Dong Nai province's sustainable agricultural development program for a period of 2021 - 2025 with a vision to 2030

1. Development viewpoints
a) Respect the laws of nature, avoid excessive interference in nature; efficient and rational use of natural resources and adaptation to climate change.
b) Integrated, multi-sectoral development, coordinated with regional and sectoral linkages in association with restructuring the agricultural sector and building new rural areas towards modernity and efficiency, maximizing potentials and benefits, position of the region; make the most of opportunities and advantages in the context of international economic integration to promote production development and expand agricultural product markets.
c) Building a multi-functional agriculture, both producing agricultural products and commodities, combining with the development of eco-tourism and creating a good landscape and environment for people; agricultural products must be produced according to GAP standards; applying high technology in all stages of the agricultural production process, from selecting, creating and producing seeds to the production and processing, preservation and consumption of agricultural products.
2. Development objectives
a) Overall objectives
Sustainable agricultural development on the basis of strong application of science and technology, innovation and increased labor productivity; harmonious development between economy and society, environmental protection, adaptation to climate change. Restructuring the agricultural sector in association with renovating the growth model and building new rural areas towards modernity; develop concentrated production areas of high-quality goods, meeting food safety standards. To focus on developing organic agriculture and high-tech application agriculture in association with the market; deep processing industry and agricultural services to enhance added value.
b) Specific objectives by 2025
- Economic:
- Cultivation: The average growth rate is 2.02%/year. By 2025: Production value will reach 17,192 billion VND; the proportion of production value of crop production in the total value of agricultural production reached 31.68%; output value per 1 hectare of arable land on average 150 million dong; rice area reduced to 45,000 ha, output 270,000 tons; fruit tree area reached 75,000 ha, output 1,500,000 tons with 500 ha certified organic; the area of industrial crops reached 86,000 ha with more than 143,000 tons, 630 ha achieved organic certification; vegetable cultivation area is 18,000 thousand hectares, the output is about 350,000 tons, the organic area is 200 hectares.
- Livestock production: The average growth rate in the period is 4-5%/year. By 2025: Livestock production value will reach VND 28,120 billion; the proportion of production value of the livestock industry in the total value of agricultural production reached 52%; stable pig herd of 2.5 million heads, live pork production by 2025 will reach 485,000 tons (equivalent to 364,000 tons of carcass); maintaining the chicken herd size from 22 to 25 million heads, chicken meat output reaching 183,000 tons (equivalent to 138,000 tons of carcass); poultry egg production reached 1,300,000 thousand; develop other valuable livestock and increase processed products; breeding certified for organic agriculture: 5,000 pigs, 200,000 poultry, 800 cows, about 100 tons of honey, 300 kg of oats.
- Fisheries: The average growth rate of fishery production value in the period is 4.7 - 4.9 %/year. By 2025, the production value will reach VND 2,955 billion; the value of harvested products/ha of aquaculture land reached 545 million VND; the proportion of production value of the fisheries sector in the total value of agricultural production reached 8.75%; maintaining and developing areas meeting VietGAP standards, forming 7-10 aquaculture zones meeting VietGAP standards with an area of 150 ha; to build organic aquaculture zones with a water surface area of 200 ha.
- Forestry: The average growth rate of forestry production value in the period is 2.7 - 2.9%/year. By 2025, the value will reach 2,595 billion VND; planted forest productivity reaches 22-25m3/year; export turnover of wood and forest products reached 2.00 billion USD; the proportion of production value of the forestry sector in the total value of agricultural production reached 7.6%.
- The value-added growth rate of the agricultural product processing industry reaches at least 8%/year; the growth rate of labor productivity in agriculture, forestry and fishery will reach at least 7%/year. By 2025, the proportion of value of products produced under good manufacturing process (GAP) or equivalent will reach over 25%; the rate of value of agricultural, forestry and fishery products produced in the forms of cooperation and association reaches 50%; the rate of value of agricultural products applying high technology must reach at least 50%; the rate of agricultural cooperatives operating effectively is at least 80%.
- Social: The quality of life of rural residents is improved, the per capita income in rural areas reaches 80 million VND/person/year. The rate of trained agricultural workers by the end of 2025 will reach at least 65%. The percentage of rural households using clean water according to national standards is 85%.
- About environment:
+ The percentage of agricultural production land area that is irrigated to save water by the end of 2025 will reach at least 40%; the rate of using groundwater for production decreased by 10% compared to 2020.
+ The percentage of livestock and poultry raising establishments that have waste and wastewater treatment systems that meet standards in accordance with regulations is 97%; 100% of livestock farms meet veterinary hygiene conditions.
+ The proportion of aquaculture land area with application of scientific and technical advances, modern and environmentally friendly technologies by the end of 2025 will reach over 30%; the rate of farmers raising whiteleg shrimp intensively applying CPF Combine technology or other modern shrimp farming technology is at least 25%. More than 10% of intensive aquaculture establishments apply advanced methods or technologies to treat wastewater and sludge in order to limit the increase in pollution of the natural water environment, contributing to enhancing resilience, recovery of natural ecosystems, meeting the quality requirements of environmental protection...
+ The rate of forest cover is maintained at 28.3%; the proportion of production forest area under sustainable management with certification by the end of 2025 will reach 35 - 40%; increase the area of 3,000 ha of production forest with FSC certificate of sustainable forest management.
+ Reduce the intensity of greenhouse gas emissions from agricultural production/agricultural GDP of the province by the end of 2025 to 20% compared to 2020.
c) Specific goals by 2030
- Economic:
+ Cultivation: The average growth rate in the period 2025 - 2030 will reach 2.1%/year. By 2030: The average output value per hectare of arable land is 200 million VND; rice area reduced to 40,000 ha, output 240,000 tons; the area of fruit trees reached 80,000 ha, with 600 ha achieving organic certification; the area of industrial plants reached 80,000 - 83,000 ha, with 1,200 ha of certified organic; vegetable cultivation area is 20,000 thousand hectares, with 250 hectares of which are certified organic.
+ Livestock sector: The average growth rate of livestock production value in the period 2026-2030 will reach 3-4%/year. By 2030: Livestock production value will reach VND 33,400 billion; stable pig herd at 2.5 million heads; chickens at 22-25 million heads; the proportion of meat of cattle and poultry slaughtered in industrial concentration reaches 100%; breeding certified for organic agriculture: 10,000 pigs, 500,000 poultry, 1,500 cows, about 300 tons of honey; 500 kg oats.
+ Fisheries: The average growth rate of aquaculture production value over the period is over 5.0 %/year. By 2030: The production value will reach VND 3,771 billion, the value of harvested products/ha of aquaculture land will reach VND 615 million; to build organic aquaculture zones with a water surface area of 500 ha; to attract investment in the construction of 01 - 02 factories for preliminary processing and processing of aquatic products, linking production with processing and consumption in order to increase the added value of aquatic products.
+ Forestry: The average growth rate of forestry production value in the period 2026 - 2030 is 2.8 - 3.0%/year. By 2030: the value will reach 2,855 billion VND, the productivity of planted forests will reach 25-30m3/year, the export turnover of wood and forest products will reach 2.8 billion USD.
+ Proportion of the value of products produced according to good manufacturing processes (GAP) or equivalent is over 30%. 70% of agricultural products, aquatic products, and processed foods use QR codes on Dong Nai province's food and agricultural product traceability system.
+ The growth rate and added value of the agricultural product processing industry will reach at least 7-8%/year; the growth rate of labor productivity in agriculture, forestry and fishery will reach at least 7%/year; the rate of value of agricultural, forestry and fishery products produced in the form of cooperation and association shall be at least 70%; the rate of value of agricultural products applying high technology shall be at least 70%; the rate of effective agricultural cooperatives is at least 90%.
- About society:
+ The quality of life of rural residents is improved, the average income per capita in rural areas reaches 108 million VND/person/year.
+ The rate of trained agricultural workers must reach at least 75%.
+ Scientific and technical training, especially for specialized staff, cooperatives/cooperatives in the field of fisheries on the application of digital technology, biotechnology in fisheries management, aquaculture, selection Breeding, diseases, nutrition, aquaculture environment by 2030, strive to reach about 20%.
- About environment:
+ The percentage of agricultural production land area that is irrigated to save water by the end of 2030 will reach at least 50%; the rate of using groundwater for production will decrease by 10% compared to 2025.
+ 100% of establishments raising, slaughtering and processing livestock products must have solutions to control the environment according to regulations, ensure that they do not pollute the environment, and effectively use waste sources for their needs, renewable energy production, insect breeding,...
+ The area of aquaculture land applying environmentally friendly scientific and technological advances reaches over 40%; About 20% of intensive aquaculture establishments apply technology to treat wastewater and waste before being discharged into the environment, increasing the resilience of the natural ecosystem.
+ The rate of forest cover is maintained at 28%; maintain the proportion of certified sustainably managed production forests by the end of 2025 at 35-40%.
+ Reduce the intensity of greenhouse gas emissions from agricultural production/agricultural GDP of the province by the end of 2030 to 10% compared to 2025.
3. Tasks and implementation solutions
a) Production organization
- Field of cultivation:
+ Applying high-yield, high-quality plant varieties and better resistant to climate change, reducing costs; strictly control the use of input materials. Renovate old industrial orchards and switch to high-yielding varieties suitable for export markets.
+ Applying sustainable farming methods, good agricultural production processes, organic agriculture, and circular agriculture.
+ Ensure sustainability and increase land use efficiency per unit area through intercropping with suitable crops.
+ Develop a project to develop concentrated agricultural production areas. Forming production organizations according to the linkage chain (horizontal, vertical), building and developing models linking production, processing and consumption of products. Ensure traceability, meet market requirements.
+ Apply scientific and technical advances to production, especially high technologies. Increase mechanization to reduce losses in agriculture.
- Livestock sector:
+ Using varieties with high yield and good disease resistance; giving priority to breeding stock to supply livestock demand in the province and localities throughout the country. Develop and implement the Program on development and production of livestock breeds to serve the restructuring of the agricultural sector in the period of 2021-2030 according to Decision No. 703/QD-TTg dated May 28, 2020 of the Prime Minister. Develop a project to improve the productivity and quality of cows and goats in the province.
+ Developing and implementing the program to support the application of good animal husbandry practices (VietGAHP) in the period of 2021-2025; plan to implement organic agricultural production in Dong Nai province in the period of 2020 - 2030; plans, programs and projects to implement the action plan of the Ministry of Agriculture and Rural Development to implement Decision No. 1520/QD-TTg dated October 6, 2020 of the Prime Minister approving the development strategy animal husbandry in the period of 2021-2030, with a vision to 2045. Implementation of the project "Traceability of essential food of animal origin in the area of Dong Nai province in the period of 2019-2020, orientation to 2025 ” was approved by the Provincial People's Committee in Decision No. 4238/QD-UBND dated November 10, 2020. Continue to build epidemic-free facilities and areas in the province; carry out disease surveillance and virus circulation in the province to proactively implement effective disease prevention and control measures. Implement the Plan No. 4153/KH-UBND dated April 20, 2021 of the Provincial People's Committee on the prevention and control of African swine fever in Dong Nai province, period 2021 - 2025; implement the Plan No. 4154/KH-UBND dated April 20, 2021 of the Provincial People's Committee on the prevention and control of foot-and-mouth disease in Dong Nai province, period 2021 - 2025.
+ Organize livestock production in the direction of large-scale farms and industries. Implement the project "Management of livestock and poultry farms in Dong Nai province in the period of 2019-2020, orientation to 2025" approved by the Provincial People's Committee in Decision No. 3866/QD - People's Committee October 21, 2020. Production in the form of cooperation and association such as THT, cooperative, especially for small livestock households; linking livestock production establishments with production and trading units of animal feed, purchasing, slaughtering and trading animals and animal products. Continue to build and expand the chicken meat export chain; building market chains inside and outside the province (in supermarkets, markets, collective kitchens, food processing enterprises), focusing on chains in Ho Chi Minh City.
+ Relocating livestock production facilities out of areas where animal husbandry is not allowed.
+ Management of livestock waste: Linking the management of the livestock environment and the total livestock herd. Manage waste and wastewater according to technical regulations. Propaganda and training on the implementation of environmental regulations; guide livestock farmers to apply effective environmental treatment measures such as: Applying measures to treat waste, wastewater, and livestock environment such as using biological buffers, biogas tunnels, construction works treatment of livestock wastewater, ensuring that wastewater treatment meets environmental standards,...; stocking density in accordance with regulations; handle dead, diseased animals and hazardous waste according to regulations; manage and use livestock waste as organic fertilizer and irrigation water for crops according to regulations.
- Fisheries sector:
+ Take advantage of the potential of water surface, diversify farming species, improve productivity and product quality in accordance with market requirements, in association with ecological environment protection. Stocking some valuable native aquatic species into natural water bodies to restore resources. Formulate and implement a plan to develop fisheries, protect, regenerate and develop aquatic resources in order to implement the Vietnam Fisheries Development Strategy to 2030, with a vision to 2045.
+ Develop and implement a plan to produce seafood according to VietGAP process, organic agriculture or other food safety production standards. Develop and implement a plan to develop giant freshwater shrimp and a number of aquatic species for export in the province in the period of 2021-2025, with a vision to 2030. Develop safe aquaculture and production areas.
+ To step up research, transfer and application of technical advances, especially varieties and biotechnology; strengthening the role of enterprises in transferring and applying science and technology in aquaculture production, such as: raising fish in cages on rivers and lakes with new materials, intensive fish farming in ponds applying digital technology, biotechnology, water-saving farming,... in key farming areas of the province.
+ Organizing aquaculture and fishing in association with community management model. Promote the economic development of farms, cooperative groups, cooperatives, attract businesses to invest in seafood in the form of linked production along the value chain associated with product consumption through economic contracts.
Application of information technology in production management. Investigate, monitor and evaluate aquatic resources, collect fishery information and data for sustainable fisheries development management. Strengthening the inspection, control and timely handling of violations in aquatic production activities; mining activities are prohibited; Mining practices destroy the habitat of aquatic species. Building a reasonable mining industry structure. Change mining occupations and other suitable occupations, reducing the intensity of exploitation. Training and fostering human resources for aquaculture development.
- Forestry: To be integrated in the Sustainable Forest Management Plan for the period of 2021 - 2030, specifically as follows:
+ Forest management: (1) Implement the planning of 3 types of forests, review and convert the area of protection forests into production forests; closely examine the change of land use purpose from forestry to another purpose, afforestation instead; monitoring forest and forestry land changes. (2) Implement the plan to contract forest land in association with the implementation of the project on assessment of contracted land and solutions for dealing with existing difficulties in forest contracting in the province. (3) Reviewing and implementing the procedures for granting certificates of land use rights for areas that have not been issued; implementation of relocation and resettlement projects.
+ Forest protection, forest fire prevention and fighting: Forest management, protection and sustainable development, capacity building for forest protection and management; promote the role and advantages of each type of forest on the basis of conservation, use, provision of services and sustainable development. Invest in infrastructure for fire prevention, improve the ability to control forest fires and the effectiveness of forest fire prevention and control. Strengthening the organization of fire prevention and fighting forces, ensuring good fire prevention and timely detection.
+ Nature conservation: Continuing to implement phase 2 of the Emergency Elephant Conservation Project in Dong Nai Province; completing the browser and implementing conservation project at Chua Chan mountain, Xuan Loc district; strictly manage wild animals and raise them.
+ Development and improvement of forest productivity and quality: Ensure 70% of forest seedlings are of the right quality and of clear origin. Implement the project of planting 1 billion trees of the Prime Minister. + Forest use, processing and trade: Implement the Project on Sustainable production and processing of forest products by 2025, with orientation to 2030; planning wood processing facilities, improving design technology, promoting market expansion, forming a supply chain for consuming wood and forest products, building sustainable raw material areas. Implement the policy of payment for forest environment services; It is expected that revenue from the supply of forest environmental services will reach an average of over 52 billion VND/year. Developing eco-tourism, inviting businesses to develop eco-tourism in the form of forest environment leasing in association with strengthening the management, protection and sustainable development of forest resources.
+ Programs, schemes and projects: continue to implement approved projects. Proposing the implementation of the project on building an information system serving forest patrol and protection in the province; Project on building a system to apply geospatial technology in management and monitoring of changes in forests and forestry land in Dong Nai province; Project on building an early warning and monitoring information system for forest fires in Dong Nai province.
b) Preservation, preliminary processing and processing
- Review, make statistics and evaluate the existing processing facilities in the province in order to assess the capacity scale, types of raw material products, post-processed products, raw material areas,...
- Continue to create favorable conditions to support enterprises and cooperatives to invest and expand establishments for preliminary processing, slaughtering and processing agricultural products in the locality. Calling for investment, building and putting into operation 02 agricultural product processing industrial clusters in the province (in Xuan Duong commune, Cam My district and in Phu Tuc commune, Dinh Quan district). Planning other non-agricultural land in concentrated agricultural production areas in the area to create conditions to invite enterprises and cooperatives to invest in preliminary processing of agricultural products.
- Training, guiding and supporting the application of advanced quality management systems (HACCP, ISO...) in fruit and vegetable processing establishments for export to ensure food quality and safety according to international standards economic.
- Implement traceability, build code base for packing agricultural products in the area.
- Encourage the development of deep processing of products participating in the One Commune One Product (OCOP) Program to increase product value. Promoting the role of the community in production, preliminary processing and processing of agricultural products.
- Strengthen inspection and quality control of agro-forestry-fishery products from production, preliminary processing, processing, preservation, to ensure food safety, strictly handle violations in accordance with regulations.
- Call for investment in agricultural product processing factories: Effectively implement the promulgated policies to encourage investment in processing and preserving agricultural products. Develop policies, schemes and projects to encourage and support enterprises to invest in modern technology, in deep processing, and to shift the product structure from simple processing to deep processing. Research, review and propose specific mechanisms to attract large enterprises, FDI enterprises - as the center connecting manufacturers and distributors along the value chain - to invest in background technologies in the field of technology, agro-forestry-fishery processing. Developing infrastructure in sync with the planning of agricultural production areas, creating an environment to attract businesses to invest in the logistics chain system.
c) Science and technology development
- Application of scientific and technical advances and hi-tech agriculture:
+ Continue to apply technical advances to improve production efficiency and increase the competitiveness of agricultural and aquatic products such as seed technology, materials, equipment, feed, and stables; microbiological technology for disease prevention, waste treatment and environmental treatment; fast and accurate testing methods to help detect and handle infectious diseases in livestock and aquatic products; replicate the model of high density white-leg shrimp farming under the CPF combine program to meet VietGAP standards.
+ Applying high-tech models with economic efficiency to crop production such as greenhouse technology, net house, preliminary processing, post-harvest preservation, sprinkler irrigation, drip irrigation, care, etc. .. application of Israeli technology, specifically as models for export (passionate, yellow-skinned dragon fruit, MD2 pineapple, Hass avocado); the model of growing vegetables in a net house, the model of growing pomelo, jackfruit, mango, durian, and banana with the application of a number of high technologies in production.
+ Develop and implement hi-tech agricultural projects on the List of hi-techs prioritized for development investment, List of high-tech products encouraged under Decision No. 38/2020/QD - TTg of the Prime Minister; supporting enterprises to implement hi-tech agricultural projects.
+ Developing an ecosystem of agricultural enterprises applying high technology in agricultural production and providing high-tech services; develop high-tech agricultural areas, support hi-tech agricultural enterprises to deeply participate in the global supply chain.
+ Funding for research activities, technology transfer, intellectual property rights, promoting close links between enterprises and science and technology organizations on transfer of ownership and use rights, results of research and technology development, investment in machinery and equipment, software, training, hiring of consultants, implementation of projects on trial production of high-tech agricultural products, application results of research projects, pilot production and high-tech agricultural application.
+ Promote international cooperation: Prioritize supporting Vietnamese science and technology organizations and enterprises in international cooperation activities for research, application and development of hi-tech agriculture in activities. Implementing programs and projects of cooperation in scientific research, exchanging experts, inviting foreign high-tech experts and overseas Vietnamese to participate in consulting, researching and performing the tasks of the Government.
+ Develop a project on digital transformation in agriculture to provide information, connect manufacturers with businesses, connect state management agencies with production, processing, and business organizations and individuals and consumers.
- Registration and protection of trademarks and trademarks of agricultural products:
+ Propagating and disseminating the law on intellectual property and related contents in many forms.
+ Encourage and support the building of trademarks, industrial designs, product traceability for agricultural products in the area, especially OCOP products.
d) Infrastructure development
- Irrigation system:
+ Continue to implement the irrigation planning of Dong Nai province to 2025 with orientation to 2035 approved by the Provincial People's Committee in Decision No. 4525/QD-UBND dated December 29, 2016; at the same time, reviewing and supplementing the Dong Nai province planning, according to which in the period of 2021 - 2025, investment in construction, repair, upgrading, and dredging of 75 irrigation works, additional area: 41,975 ha to irrigate, 39,550 to drain ha, water supply capacity is 23,700 m3/day.
+ Invest in and build irrigation works in the direction of multi-purposes to serve agricultural production, industry, and provide water for people's daily life; to prioritize investment in irrigation systems for concentrated aquaculture and water-saving irrigation for key crops; complete the existing system of irrigation works but has not been synchronized.
+ To perfect the organization and operation of the units managing and exploiting irrigation works; step by step transform the management and operation mechanism of irrigation works and services according to the market mechanism.
+ Improve the efficiency of management, exploitation and efficient use of irrigation works, especially water reservoirs, inter-district irrigation systems; repair, upgrade and complete the system of in-field canals, damaged and degraded works.
+ Consolidate the natural disaster prevention and control apparatus from the province to the districts and communes; formulating and implementing strategies and plans for natural disaster prevention and control at all levels; improve the efficiency of disaster risk management by applying modern technology in disaster forecasting, warning and prevention; promote combined structural and non-structural measures and improve communication capacity, community-based disaster management.
- Power system:
+ Accelerate the construction progress of works included in the basic construction plan to prevent overload and improve the quality and safety of electricity supply. Regularly review demand, invest in three-phase electricity for preliminary processing and storage in concentrated agricultural production areas, to meet the needs of enterprises and cooperatives.
+ To replicate appropriate agricultural extension models to save electric energy, maintain and replicate models of using led lights and solar lights in farming; encourage breeding households and livestock farms to build biogas tunnels to create bio-energy to use for cooking and to run generators to serve local needs in order to reduce power consumption.
+ During the production process, it is necessary to take advantage of sunlight energy for drying agricultural products, arrange light-filled doorways for the lighting of factories and barns; Arrange the air intake and ventilation in the house in a reasonable way to help the best air circulation to reduce production costs.
+ Invest in upgrading equipment suitable to the production process, equipment use, clean energy technology, renewable energy in production, preliminary processing, processing, preservation and transportation of agricultural products; eliminate agricultural equipment and machinery with outdated technology and low energy efficiency according to regulations of State agencies.
- Clean water supply system:
+ Propagating and mobilizing people to speed up the installation of distribution pipes, branch pipes and hydrometers into households for newly completed water supply systems, in order to maximize the capacity of the plant. The project increases the number of households using clean water.
- Review and evaluate the management and operation of rural concentrated water supply works to have appropriate methods and models of management and operation, especially in remote, isolated and ethnic minority areas. To effectively operate the project, avoid wasting investment while people lack water to use.
- Market system and trade promotion:
+ Continue to maintain and effectively manage the operation of the existing market system in the area; striving by the end of 2025, Dong Nai province has a total of 195 markets, with the scale of 11 grade 1 markets, 32 grade 2 markets and 152 grade 3 markets. At the same time, invest in expanding Dau Giay wholesale market paragraph 2.
+ Guiding, propagating and mobilizing small traders to comply with regulations on food safety, striving for 98% of markets to meet environmental and food hygiene and safety standards; 80% of markets have safe food areas; build a civilized and commercial traditional market, step by step equivalent to other types of commerce such as supermarkets. Striving for 75% of markets to follow the model of enterprises and cooperatives that manage, trade and exploit markets (exercise the right to exploit markets).
+ Supporting the development of agricultural product brands in the area through trade promotion and e-commerce programs; build reportage, promotional clips, introduce agricultural products on mass media channels.
+ Improve products to meet technical and commodity standards as prescribed and organize trade promotion activities according to the province's annual trade promotion program for the agricultural sector.
+ Organize trade connections between retailers, supermarkets and sustainable agricultural product producers; give priority to trade promotion of certified OCOP products.
+ To foster commercial knowledge for directors of cooperatives in production, business, and consumption of agricultural products in order to improve commercial knowledge and capacity to organize and manage cooperatives.
- Transport infrastructure and warehouses:

+ To build a number of warehouses for storing, preserving, preliminarily processing, packaging, classifying and decentralizing agricultural products in a number of concentrated agricultural production areas.
+ Develop a detailed plan for the development of a logistics center in the locality with a roadmap for implementation in the short, medium and long term; forming professional satellite consolidators, capable of providing services to key product groups of the province and performing a number of value-added services; forming warehouses to serve logistics needs in the agricultural product processing industry cluster.
+ Distribution of logistics activities serving agricultural, forestry, aquatic products (fresh and frozen): There are 03 distribution centers for perishable goods (vegetables, fruits, fresh and frozen foods) located in the city. Bien Hoa, Nhon Trach (serving the Mekong Delta), ICD 10 Cam My (serving Da Lat, Lam Dong), meeting the needs of supporting import-export and consumption in the province.
e) Mechanism and policy
- Complete mechanisms and policies to support sustainable agricultural development in the 2021-2030 period and mechanisms and policies to promote the application of science and technology and hi-tech agriculture, and develop applied agricultural enterprises. high technology, such as: (1) Reviewing, supplementing, and perfecting policies and laws related to the development of linkages in production and consumption of agricultural products and preferential policies, developing commercial infrastructure to create agricultural products favorable for the development of various types of commercial infrastructure, especially in rural areas, and pervasive types such as logistics centers and wholesale markets. - Mobilize enterprises, cooperatives, cooperative groups, farms to organize large-scale production in the direction of cooperation and association; associating production, processing and consumption of agricultural - forestry - fishery products.
- Organize startup programs in the field of agriculture to attract businesses and organizations to participate in production, business and investment in science and technology, especially young human resources with potential to participate in agriculture.
- Disseminate and replicate models of agricultural production and business with high economic efficiency and sustainable agricultural production models.
g) Improve the quality of human resources
- Conduct training, improve the implementation capacity of the Program at all levels. Training to improve diagnostic and testing capacity to serve disease prevention and control. Training staff to improve their professional knowledge and skills in monitoring and evaluating code of practice in the field of fisheries.
- Training and fostering knowledge and skills in agro-business for subjects participating in the agricultural product consumption channel in order to improve their qualifications, experience and skills in management and business of agricultural products; produce agricultural products that meet domestic and international regulations on food safety; application of high technology, traceability in production for subjects participating in the channel of agricultural product consumption;...
- Organize and train a team of business managers, production managers and highly qualified technical workers to meet the requirements of operating modern equipment lines and advanced technologies; organize training, knowledge training on production techniques, processing, preservation of vegetables and fruits, food hygiene and safety for workers directly producing at the facility.
- Implement the integration of human resource training to meet the requirements of sustainable agricultural development into the Project on vocational training for rural workers in the 2021-2025 period. Training on sustainable production processes; organize visits to models of scientific application and high-tech application for subjects.
5. Funding for implementation period 2021-2025
a) The total budget for implementation in the 2021-2025 period is VND 580,929.81 million, of which:
- Segmentation by source of capital:
+ Support capital from the budget: 219,123.86 million VND
+ Integrated capital from programs and projects: 243,123.86 million VND.
+ Socialized capital: 176,713.73 million VND
+ The forestry sector is integrated from sustainable forest management plans for the period 2021-2030 of forest owners.
- Segmentation by field:
+ Cultivation: 314,251.6 million VND
+ Livestock: 102,756,1 million VND
+ Seafood: 148,922.11 million VND
+ Digital conversion: 15,000 million VND.
b) Capital for implementation
- The main source of funds for implementation is to integrate capital sources from programs and projects: National target program on building new rural areas; science and technology; rural trades; encourage agriculture; industrial Promotion; promotion; sustainable forest management plan for the period of 2021-2030 of forest owners and other legal capital sources
- Non-budget capital sources: The community self-mobilizes businesses (advance capital according to the value chain); own capital of enterprises, cooperatives, cooperative groups, production households mobilized by themselves; loans from credit institutions and commercial banks; funding from sponsors of the Sustainable Agriculture Program.
6. Implementation organization
6.1. Department of Agriculture and Rural Development
a) Take charge and cooperate with departments, branches and localities in formulating plans, projects, programs and schemes to implement the Sustainable Agriculture Development Program of Dong Nai province in the period of 2021-2025, towards 2030.
b) Develop a plan to implement the tasks of the Agriculture and Rural Development sector to implement the Sustainable Agriculture Development Program in Dong Nai province for the period of 2021-2025, with a vision to 2030.
c) Regularly review, supplement and perfect mechanisms and policies to promote sustainable agriculture.
d) Review, supplement and perfect policies and laws in the field of agriculture.
Annually sum up the budget and give opinions on the contents of the program implementation budget and send it to the Department of Finance for consideration and report to the Provincial People's Committee for submission to the Provincial People's Council for approval.
e) Take charge of monitoring and urging relevant departments, branches, localities and units during the implementation process; summarize and report to the Provincial People's Committee the results of the implementation of the Program on an annual basis.
6.2. Relevant departments, departments and branches
a) Department of Planning and Investment
- Lead and coordinate with relevant departments and branches to advise the Provincial People's Committee to implement the content calling for investment in agricultural product processing factories in the province.
- Continue to advise the Provincial People's Committee to implement Decree No. 57/2018/ND-CP dated April 17, 2018 of the Government in the province; Decision No. 1804/QD-TTg dated November 13, 2020 approving the program to support the development of collective and cooperative economy in the period of 2021 - 2025.
- On the basis of the proposal of investment needs from public investment capital of the Department of Agriculture and Rural Development, the Department of Planning and Investment advises the Provincial People's Committee on the policy, ability to balance, arrange public investment capital to implement the Program in accordance with the Law on Public Investment.
b) Department of Finance
Based on the annual budget situation, on the basis of summarizing and giving opinions on the funding contents of the Department of Agriculture and Rural Development, consider and report to the Provincial People's Committee to submit to the Provincial People's Council for consideration for allocating non-business capital to perform tasks and programs.
c) Department of Science and Technology
- Proposing topics and projects to apply scientific and technical advances in production, investing in projects on trial production of high-tech agricultural products, promoting close links between enterprises and enterprises, scientific and technological organizations in transferring ownership, using research results to improve productivity, quality and efficiency in agricultural production.
- Support localities and businesses in registering for protection of industrial property rights in the form of trademarks, geographical indications, applying advanced management systems in production, guiding goods labeling, product quality announcement, barcode registration, traceability for agricultural products of the province.
d) Department of Industry and Trade
- Organize and support the building of linkage channels for the consumption of key agricultural products (national, provincial and local levels) in accordance with the agricultural production planning of each region.
- Implement procedures as prescribed to build 02 agricultural product processing industrial clusters in the province (in Xuan Duong commune, Cam My district and in Phu Tuc commune, Dinh Quan district).
- Accelerate the construction progress of works included in the basic construction plan to prevent overloading and improve the quality and safety of power supply. Regularly review demand, invest in three-phase electricity for preliminary processing and storage in concentrated agricultural production areas, advise and direct investment to meet the needs of enterprises and cooperatives.
- Lead and coordinate with departments, branches and localities to advise and implement the contents of logistics development in the area.
- Advising on the implementation of tasks and solutions on the market system and trade promotion.
- Every year, coordinate with the Department of Agriculture and Rural Development and relevant agencies to carry out trade promotion activities for agro-forestry-fishery products in order to introduce, promote and consume agro-forestry products and products. Seafood; develop a program to stabilize the prices of agricultural products and foodstuffs.
e) Department of Natural Resources and Environment
- Take the prime responsibility for, and coordinate with the Department of Agriculture and Rural Development, the People's Committees of districts and cities and relevant agencies in advising and submitting to the Provincial People's Committee to carry out the procedures for land recovery and allocation of land, lease land and change land use purpose to implement hi-tech agricultural investment projects in the province.
- Assume the prime responsibility for, and coordinate with district-level People's Committees in, reviewing and planning other non-agricultural land in concentrated agricultural production areas in the locality to create favorable conditions to invite enterprises and cooperatives to invest in agricultural production, preliminary processing, classification and preservation of agricultural products.
- To assume the prime responsibility for, and coordinate with relevant departments, agencies, sectors and agencies in proposing amendments to land policies to encourage concentration and accumulation of land in service of large-scale commodity agricultural production, competitive and highly efficient, especially high-tech applied agriculture and organic agriculture.
- Strengthening activities of inspecting and monitoring the implementation of environmental protection.
f) Department of Home Affairs
Coordinate with the Department of Agriculture and Rural Development to strengthen the organizational structure for disaster prevention from the province to the districts and communes.
g) Department of Labor - Invalids and Social Affairs
To assume the prime responsibility for, and coordinate with the Department of Agriculture and Rural Development in, advising on the implementation of the policy on vocational training for rural workers in the province.
h) Provincial Farmers' Association
Strengthen communication of programs and policies to support the development of agricultural production in a sustainable way, such as: Policy on linking production and consumption of products; policy on organic agriculture; policies on supporting the application of GAP practices; Program One Commune One Product;...
i) State Bank Dong Nai Province Branch
The State Bank - Dong Nai branch directs agricultural banks and commercial banks to create conditions for rural businesses to borrow capital, and to encourage credit institutions to boost lending to the agricultural sector. Continue to implement preferential policies on capital and credit for businesses, cooperatives, cooperative groups and farms towards sustainable agricultural production. At the same time, simplify loan procedures to enhance the facility's access to concessional capital.
k) Other related departments, branches and units and general tasks of departments and branches
- Based on the functions and tasks of the unit, coordinate with relevant departments and the People's Committees of districts and cities to direct the implementation of the Sustainable Agriculture Development Program of Dong Nai province in the period of 2021-2025, orientation towards 2030.
- In addition to the specific tasks assigned above, relevant departments and branches are responsible for closely coordinating with the Department of Agriculture and Rural Development to advise the Provincial People's Committee to implement the Agricultural Development Program. Sustainable industry in Dong Nai province for the period of 2021-2025, with a vision to 2030.
- Annually, report the results of implementation to the Department of Agriculture and Rural Development according to the information reporting regime for the Department of Agriculture and Rural Development to summarize and report to the Provincial People's Committee.
6.3. People's Committees of districts and cities
a) Propagating and disseminating the project's contents and the province's preferential policies on sustainable agricultural development in the area to enterprises, farms, cooperatives and farmers for implementation.
b) Organize implementation, build pilot models to implement one or more contents of the Sustainable Agriculture Development Program in Dong Nai province for the period of 2021-2025, with orientation to 2030.
c) Cooperate with the Department of Agriculture and Rural Development in managing, organizing the implementation and inspecting the implementation of the Program.
d) Report on the situation and results of implementation of the contents of the Program or plan according to the information reporting regime.
6.4. Dong Nai Newspaper, Dong Nai Radio and Television Station
Strengthen communication and dissemination of sustainable agricultural production in various forms to people and economic sectors in the area; build seminars, seminars... on this content every year.
6.5. Information reporting mode
Relevant departments, branches, localities and units shall make periodical reports on November 15 every year in accordance with regulations on performance of assigned tasks, difficulties, problems and knowledge, propose proposals to the Department of Agriculture and Rural Development to summarize and report to the Provincial People's Committee.
