Implementation plan of program on supporting development of labor market until 2030 in Tuyen Quang province

Implementation plan of program on supporting development of labor market until 2030 in Tuyen Quang province

I. Purpose, requirements
1. Concentrating resources to realize the "dual goal" of disease prevention and recovery, socio-economic development, creating new jobs for workers, reducing unemployment and using them effectively working time to improve labor productivity; continue to shift labor structure to contribute to new rural construction; restructuring the agricultural sector, improving the quality of human resources, meeting the needs of industrialization and modernization of the province.
2. Strengthening the centralized management and administration of authorities at all levels; close coordination between departments, branches, agencies and units, promoting economic growth, improving people's lives in parallel with sustainable poverty reduction, vocational education associated with job creation, ensuring Social Security.
3. Assign specific responsibilities, suitable to the functions and tasks of the departments, agencies, agencies and units associated with the periodic inspection, monitoring and evaluation of the implementation.
II. Target
1. Overall goal
Continue to effectively implement mechanisms and policies to develop vocational education, develop human resources with vocational skills, creativity, and adaptability to the working environment in the context of international integration; ensure improvement of productivity and quality of labor; create conditions for learners after completing the course to be able to find a job, create their own job or study to a higher level. Encourage employers to participate in the process of education, training, and vocational education.
Creating an attractive and favorable investment and business environment, mobilizing and effectively using resources to promote socio-economic development in order to create better jobs for employees, and shift labor structure of working towards gradually reducing the proportion of employees working in the agriculture, forestry and fishery sectors, gradually increasing the proportion of workers working in industry, construction and services.
2. Specific goals
2.1. Increase the number of workers with skills in line with labor market needs
- By 2025, the proportion of trained workers with degrees and certificates will be 30% and by 2030, the rate of trained workers with degrees and certificates will be about 40%.
- 100% of trainees participating in training at vocational education institutions have information technology skills1.
2.2. Create better jobs for workers
- The general unemployment rate is below 2%, the urban unemployment rate is below 3%2.
- In 2025, the proportion of laborers working in agriculture will be about 42% and around 35.5% in 2030.
- The average growth rate of social labor productivity in the period 2021-2030 is about 7%/year.
2.3. Reduce the proportion of young people who are unemployed, not in school or not in training
- Striving to reduce the rate of youth who are unemployed, not attending school or not receiving training to less than 8%.
- Maintain the urban youth unemployment rate at a low level of less than 7%, the rural youth underemployment rate below 6%.
2.4. Ensure a safe working environment for employees
In 2025, the proportion of workers of the age group participating in social insurance will be about 45% and by 2030, the proportion of employees of the age group participating in social insurance will be about 60%; in which farmers and informal sector workers participating in voluntary social insurance will account for about 5.5% of the working-age workforce by 2025 and about 7.5% of the working-age workforce in 20305.
2.5. Investment, development of job transactions, labor market information system
- By 2025 and 2030, 100% of high school graduates will be career-oriented.
- In 2025, 25% and in 2030, 30% of employees will be consulted and introduced by the Employment Service Center to get a job.
III. Tasks, solutions
1. Completing institutions, policies and laws in a synchronous and unified manner so that the labor market develops in a modern direction
- Review, propose amendments, and develop relevant legal documents on labor supply - demand, labor supply - demand connection to be consistent with the laws of the labor market and in line with the laws of the labor market and legitimate interests of employees and employers under the direction of the Government and the guidance of the Ministry of Labor, War Invalids and Social Affairs.
- Organize the effective implementation of programs, plans and schemes to support job creation and participation in the labor market for specific labor groups (people with disabilities; ethnic minority workers; laborers), rural areas; students, new graduates from universities and the system of vocational education institutions) under the guidance and implementation of the Ministry of Labor, War Invalids and Social Affairs.
- Implement the implementation of legal documents on the Labor Code; Social insurance law; Law on Vocational Education; Employment Law; Law on Vietnamese workers working abroad under contracts; Law on Occupational Safety and Health and guiding documents related to labor market development to raise awareness of employers and employees about the labor market.
2. Supporting the development of labor supply and demand
- Implement training programs, fostering vocational skills before going to work for new graduates; training programs to improve skills for employees in the working process in accordance with the specific characteristics of each type of worker under the guidance and implementation of the Ministry of Labor - Invalids and Social Affairs. Encourage employers to participate in the process of education, training, and vocational education.
- Improve the effectiveness of tools to monitor, evaluate and recognize occupational skills according to national standards so that employees are evaluated and recognized, reflecting the actual working capacity of the College of Vocational Engineering - Technology Tuyen Quang.
- Organize the implementation of training programs, fostering labor skills under the guidance of the Ministry of Labor, War Invalids and Social Affairs, based on vocational skills standards, applying digital science and technology; research and develop policies to support training and improve vocational skills for specific groups of workers. Encourage the organization of short-term training courses on digital skills in a regular and flexible form for employees.
- Encourage enterprises, business associations and cooperatives to participate in the process of innovation, improve the quality of education, training, and vocational education to meet the needs of the labor market and promote development of tourism, services, smart agriculture.
- Continue to review and recommend to simplify procedures for converting business households into enterprises; adopt policies to support businesses in tax collection, payment and refund to improve the effectiveness of support for businesses converted from business households.
3. Supporting the development of labor market information system, connecting labor supply - demand
3.1. Completing the labor market information system as the basis for connecting labor supply and demand
- Review and recommend to improve institutions, processes and methods to organize the collection, update, storage and synthesis of data, analysis and forecast of labor market information according to the guidance of the Ministry of Labor - Invalids and Social.
- Coordinating in implementing solutions to digitize and update employee data; centralized data storage and management at provincial, regional and central levels; having connection and sharing with database of population, business registration, social insurance under the direction and guidance of the Ministry of Labor, War Invalids and Social Affairs.
- Invest in and upgrade infrastructure and equipment for data collection and storage, analysis, exploitation and forecasting of labor supply and demand for management, analysis, and distribution requirements. Sharing and disclosing information on the labor market for the Provincial Employment Service Center.
- Continue to promote the use and application of information technology in counseling, job placement, vocational training, and unemployment insurance policy settlement in order to meet and improve the quality of service to the people and enterprise.
3.2. Continue to effectively implement the goal of the Project "Vocational education and student stream orientation in general education for the period 2018-2025" in the province according to Plan No. 136/KH-UBND dated 31 December 2019 of the Provincial People's Committee.
3.3. Planning and developing an employment transaction system
- Developing the Employment Service Center as a place to conduct job transactions, connect information, analyze and forecast the province's labor market, towards connecting regions and localities across the country. Formulate and submit to competent authorities for approval the Employment Service Center's job placement scheme according to regulations.
- Actively approach and apply new and appropriate scientific and technological solutions to improve the efficiency of job transaction activities in the province; participate in the development of tools (software, sets of criteria and standards when guided by the Central Government) for general management of employment services.
- Pay attention to training, retraining and capacity building for employment service staff in terms of knowledge and skills in collecting, processing and exploiting labor market information for private sector, job counseling and referrals. Striving for the period of 2021-2025, about 41 thousand people will be consulted and introduced to jobs, of which 25% will have jobs after counseling.
- Review and evaluate the existing facilities of the Employment Service Center in order to determine the investment needs of the Central Government to ensure the organization of connecting the supply and demand of professional and current workers.
4. Support the development of safety nets and insurance
- Continue to thoroughly understand, disseminate and concretize the goals of Action Program No. 24-CTr/TU dated August 3, 2018 of the Provincial Party Committee to implement Resolution No. 28-NQ/TW dated 23/23 5/2018 The Seventh Conference of the 12th Party Central Committee on reforming social insurance policies to cadres, civil servants, public employees and people in the province.
- Promulgate the operation regulation of the Steering Committee for the implementation of social insurance and health insurance policies in the province of Tuyen Quang to advise and assist the Provincial People's Committee to direct branches, levels and organizations, society fulfills the targets and tasks on social insurance and health insurance in the province. Propagating and raising awareness about access to social insurance, health insurance and unemployment insurance services for employees to ensure people's lives and maintain production.
- To promote the role and activities of Labor Confederations at all levels, Provincial Business Associations, Union of Cooperatives to develop members, connect, share and exchange information among employees working in the same company, production and business fields; improve the effectiveness of the protection of labor rights.
- Actively participate in reviewing, recommending and proposing to the Government, relevant ministries and branches when developing and implementing a mechanism to provide information and legal advice services to employees when necessary.
- Promote the implementation of propaganda, introduce, provide information on the form, mode, contribution rate and entitlement to social insurance, unemployment insurance and health insurance for employees; Especially participating in voluntary insurance. At the same time, continue to review and propose to simplify necessary administrative and legal procedures for employees participating in voluntary welfare programs.
- Carry out preliminary review, review and assessment of the results of implementation of social security and social insurance policies in the province according to the action programs and plans of the province that have been issued.
5. Support to connect domestic and foreign labor markets, develop specific labor markets
- Implement the system of certification of occupations and occupational skills according to international standards to support workers to participate in domestic and foreign labor markets according to regulations.
- Implement the implementation of policies of the Central Government to support the development of specific labor markets, especially the development of the labor market in rural areas, ethnic minorities, and the high-skilled labor market. . Integrating the implementation of a number of policies and targets on labor and employment in the Sustainable Poverty Reduction Project for the period 2021-2025, with a vision to 2030.
6. Improve the efficiency of the organization and operation of the labor market
- Continue to improve the effectiveness of the state management of employment and the labor market, improve the quality and performance of the Employment Service Center in the direction of unity and clarity on the functions and tasks as prescribed.
- Propagating, disseminating and raising awareness about labor laws, labor relations and the responsibilities and benefits of social partners in improving the quality, efficiency, productivity and competitiveness of enterprises.
- Strengthen the inspection, examination, and sanction for violations of labor laws, especially on signing labor contracts, paying social insurance, other social security regimes and other social welfare for workers.
IV. Implementation cost
State budget sources according to the provisions of the Law on State Budget, the Law on Public Investment and documents detailing the Law; sources of socialization, income from employment services according to the provisions of law; sources from the Unemployment Insurance Fund according to the provisions of the law on unemployment insurance and other lawful sources.
V. Implementation organization
1. Department of Labor - Invalids and Social Affairs
- To assume the prime responsibility for, and coordinate with relevant agencies in, propagating and implementing the plan; review, evaluate and propose amendments and supplements to the Employment Law and the Law on Social Insurance; Law on Vocational Education and relevant legal documents when there are directing documents; research and advise the Provincial People's Committee to promulgate mechanisms and policies to support workers to work abroad under contracts.
- Organize the implementation of the Vocational Education - Employment Plan of Tuyen Quang province for the period of 2021-2025. Advising on the planning of a network of vocational education institutions integrated in the Master plan of Tuyen Quang province for the period 2021-2030, with a vision to 2050. Implement the system of vocational certification, vocational skills and assessment organizations skills of workers in accordance with the requirements of the labor market and the Fourth Industrial Revolution.
- Coordinating with the Department of Education and Training, the People's Committees of districts, cities and high schools to organize vocational education programs and orientation for general education students.
- Directing the implementation of consultancy activities, job introduction, organization of job transaction sessions, labor supply in the province; perform the function of connecting information between employees and users to create jobs for workers in the province. Improve the efficiency and quality of counseling and job introduction by gradually increasing the number of employed workers after counseling. Effectively implement the policy of unemployment benefits for employees.
- Timely advise and propose to the Provincial People's Committee plans, tasks and solutions on the implementation of social insurance reform policies; Social security policy; assume the prime responsibility for, and coordinate with relevant departments, branches, agencies and units in organizing inspection and supervision; monitor, urge, summarize and report to the Ministry of Labor, War Invalids and Social Affairs and the Provincial People's Committee on the results of the implementation of the Plan according to regulations.
2. Department of Education and Training
- Organize the effective implementation of Plan No. 136/KH-UBND dated December 31, 2019 of the People's Committee of Tuyen Quang province on the implementation of the Project "Vocational education and orientation for student flow in general education through the period 2018-2025” in Tuyen Quang province.
- Implement solutions to improve the quality of cultural teaching at lower secondary and high school levels according to the continuing education program, creating favorable conditions for students to learn between training levels and to higher education levels. ; fully and promptly implement policies to support students after graduating from secondary school to study at vocational institutions, provincial continuing education and career guidance centers, and vocational education and continuing education centers.
3. Department of Planning and Investment
Assume the prime responsibility for, and coordinate with the Department of Labor, War Invalids and Social Affairs and other departments, agencies, and People's Committees of districts and cities to implement activities to encourage business households to switch to operating under business model; effectively implement the Project on human resource development in Tuyen Quang province for the period of 2021-2025, with a vision to 2030, promulgated according to Decision No. 474/QD-UBND dated August 12, 2021 of the Provincial People's Committee.
4. Department of Finance
Coordinating with relevant departments and branches in appraising the cost estimates for implementation of the Plan assigned by competent authorities, advising the Provincial People's Committee to arrange funding for the implementation of the Plan in accordance with the budget capacity and in accordance with the State Budget Law.
5. Department of Health
To assume the prime responsibility for, and coordinate with relevant departments and branches in, effectively implementing regulations on health insurance; administrative reform to attract people's participation in health insurance. Report on assessment, preliminary and final review of the implementation of the Plan, report to the Provincial People's Committee according to regulations.
6. Department of Information and Communications
- Orienting press agencies in the province to strengthen information and propaganda work in the media, electronic information sites (websites), newsletters of state agencies and mass organizations, enterprises to support the development of the labor market until 2030 in the province.
- Guide and implement programs, projects and plans to improve skills in information technology application in agencies, units and educational, vocational and higher education institutions. . Report on assessment, preliminary and final review of the implementation of the Plan, report to the Provincial People's Committee according to regulations.
7. Provincial Social Insurance
- Coordinating with relevant departments and branches and districts and cities in formulating plans to implement targets for developing social insurance participants, health insurance coverage rates; coordinate to report to the Provincial People's Committee to submit to the Provincial People's Council to assign targets for each year and period to districts and cities for implementation by 2030.
- Promote reform of administrative procedures, application of information technology in professional activities; communicating and sharing data with agencies and organizations; implementing level 4 online public services in the field of social insurance and health insurance. Report on assessment, preliminary and final review of the implementation of the Plan, report to the Provincial People's Committee according to regulations.
8. Provincial Statistics Office
- Organize surveys and statistics on labor and employment indicators and criteria in the province according to regulations. Research and propose to the General Statistics Office, the Provincial People's Committee on the organization of surveys, need to provide data to the district and commune levels to meet the actual local requirements. Timely announce the results of surveys or provide quarterly and annual data so that agencies and units have a basis to evaluate the socio-economic development targets and tasks of the province and of the province. 9. People's Committees of districts and cities
- Develop and organize the implementation of the Plan with solutions and measures suitable to local actual conditions; allocate budget and human resources to implement the Plan.
- Coordinating the organization of vocational education programs and orientation for general education students; improve the efficiency and quality of counseling and job introduction by gradually increasing the number of employed workers after counseling; coordinate in organizing employment and labor supply sessions in the locality; perform the function of connecting information between employees and users to create jobs for employees.
- Develop and implement a plan on targets for developing social insurance participants and health insurance coverage rates, contributing to the achievement of social insurance and health insurance targets to 2030.
- Synthesize and evaluate the results of the implementation of the objectives of the Plan; periodically report to the Provincial People's Committee (send it to the Department of Labor, War Invalids and Social Affairs to summarize) the situation and results of the implementation of the Plan before December 10 every year.
10. Request the Fatherland Front Committee and provincial socio-political organizations
- According to their functions and tasks, continue to closely coordinate with relevant levels and branches in propagating and mobilizing people from all walks of life to actively participate in the implementation of the Party's guidelines and guidelines, policies and laws of the State on labor and the labor market, associated with the campaign "All people unite to build new rural areas and civilized cities".
- Provincial Labor Confederation:
Assume the prime responsibility for, and coordinate with the Department of Labor - Invalids and Social Affairs, relevant departments and branches to develop essential services for workers, especially workers in industrial parks according to implemented by the Vietnam General Confederation of Labor.
To assume the prime responsibility for propagating and guiding trade unions at all levels to coordinate and participate with employers, heads of agencies and units in formulating and well implementing grassroots democracy regulations; training, fostering and training to improve negotiation and dialogue skills for grassroots trade union officials, contributing to building harmonious, stable and progressive labor relations in enterprises.
Requesting relevant departments, departments, branches, agencies, units, People's Committees of districts and cities to urgently implement the Plan. In the course of implementation, in case of arising difficulties or problems beyond their competence, promptly report them to the Provincial People's Committee (through the Department of Labor, War Invalids and Social Affairs to summarize) for direction and settlement.
