Top leader stresses need to translate Party resolutions into tangible outcomes

AsemconnectVietnam - General Secretary and President To Lam has stressed that the value of Party resolutions and directives must ultimately be measured by the ability to solve practical problems and deliver tangible results for the people.
The top Vietnamese leader made the above remarks while delivering a keynote speech at a national video-conference in Ha Noi on September 3 to disseminate the key contents of several resolutions and directives issued recently by the Political Bureau.
He called for Party documents to be translated into specific tasks with clearly defined responsibilities, deadlines, resources and measurable outcomes, stressing that leaders must be held accountable for implementation outcomes.
He urged relevant agencies to promptly remove overlapping regulations and legal gaps that hinder innovation, regional connectivity, tourism development, talent attraction and resource mobilisation.
Decentralisation and delegation of authority must go hand in hand with sufficient human resources, finance, data, technology and mechanisms for power control, he said.
The Party General Secretary and President stressed that officials must be selected and evaluated based on actual performance. Those who dare to think, dare to act and dare to take responsibility should be protected and promoted, while those who evade or shift responsibility should be replaced.
He also called for stronger regional connectivity and substantive cooperation, with localities jointly implementing and financing inter-regional projects rather than pursuing fragmented development within their own administrative boundaries.
Tourism should be developed as an integrated, cross-sectoral and inter-regional economic ecosystem and a new growth driver, while ensuring the protection of heritages, cultural identity and the environment, he said.
Regarding over 6.5 million Vietnamese living abroad, General Secretary and President To Lam said they should be regarded as an inseparable part of the Vietnamese nation and a strategic resource. He called for adopting mechanisms to better connect and mobilize their expertise, resources and contributions to national development.
He also underscored the importance of timely, accurate and easy-to-understand policy communication, with greater emphasis on dialogue, explanation and listening to the people.
Data, digital technology and artificial intelligence should be used for forecasting and early warning, he said, stressing that information generated with technological support must be verified and have a clearly identified person responsible.
The national video-conference was held by the Political Bureau and the Central Committee of the Communist Party of Viet Nam's Secretariat, bringing together incumbent and former Party and State leaders, officials from central agencies, ministries and sectors, and representatives from provincial- and commune-level administrations, as well as officials from military regions nationwide.
Among the dignitaries were Politburo Member and Prime Minister Le Minh Hung, Politburo Member and President of the National Assembly Tran Thanh Man, and Politburo Member and Standing Member of the Party Central Committee's Secretariat Tran Cam Tu.
Participants watched a documentary reviewing the 10-year implementation of Directive No. 05-CT/TW, issued by the 12th-tenure Political Bureau, on promoting the study and following of President Ho Chi Minh's ideology, moral example and style.
They also studied key contents of a Political Bureau directive on promoting the study and practice of Ho Chi Minh's ideology, moral example, methods and style in the new development period.
Other presentations focused on the Political Bureau's strategy for ideological affairs in the new context; a resolution on promoting the pioneering and exemplary role, innovation and the spirit of daring to think, daring to act and daring to take responsibility among officials and Party members in the new era; a resolution on overseas Vietnamese affairs; a resolution on regional development and the organization of national development space in the new period; and a resolution on developing tourism into a spearhead economic sector in the new era.
