AsemconnectVietnam - Resolution No. 258/NQ-CP aims to achieve substantive and comprehensive reform of administrative procedures, focusing on maximizing the reduction and simplification of administrative procedures and business conditions, and successfully transitioning management methods from pre-inspection to post-inspection.

Simplification of administrative procedures
The Government has just issued Resolution No. 258/NQ-CP dated August 31, 2026, outlining key tasks and solutions to accelerate administrative procedure reform and contribute to fostering double-digit growth during the 2026–2030 period.
The Resolution aims to achieve substantive and comprehensive reform of administrative procedures, focusing on maximizing the reduction and simplification of administrative procedures and business conditions, and successfully transitioning management methods from pre-inspection to post-inspection based on risk management; Strengthen real-time, data-driven enforcement oversight with a citizen- and business-centric service approach to enhance institutional quality, significantly improve the investment and business environment, boost national competitiveness, and create a breakthrough impetus for double-digit economic growth during the 2026–2030 period.
According to the Resolution, by 2027, 100% of eligible administrative procedures must be provided as end-to-end online public services.
The Resolution mandates a continued focus on administrative procedure reform for the 2026–2030 period to achieve the following specific targets:
Ensure no new administrative procedures, business conditions, or conditional business sectors are introduced beyond the scope established by the decentralization, delegation, reduction, and simplification measures outlined in the 11 Government Resolutions implementing Conclusion No. 18-KL/TW.
By 2027, 100% of eligible administrative procedures must be provided as end-to-end online public services; 100% of administrative procedure results must be digitized and data reused, while ensuring compliance with state secret protection regulations; and applicants must not be required to submit documents containing information already available in databases published by the respective managing agencies, unless otherwise required by specialized laws.
By 2030, 100% of essential public services must be accepted for processing at Public Administrative Service Centers nationwide, regardless of administrative boundaries; and 100% of public services must be provided proactively once data and digital infrastructure requirements are met. By 2027, 100% of eligible internal administrative procedures between state administrative agencies will be conducted in an electronic environment.
By 2027, 100% of eligible corporate reporting requirements will be fulfilled electronically; 100% of information, papers, and documents required for administrative procedures related to production and business activities will need to be submitted to state administrative agencies only once.
The direction, management, and evaluation of administrative procedure reform will be based on real-time data and linked to performance assessments of heads of agencies, officials, and civil servants; by 2030, the Satisfaction Index of citizens and businesses regarding the service provided by state administrative agencies (SIPAS) in handling administrative procedures will reach at least 95%; and 100% of feedback and recommendations from individuals and organizations regarding administrative regulations will be received, processed, and publicly reported with results within the prescribed timeframes.
Comprehensively innovate the mechanism for reviewing and simplifying administrative procedures by adopting a data-driven approach and managing processes based on the life events of citizens and businesses. Digitize and implement the control of administrative procedures entirely within a digital environment; ensure the principle that "citizens and businesses provide information only once," while enhancing data reuse and real-time, data-driven governance.
Ensure the smooth and effective operation of the National Public Service Portal, establishing it as the nation's "digital single-window" interface.
Accelerate digital transformation linked to the restructuring of administrative procedure processing workflows.
To achieve the aforementioned goals, the Resolution requires Ministries, ministerial-level agencies, and People's Committees of provinces and centrally-run cities to treat the reduction and simplification of administrative procedures and business conditions as a regular, continuous task tied to the responsibility of agency heads. Administrative procedure reform must be implemented in a unified, synchronized, and targeted manner, covering procedures involving citizens and businesses as well as internal administrative procedures within state administrative agencies.
Link administrative procedure reform with the control of power, the prevention of corruption and misconduct in the performance of official duties, and the strengthening of administrative discipline and order; resolutely eliminate the "ask-and-give" mechanism and rectify tendencies to evade responsibility, shift blame, or prioritize parochial interests and group interests during the formulation and implementation of administrative procedures. Tie the results of administrative procedure reform to the evaluation and classification of cadres and civil servants, treating this as a key criterion in personnel management.
Accelerate digital transformation linked to the restructuring of administrative procedure processing workflows, with data serving as the foundation. Focus on comprehensive digitization, data interoperability, and the proactive delivery of public services; use the time and costs incurred by citizens and businesses as benchmarks for reform quality; and ensure a favorable, open, transparent, and stable business and investment environment characterized by healthy competition.
Promote the interconnection and sharing of data between national databases, specialized databases, and the administrative procedure processing information system; and increase the replacement or reduction of required dossier components in administrative procedures, based on the level of completion and operational status of the databases. Standardize and publish internal and electronic procedures, and integrate their implementation into the centralized administrative procedure processing system and the National Public Service Portal.
Enhance the effectiveness and substance of the handling of feedback and recommendations from citizens and businesses.
Review and implement the decentralization and delegation of authority for administrative procedure processing, ensuring compliance with legal regulations based on the principle that heads of ministries, sectors, and localities proactively adjust and allocate staffing and financial resources among units and areas according to actual scale and workload—particularly during peak periods or when administrative procedures are processed without regard to administrative boundaries.
Allocate and arrange resources to handle administrative procedures decentralized or delegated to localities, ensuring smooth operations and preventing disruptions or delays for individuals and organizations. Provide professional training and capacity building for officials and civil servants directly responsible for processing administrative procedures, ensuring consistent implementation capabilities across localities after assuming authority from the central level.
Link administrative procedure control with the guidance, monitoring, follow-up, and inspection of procedure implementation by ministries, sectors, and localities to meet decentralization requirements and effectively serve citizens and businesses. Strengthen inspection and supervision of administrative procedure implementation within subordinate agencies and units; promptly detect and address instances where additional dossier requirements, demands, or processing steps are imposed beyond established regulations.
Intensify communication efforts and mobilize the substantive participation of citizens and businesses throughout the entire lifecycle of administrative procedures from design and promulgation to implementation, monitoring, and evaluation. Treat feedback from citizens and businesses as a key indicator of the effectiveness of administrative procedure reform. Prioritize consulting citizens and businesses, particularly via digital platforms, regarding plans to cut and simplify administrative procedures.
Enhance the effectiveness and substance of the handling of feedback and recommendations from citizens and businesses concerning administrative procedures; organize periodic dialogue conferences with associations, businesses, and citizens regarding the reduction and simplification of administrative procedures; and establish mechanisms and processes to address feedback, recommendations, and reform initiatives gathered through these dialogues in order to formulate plans for cutting and simplifying administrative procedures.
By October 1, 2026, Ministers, Heads of ministerial-level agencies, and Chairpersons of People's Committees of provinces and centrally-run cities must formulate and issue documents assigning responsibilities for implementing this Resolution. These documents must clearly specify objectives, tasks, implementation schedules, expected outcomes for each task, and the lead implementing units, and must be submitted to the Ministry of Justice for consolidation and reporting to the Prime Minister.
