I. Viewpoints
1. To invest in developing marine aquaculture (hereinafter referred to as: mariculture) into a large-scale commodity production industry, making important contributions to output, value and production structure transformation in the entire fisheries industry, in which enterprises are the core force to invest in developing industrial-scale mariculture in remote seas.
2. Applying advanced and modern science and technology, developing high-quality human resources and investing in synchronous infrastructure are the basis for creating a breakthrough in marine aquaculture development.
3. Developing marine aquaculture in association with innovation and reorganization of production in line with market orientation, building a value chain throughout for each product and product group in order to enhance added value; develop technologies for raising, harvesting, preserving, transporting and deep processing to create quality, value-added products to meet the requirements of the consumer market.
4. Develop mariculture in the direction of efficient use of marine resources, proactively adapting to climate change; organize production in harmony with the activities of other economic sectors at sea; combined with building a strong defense and security posture at sea, firmly participating in the defense of national sovereignty over the country's seas and islands.
II. Objectives
1. Common objectives
To develop marine aquaculture into a large-scale, industrial, synchronous, safe, efficient, sustainable commodity production industry and protect the ecological environment; create branded products, meet the needs of domestic and export markets; creating jobs, improving socio-economic conditions and raising incomes for coastal communities; contribute to the protection of security and defense of the country's seas and islands.
2. Specific objectives
a) By 2025
Sea farming area reaches 280,000 ha, cage volume is 10.0 million m3; marine aquaculture production reached 850,000 tons, of which:
- Aquaculture near the shore: 270,000 ha (20,000 ha inshore, 250,000 ha in tidal flats and inland), the volume of cages reaching 8.0 million m3; aquaculture production reached 750,000 tons (sea fish: 60,000 tons, lobster: 3,000 tons, other crustaceans: 57,000 tons, mollusks: 460,000 tons and seaweed: 170,000 tons).
- Offshore marine farming of 10,000 ha; cage volume reached 2 million m3; production reached 100,000 tons (sea fish: 60,000 tons, other crustaceans: 10,000 tons, mollusks: 20,000 tons and seaweed: 10,000 tons).
The value of export turnover reached 0.8 - 1.0 billion USD.
b) By 2030
Sea farming area is 300,000 ha, cage volume is 12.0 million m3; aquaculture production reached 1,450,000 tons:
- Aquaculture near shore: 270,000 ha (20,000 ha inshore; 250,000 ha in tidal flats and inland), cage volume of 8.5 million m3; aquaculture production reached 1,110,000 tons (sea fish: 80,000 tons, lobster: 5,000 tons, other crustaceans: 75,000 tons, mollusks: 550,000 tons and seaweed: 400,000 tons).
- Offshore aquaculture of 30,000 ha; cage volume reached 3.5 million m3; Output reached 340,000 tons (sea fish: 120,000 tons, other crustaceans: 20,000 tons, mollusks: 100,000 tons and seaweed: 100,000 tons).
The value of export turnover reached 1.8 - 2.0 billion US dollars.
c) Vision to 2045
Our country's marine farming industry reaches an advanced level with modern management methods. The marine aquaculture industry has become an important part of the seafood industry, contributing over 25% of total output and export value of over 4 billion USD.
III. Contents, tasks
1. Development and application of science and technology for marine aquaculture
- Researching and perfecting the technological process of producing high-quality feed and breeding stock, solutions for disease prevention and treatment, farming technology, harvesting and product preservation technology in marine aquaculture.
- Developing science and technology in the supporting industry for marine aquaculture, focusing on cage production technology, logistics services, automatic environmental monitoring equipment, intelligent feeding systems and other related techniques and technologies to promote development.
- Research, develop and apply automation technology, artificial intelligence, digital transformation, build database to manage, operate and monitor marine farming activities.
2. Synchronous development of infrastructure system for marine aquaculture
- Review and evaluate the current status and needs of the infrastructure system to serve the development of marine aquaculture as a basis for investment and production.
- Investment in synchronous and modern technical infrastructure for the development of offshore mariculture, including essential infrastructure items in the hatchery production area for mariculture, the marine aquaculture area and supporting marine aquaculture, automatic marine environmental monitoring system, etc..
- Forming logistics service fleets serving marine aquaculture in the direction of multi-function, from transporting seeds and feed to harvesting, preliminarily processing and preserving post-harvest products.
3. Development of seed production for marine aquaculture
- Develop a research system including facilities and human resources for seed production for marine aquaculture.
- Invest in building a system of production and transfer of breeders for marine aquaculture to meet the demand for quantity and quality, especially marine species with economic value and potential for scale expansion, commercial farming and consumer markets (microalgae, ornamental fish, ornamental creatures,...).
- To strictly manage the exploitation of seed sources for a number of marine species that depend on natural seed sources to ensure that they do not infringe on resources and develop sustainably.
4. Development of a feed production system for marine aquaculture
- Research and develop feed formulations and ingredients suitable for each species and stage of development, especially the juvenile stage of marine aquaculture species.
- Building concentrated food production zones, associated with fishery logistics service areas and concentrated marine farming areas; to take the initiative in domestic production with sufficient quantity and quality assurance for seed production and commercial farming.
5. Development of marine aquaculture by region
a) Development of near-shore marine aquaculture
- Objects to be raised and planted: Priority is given to the development of objects with consumer markets and competitive advantages: Marine fish; crustacean group; mollusk group; group of seaweed, seaweed; ornamental creatures and other marine aquaculture objects of economic value.
- Method of raising and planting: Applying the industrial farming method, giving priority to the development of multi-species farming models suitable for each ecological region and environmental capacity, associated with the protection and development of resources and co-management in intertidal areas, lagoons, coastal mangrove forests.
- Cultivation and cultivation areas:
+ Provinces/cities from Quang Ninh to Ninh Binh: Continue to build the Hai Phong - Quang Ninh area into a center for marine aquaculture, associated with a large fishery center; focus on marine aquaculture development in the provinces associated with marine conservation and national tourism. To build concentrated mollusk seed production areas to meet the demand for mollusk seed for the region and the whole country.
+ Provinces/cities from Thanh Hoa to Binh Thuan: Developing marine aquaculture in association with seafood processing, logistics services and aquaculture development infrastructure. Developing marine aquaculture in provinces with favorable conditions. To develop the production of marine fish, seaweed, seaweed, and concentrated ornamental creatures. Building and operating a co-management model in effective and sustainable management and exploitation of lobster varieties.
+ Provinces/cities from Ba Ria - Vung Tau to Kien Giang: Focus on building and developing marine aquaculture in localities with favorable conditions; harmonizing marine aquaculture with services, marine eco-tourism, oil and gas, wind power, between the development of marine aquaculture and the development of the processing industry.
b) Developing offshore marine aquaculture industry
- Farmed species: To strongly develop the species with competitive advantages and large consumption markets in offshore waters; group of marine fish of high economic value, molluscs and other marine aquaculture objects of high economic value.
- Farming method: Industrial, modern, large-scale farming, ensuring food safety, protecting the ecological environment, adapting to climate change; using a system of cages and rafts with structures and materials suitable for each cultured species, resistant to weather fluctuations (big waves, high winds, storms).
- Farming areas: Forming offshore marine farming areas in key provinces such as Quang Ninh, Hai Phong, Quang Ngai, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan, Ba Ria - Vung Tau, Ca Mau, Kien Giang and some localities have favorable natural conditions.
6. Development of processing and commercialization of marine aquaculture products
- Applying advanced technology to the stages of harvesting, product preservation and transportation to reduce loss and increase product value.
- Develop a modern processing system associated with concentrated marine aquaculture areas to create value-added products, especially high-value products such as pharmaceuticals, functional foods, etc. derived from marine farming.
- Developing domestic and foreign markets for consuming marine aquaculture products through major distribution hubs in key markets.
IV. Some key solutions
1. Develop mechanisms and policies to attract investment and support the development of marine aquaculture.
Effectively apply existing policies to develop all stages in the whole marine aquaculture chain; review, amend and supplement policies related to marine aquaculture development to suit the actual situation.
a) About investment
- Invest in building essential infrastructure in concentrated marine farming areas, including: Service ports, technical infrastructure and equipment for operation; system of buoys, warning lights of the boundaries of marine farming areas.
- Invest in building essential infrastructure for potential marine seed production areas, including: water supply and drainage systems, wastewater treatment, pumping stations, dikes, roads, central power systems, technical infrastructure for rearing aquatic species at sea for seed production, technical infrastructure and equipment for administration and management.
b) Regarding support for marine aquaculture development
- Develop policies to attract enterprises to invest in offshore industrial marine farming, supporting industries, and product processing, applying advanced technology to create value-added products.
- Develop policies to support offshore marine aquaculture establishments and marine seed production establishments.
- Financial support to buy insurance in aquatic activities in accordance with the law.
- Support research, transfer and application of high technology in aquaculture at sea, harvesting, preserving and processing aquatic products.
- Support procedures for enterprises to invest in the development of large-scale, industrial and long-term marine aquaculture for the purpose of economic development; the land lease, water surface lease, and sea area assignment shall comply with the provisions of law.
- Support to convert the operating area of other economic sectors to develop marine aquaculture (with feasible and effective investment schemes, plans and production organization).
2. About production management and organization
- Organize the implementation of the Law on Fisheries 2017 and current regulations to ensure that marine aquaculture facilities operate in accordance with the provisions of the law.
- Reorganize production according to the product value chain, from seed, input materials, cage materials, commercial farming to product processing and consumption, in which enterprises purchase, process and consume The consumer plays the role of the linking nucleus and organizing the production chain.
- Reorganize small and scattered farming establishments in the form of participatory management of the community, focusing on the models of cooperative groups and cooperatives to enhance mutual assistance in production, product consumption and join hands to protect the environment.
- Forming enterprises and economic groups to synchronously invest in the development of offshore marine aquaculture.
- Forming a channel to provide market information, information on natural disasters, climate change,... to promptly inform aquaculture establishments at sea, in order to minimize risks in the production process.
- Develop a mechanism to link marine farming with activities of other economic sectors to take advantage of the infrastructure system and support production activities at sea; encourage businesses to operate in many fields at the same time: marine farming, tourism, oil and gas, wind power, shipping,...
- Manage and supervise units and enterprises implementing aquaculture projects using land and sea surface for the right purposes; coordinate among ministries and branches in appraising the allocation of land and sea surface for aquaculture, especially for foreign investors.
3. About varieties for marine farming
- Organize the collection, import, storage and protection of the original breed herd. Implement a research program to apply new technological achievements in domestication and breeding in order to continuously improve the quality of parent breeds. Socialize research activities and apply technology in seed production to produce and nurse in sufficient quantity, ensuring quality for commercial farming.
- Review and plan to prioritize research and select breeding for marine aquaculture in line with the general development plan of the whole country, in which focus is on groups of high economic value such as: group of marine fish (group fish/ grouper, sea bass/barramundi, pompano, cobia, snapper, sea bream, tuna, sardines...), molluscs (clams, oysters, tutu, blood cockles, green mussels, .. .), crustaceans (lobsters, sea crabs, crabs,...), techniques for seed production of seaweed (yellow thread seaweed, cartilaginous seaweed, marmalade, seaweed...), ornamental organisms and other objects for marine aquaculture.
4. About food for marine culture
- Socialize research on marine aquaculture feeds, with emphasis on supporting businesses and economic sectors to invest in research and development to produce feed for marine aquaculture. .
- While conducting research, importing technology, equipment and feed formulas for cultured subjects to transfer, research and gradually master feed production technology for hatchery production and commercial farming.
- Organize training and development of staff specializing in nutrition and food research for aquaculture, including marine aquaculture, to have sufficient resources to serve research and development of aquaculture products.
- Attracting domestic and foreign resources to develop the marine aquaculture industry with modern technology, advanced management, and close links with marine farms; ensure food products of high quality and reasonable price.
5. Technology of rearing, post-harvest preservation, processing, biotechnology and extension
- Research, apply and develop new technologies in marine aquaculture in order to create value-added products and reduce greenhouse gas emissions, protect the environment and develop green.
- Researching technology to grow microalgae, create large biomass to supply raw materials for food, pharmaceutical, cosmetic and biofuel production and apply in all aspects of people's daily life.
- Researching technology for harvesting, preserving and processing products, extracting micronutrients from marine aquaculture products and by-products from marine aquaculture, associated with analysis and assessment of market demand, market Consumer tastes of key markets, potential to develop suitable technology and processed products.
- Develop standards and regulations applicable to farming areas and subjects in the direction of safety and sustainability.
- Research and apply safety protection measures for cages and seafaring workers against unfavorable weather conditions (wind, storm,...).
- Organize propaganda, dissemination and awareness raising of organizations, business communities and people about the importance of marine aquaculture industry development; building and replicating successful examples in the marine aquaculture industry.
- Innovating and building training programs for industrial marine aquaculture, similar to the region and the world.
6. Regarding environmental monitoring, proactive disease prevention and adaptation to climate change
- Build and operate an environmental monitoring and warning system and proactive disease prevention; invest and apply the achievements of the 4th industrial revolution to management and production in concentrated marine farming areas, limiting risks, adapting to climate change, ensuring sustainable production development steady.
- Organize environmental impact assessment, environmental capacity in service of aquaculture at sea.
- Equip a communication system for all marine farming activities to promptly inform if there is an incident. Link and cooperate with forces and activities at sea to organize activities to relocate people and cages when there are incidents at sea to ensure safety and minimize damage.
7. About supporting industries and industrial marine farming services
- Associate with shipbuilding, oil and gas, chemical and mechanical engineering industries to develop and perfect the technology of producing cages and rafts suitable for each species of aquaculture, capable of withstanding waves, storms, Convenient for monitoring, care, management and harvesting.
- Prioritize the development of technology and fleet to transport live, high-value marine aquaculture products to the domestic market and to foreign markets such as Hong Kong, Singapore, Japan, Korea,...
- Developing industry for mariculture (cage monitoring equipment, automatic environmental monitoring equipment, intelligent feeding system...), associated with scientific and technological achievements of the Revolution 4th industrial network.
- Building a professional logistics and distribution system for marine products.
8. Regarding trade promotion, market development
- Applying the solutions in Decision No. 1408/QD-TTg dated August 16, 2021 of the Prime Minister approving the project on developing the seafood processing industry in the period of 2021 - 2030 to promote trade and development.
- Integrate trade promotion activities of marine products (fresh) or through processing into the Trade Promotion Program, expanding the general market for seafood products in the whole country.
9. About international cooperation
- Organize international cooperation activities to transfer science and technology to the design and materials of cages; seed production technology, feed, commercial farming, disease prevention and treatment and measures to adapt to climate change; training human resources for management, research and production for marine aquaculture; trade promotion, introduction of Vietnamese marine aquaculture products to regional and world markets.
- Participating in regional international organizations related to marine aquaculture to share regulations and guidelines on marine aquaculture to ensure the environment and resources.
V. Major investment and research projects
1. Group of technical infrastructure investment projects serving marine aquaculture
- Group of pilot projects for marine aquaculture on an industrial scale in the period of 2021 - 2025 in Quang Ninh, Phu Yen, Ninh Thuan and Kien Giang.
- Group of projects to invest in infrastructure and services in offshore concentrated marine farming areas in Quang Ninh, Ninh Thuan, Khanh Hoa, Phu Yen and Kien Giang.
- Group of projects to invest in infrastructure for seed production in service of marine aquaculture (mollusk seed in Quang Ninh; clam seed in Nam Dinh, Thai Binh; oyster seed in Ninh Binh; seaweed, seaweed, marine fish, creatures) landscape in Khanh Hoa, Ninh Thuan, Binh Thuan; marine fish in Kien Giang).
2. Group of science and technology projects serving all stages in the marine farming chain
- Research project on application of new technology in offshore aquaculture.
- Project on research and development of varieties for marine aquaculture.
- Project to develop seaweed and seaweed for export to 2030.
3. Group of projects on marine aquaculture management
- Investigate and evaluate the current state of mariculture in the country and identify potential areas for marine aquaculture development.
- Project on environmental monitoring and warning and disease prevention for marine aquaculture.
- Project on capacity building in marine aquaculture management.
BECAUSE. Project implementation cost
- Funding for the implementation of the Scheme is guaranteed from the state budget according to current regulations; from capital sources of enterprises, from sponsors and other lawful funding sources.
- Based on the assigned tasks in the Scheme, relevant ministries, branches and localities shall develop annual operation plans and make estimates of funding needs and submit them to competent authorities for approval in accordance with law on the state budget.
- The localities shall allocate local budgets and mobilize legal capital sources to carry out development activities and promote the development of marine aquaculture in their localities according to regulations.
VII. Implementation organization
1. Ministry of Agriculture and Rural Development
a) To assume the prime responsibility for, and coordinate with ministries, branches and localities in, implementing the Scheme; proactively integrate the objectives and tasks of the Scheme with national target programs and projects of relevant ministries, branches and localities in accordance with regulations on state budget, public investment and other projects.
b) Organize the formulation of implementation plans and make estimates of funding needs and submit them to competent authorities for approval in accordance with the law on state budget and public investment.
c) Organize the implementation, guide, check, supervise, preliminarily evaluate the results of the implementation every year, 5 years and 10 years review; promptly propose and submit proposals to the Prime Minister for decision on issues that arise, exceed his/her authority, supplement and adjust the Scheme and priority projects in accordance with practical conditions.
d) Develop and submit to competent authorities for promulgation mechanisms and policies to encourage and attract investment in all stages of the marine aquaculture production chain.
e) Review and finalize documents, regulations, standards and national technical regulations to effectively manage the value chain of marine aquaculture production, in line with reality and international integration.
2. Ministry of Science and Technology
To assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development in, formulating plans for the formulation and organization of a council for appraisal and publication of national standards according to regulations; coordinate in planning, reviewing, amending, supplementing or replacing or canceling national technical regulations; assume the prime responsibility for appraising draft national technical regulations according to regulations and contents of the Scheme. Prioritize allocating funds for science and technology to deploy contents related to research, application and development of technology for marine aquaculture.
3. Ministry of Industry and Trade
To assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development in, researching and implementing appropriate policies and solutions to develop the market and solve trade barriers for marine aquaculture products.
Coordinate with the Ministry of Agriculture and Rural Development in researching and timely providing information on the needs and tastes of marine aquaculture products of potential markets to develop orientations on production and aquaculture, processing and exporting marine aquaculture products suitable for the period 2020 - 2030, with a vision to 2045.
4. Ministry of Planning and Investment
To assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development in, balancing and allocating investment capital for development of projects under the Scheme in accordance with the Law on Public Investment and other provisions of law.
5. Ministry of Finance
Assume the prime responsibility for, and coordinate with the Ministries of Agriculture and Rural Development, the Ministry of Planning and Investment and relevant ministries and sectors in, summarizing annual recurrent expenditure estimates of the central budget and submitting them to competent authorities for approval according to the provisions of the Law on State Budget and documents guiding the implementation of the Scheme.
6. Ministry of Natural Resources and Environment
To assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development and localities in, formulating and submitting to competent authorities for approval the national marine spatial planning; environmental impact assessment in marine aquaculture; allocating marine areas for marine aquaculture activities according to current regulations.
7. Ministry of Labor - Invalids and Social Affairs
Assume the prime responsibility for, and coordinate with the Ministry of Agriculture and Rural Development, and the People's Committees of the coastal provinces and cities directly under the Central Government in formulating and organizing the implementation of vocational training and human resource development programs in service.
8. Ministry of National Defense, Ministry of Public Security
Closely monitor the implementation of projects and programs on aquaculture development at sea in accordance with the law; verifying security and order during the licensing process of marine aquaculture programs and projects with foreign elements; ensure security and order, maintain a peaceful environment, create favorable conditions for the development of marine aquaculture during construction and operation; natural disaster prevention and rescue.
9. Ministry of Foreign Affairs
Coordinating with the Ministry of Agriculture and Rural Development in researching, proposing and implementing the signing, joining and implementing the International Treaty on Fisheries Cooperation, providing information related to the promulgation of the Law on Fisheries Cooperation in implementation of international conventions and treaties on fisheries management in the field of marine aquaculture in the region and in the world; coordinate in handling issues related to offshore marine aquaculture.
10. State Bank of Vietnam
Continue to direct credit institutions to effectively implement current credit programs and policies to support agriculture and rural areas, including marine aquaculture, contributing to the implementation of Scheme.
11. People's Committees of coastal provinces and centrally-run cities
a) Based on the contents of the Scheme and the actual conditions of the locality, direct the organization to develop and submit to the competent authorities of the locality a plan to implement the Scheme and organize the implementation to ensure timely and effective implementation. .
b) Annually, allocate funds from the local budget and mobilize legal and regulated capital sources to organize the implementation of the contents of the Scheme in the locality.
c) Review and rearrange coastal marine aquaculture activities to match the contents of the Scheme and ensure harmony with local coastal economic activities.
12. Associations, Professional Associations
Coordinate with the Ministry of Agriculture and Rural Development in propagating, educating and disseminating to the business community and marine farmers the provisions of Vietnamese and international laws on farming, processing and exporting products. marine farming; participate in branding of marine aquaculture products, trade promotion activities, stabilizing and expanding consumption markets; organize a network to provide market information for the business community; participate in vocational training, transfer marine farming technology; support organizations and individuals to invest in development, organize marine aquaculture production according to the value chain, responsibly, with quality, efficiency and sustainability.
