Scheme on strengthening plastic waste management in Vietnam

I. Objectives of Scheme
1. Overall goal
a) Strengthening management of plastic waste from central to local levels, contributing to the successful implementation of the national strategy on integrated solid waste management to 2025, with a vision to 2050 approved by the Prime Minister at Decision No. 491/QD-TTg dated May 7, 2018; Decision No. 1746/QD-TTg dated December 4, 2019 of the Prime Minister on the National Action Plan on ocean plastic waste management; Directive No. 33/CT-TTg dated August 20, 2020 of the Prime Minister on strengthening the management of reuse, recycling, treatment and reduction of plastic waste.
b) Contribute to building a circular economy model in Vietnam with orientation of reducing use of single-use plastic products and non-degradable plastic bags; increase reuse, recycling and disposal of plastic waste.
2. Specific goals
a) Completing mechanisms, policies and laws on: Plastic waste management; production and consumption of non-degradable plastic bags used in daily life; disposable plastic products used in daily life (including cups, cups, bowls, plates, spoons, forks, straws, plastic packaging/disposable food containers, food wrap, tableware disposable plastic...).
b) Striving to 2025: Using 100% plastic bags and environmentally friendly packaging in commercial centers and supermarkets for living purposes to replace difficult-to-decompose plastic bags; ensure the collection, reuse, recycling and treatment of 85% of the generated plastic waste; reduce 50% of plastic waste in the sea and ocean; strive for 100% of tourist resorts, tourist accommodation establishments, hotels not to use non-degradable plastic bags and single-use plastic products; gradually reduce the production and use of non-degradable plastic bags and disposable plastic products in daily life.
c) Raising awareness of agencies, organizations, businesses, communities and people in the production, consumption and disposal of plastic waste, non-degradable plastic bags and single-use plastic products in life.
II. Tasks and solutions to implement the project
1. Investigate, survey and assess the current situation of generation, collection and treatment of plastic waste and perfecting policies and regulations on plastic waste management
a) Investigate, survey and evaluate the current situation of generation, collection, recycling and treatment of plastic waste
- Overall assessment of the production and use of plastic products, environmentally friendly products, disposable plastic products and non-degradable plastic bags.
- Survey and evaluate the production and import of products containing microplastics and the impact of microplastics on the environment.
- Investigate, survey and evaluate the current situation of generation, collection, recycling and treatment of plastic waste and propose solutions to improve management efficiency.
- Investigate, make statistics, classify and evaluate the generation, collection, treatment and management of plastic waste from activities on Vietnam's seas and islands.
- Evaluate the implementation of tax collection activities for export and import of plastic products; collection of environmental protection tax for the production of non-degradable plastic bags.
b) Develop and finalize policies and regulations on plastic waste management
- Develop and implement policies to promote the development of a circular economy in the field of production and consumption of plastic products; regulates the recycling responsibility of manufacturers and importers of plastic products and plastic packaging.
- Improve mechanisms and policies to limit the production and use of non-degradable plastic bags and disposable plastic products. Research and propose a roadmap to limit the production and import of single-use plastic products, difficult-to-biodegradable plastic packaging and products and goods containing microplastics.
- Reviewing and perfecting mechanisms and policies for incentives and support for the production of environmentally friendly products, substitutes for disposable plastic products and non-degradable plastic bags; encouraging reuse and recycling of plastic waste in service of commodity production, production of building materials and reuse of plastic waste in traffic works.
- Research and propose a roadmap to increase the environmental protection tax for non-degradable plastic bags; additional environmental protection tax for single-use plastic products for daily-life purposes.
- Promulgate and implement regulations and regulations in agencies, offices and offices to minimize the use of non-degradable plastic bags and disposable plastic products in organizing events and regular activities. Japan.
- Develop synchronous policies to classify, collect, recycle and treat plastic waste at source suitable to the conditions of each locality in order to increase the reuse and recycling of plastic waste.
- Reviewing and completing regulations of law on ocean plastic waste management; management of plastic waste arising from aquaculture and fishing activities.
2. Implement training, communication and international cooperation activities on plastic waste management
- Promote training and communication activities to raise awareness about the harmful effects of plastic products, plastic bags and single-use plastic products to the environment, ecosystems and children's health; raise awareness, change the habit of using single-use plastic products and non-biodegradable plastic bags to using environmentally friendly products.
- Propagating and mobilizing enterprises producing and distributing disposable plastic products and non-degradable plastic bags to switch to producing and distributing environmentally friendly products.
- Training, raising awareness and changing the behavior of plastic waste, fishing gear, plastic products discharged into the sea and ocean environment for businesses, coastal residents, fishermen, sailors, sea tourists.
- Forming a network of propagandists guiding the classification, collection, recycling, treatment and management of waste in general and plastic waste in particular in the localities. Organize training and refresher courses on knowledge, professional skills in information and communication on environmental protection and plastic waste management for staff, reporters and editors of information agencies and newspapers and staff doing basic information work. Promptly commend and reward organizations and individuals that have good activities, solutions and initiatives on plastic waste management.
- Develop educational content on the management of plastic waste, non-biodegradable plastic bags and single-use plastic products to include in the curriculum at all levels in appropriate forms and contents.
- Strengthening international cooperation, attracting foreign organizations and individuals to participate in training, research and technology transfer, sharing information and experiences to improve the efficiency of plastic waste management and treatment in Vietnam.
- Mobilize and attract funding sources and sources from countries and international organizations in investing, developing and receiving technology for recycling, plastic waste treatment and production of eco-friendly products, market to replace disposable plastic products and transition to a circular economy, green growth.
- Strengthen the role of participation and supervision of socio-political organizations, press agencies in the implementation of mechanisms and policies to limit the use of non-degradable plastic bags and products.
3. Research, technology application, model deployment, plastic waste management activities and production of environmentally friendly products
- Develop a plan and implement synchronously nationwide the model of shopping centers and supermarkets that do not use plastic bags or use environmentally friendly plastic bags to replace difficult-to-decompose plastic bags; establish and expand waste recycling organizations and movements against plastic waste.
- Develop a plan and synchronously deploy tourist resorts, tourist accommodation and service establishments throughout the country, especially in coastal areas without using single-use plastic products and plastic bags.
- Develop programs and plans to collect plastic waste floating in the environment (collection, recycling, and treatment of plastic waste in river basins, coastal areas, beaches, tourist areas, etc.) locks, coastal fish markets).
- Strengthen inspection and supervision of the implementation of regulations on collection and treatment of plastic waste arising from marine tourism, shipping, aquaculture and fishing activities; minimize the waste and loss of fishing gear.
- Organize the inspection and supervision of the collection of environmental protection tax for the production and consumption of non-degradable plastic bags in the locality under the management responsibility of the localities; ensure correct and sufficient collection of environmental protection tax.
- Research and apply advanced and modern technologies in the collection, recycling and treatment of plastic waste; technology to recycle plastic waste into fuel, building materials, transportation and other plastic products.
- Increasing investment and development of technology to produce environmentally friendly products to replace plastic products; research, design, and manufacture optimal plastic packaging and products to minimize the norm of plastic materials/products.
- Promote research and production of equipment for collecting and transporting plastic waste in rivers, streams, canals, canals and sea areas.
- Improve the capacity of key laboratories to meet the requirements of research, testing, evaluation and quality certification of packaging products to replace plastic products and biodegradable plastic bags, environmentally friendly to meet Vietnam's regulations.
- Applying information technology in monitoring and managing activities of production, collection, transportation, recycling and treatment of plastic waste; promoting the development of the recycling and waste treatment market; build, update and integrate the database on plastic management into the national environmental database system.
- Strengthening the implementation of inspection and handling activities for organizations and individuals that violate the law on environmental protection in the field of production and distribution of plastic products and the collection, transportation and disposal of plastic products, waste treatment including plastic waste.
III. Project implementation cost and time
1. Funding for the implementation of the Scheme
- Funding for the implementation of the Project is guaranteed from the state budget capital and capital mobilized from other sources (own capital of enterprises, loans from credit institutions, international sponsors).
- Funding for implementation of contents in service of state management such as: reviewing and perfecting the organizational system, mechanisms, policies and regulations of law; formulating standards and technical regulations; training and developing human resources; market development; propaganda, awareness raising...; shall be allocated from the state budget capital through annual plans and programs of ministries, branches and localities.
- Funds for the implementation of investment activities to develop technology to produce environmentally friendly products and equipment for plastic waste treatment are mobilized from sources of enterprises, domestic and foreign loans, funding, partial support from the Vietnam Environmental Protection Fund and the local Environmental Protection Fund, the Local Development Investment Fund, public-private partnership (PPP) and other legal capital sources.
2. Project implementation period: 2021 - 2026.
IV. Project implementation organization
1. Ministers, heads of ministerial-level agencies, agencies attached to the Government, Presidents of People's Committees of provinces and centrally-run cities shall, within the scope of their management responsibilities, take the initiative in formulating plans and implementing them. perform tasks according to the functions and tasks assigned by the Government; send annual reports on implementation results to the Ministry of Natural Resources and Environment for summarization and reporting to the Prime Minister.
2. Ministry of Natural Resources and Environment
a) To assume the prime responsibility for summarizing, evaluating, inspecting and supervising the implementation of the Scheme nationwide.
b) Review, research, propose to promulgate or promulgate according to its competence regulations on plastic waste management; research and propose a roadmap to restrict the production and import of single-use plastic products, difficult-to-biodegradable plastic packaging and products and goods containing microplastics in the Decree detailing a number of articles of the Decree No. Environmental Protection law; propose regulations on recycling responsibilities of manufacturers and importers of plastic products and plastic packaging; propose regulations on eco-labels for environmentally friendly plastic bags and environmentally friendly products according to regulations.
c) Research, develop and issue regulations or guidelines for the implementation of environmental regulations in the production of products and goods containing microplastics and environmentally friendly plastic bags.
d) Lead the implementation of the Prime Minister's Decision No. 1746/QD-TTg dated December 4, 2019 promulgating the National Action Plan on ocean plastic waste management to 2030; Directive No. 33/CT-TTg dated August 20, 2020 of the Prime Minister on strengthening the management, reuse, recycling, treatment and reduction of plastic waste.
e) Coordinate research, application and transfer of plastic waste recycling technology, produce environmentally friendly products to replace difficult-to-decompose plastic bags and disposable plastic products. Guide and implement Vietnam eco-label certification for environmentally friendly plastic bags and other environmentally friendly products in accordance with the law. Organize and guide the implementation of recycling responsibilities of manufacturers and importers of plastic products and plastic packaging in accordance with the law.
f) Guiding the implementation of the State's preferential policies for investment projects to build plastic waste recycling facilities and projects to produce environmentally friendly products to replace difficult-to-decompose plastic bags and disposable plastic products.
g) Monitor and evaluate the current status of plastic waste in a number of main estuaries, coastal areas, and foreshore islands with potential for tourism and marine economic development.
h) Organize the inspection and handling of organizations and individuals that violate the law on environmental protection in the field of waste management in general and plastic waste in particular.
i) Organize and implement training, communication, and awareness raising activities for manufacturers, importers, distributors, consumers and related agencies on reducing, recycling, reusing and treating plastic waste management. Expanding communication campaigns to raise awareness of organizations and individuals in reducing and managing plastic waste in all provinces and centrally-run cities.
k) Detecting, disseminating and awarding environmental awards for models, solutions and initiatives on reducing, classifying, collecting, recycling and treating plastic waste; research and put criteria to reduce, classify and collect plastic waste in the assessment and ranking of environmental protection performance results of provinces and centrally-run cities.
l) Develop a roadmap and guidelines for classifying domestic solid waste and plastic waste at source to suit local infrastructure and conditions in order to reuse and recycle plastic waste in the most efficient and effective manner; pilot implementation of technological models, management models, and advanced plastic waste treatment models in Vietnam.
m) Organizing the implementation of international cooperation activities in sustainable production and consumption; focal point to promote bilateral and multilateral cooperation in plastic waste management (implementing the National Plastics Action Partnership Program in Vietnam with the World Economic Forum; reducing ocean plastic waste in Vietnam Men with WWF...); focal point for participating in international conventions and treaties related to waste management, ocean plastic waste.
n) To gradually implement the building of a circular economy in line with the zero-emission target; use modern technology in the production of plastic products; optimizing the use of raw materials and fuel in the production of plastic products; maximum reuse and recycling of plastic waste into raw materials and fuel for production and people's daily life; supporting the construction and formation of a waste recycling market; build, update and integrate the database on plastic management into the national environmental database system.
3. Ministry of Finance
a) Review and perfect financial mechanisms and policies to limit the use of non-degradable plastic bags and single-use plastic products; encouraging investment in production and consumption of environmentally friendly products; study and propose competent authorities to amend the environmental protection tax rate for non-degradable plastic bags and add environmental protection tax for single-use plastic products for living purposes at the time of writing.
b) Organize the inspection of the collection of environmental protection tax for the production of disposable plastic products and non-degradable plastic bags.
4. Ministry of Industry and Trade
a) Guide production facilities to change the design of plastic packaging and plastic products in the direction of minimizing the norm of plastic materials/plastic products; support and promote production facilities to gradually increase the proportion of recycled plastic materials in commodity products.
b) Directing the organization, mobilizing production enterprises, trade centers, supermarkets, retail stores to register to participate in the movement against plastic waste; direct the construction of a model of commercial centers, markets and supermarkets that do not use disposable plastic products and non-degradable plastic bags.
c) Propose mechanisms and policies to develop the production and consumption of recycled plastic products, the field of plastic products production using plastic scrap in association with the development of the environmental industry.
d) Assume the prime responsibility for, and coordinate with the Ministry of Natural Resources and Environment in, assessing the demand for using plastic scrap as raw materials for domestic production and the need for importing plastic scrap from abroad as a basis for adjusting the list of plastic scraps, materials are allowed to be imported from abroad according to each stage of the country's development.
5. Ministry of Science and Technology
a) Continue to invest in and improve the capacity of key laboratories to meet the requirements of research, testing and evaluation of environmentally friendly products to replace difficult-to-decompose plastic bags and plastic products used in non-biodegradable products.
b) Organize the implementation of scientific research programs and projects on recycling and treatment of plastic waste into raw materials and fuel; manufactures environmentally friendly alternatives to disposable plastic products and non-biodegradable plastic bags.
c) Assume the prime responsibility for, and coordinate with the Ministry of Natural Resources and Environment in, researching, receiving and transferring advanced and modern technologies in recycling and treatment of plastic waste.
6. Ministry of Information and Communications
a) Direct the information agencies, press and grassroots information systems to raise public awareness and responsibility about the harmful effects of non-degradable plastic bags and single-use plastic products on the environment, encouraging the use of environmentally friendly products.
b) Cooperate with the Ministry of Natural Resources and Environment in propagating and disseminating regulations on environmental protection, regulations on the reduction and treatment of plastic waste, the harmful effects of plastic waste on the environment and people through various types of press and basic information systems in order to raise people's awareness and sense of responsibility.
7. Ministry of Education and Training
a) Develop educational content on the management of plastic waste, non-biodegradable plastic bags and disposable plastic products to include in the curriculum at all levels in appropriate forms and contents.
b) Guide activities to reduce, classify and collect plastic waste into a criterion for evaluating green - clean - beautiful - safe schools in the whole country.
8. Ministry of Agriculture and Rural Development
a) Organize the effective implementation of the national target program on new rural construction, which adds criteria for management and treatment of plastic waste. Complete guidance on implementation and recognition of environmental standards in communes and districts according to current regulations.
b) Formulate plans and implement activities to reduce generation, collection, recycling, treatment and management of plastic waste in agricultural, forestry and fishery production activities.
c) Direct the inspection, supervision and management of discarded fishing gear in aquaculture and fishing activities.
9. Ministry of Planning and Investment
a) Assume the prime responsibility for, and coordinate with the Ministry of Natural Resources and Environment, the Ministry of Finance and localities in, allocating capital sources for plastic waste management in accordance with programs and plans approved by competent authorities; guidelines to limit the implementation of investment projects in the production of single-use plastic products and non-degradable plastic bags.
b) Control and limit public investment capital for projects producing single-use plastic products and non-degradable plastic bags.
c) Direct the implementation of public-private cooperation activities in the field of plastic waste reduction, recycling and treatment.
d) Assume the prime responsibility for, and coordinate with the Ministry of Natural Resources and Environment and the People's Committees of provinces and centrally run cities in, reviewing and proposing the establishment of an industrial park for waste recycling and plastic waste recycling.
10. Ministry of Health
a) Direct the implementation of activities to reduce, classify, reuse, recycle and treat plastic waste at medical facilities, pharmacies, and pharmaceutical manufacturing facilities.
b) Promulgating quality regulations on recycled plastic products used for food packaging and beverage bottles to ensure that they do not adversely affect human health.
c) Increase investment, research and application of new and modern technologies in the development of environmentally friendly products and materials to replace disposable plastic products and non-degradable plastic bags in the medical industry.
11. Ministry of Culture, Sports and Tourism
a) Formulate a plan and organize the implementation of activities and movements to not use non-biodegradable plastic bags and single-use plastic products at tourist resorts, tourist accommodation establishments and hotels in Vietnam.
b) Direct organizations and individuals not to use non-degradable plastic bags and disposable plastic products in cultural, sports and tourism events nationwide.
12. People's Committees of provinces and centrally run cities
a) Coordinate with ministries and branches in organizing the implementation of mechanisms, policies, laws and solutions on plastic waste management in their respective localities. Review, amend, supplement and develop new regulations on the reduction, reuse, recycling and treatment of plastic waste to suit current regulations and actual local conditions; guide the development of management regulations, conventions and conventions aimed at mobilizing the participation of the community in plastic waste management and environmental protection; regulations on management of fast food delivery services in the direction of minimizing the use of plastic packaging; promote the use of boxes and packaging with reusable, environmentally friendly materials.
b) There are solutions to limit the new investment in establishments producing disposable plastic products and non-degradable plastic bags for daily-life purposes in the area under their management.
c) Develop a plan and roadmap to limit and eventually ban the use of non-degradable plastic bags in commercial centers, supermarkets, and people's markets; request supermarkets, trade centers and convenience stores to publicly list the selling prices of plastic bags to customers; direct the synchronous implementation of solutions to classify, collect, recycle and treat plastic waste for urban centers and concentrated rural residential areas; expand the scope of collection, transportation and treatment of domestic solid waste in rural and mountainous communes in the area under its management.
d) Allocate annual local environmental budgets to support the collection and treatment of plastic waste; develop and implement good models of waste management from the use of single-use plastic products and non-biodegradable plastic bags to suit local characteristics; reviewing, making statistics and publishing a list of organizations and individuals producing disposable plastic products, non-degradable plastic bags, biodegradable plastic bags and environmentally friendly products in the locality.
e) Coordinate with the Ministry of Planning and Investment and the Ministry of Natural Resources and Environment to review and arrange the land fund and propose the establishment of industrial parks and industrial clusters for waste recycling and plastic waste recycling according to regulations, provisions of the law.
f) Direct tourist resorts, tourist accommodation establishments, and hotels not to use non-degradable plastic bags and single-use plastic products in their management areas; direct the organization of collection and treatment of plastic waste floating in the environment (in rivers, streams, canals, canals, beaches, beaches, coastal fishing ports, marine protected areas).
g) Implement preferential policies as prescribed for investment projects on construction of plastic waste recycling and treatment facilities and projects on production of environmentally friendly products to replace difficult-to-dissect plastic bags, destroy and single-use plastic products.
h) Actively seek and mobilize all economic sectors to invest in the field of waste classification, collection, transportation and treatment in the locality; guide and organize the classification of domestic solid waste and plastic waste at source to suit the specific natural, socio-economic conditions of each locality.
i) Organize training, propaganda, capacity building, awareness and responsibility of the units producing, distributing and consuming plastic products as well as organizations and individuals using and disposing of waste. plastic; have solutions to encourage consumers to bring bags and packages when shopping; promptly reward individuals and organizations with good achievements in the anti-plastic waste movement or valuable initiatives on plastic waste management.
k) Coordinating in inspecting and supervising the collection of environmental protection tax for the production of disposable plastic products and non-degradable plastic bags in the locality.
l) Strengthening inspection, examination and supervision of plastic waste collection, transportation and treatment units in the locality; take measures to monitor and handle commercial centers, supermarkets and convenience stores that provide free plastic bags to customers in the area.
