Growth targets assigned to each locality and requiring quarterly scenario updates

AsemconnectVietnam - The Government requires localities to adhere to the "double-digit" growth target, review new drivers, update scenarios monthly and quarterly, and accelerate the disbursement of public investment and remove development bottlenecks.
The Government has just issued Resolution 169/NQ-CP dated June 27, 2026, on the growth targets of localities in 2026 and the period 2026-2030, in order to implement Conclusion No. 18-KL/TW of the Central Committee, Resolution No. 25/2026/QH16 of the National Assembly, and Resolution No. 109/NQ-CP of the Government.
According to the Resolution, the goal of striving for "double-digit" growth while maintaining macroeconomic stability has been identified by the 14th National Congress of the Party and the 2nd Plenum of the 14th Central Committee as a key political task for the 2026-2030 period.
Localities must review new growth drivers.
The year 2026 is considered important, marking the beginning of a new development phase for the country, in the context of a rapidly changing, strong, and unpredictable global situation that impacts the achievement of socio-economic development goals.
To achieve high, sustainable, and substantive growth, the Government requires the Chairmen of the People's Committees of provinces and centrally-administered cities to closely monitor growth developments in their localities; coordinate closely and implement comprehensively and effectively the tasks and solutions set forth.
Localities must improve their analytical and forecasting capabilities; Closely monitor international and regional situations, especially changes in the policies of major economies that impact our country; proactively advise and propose to the Government, the Prime Minister, and competent authorities appropriate, timely, and effective response solutions.
For localities with growth rates reaching and exceeding the set targets, the Government requires them to continue striving for even higher levels. Localities with growth rates lower than the target or lower than the national average must urgently review and update their targets; assess objective and subjective causes; and fully identify bottlenecks, shortcomings, and limitations.
Based on this, localities must adhere closely to the goals, requirements, and scenarios for managing "double-digit" economic growth in 2026 and the 2026-2030 period; clearly identify new growth drivers and potential to develop breakthrough, feasible tasks and solutions, ensuring the achievement of the set targets.
The government also requested that leading economic localities further enhance their leadership and dissemination roles, striving to achieve and surpass assigned targets, contributing more to state budget revenue and overall national growth.
Monthly and quarterly scenario updates required
The Chairpersons of the People's Committees of provinces and centrally-administered cities are requested to urgently review and update the growth scenarios and tasks of sectors and fields on a monthly and quarterly basis in the remaining months of 2026, ensuring the completion of the objectives in the appendix of the Resolution.
Localities should proactively implement tasks and solutions within their authority; at the same time, they should research and propose specific mechanisms, policies, tasks, and solutions for issues beyond their authority, and submit them to ministries and agencies managing the sectors and fields for coordinated handling or reporting to competent authorities.
Quarterly, localities must report on the assessment of implementation, update growth scenarios if any, according to each indicator; Simultaneously, propose solutions to achieve the growth target and submit them to the Ministry of Finance before the 25th of the last month of each quarter.
The Government requests localities to conduct research and review new resources, drivers, and capacities for growth, and propose solutions for implementation; report to the People's Council at the same level in June 2026 to supplement the growth targets for 2026 and the 2026-2030 period according to the Resolution, or adjust them if the People's Council has already decided on lower targets.
Accelerate public investment and resolve outstanding projects
The Government assigns ministries and agencies to take the lead in monitoring the targets as assigned in Resolution No. 109/NQ-CP dated April 16, 2026, assessing the implementation situation in localities, and promptly proposing solutions to ensure the completion of the set targets.
Ministries, agencies, and localities shall continue to vigorously implement the tasks in Conclusion 18-KL/TW dated April 2, 2026 of the Central Committee and Resolution No. 109/NQ-CP of the Government.
Specifically, the Chairpersons of the People's Committees of provinces and centrally-administered cities must focus on resolving and definitively addressing long-standing land-related and planning-related projects in their localities, ensuring their early implementation and utilization to promote growth.
Local authorities should continue to reduce and simplify administrative procedures, business conditions, and conditional business sectors; create favorable conditions for citizens and businesses; remove difficulties in the operation of the two-tiered local government; and thoroughly address surplus and unused public assets such as houses and land.
The Government requests an urgent review of provincial and city planning; completion of the preparation, adjustment, and approval of plans within the planning system, ensuring consistency and uniformity with the requirements of "double-digit" growth and alignment with the planning of the six socio-economic regions.
Regarding public investment, localities must decisively accelerate and boost disbursement, considering this a key political task and an important criterion for evaluating the performance of collectives and individuals, including leaders.
The Government requires focusing on land clearance, compensation, support, and effective resettlement; accelerating the progress of key projects in the area, ensuring quality, progress, and investment efficiency, preventing losses, waste, and corruption, and making a substantial contribution to the socio-economic growth and development of the locality.
Localities must also coordinate with the Ministry of Construction, the Ministry of Agriculture and Environment, and other relevant ministries and agencies to address the issue of land, stone, and sand supply and manage construction material prices; establish a regional coordination mechanism for the supply of materials serving public investment, especially key infrastructure projects.
The Government requires resolute handling of cases that cause obstruction, parochialism, and hoarding for profit; Simultaneously, solutions are needed to address the increasing amount of construction waste in major cities.
Ensuring electricity, fuel, and capital flow for businesses
The Ministry of Industry and Trade is tasked with effectively implementing solutions to ensure the supply of fuel at competitive prices in the region and sufficient electricity, especially during peak months and hot weather, absolutely preventing any shortages of electricity and fuel under any circumstances.
The Ministry of Industry and Trade must also closely monitor import and export developments and the trade deficit; implement solutions to promote exports, control imports of non-essential goods; strengthen domestic production and use of raw materials, ensuring a sustainable trade balance.
At the same time, support businesses in improving their capacity to meet import market standards, expand market share in traditional markets, and develop new, potential markets; continue to promote the domestic market and stimulate consumer demand to contribute more to growth.
The State Bank of Vietnam is required to closely monitor developments in the international balance of payments, the money market, foreign exchange, credit, interest rates, exchange rates, and capital outflows.
This agency will develop monetary policy management scenarios for the entire year and each quarter; proactively implement management tools according to specific situations; stabilize interest rates at an appropriate, effective, and substantive level; and ensure liquidity in the banking system.
The Government requires strict control of credit to sectors with potential risks, while increasing access to capital for businesses, especially small and medium-sized enterprises.
The Ministry of Finance will chair and coordinate with ministries, agencies, and localities to compile, monitor, and evaluate the implementation situation; and make recommendations and proposals, if any, to report to the Government at the last regular Government meeting of each quarter. The Ministry of Finance is also tasked with advising competent authorities on setting annual growth targets for localities during the period 2027-2030.
