reduce 5-10% of deaths and injuries from road traffic accidents in a sustainable way, towards building a society with a safe, smooth, convenient, efficient and effective environmentally friendly traffic system.
- Appropriate, effective and effective traffic safety management institutions meet practical requirements.
- Traffic infrastructure, safe, modern and environmentally friendly means of transport.

1.2. Specific goals for the period 2021 - 2030
a) State management of traffic safety information

b) Infrastructure and traffic organization
- Timely remove black spots and potential traffic accidents on the road system; to ensure that 100% of road routes newly built, upgraded, renovated and operated are inspected and appraised for traffic safety according to regulations; restore order to road safety corridors and prevent re-encroachment on all national highways;

Developing high-quality human resources; improve the capacity of the Traffic Safety Committee from the province to the grassroots and related agencies and organizations to effectively manage and implement the tasks and solutions on traffic safety.
b) Develop traffic infrastructure and organize modern, safe, smooth and friendly traffic. To focus on investing in building, upgrading and renovating vital and arterial roads in order to achieve high safety conditions for all traffic participants.
c) Applying safety technology in the registration process of road motor vehicles, in order to improve safety conditions for vehicles when participating in traffic.
d) Focus on propagating and educating knowledge and skills for safe traffic participation in combination with handling of violations in the field of road traffic, in order to raise the sense of voluntary law observance of road users participating in traffic, build traffic culture in the whole people. Applying science and technology to perfect and develop a system of training, testing and granting driver's licenses up to standards according to regulations.
e) Building a traffic accident rescue, rescue and medical emergency system in the whole province; combine the development of a modern communication network in order to promptly respond to traffic accidents.
3. Solution
3.1. Group of solutions on management, institutions and policies
a) Regularly review, propose amendments and supplements to legal regulations to promptly apply and develop the achievements of the Fourth Industrial Revolution in the field of road traffic safety assurance; focusing on the following areas: self-driving vehicles; internet of things in traffic and transport services; digitization of management; new intelligent traffic system using artificial intelligence; Large database application in traffic organization.

g) Upgrading the database system of cruise monitoring equipment and surveillance cameras on transport business cars, ensuring connection and common use for inspection and patrol authorities. , control and handle violations.

3.2. Solution group for infrastructure and traffic organization

Continue to modernize means and equipment for inspection, patrol, control and handling of violations by law enforcement forces in the field of road traffic safety assurance.
e) Strengthen the inspection and handling of violations of regulations on planning and construction on the road traffic safety corridor.
3.7. Solution group for traffic accident rescue, rescue and medical emergency

3.8. Solution group on human resource development

3.9. Funding solution group
a) Review and amend regulations in order to create favorable conditions for attracting investment capital from all economic sectors in various forms of domestic and foreign investment, ensuring sufficient funding for the work of ensuring the safety of the public traffic safety center to implement the objectives of this action plan.
b) Review, study and adjust the allocation of funds used for ensuring traffic safety in the province and the funding source for sanctioning administrative violations in the field of traffic from the central government to suit the actual situation. .
III. Implementation organization
1. Provincial Traffic Safety Board
a) Advise the Chairman of the Provincial People's Committee to direct, urge, inspect, monitor and evaluate the implementation of this Plan.
b) To assume the prime responsibility for, and coordinate with the Department of Home Affairs and relevant departments, agencies and sectors in researching and proposing solutions to improve the capacity of the Traffic Safety Committee from the province to the grassroots to suit the situation.
c) Assume the prime responsibility for, and coordinate with ministries, branches and localities in, developing and implementing traffic safety education and propaganda programs through the mass media, social networks and applications on social networks of smart devices, game applications; organize campaigns to build traffic culture in agencies, units and enterprises across the province.
d) Advise the Chairman of the Provincial People's Committee to apply new scientific and technological achievements to the work of ensuring traffic safety information. 2. Department of Transport

3. Provincial Police

b) Assume the prime responsibility for, and coordinate with the Department of Health, the Department of Transport and other sectors and localities in, applying modern technology in making statistics and building a database of handling traffic safety violations and accident data, traffic at the scene, accident and injury data of emergency and treatment facilities for traffic accident victims; connect and share with the data system of vehicle registration, vehicle registration, and driver's license issuance in the whole province.
c) Regularly open training courses to improve the capacity, qualifications, awareness and moral qualities of law enforcement forces on the work of ensuring traffic order and safety. Strengthen the implementation of technology solutions to effectively monitor the performance of tasks of functional forces when patrolling, controlling and handling violations of traffic safety regulations.
d) Applying modern technology in inspection, examination, patrolling, control and handling of violations; in which, focusing on investing in building a camera system to apply automatic technology to identify and detect violations on the national highway system, in urban areas and on key and arterial roads.
d) Regularly and continuously carry out thematic patrol, control and handling of violations, focusing on handling the acts that cause traffic accidents.
e) Continue to modernize means and equipment to serve inspection, patrol, control and handling of violations by law enforcement forces in the field of road traffic safety assurance.
4. Department of Health
a) Statistics of data on the number of deaths and injuries from traffic accidents who are treated at medical facilities; coordinate with the provincial police in building and perfecting the database system on road traffic accidents.
b) Continue to review, establish new medical emergency stations or improve the capacity of existing medical facilities, ensure the ability to respond to traffic accidents according to regulations, respond 24/24h at the emergency stations in district general hospital; at the same time, build a modern information network, ensuring the ability to reach victims within 30 minutes from the time of receiving emergency request information.
c) Promote the application of science and technology in building the 115 medical emergency system in the whole province; at the same time, develop a model of a team, a volunteer group that provides first aid for traffic accidents by motorcycles and mopeds.
d) Presiding over and coordinating with the provincial traffic safety committees to strengthen training in knowledge and first aid skills for traffic police, traffic inspectors, drivers, volunteers and road users, people living along the roads.
5. Department of Education and Training and Department of Labor - Invalids and Social Affairs
a) Take charge and cooperate in researching and applying the contents, forms and methods of teaching traffic safety law in schools by experiential activities from all levels, focusing on educating awareness about traffic safety from preschool to form a "traffic culture" lifestyle from this age group. Strengthening coordination between families and schools, functional forces, mass organizations and socio-political organizations in educating and reminding students to voluntarily abide by the law on traffic safety.
b) Select content, integrate traffic safety education into the main curriculum, experience activities for students of high schools, students of universities, colleges and vocational schools, especially for students majoring in pedagogy.
6. Department of Information and Communications
a) Presiding over the implementation of Decision No. 1317/QD-TTg dated August 28, 2020 of the Prime Minister approving the Project on Propaganda on traffic safety on mass media and information systems basis.
b) Strengthen the application of science and technology in the propagation, dissemination and education of the law on traffic safety through information technology platforms such as the internet, social networks, smartphones, especially by visual tools, game applications. Organize the application of traffic safety manuals and handbooks on highways, rural roads.... in the form of applications on smart mobile device platforms.
c) Develop radio programs suitable to the characteristics of regions, religions, in languages of many ethnic groups for communication at the grassroots, broadcast on the loudspeaker system of the establishment, together with the question column, traffic safety responses; continue implementing "Traffic Safety Year", "Traffic Safety Month" and propagandize on Tet, festivals according to specific topics in localities.
7. Department of Culture and Sports
Assume the prime responsibility for, and coordinate with relevant agencies in, promoting the propagation and dissemination of traffic cultural criteria and behaviors among all classes of people in the province by traditional cultural forms (promoting visual, mobile radio, cultural performances, etc.).
8. Department of Construction
a) Assume the prime responsibility for, and coordinate with departments, agencies, and People's Committees of districts and cities in managing urban planning and construction, ensuring traffic connections, traffic safety works, and accessibility for the public. people with disabilities and safety for vulnerable road users; ensure that large construction works when directly connected to urban roads, national highways and provincial roads do not cause traffic jams and traffic accidents.
b) Assume the prime responsibility for, and coordinate with the Department of Transport and People's Committees of districts and cities in, inspecting and handling violations of regulations on planning and construction on road traffic safety corridors.
9. Department of Finance
a) Review, propose and advise the Provincial People's Committee to coordinate with relevant ministries and branches in formulating and completing regulations in order to create favorable conditions to attract investment capital from all economic sectors under many different economic conditions, form of domestic and foreign investment, ensuring sufficient funding for traffic safety assurance to realize the objectives of this Action Plan.
b) Coordinating with the Department of Transport, People's Committees of districts, towns and cities in appraising the cost estimate, advising the Provincial People's Committee to arrange funding for the implementation of the Plan to ensure traffic order and safety for the provinces according to regulations on budget decentralization.
10. Department of Planning and Investment
a) Assume the prime responsibility for, and coordinate with the Departments, departments, branches and People's Committees of districts, towns and cities in formulating provincial planning, ensuring consistency in traffic safety objectives in the provincial plans and other traffic safety measures, plan of specialized technical nature related to the field of transport in accordance with the provisions of the Law on Planning and relevant legal provisions.

To assume the prime responsibility for, and coordinate with relevant units in, inspecting, controlling and preventing the production, trading and circulation of products, spare parts and components of means of transport, helmets for riders, fake motorcycles, mopeds... that do not meet quality standards on the market.
12. Department of Science and Technology
a) Cooperate with the Department of Transport and the Provincial Police in deploying the application of a system of national technical standards and regulations on transportation databases and intelligent traffic systems; system of monitoring and sanctioning administrative violations of traffic order and safety.
b) Coordinate with departments, agencies and sectors in implementing legal documents related to the application of achievements of the Fourth Industrial Revolution in ensuring road traffic safety.
13. Provincial Military Command, Provincial Border Guard Command
a) Assume the prime responsibility for propagating, disseminating and educating the law on traffic safety to military personnel, defense workers, and employees in the army.
b) Organize the management and use of military means of transport; military driving training and testing; inspection of technical safety and environmental protection of military vehicles - machines.
c) Strengthen patrolling, control, and maintain the observance of the law, the commandments, and the army's charter for military vehicle drivers when participating in traffic.
14. Proposal to the Vietnam Fatherland Front Committee and provincial mass organizations
a) Coordinate in propagating and disseminating the law and obeying the law on traffic order and safety into regular activities of mass organizations, socio-political organizations, and religious organizations; consider the observance of the law on traffic order and safety as a criterion for assessing the quality of mass organizations, officials, public servants, public employees, union members and members.
b) Strengthening propaganda and mobilizing people (especially in urban areas) to use public passenger transport, contributing to reducing traffic congestion and traffic accidents.
15. People's Committees of districts, towns and cities
a) Based on this Action Plan, develop an implementation plan suitable to local conditions.
b) Regularly pay attention to the maintenance and repair of roads and bridges of traffic routes that have been decentralized under management. Coordinate with functional forces of the province to strengthen the management of traffic safety corridors, resolutely handle acts of encroachment and re-encroachment for illegal business, trading and construction, spontaneous market meeting on the road.
c) Direct the functional forces to organize patrols and checks on the traffic declarations assigned to them; and at the same time manage and supervise business vehicles transporting students and workers, in order to promptly detect and strictly handle violations of traffic order and safety for education and deterrence.
d) Take responsibility before the Provincial People's Committee if traffic accidents in the area under management increase.
Above is the Action Plan to implement the National Strategy on ensuring traffic order and safety in the period of 2021 - 2030 and a vision to 2045 in Ba Ria - Vung Tau province. During the implementation process, if there are any difficulties or problems, the units and localities shall report to the Provincial People's Committee (through the Provincial Traffic Safety Board) to adjust and supplement accordingly, ensuring safety, ensure the achievement of the objectives and tasks set out in the Plan.
