Paper industry development strategy approved

AsemconnectVietnam - Paper manufacturers will be encouraged to establish and invest in domestic waste-paper collection and recycling systems, while fulfilling recycling responsibilities for products and packaging in accordance with legal regulations.
Under Prime Ministerial Decision No. 2082/QD-TTg, dated November 2, 2026, and signed by Standing Deputy Prime Minister Pham Gia Tục, the Paper Industry Development Strategy through 2030, with a vision to 2045, has been approved.
The strategy, as reported by the Government's online newspaper (chinhphu.vn), aims to achieve annual growth in paper and pulp output of at least 10% through 2030, meeting domestic demand while expanding exports, reducing market imbalances and dependence on imports. Export turnover is targeted to grow by a minimum of 4% per year during the period to 2030.
The strategy calls for the planning and development of at least three key paper raw-material zones in northern, central, and Central Highlands regions to ensure sustainable development and meet demand for pulp production serving both domestic consumption and exports.
Paper manufacturers will be encouraged to establish and invest in domestic waste-paper collection and recycling systems, while fulfilling recycling responsibilities for products and packaging in accordance with legal regulations. The domestic paper recovery rate is targeted to exceed 60%, helping address potential shortages of raw materials for paper production.
The Government also encourages investment in at least three major centralized paper industrial parks in the northern, central, and southern regions. These clusters are expected to bring together small- and medium-sized enterprises, helping optimize investment and operating costs while enhancing competitiveness.
In addition, the strategy encourages the construction of: five to 10 new paper mills with annual production capacities exceeding 250,000 tonnes; two to five pulp mills with annual capacities of at least 200,000 tonnes; two to five plants producing high-quality and specialty paper products that require advanced technology and substantial investment capital.
Starting from 2030, smaller-capacity enterprises will be encouraged to restructure, merge, and/or relocate to centralized industrial parks.
A green and sustainable sector by 2045
Looking ahead to 2045, Vietnam's paper industry is envisioned as a modern, technologically advanced, resource-efficient sector with balanced self-sufficiency in raw materials, fuel, and energy.
The sector is expected to operate with low emissions, protect the environment, and develop into a green and sustainable industry capable of competing with paper industries in developed countries in both domestic and international markets.
To achieve these objectives, the strategy outlines five key tasks and solutions: improving mechanisms and policies for paper industry development; expanding markets for paper products; developing human resources for the paper industry; promoting scientific and technological innovation and digital transformation; and advancing sustainability and green transformation across the paper industry.
