Border trade activities of the province have not achieved the desired results; Bilateral border gates have not been invested synchronously between 02 parties; policies to encourage development and attract investment in the border -gate economic zone are still slow; Border trade infrastructure has not met the requirements of reality and has not promoted the potential; Smuggling activities across the border still occur, increasingly sophisticated and difficult to control.
Therefore, the development of trade, e -commerce and border trade systems in the province is an essential requirement to increase the supply chains of goods to serve good economic, social and social development. people's life; In which will focus on organizing the arrangement, investment and upgrading the commercial network in the province towards civilization and modernity; Proactively attract resources, exploit potentials and advantages of the province to develop border trade as well as quickly develop digital economic activities, e -commerce as close to provinces and big cities of the whole country and general trend of the world.

1. Market system

The construction and upgrading of special markets for rural markets and border markets is still limited because the state budget is still difficult; The transformation of market models for businesses and business cooperatives is still slow; The attraction and implementation of socialism in the business investment is still less interested by businesses due to low investment efficiency, especially in rural and remote areas.
2. Commercial centers, supermarkets and convenience stores
Currently, there are 03 commercial centers in the province, 05 general supermarkets, 02 specialized supermarkets and 60 convenience stores of Bach Hoa Xanh convenience; The supermarket system and commercial centers were born to meet the shopping needs of consumer subjects, gradually creating a habit of shopping for civilized and modern goods. However, the size and number of supermarkets and commercial centers developed unevenly, some district centers have not attracted and developed well to serve the needs of shopping and consumption of people.
3. Retail stores, specialized stores
Retail stores, specialized shops (Mobile World, Green Electronics, Con Cung, Bookstore, Stationery, etc.) were formed mainly in the center of districts, towns, cities, The place is crowded, convenient for transportation. The system of retail stores and specialized stores has contributed to enriching and diversified markets.
4. Provincial Agricultural Products Exchange
The provincial agricultural trading floor has now supported 85 enterprises, cooperatives and business households with 337 products participating in selling products on the floor. Most participants are enterprises producing and trading cashew products and other products such as pepper, coffee, bird's nest, fruit, products made from rubber wood, American craft products turmeric….
The operation of the provincial agricultural trading floor has created a space to connect online businesses, between buyers and sellers; Initially, businesses and production establishments were interested in participating, putting products on the floor, exchanging information about products, prices, market situation, supply demand ... 5. About e -commerce application infrastructure
Currently, there are 1,325,894 telephone subscribers in the province, of which 14,257 subscribers, mobile subscribers are 1,311,637 subscribers, the number of mobile subscribers reaches 131/100 people; Internet subscribers reach 89/100 people.
- There are 03 units in the province registered to provide e -commerce services (e -commerce trading floor); 55 organizations and individuals have notice of sales website (09 individuals, 46 businesses, business households);
- 100% of supermarkets, commercial centers and convenience stores in the province have a payment card to pay payment cards and allow consumers to pay non -cash payment when buying.
- The providers of electricity, water, telecommunications and communication services have provided services and accepted bills of individuals and households through non -cash payment forms.
- Along with the trend of applying e -commerce in the purchase of common goods of the whole country, people in Binh Phuoc province have quickly approached the purchase of online goods; However, the level of application of businesses and traditional consumption habits is still an obstacle to promoting the province's e -commerce development.

6. About border trade activities
6.1. Border import and export activities:

6.2. Exchange and sale of goods of border residents
Border residents at Hoa Lu International Border Gate, Hoang Dieu main border gate, Loc Thinh, Tan Tien border gate and Loc Tan open border gate are all exchanging and trading goods with border residents Cambodia, however, the number and small values, mainly serving the consumer needs of people in the border areas;
The exchange and sale of border residents through border markets is very limited, due to the unfavorable geographical conditions, the market is located away from the border. 6.3. Investment and trade activities
a) Investment activities
Mainly implemented in Hoa Lu border -gate economic zone, so far has attracted 91 investment projects with the lease land area of 1,685 ha; There are 38 projects built and put into operation, mainly buying agricultural products with an area of about 140 hectares, attracting about 400 employees; 14 projects are under construction with an area of about 91ha; The remaining projects are implementing ground clearance. b) Commercial - Service activities

6.4. Trade promotion activities

6.5. Impacts outside the province
The provinces of TBong Khmum, Mondulkiri, Kratie are 03 border provinces in the Northeast of Cambodia adjacent to Binh Phuoc province, the above provinces have underdeveloped economic conditions, residential areas, trade away from the border road, so the work Attracting investment in border economic development of the province is very difficult. Binh Phuoc's border system spreads evenly on the border favorable for exchanging and exchanging trade with border provinces of Cambodia and third countries;

III. Limitations, causes
1. Limitations
The development of the trade system in recent years has not caught up with the economic, social and life development of the people, especially in the context of the province's rapidly developing the trend of industrialization and urbanization. Currently, the province has not attracted large retail trade groups, so it has not formed supermarkets, commercial centers, chains of retail goods on a large scale to meet the shopping needs, consumption of people in urban areas and industrial development areas with crowded population and workers.
The trade system is unevenly developed between rural and urban areas, between midland and mountainous areas (focusing on developing in the southern localities of the province such as Dong Xoai city, Chon Thanh district, Dong Phu district and underdeveloped in the northern region of the province such as Bu Dang, Bu Dop and Bu Gia Map districts).
Some markets have been degraded, so they have not shown the central role in the flow of goods and are the focal points of commodity trade in the locality and surrounding areas, so the participation in promoting goods in the locality is still limited.
The implementation of socialization in commercial infrastructure investment, market transfer to enterprises and business cooperatives exploited and managed and implemented is still slow.
Consumers have not yet put their faith in online shopping; Human resources for e -commerce applications in enterprises are limited, the contingent of officials in charge of e -commerce is missing; Many businesses have not paid attention to the application of e -commerce in production and business activities. Border commercial infrastructure is still lacking and weak, developing is not synchronized, lack of modern trade types such as supermarkets, commercial centers, product introduction stores, especially the budget system. Has not exploited all potential commodity products and is the advantage of the province; Most export items are made from businesses and goods outside the province.
The border communes market are located deep in the inland, mainly serving the buying and selling needs of the people in the commune, not much involved in the exchange and sale of goods of border residents of the two countries.
There is still smuggling across the border, the violations are increasingly sophisticated and difficult to control.
2. Causes
Because the state budget is limited, credit capital for all economic sectors participating in investment is still low. Large corporations and foreign investors in the field of wholesale and retail in the province have not yet, the retail market is not really attractive, due to the low population density and the purchasing power is not large.
Binh Phuoc's commercial businesses are small and small, so they face many difficulties in the process of expanding production and market development.
Economic conditions of rural communes and remote areas are still difficult, low living standards, so the development of the system of goods supply is still slow, few businesses are interested and investment due to low profitability.
The awareness of people on e -commerce is not high; Businesses assess the importance and benefits of e -commerce are not adequate and properly; Businesses in the province are mostly small and medium -sized enterprises, limited scale, not really focusing on the application of digital technology and the implementation of e -commerce development. In addition, many businesses are interested, but due to the limited financial capacity, lack of equipment and management human resources, the application of e -commerce has not been really successful.
Some of the provincial border gates have been proposed to be upgraded to the international border gate, the main border gate, etc. but because they have not been supplemented with the planning of the border system across the country, they have not considered;
Because the budget is still difficult, the investment in developing border -gate infrastructure is still limited and developing is not commensurate with the potential.
Transport infrastructure is still incomplete in connecting with the main border gate, the auxiliary border gate; It has not met the needs of transporting and circulating goods in large quantities. On the other hand, due to the geographical location, far from the harbor, the factory, less convenient than other neighboring provinces, it has partly restricted enterprises exporting and importing goods through border gates in the province.
Urban, service and residential areas between Binh Phuoc province and border provinces on Cambodia are almost none, located deep in the inland, so there are no trading and trading activities of residents gender in border commune markets;

3. Specific objectives to 2025 and 2030

1. Department of Industry and Trade

2. Department of Planning and Investment
Attract all economic sectors to invest in developing trade and e -commerce systems (wholesale markets, traditional markets, supermarkets, commercial centers, exhibition fairs, commercial warehouses, centers, centers of logistics, exchanges ...) are applied investment incentive policies according to the list of investment incentives of the provisions on incentive policies, incentives and investment support in Binh Phuoc province.

5. Provincial Border Guard Command

Support functional agencies and enterprises to work consular work when participating in trade, investment and tourism promotion activities in Cambodia.
7. Department of Transport

8. Department of Construction, Construction Investment Project Management Board
