Gov’t approves national program for AI human resources development through 2030, towards 2035

AsemconnectVietnam - By 2030, Viet Nam targets to train at least 10,000 highly qualified artificial intelligence (AI) personnel, including researchers, engineers and experts capable of operating advanced AI systems.
This is part of the national program for AI human resources development through 2030, with a vision to 2035, recently approved by the Government.
Under the program, by 2030, at least 100,000 teachers, lecturers and education administrators will receive in-depth training and be capable of promoting the safe, effective and responsible use and application of AI. Meanwhile, around 10 million workers will receive training, further education or skills updates in basic AI use.
The program will develop AI application human resources by sector and field through new training, retraining and advanced upskilling for at least 50,000 people with university degrees or higher, equipping them with the capacity to apply AI in key sectors and fields.
Besides, the nation targets to have at least 1,500 experts capable of researching, developing and mastering core technologies and leading key AI tasks.
All higher education institutions will implement regulations on the use of AI in training, research and assessment.
Especially, 10 advanced and specialized AI training and research centers will be formed, including five to seven AI centers reaching an advanced level in the region and gradually approaching international standards.
By 2035, Viet Nam aims to become one of the leading countries in the region in terms of AI human resources development capacity, with a safe, reliable and responsible ecosystem for AI training, research, application and governance.
This ecosystem will directly contribute to increasing labor productivity, promoting innovation, improving the quality of public services, enhancing national competitiveness and protecting national interests in the era of AI.
Viet Nam has the second-highest AI adoption rate in Southeast Asia at 26.5 percent, according to the Global AI Diffusion Report released by Microsoft.
Microsoft noted that AI adoption in Viet Nam has increased stably from 21.2 per cent in the first half of 2025 to 26.5 per cent in the first quarter of 2026. In Southeast Asia, Viet Nam trails behind Singapore at 63.4 per cent./.
