 The Government has directed northern Ninh Binh province to effectively implement the its Master Plan for 2021-2030, with a vision toward 2050. Concurrently, the province must urgently prepare a scheme to become a centrally-run city by 2030, positioned as a "Millennial Heritage City."

In terms of infrastructure, the province is urged to focus on developing strategic transport axes and researching the formation of key economic zones and maritime economies. Priority will be given to high-speed railways, deep-sea ports integrated with coastal urban areas, tourism ports, and digital infrastructure.

The Government also requested the expansion of heritage links between Trang An – Bai Dinh – Tam Chuc and the complexes of Hoa Lu – Phu Day – Tran Temple – Phat Diem – Xuan Thuy. This initiative aims to create momentum for a large-scale regional tourism chain.

Furthermore, the locality needs to continue perfecting its two-level local government model, building a digital data system, and implementing a KPI-based officer assessment framework. The province aims to boost administrative reform on digital platforms, striving to reduce processing time by 50% and administrative compliance costs by 50% in 2026 compared to 2024.

According to the conclusions of Deputy Prime Minister Nguyen Van Thang following a recent working session with provincial leaders, Ninh Binh’s socio-economic landscape recorded several outstanding highlights in the first half of 2026.

The province's Gross Regional Domestic Product (GRDP) grew by 11.44%, surpassing the initial target of 11.38%. This growth rate ranks Ninh Binh first in the Red River Delta and second among 34 provinces and cities nationwide.

The economic structure continues to shift positively: the agriculture, forestry, and fishery sector grew by 2.61%; industry and construction rose by 16.52%; and services increased by 9.8%. Notably, industry remains the primary growth driver, with the industrial production index surging by 27.26%.

Commercial, service, and tourism activities have shown a strong recovery. Total retail sales of goods and consumer services revenue increased by 21.4%, while export turnover rose by 52.3%, reaching more than half of the annual plan.

Ninh Binh’s Public Administration Reform (PAR) Index is ranked 4th out of 34 localities; its Provincial Competitiveness Index (PCI) is in the top 18; and the Satisfaction Index of Public Administration Services (SIPAS) stands at 18th.

One of the province's key upcoming tasks is to accelerate the progress of major projects, resolve long-standing issues related to land and planning, and decisively promote the disbursement of public investment capital in the second half of the year.
