12 imported groups of items must undergo customs procedures at border gates

AsemconnectVietnam - From August 14th, 2026, 12 groups of imported goods such as wine, beer, automobiles, gasoline, etc., will be required to undergo customs procedures at the import border gate.
Deputy Prime Minister Nguyen Van Thang recently signed Decision No. 31/2026/QD-TTg dated June 29th, 2026, of the Prime Minister promulgating the List of Imported Goods Subject to Customs Procedures at the Import Border Gate.
This decision stipulates the list of 12 types of imported goods that must undergo customs procedures at the import border gate, including cigarettes, cigars and other tobacco products used for smoking, inhaling, chewing, sniffing, or sucking; wine; beer produced from malt; passenger cars with less than 16 seats; airplanes, yachts; all types of gasoline; air conditioners with a capacity of 90,000 BTU or less; playing cards; Gold leaf paper; explosive precursors, industrial explosives; goods imported from countries and territories with warnings about disease outbreaks as announced by the Ministry of Agriculture and Environment.
Notably, for imported shipments containing multiple types of goods, including both items on and off the list but sharing a single bill of lading, businesses must still carry out customs procedures at the import border gate as prescribed.
In addition, the Decision also stipulates that in some cases, customs declarants have the right to choose a location for customs procedures outside the import border gate. Specifically, goods such as equipment, machinery, and materials imported for factory and construction projects; goods for processing, domestic consumption, and export production; goods brought into free trade zones and bonded warehouses; goods imported for emergency relief; and goods specifically for national defense and security, etc. may be processed at other locations as prescribed.
This decision takes effect from August 14, 2026 and replaces Decision No. 23/2019/QD-TTg dated June 27, 2019 of the Prime Minister promulgating the list of imported goods subject to customs procedures at the import border gate.
