Project on Ecosystem of supporting enterprises in leveraging FTAs in a period of 2026-2030 with a vision to 2035
I. Viewpoints
1. Development of an ecosystem to leverage FTAs must adhere to the Party's guidelines and policies on proactive, comprehensive, deep and effective international integration; and be consistent with Resolutions of the Politburo, National Assembly and Government on international economic integration in new situation. The ecosystem to leverage FTAs must be implemented synchronously with socio-economic development programs, enhancing national competitiveness, developing Vietnamese businesses and promoting transformation of growth model towards sustainability, innovation and deep integration into global value chain.
2. Development of an ecosystem to leverage FTAs must center around businesses, cooperatives and business households as subjects of integration process and leveraging of FTA commitments; Simultaneously, the State's role in creating and coordinating implementation of FTAs must be promoted and participation of ministries, sectors, localities, industry associations, business support organizations and stakeholders in value chain must be strengthened. Implementation must ensure close coordination and timely handling of difficulties and obstacles arising during the FTA implementation process, creating favorable conditions for businesses, cooperatives and business households to enhance their competitiveness, expand access to and investment in foreign markets and participate more deeply in regional and global supply chains.
3. Implementation of FTA-based ecosystem must ensure practicality, effectiveness, focus and priority for sectors with potential to effectively utilize FTAs; while also being linked to digital transformation, green development, sustainable development and increasing added value of export products. This includes focusing on building a unified coordination mechanism, effectively mobilizing public and social resources, strengthening application of digital platforms in providing information, consulting, connecting and supporting businesses, ensuring that ecosystem for leveraging FTAs operates stably, sustainably and in accordance with the country's development conditions in new period.
II. Objectives
1. Overall objective
To build and operate an ecosystem for leveraging FTAs in a synchronized and interconnected manner, with a unified coordination mechanism between the State management agencies and business community, in order to establish effective policy support tools, enhance utilization of FTA commitments, promote formation of a culture of cooperation and connectivity in production and export activities, thereby strengthening coordination among ministries, sectors, localities, business associations, industry associations and enterprises, improving competitiveness, increasing added value of export goods and contributing to effective implementation of policy of proactive and positive international economic integration in new situation.
2. Specific objectives
a) Forming and operating an ecosystem for leveraging FTAs
- To effectively form and operate an ecosystem for leveraging FTAs, comprising two main components: the State management agency component and enterprise component with participation of ministries, sectors, localities, business associations, industry associations and business support organizations, ensuring establishment of a mechanism for regular connection and support for enterprises, cooperatives and business households in key export sectors.
- By 2026, complete establishment of a working group to coordinate activities of ecosystem for leveraging FTAs, develop regulations for coordination between components and entities within ecosystem, establish procedures for handling obstacles and create a mechanism for evaluating the effectiveness of the ecosystem's operation;
- Select a company/enterprise/cooperative/cooperative union/cooperative group as representative organization of enterprise component participating in operation of the Ecosystem and simultaneously implement operation of Ecosystem in 1-2 key export sectors.
- In 2027, summarize results of the first phase, evaluate and consider expanding to include another 1-2 key export sectors.
- By 2030, build and establish a system connecting activities within the Ecosystem, leveraging FTAs for at least 6 key export sectors.
b) Develop criteria, procedures and processes for selecting and recognizing companies/enterprises/cooperatives/cooperative unions/cooperative groups as representative organization of enterprise component participating in operation of the Ecosystem;
- Recognizing enterprises, cooperatives and business households as Ecosystem Members; criteria, procedures and processes for selecting Ecosystem Members eligible for support mechanisms as prescribed by law.
- Developing criteria, procedures and processes for selecting and recognizing companies/enterprises/cooperatives/cooperative unions/cooperative groups as representative organizations of enterprise component participating in the operation of the Ecosystem.
- Developing criteria, procedures, and processes for selecting enterprises, cooperatives, and business households recognized as Ecosystem Members to leverage FTAs.
- Developing criteria, procedures and processes for selecting Ecosystem Members eligible for support mechanisms as prescribed by law.
- Conduct data collection, analysis, evaluation and annual reporting on utilization of FTAs.
c) Enhance member capacity and expand number of members in FTA utilization ecosystem
- In the first year of operation of FTA Utilization Ecosystem, a minimum of 50 enterprises, cooperatives or business households in priority export sectors will be selected and recognized as Members of FTA Utilization Ecosystem. From the second year onwards, this number will increase to a minimum of 100 enterprises, cooperatives and business households.
- All Members of FTA Utilization Ecosystem will receive support in at least one of the following areas: Support for policy and FTA commitment consulting; support for access to capital and credit; support for meeting standards and regulations of import markets; support for brand building and market development; support for connecting supply chains, value chains and logistics systems.
d) Enhancing effectiveness of FTA utilization
By 2030, following goals should be achieved in terms of FTA utilization:
- Improve utilization rate of preferential Certificates of Origin (C/O) under FTAs by participating entities that are Members of FTA-utilizing ecosystem in total export turnover to FTA markets, especially new generation FTAs such as CPTPP (approximately 15%), EVFTA (approximately 40%) and UKVFTA (approximately 42%).
- Increase proportion of domestic value added in the total export turnover of enterprises participating in the ecosystem to over 50%.
- At least 50% of enterprises, cooperatives and business households participating in the FTA-utilizing ecosystem meet the requirements for sustainable development, green transformation, circular economy, ESG standards, environmental standards, and technical standards of importing markets.
III. Project content
1. Scope of the Project
The project is implemented nationwide, aiming to build and operate an ecosystem to support businesses, cooperatives and business households in effectively exploiting the FTAs that Vietnam participates in, while also supporting entities in meeting international commitments, technical standards, market requirements and relevant new trade trends to enhance competitiveness, expand export markets and participate more deeply in regional and global value chains.
2. Target audience of the Project
Target audiences and beneficiaries of the project include: (1) businesses of all economic sectors; (2) cooperatives and business households with production and business activities linked to domestic and export value chains; (3) industry associations, business associations and organizations representing business community; (4) credit institutions, logistics, digital technology, training, consulting, certification, trade promotion and other business support organizations; (5) central and local the State management agencies participating in implementation of the Project.
3. Principles of project implementation
a) Implementation of the Project must ensure adherence to the Party's guidelines and policies and the State's laws on proactive and positive international economic integration; be consistent with international commitments to which Vietnam is a member; and at the same time be linked to socio-economic development programs, national competitiveness enhancement and development of Vietnamese enterprises in new situation.
b) Ensure close and synchronized coordination among ministries, sectors, localities, industry associations, business support organizations and business community in building and operating ecosystem for utilizing FTAs; Promote coordinating role of focal agency while strengthening proactiveness and responsibility of participating entities.
c) Implementation of ecosystem for leveraging FTAs must be focused and targeted, following a roadmap appropriate to practical conditions and characteristics of each industry; prioritizing key export industries, localities with potential to effectively utilize FTAs and sectors capable of deep participation in regional and global value chains.
d) Ensure transparency, efficiency and effectiveness in management and use of resources; combine resources from the State budget with social resources, enterprise resources and other legitimate sources; encourage proactive participation of private sector in providing support services for businesses.
e) Strengthen application of digital transformation in building and operating ecosystem for leveraging FTAs; ensure connectivity and data sharing between central and local government agencies and participating entities; Develop a system of indicators to monitor and evaluate effectiveness of utilizing FTAs as a basis for policy adjustments and improving implementation efficiency.
g) Implementation of the Project must be linked to a mechanism for regular inspection, supervision and evaluation; promptly identify and address difficulties and obstacles; and ensure that ecosystem for utilizing FTAs operates stably and sustainably, in line with requirements of international economic integration in the new phase.
4. Implementation roadmap
a) Phase 1 (2026)
Complete establishment of a Task Force to coordinate activities of Ecosystem leveraging FTAs; develop regulations for coordination between components and entities within the Ecosystem; establish procedures for handling obstacles and mechanisms for evaluating effectiveness of the Ecosystem's operation; select a company/enterprise/cooperative/cooperative union/task force to represent the enterprise component in operating the Ecosystem; and simultaneously implement the Ecosystem's operation in 1-2 key export sectors.
b) Phase 2 (2027)
Summarize results of the first phase, evaluate and consider expanding to include another 1-2 key export sectors.
c) Phase 3 (From 2028 to 2030)
Summarize results of Phases 1 and 2, consider expanding to include more key export sectors, strengthen connectivity and maximize effectiveness of connections between entities participating in FTA-utilizing ecosystem. By 2030, build and establish an operational connectivity system within the FTA-utilizing ecosystem for at least 6 key export sectors.
IV. Main tasks and solutions
1. Building organizational structure and criteria related to implementation and operation of FTA-utilizing ecosystem
a) Develop and issue a Decision on the organizational structure and operating regulations of the Working Group implementing tasks of FTA-utilizing ecosystem project.
b) Develop, issue and guide criteria and procedures for recognizing focal organization operating the ecosystem; Organize selection, evaluation, recognition and support of the formation of focal organization to operate the ecosystem.
c) Develop, issue and guide criteria and procedures for participating in the ecosystem leveraging FTAs for businesses, cooperatives, business households, and related entities.
d) Develop, issue and guide criteria for selecting experts on international economic integration to create human resources for ecosystem leveraging FTAs.

Implementation time: Q3 - Q4 2026.
2. Develop and issue Program and Plan for operation of ecosystem leveraging FTAs
a) Develop and issue a Decision on annual plan and program of activities for ecosystem (from 2026 to 2030).
b) Guide focal organization to develop a detailed implementation plan.
Leading agency: Ministry of Industry and Trade
Coordinating agencies: Central and local ministries and agencies, associations, industry associations and relevant units.
Implementation period: From Q3 - Q4 2026 to 2030.
3. Data collection, analysis, evaluation and reporting
Collect data, analyze, evaluate and report annually on effectiveness of utilizing FTAs by entities participating in the Ecosystem.
Leading agency: Ministry of Industry and Trade
Coordinating agencies: Central and local ministries and agencies, associations, industry associations and relevant units.
Implementation period: 2027 to 2030.
4. Enhancing business capacity and developing value chains
a) Establishing a network of strategic partners (credit institutions, logistics, digital technology, training, certification, consulting, investment funds, etc. to support entities in ecosystem in leveraging FTAs.
b) Promoting linkages between domestic businesses, cooperatives and business households that are members of the ecosystem leveraging FTAs and FDI enterprises, research organizations, financial institutions and entities in supply chain to increase localization rate and domestic added value.

Coordinating agencies: Central and local ministries and agencies, associations, industry associations and relevant units.
Implementation period: 2026 to 2030.
5. Building a digital platform and information system to support utilization of FTAs
a) Building and operating a database of members of ecosystem utilizing FTAs and a digital platform to serve governance, connection, receiving support needs, sharing information and monitoring effectiveness of ecosystem's operations.
b) Applying digital technology in consulting, training, connecting and monitoring implementation of ecosystem utilizing FTAs.
Lead agency: Ministry of Industry and Trade
Coordinating agencies: Central and local ministries and agencies, associations, industry associations and relevant units.
Implementation Timeline: 2026 - 2027
6. Mobilizing resources and strengthening coordination in implementation
a) Mobilizing international organizations, development partners, international financial institutions, business community and other legitimate resources to participate in providing technical support, expertise, knowledge, technology, experience and financial resources.
b) Reviewing and summarizing implementation status of projects/programs/resources supporting businesses in effectively exploiting FTAs (including supporting businesses of different sizes in accessing FTA markets).
c) Organizing awareness campaigns on FTA ecosystem.
d) Summarizing and reporting on results of implementation of FTA Ecosystem Project.
e) Organize recognition ceremonies for entities that effectively implement tasks within the Project on Ecosystem for Leveraging FTAs.

Implementation period: 2026 to 2030.
V. Project funding
1. State budget allocated from the annual recurrent expenditure estimates of ministries, agencies, and localities according to the current state budget decentralization, ensuring compliance with the law on state budget and other relevant legal documents.
2. Funding from international organizations and foreign partners.
3. Voluntary contributions from businesses, cooperatives, organizations, and related entities participating in the Ecosystem for Leveraging FTAs in appropriate forms according to market mechanisms.
4. Other legitimate sources of socialized funding (if any).
VI. Implementation organization
1. Ministry of Industry and Trade
a) As the lead agency, it will preside over the implementation of the Project; organize coordination, supervision, and evaluation of the effectiveness of the Ecosystem for Utilizing FTAs; issue or submit to competent authorities for issuance necessary legal documents, mechanisms, and policies to implement the Project; and be responsible for the overall feasibility and effectiveness of the Project.
b) It will preside over establishment and operation of Working Group on Ecosystem for Utilizing FTAs; issue criteria, organize appraisal, recognition and supervision of activities of focal organization operating Ecosystem, ensuring that its activities are transparent, effective and aligned with the Project's direction.
c) It will preside over development of criteria for selecting enterprises, cooperatives and business households to be recognized as Members of the Ecosystem for Utilizing FTAs; (c) Develop criteria for international economic integration experts to create human resources for Ecosystem; develop and publicize annual plan and program of activities of the Ecosystem leveraging FTAs; collect data, analyze, evaluate and report periodically annually on situation of leveraging FTAs by entities participating in Ecosystem leveraging FTAs.
d) Chair and coordinate with Ministry of Finance and relevant ministries and agencies to integrate implementation of Ecosystem leveraging FTAs into programs supporting businesses, trade promotion, market development, digital transformation, green transformation and related socio-economic development programs; and coordinate in building mechanisms to encourage the mobilization of legitimate resources outside the state budget to support operation and development of Ecosystem.
e) Chair development, management and operation of Database of Members of Ecosystem leveraging FTAs and digital platform serving Ecosystem leveraging FTAs;
1. Ministry of Finance
a) Organize training, consulting, information provision and support for businesses to leverage FTA commitments.
g) Chair and coordinate with Ministry of Culture, Sports and Tourism, news agencies, press and relevant agencies to organize propaganda, dissemination and raise awareness about FTAs and implementation of FTA leverage ecosystem.
h) Conduct inspection and supervision of operation of FTA leverage ecosystem nationwide.
f) Chair monitoring, compilation, evaluation and reporting to the Prime Minister on situation and results of the Project implementation before December 25th of each year.
2. Ministry of Finance
a) Chair and coordinate with Ministry of Industry and Trade and relevant ministries and agencies to allocate funds from the State budget in accordance with law on the State budget and other relevant legal documents.
b) Coordinate with Ministry of Industry and Trade and relevant ministries and agencies to develop mechanisms to attract investment, develop supporting industries, increase localization rate and promote linkages between domestic enterprises and foreign-invested enterprises to enhance effectiveness of utilizing FTAs.
c) Coordinate with Ministry of Industry and Trade to integrate the implementation of FTA utilization ecosystem into socio-economic development programs, enterprise support programs, investment promotion programs and industry, region and local development programs; guide localities in allocating resources and organizing implementation according to regulations.
d) Coordinate with Ministry of Industry and Trade and relevant ministries and agencies to develop mechanisms to mobilize legitimate resources outside the state budget, including resources from enterprises, associations, financial institutions, international organizations, and other legitimate sources to implement FTA utilization ecosystem.
3. Ministry of Foreign Affairs
a) Coordinate with Ministry of Industry and Trade in promoting international cooperation, mobilizing development partners, international organizations, international financial institutions, development support funds, and international expert networks to participate in providing technical support, sharing experiences, transferring knowledge, mobilizing legitimate resources, and supporting the implementation of the Project.
b) Coordinate with Ministry of Industry and Trade and relevant ministries and agencies to support and promote international cooperation, promote the image of Vietnamese businesses and brands, and promote connections with regional and global production, distribution and supply chain networks of entities within ecosystem leveraging FTAs in key FTA markets.
c) Coordinate and support handling, connection and resolution of difficulties and obstacles with foreign elements related to trade cooperation, investment, market promotion and international connectivity of entities within the ecosystem according to their functions, duties and legal regulations.
4. Ministries and ministerial-level agencies
a) Coordinate with Ministry of Industry and Trade to implement the contents of the Project; Review and refine mechanisms and policies within its management scope to support businesses in leveraging FTAs; proactively develop annual plans and budget estimates to be submitted to Ministry of Finance for consolidation based on review, consensus, and synchronization in the implementation of the FTA leverage ecosystem Project.
b) Appoint representatives with sufficient professional capacity and authority to participate in Working Group on FTA leverage ecosystem; proactively coordinate and promptly address or advise on handling of difficulties, obstacles, and recommendations from entities participating in the Ecosystem within its management scope.
c) Coordinate with Ministry of Industry and Trade, focal organization operating the Ecosystem and relevant agencies in developing and implementing specialized support programs, training, technical guidance, resource connection, and other business support activities within its professional scope and management area.
d) Proactively provide, update and share information, data, policies, management guidelines, specialized regulations and other necessary information within the management field to serve the analysis, forecasting, early warning of risks and improve effectiveness of support for entities participating in the Ecosystem.
e) Periodically or upon request, coordinate evaluation of implementation results, report difficulties and obstacles and propose solutions to improve mechanisms and policies and enhance operational efficiency of the Ecosystem.
5. People's Committees of provinces and cities
a) Develop plans to implement contents of the Ecosystem for leveraging FTAs at local level; proactively integrate goal of supporting businesses to effectively utilize FTAs into socio-economic development programs, trade promotion, industry development, digital transformation, green transformation and other local business support programs.
b) Proactively allocate appropriate resources, integrate resources from existing programs and mobilize suitable social resources to implement activities supporting businesses in leveraging FTAs at the local level; direct relevant departments and agencies, with Department of Industry and Trade as the focal point, to coordinate participation in Task Force on Ecosystem for Leveraging FTAs and promptly address any difficulties and obstacles arising within their jurisdiction.
c) Review, select and introduce potential businesses, cooperatives, business households, industry associations and supporting organizations to participate in the Ecosystem; and coordinate efforts to promote formation of production-processing-logistics-consumption linkage models along value chain that are consistent with local industry's advantages.
d) Organize assessment and selection of Members of Ecosystem for Utilizing FTAs who are eligible for the State budget support at local level, in accordance with law on Ecosystem for Utilizing FTAs, ensuring that operations are open, transparent, effective and aligned with the Project's direction.
e) Proactively provide information and data on production and export situations, the level of FTA utilization and difficulties and obstacles faced by businesses, cooperatives and household businesses in the locality; coordinate with Ministry of Industry and Trade in monitoring, evaluating, inspecting and supervising effectiveness of Ecosystem's implementation; periodically report on implementation status and propose improvements to related mechanisms and policies.
g) Coordinate with Ecosystem Operator and relevant agencies in organizing training, disseminating information, connecting resources, supporting digital transformation, enhancing competitiveness and promoting local businesses, cooperatives and household businesses to participate more deeply in the export value chain within framework of FTAs.
6. Industry associations, business associations and business support organizations
a) Actively participate in the ecosystem to leverage FTAs; appoint representatives to participate in specialized committees according to industry, sector, or issue group; coordinate with the Ecosystem Operator in gathering needs, proposing initiatives and implementing support activities for businesses, cooperatives and household businesses in accordance with the specific characteristics of industry and sector.
b) Strengthen connections between businesses, cooperatives, household businesses and related entities in the value chain; support formation of production-supply-processing-logistics-consumption linkages; Promoting brand building, expanding markets and enhancing capacity to meet technical standards, quality standards and market requirements within framework of FTAs.
c) Coordinate organization of training activities, information dissemination, professional consulting, support for digital transformation, green transformation and capacity building in governance and leveraging preferential treatment from FTAs for Members and relevant business communities.
d) Proactively compile and promptly report difficulties, obstacles, support needs and policy recommendations from practical operations of businesses, cooperatives and household businesses to ecosystem operating unit, Ecosystem task force and relevant authorities for consideration, handling or improvement of related mechanisms and policies.
e) Mobilize a network of experts, support resources and domestic and international cooperation to coordinate implementation of initiatives and programs to support businesses, contributing to expanding scale and improving efficiency of the ecosystem.

- All Members of FTA Utilization Ecosystem will receive support in at least one of the following areas: Support for policy and FTA commitment consulting; support for access to capital and credit; support for meeting standards and regulations of import markets; support for brand building and market development; support for connecting supply chains, value chains and logistics systems.
d) Enhancing effectiveness of FTA utilization
By 2030, following goals should be achieved in terms of FTA utilization:
- Improve utilization rate of preferential Certificates of Origin (C/O) under FTAs by participating entities that are Members of FTA-utilizing ecosystem in total export turnover to FTA markets, especially new generation FTAs such as CPTPP (approximately 15%), EVFTA (approximately 40%) and UKVFTA (approximately 42%).
- Increase proportion of domestic value added in the total export turnover of enterprises participating in the ecosystem to over 50%.
- At least 50% of enterprises, cooperatives and business households participating in the FTA-utilizing ecosystem meet the requirements for sustainable development, green transformation, circular economy, ESG standards, environmental standards, and technical standards of importing markets.
III. Project content
1. Scope of the Project
The project is implemented nationwide, aiming to build and operate an ecosystem to support businesses, cooperatives and business households in effectively exploiting the FTAs that Vietnam participates in, while also supporting entities in meeting international commitments, technical standards, market requirements and relevant new trade trends to enhance competitiveness, expand export markets and participate more deeply in regional and global value chains.
2. Target audience of the Project
Target audiences and beneficiaries of the project include: (1) businesses of all economic sectors; (2) cooperatives and business households with production and business activities linked to domestic and export value chains; (3) industry associations, business associations and organizations representing business community; (4) credit institutions, logistics, digital technology, training, consulting, certification, trade promotion and other business support organizations; (5) central and local the State management agencies participating in implementation of the Project.
3. Principles of project implementation
a) Implementation of the Project must ensure adherence to the Party's guidelines and policies and the State's laws on proactive and positive international economic integration; be consistent with international commitments to which Vietnam is a member; and at the same time be linked to socio-economic development programs, national competitiveness enhancement and development of Vietnamese enterprises in new situation.
b) Ensure close and synchronized coordination among ministries, sectors, localities, industry associations, business support organizations and business community in building and operating ecosystem for utilizing FTAs; Promote coordinating role of focal agency while strengthening proactiveness and responsibility of participating entities.
c) Implementation of ecosystem for leveraging FTAs must be focused and targeted, following a roadmap appropriate to practical conditions and characteristics of each industry; prioritizing key export industries, localities with potential to effectively utilize FTAs and sectors capable of deep participation in regional and global value chains.
d) Ensure transparency, efficiency and effectiveness in management and use of resources; combine resources from the State budget with social resources, enterprise resources and other legitimate sources; encourage proactive participation of private sector in providing support services for businesses.
e) Strengthen application of digital transformation in building and operating ecosystem for leveraging FTAs; ensure connectivity and data sharing between central and local government agencies and participating entities; Develop a system of indicators to monitor and evaluate effectiveness of utilizing FTAs as a basis for policy adjustments and improving implementation efficiency.
g) Implementation of the Project must be linked to a mechanism for regular inspection, supervision and evaluation; promptly identify and address difficulties and obstacles; and ensure that ecosystem for utilizing FTAs operates stably and sustainably, in line with requirements of international economic integration in the new phase.
4. Implementation roadmap
a) Phase 1 (2026)
Complete establishment of a Task Force to coordinate activities of Ecosystem leveraging FTAs; develop regulations for coordination between components and entities within the Ecosystem; establish procedures for handling obstacles and mechanisms for evaluating effectiveness of the Ecosystem's operation; select a company/enterprise/cooperative/cooperative union/task force to represent the enterprise component in operating the Ecosystem; and simultaneously implement the Ecosystem's operation in 1-2 key export sectors.
b) Phase 2 (2027)
Summarize results of the first phase, evaluate and consider expanding to include another 1-2 key export sectors.
c) Phase 3 (From 2028 to 2030)
Summarize results of Phases 1 and 2, consider expanding to include more key export sectors, strengthen connectivity and maximize effectiveness of connections between entities participating in FTA-utilizing ecosystem. By 2030, build and establish an operational connectivity system within the FTA-utilizing ecosystem for at least 6 key export sectors.
IV. Main tasks and solutions
1. Building organizational structure and criteria related to implementation and operation of FTA-utilizing ecosystem
a) Develop and issue a Decision on the organizational structure and operating regulations of the Working Group implementing tasks of FTA-utilizing ecosystem project.
b) Develop, issue and guide criteria and procedures for recognizing focal organization operating the ecosystem; Organize selection, evaluation, recognition and support of the formation of focal organization to operate the ecosystem.
c) Develop, issue and guide criteria and procedures for participating in the ecosystem leveraging FTAs for businesses, cooperatives, business households, and related entities.
d) Develop, issue and guide criteria for selecting experts on international economic integration to create human resources for ecosystem leveraging FTAs.

Implementation time: Q3 - Q4 2026.
2. Develop and issue Program and Plan for operation of ecosystem leveraging FTAs
a) Develop and issue a Decision on annual plan and program of activities for ecosystem (from 2026 to 2030).
b) Guide focal organization to develop a detailed implementation plan.
Leading agency: Ministry of Industry and Trade
Coordinating agencies: Central and local ministries and agencies, associations, industry associations and relevant units.
Implementation period: From Q3 - Q4 2026 to 2030.
3. Data collection, analysis, evaluation and reporting
Collect data, analyze, evaluate and report annually on effectiveness of utilizing FTAs by entities participating in the Ecosystem.
Leading agency: Ministry of Industry and Trade
Coordinating agencies: Central and local ministries and agencies, associations, industry associations and relevant units.
Implementation period: 2027 to 2030.
4. Enhancing business capacity and developing value chains
a) Establishing a network of strategic partners (credit institutions, logistics, digital technology, training, certification, consulting, investment funds, etc. to support entities in ecosystem in leveraging FTAs.
b) Promoting linkages between domestic businesses, cooperatives and business households that are members of the ecosystem leveraging FTAs and FDI enterprises, research organizations, financial institutions and entities in supply chain to increase localization rate and domestic added value.

Coordinating agencies: Central and local ministries and agencies, associations, industry associations and relevant units.
Implementation period: 2026 to 2030.
5. Building a digital platform and information system to support utilization of FTAs
a) Building and operating a database of members of ecosystem utilizing FTAs and a digital platform to serve governance, connection, receiving support needs, sharing information and monitoring effectiveness of ecosystem's operations.
b) Applying digital technology in consulting, training, connecting and monitoring implementation of ecosystem utilizing FTAs.

Coordinating agencies: Central and local ministries and agencies, associations, industry associations and relevant units.
Implementation Timeline: 2026 - 2027
6. Mobilizing resources and strengthening coordination in implementation
a) Mobilizing international organizations, development partners, international financial institutions, business community and other legitimate resources to participate in providing technical support, expertise, knowledge, technology, experience and financial resources.
b) Reviewing and summarizing implementation status of projects/programs/resources supporting businesses in effectively exploiting FTAs (including supporting businesses of different sizes in accessing FTA markets).
c) Organizing awareness campaigns on FTA ecosystem.
d) Summarizing and reporting on results of implementation of FTA Ecosystem Project.
e) Organize recognition ceremonies for entities that effectively implement tasks within the Project on Ecosystem for Leveraging FTAs.

Implementation period: 2026 to 2030.
V. Project funding
1. State budget allocated from the annual recurrent expenditure estimates of ministries, agencies, and localities according to the current state budget decentralization, ensuring compliance with the law on state budget and other relevant legal documents.
2. Funding from international organizations and foreign partners.
3. Voluntary contributions from businesses, cooperatives, organizations, and related entities participating in the Ecosystem for Leveraging FTAs in appropriate forms according to market mechanisms.
4. Other legitimate sources of socialized funding (if any).
VI. Implementation organization
1. Ministry of Industry and Trade
a) As the lead agency, it will preside over the implementation of the Project; organize coordination, supervision, and evaluation of the effectiveness of the Ecosystem for Utilizing FTAs; issue or submit to competent authorities for issuance necessary legal documents, mechanisms, and policies to implement the Project; and be responsible for the overall feasibility and effectiveness of the Project.
b) It will preside over establishment and operation of Working Group on Ecosystem for Utilizing FTAs; issue criteria, organize appraisal, recognition and supervision of activities of focal organization operating Ecosystem, ensuring that its activities are transparent, effective and aligned with the Project's direction.
c) It will preside over development of criteria for selecting enterprises, cooperatives and business households to be recognized as Members of the Ecosystem for Utilizing FTAs; (c) Develop criteria for international economic integration experts to create human resources for Ecosystem; develop and publicize annual plan and program of activities of the Ecosystem leveraging FTAs; collect data, analyze, evaluate and report periodically annually on situation of leveraging FTAs by entities participating in Ecosystem leveraging FTAs.
d) Chair and coordinate with Ministry of Finance and relevant ministries and agencies to integrate implementation of Ecosystem leveraging FTAs into programs supporting businesses, trade promotion, market development, digital transformation, green transformation and related socio-economic development programs; and coordinate in building mechanisms to encourage the mobilization of legitimate resources outside the state budget to support operation and development of Ecosystem.
e) Chair development, management and operation of Database of Members of Ecosystem leveraging FTAs and digital platform serving Ecosystem leveraging FTAs;
1. Ministry of Finance
a) Organize training, consulting, information provision and support for businesses to leverage FTA commitments.
g) Chair and coordinate with Ministry of Culture, Sports and Tourism, news agencies, press and relevant agencies to organize propaganda, dissemination and raise awareness about FTAs and implementation of FTA leverage ecosystem.
h) Conduct inspection and supervision of operation of FTA leverage ecosystem nationwide.
f) Chair monitoring, compilation, evaluation and reporting to the Prime Minister on situation and results of the Project implementation before December 25th of each year.
2. Ministry of Finance
a) Chair and coordinate with Ministry of Industry and Trade and relevant ministries and agencies to allocate funds from the State budget in accordance with law on the State budget and other relevant legal documents.
b) Coordinate with Ministry of Industry and Trade and relevant ministries and agencies to develop mechanisms to attract investment, develop supporting industries, increase localization rate and promote linkages between domestic enterprises and foreign-invested enterprises to enhance effectiveness of utilizing FTAs.
c) Coordinate with Ministry of Industry and Trade to integrate the implementation of FTA utilization ecosystem into socio-economic development programs, enterprise support programs, investment promotion programs and industry, region and local development programs; guide localities in allocating resources and organizing implementation according to regulations.
d) Coordinate with Ministry of Industry and Trade and relevant ministries and agencies to develop mechanisms to mobilize legitimate resources outside the state budget, including resources from enterprises, associations, financial institutions, international organizations, and other legitimate sources to implement FTA utilization ecosystem.
3. Ministry of Foreign Affairs
a) Coordinate with Ministry of Industry and Trade in promoting international cooperation, mobilizing development partners, international organizations, international financial institutions, development support funds, and international expert networks to participate in providing technical support, sharing experiences, transferring knowledge, mobilizing legitimate resources, and supporting the implementation of the Project.
b) Coordinate with Ministry of Industry and Trade and relevant ministries and agencies to support and promote international cooperation, promote the image of Vietnamese businesses and brands, and promote connections with regional and global production, distribution and supply chain networks of entities within ecosystem leveraging FTAs in key FTA markets.
c) Coordinate and support handling, connection and resolution of difficulties and obstacles with foreign elements related to trade cooperation, investment, market promotion and international connectivity of entities within the ecosystem according to their functions, duties and legal regulations.
4. Ministries and ministerial-level agencies
a) Coordinate with Ministry of Industry and Trade to implement the contents of the Project; Review and refine mechanisms and policies within its management scope to support businesses in leveraging FTAs; proactively develop annual plans and budget estimates to be submitted to Ministry of Finance for consolidation based on review, consensus, and synchronization in the implementation of the FTA leverage ecosystem Project.
b) Appoint representatives with sufficient professional capacity and authority to participate in Working Group on FTA leverage ecosystem; proactively coordinate and promptly address or advise on handling of difficulties, obstacles, and recommendations from entities participating in the Ecosystem within its management scope.
c) Coordinate with Ministry of Industry and Trade, focal organization operating the Ecosystem and relevant agencies in developing and implementing specialized support programs, training, technical guidance, resource connection, and other business support activities within its professional scope and management area.
d) Proactively provide, update and share information, data, policies, management guidelines, specialized regulations and other necessary information within the management field to serve the analysis, forecasting, early warning of risks and improve effectiveness of support for entities participating in the Ecosystem.
e) Periodically or upon request, coordinate evaluation of implementation results, report difficulties and obstacles and propose solutions to improve mechanisms and policies and enhance operational efficiency of the Ecosystem.
5. People's Committees of provinces and cities
a) Develop plans to implement contents of the Ecosystem for leveraging FTAs at local level; proactively integrate goal of supporting businesses to effectively utilize FTAs into socio-economic development programs, trade promotion, industry development, digital transformation, green transformation and other local business support programs.
b) Proactively allocate appropriate resources, integrate resources from existing programs and mobilize suitable social resources to implement activities supporting businesses in leveraging FTAs at the local level; direct relevant departments and agencies, with Department of Industry and Trade as the focal point, to coordinate participation in Task Force on Ecosystem for Leveraging FTAs and promptly address any difficulties and obstacles arising within their jurisdiction.
c) Review, select and introduce potential businesses, cooperatives, business households, industry associations and supporting organizations to participate in the Ecosystem; and coordinate efforts to promote formation of production-processing-logistics-consumption linkage models along value chain that are consistent with local industry's advantages.
d) Organize assessment and selection of Members of Ecosystem for Utilizing FTAs who are eligible for the State budget support at local level, in accordance with law on Ecosystem for Utilizing FTAs, ensuring that operations are open, transparent, effective and aligned with the Project's direction.
e) Proactively provide information and data on production and export situations, the level of FTA utilization and difficulties and obstacles faced by businesses, cooperatives and household businesses in the locality; coordinate with Ministry of Industry and Trade in monitoring, evaluating, inspecting and supervising effectiveness of Ecosystem's implementation; periodically report on implementation status and propose improvements to related mechanisms and policies.
g) Coordinate with Ecosystem Operator and relevant agencies in organizing training, disseminating information, connecting resources, supporting digital transformation, enhancing competitiveness and promoting local businesses, cooperatives and household businesses to participate more deeply in the export value chain within framework of FTAs.
6. Industry associations, business associations and business support organizations
a) Actively participate in the ecosystem to leverage FTAs; appoint representatives to participate in specialized committees according to industry, sector, or issue group; coordinate with the Ecosystem Operator in gathering needs, proposing initiatives and implementing support activities for businesses, cooperatives and household businesses in accordance with the specific characteristics of industry and sector.
b) Strengthen connections between businesses, cooperatives, household businesses and related entities in the value chain; support formation of production-supply-processing-logistics-consumption linkages; Promoting brand building, expanding markets and enhancing capacity to meet technical standards, quality standards and market requirements within framework of FTAs.
c) Coordinate organization of training activities, information dissemination, professional consulting, support for digital transformation, green transformation and capacity building in governance and leveraging preferential treatment from FTAs for Members and relevant business communities.
d) Proactively compile and promptly report difficulties, obstacles, support needs and policy recommendations from practical operations of businesses, cooperatives and household businesses to ecosystem operating unit, Ecosystem task force and relevant authorities for consideration, handling or improvement of related mechanisms and policies.
e) Mobilize a network of experts, support resources and domestic and international cooperation to coordinate implementation of initiatives and programs to support businesses, contributing to expanding scale and improving efficiency of the ecosystem.
