Circular on product and goods traceability issued

AsemconnectVietnam - Deputy Minister Nguyen Sinh Nhat Tan recently signed and issued Circular No. 31/2026/TT-BCT dated June 11, 2026, of the Minister of Industry and Trade, regulating the traceability of products and goods under the management of the Ministry of Industry and Trade.
Accordingly, the Circular regulates traceability for high-risk products and goods under the management of the Ministry of Industry and Trade.
Products and goods circulating in the market that are not subject to the provisions of Clause 1 of this Article may be traced voluntarily by traders in accordance with the provisions of this Circular.
The Circular applies to traders producing, trading, and importing products and goods within the scope of this Circular; consumers; and relevant state management agencies, organizations, and individuals.
To implement this new regulation, the Ministry of Industry and Trade operates a centralized product traceability system at verigoods.vn. This platform receives, stores, manages, and connects product traceability data updated by businesses, while also creating codes for displaying, searching, and sharing data.
Beginning its research, development, and operation in late December 2025, by the end of May 2026, the VeriGoods product traceability system had verified over 1 million product codes. This result shows that the system has gradually formed a database to support traceability activities, creating a foundation for the synchronized implementation of the new regulations from July 1, 2026.
Through this system, consumers can freely look up basic product information such as product name, image, manufacturer or distributor, business address, brand, trademark, production batch number, serial number, and expiration date (if available).
Beyond just looking up information, consumers also have the right to report to the Ministry of Industry and Trade or competent authorities if they find inaccurate or dishonest information displayed on the system, in accordance with the law on consumer protection.
The Ministry of Industry and Trade operates a centralized product traceability system at verigoods.vn – a platform for receiving, storing, managing, and connecting product traceability data updated by businesses, and creating codes for displaying, searching, and sharing data.
To have information displayed on the system, businesses must identify their products and declare traceability data before goods are released into the market. The updated information includes product name, origin, image, manufacturer or distributor, brand, trademark, production batch number, expiration date, and applicable quality standards. For imported goods, businesses must also provide information about the importer and official distributor in Vietnam (if any).
According to regulations, traceability information must be updated on the system before products are released into the market. Businesses can choose to declare directly on https://verigoods.vn or use an internal traceability system. If using a private system, businesses must ensure connectivity with the Ministry of Industry and Trade's system and meet requirements for information security and cybersecurity.
For product groups not subject to mandatory traceability, businesses are encouraged to participate voluntarily to enhance transparency and product identification in the market.
To encourage participation, the Circular stipulates that businesses implementing traceability voluntarily will be marked with a "green checkmark" indicating the application of traceability. This mark is permitted for use on products, packaging, product brochures, and e-commerce platforms for the duration of its validity.
Furthermore, businesses will receive priority technical support during the connection process with the Ministry of Industry and Trade's system, and will have the opportunity to promote their products through product introduction programs or on mass media organized by the Ministry of Industry and Trade.
According to the implementation roadmap, from July 1, 2026, businesses will register accounts, receive identification codes, and verify product information on the system. From January 1, 2027, traceability must be fully implemented before applicable products and goods are put into circulation on the market. For newly established businesses or those starting production and business activities after January 1, 2027, traceability regulations must be implemented from the start of operations.
To ensure the accuracy and reliability of the data, the Ministry of Industry and Trade will conduct inspections and monitoring during the system's operation. In cases where signs of violations are detected, safety risks are identified, or at the request of a competent state authority, the traceability code may be temporarily suspended.
The Ministry of Industry and Trade will also revoke the display of traceability information on the system for cases providing inaccurate or dishonest information; distorting the nature of product information; failing to maintain or update data as required; or having a conclusion of violation by a competent state agency.
According to the Circular, the Department of Domestic Market Management and Development is the focal unit responsible for organizing, guiding, implementing, and inspecting the implementation; and is also in charge of building, managing, operating, and developing the Ministry of Industry and Trade's product traceability system, ensuring connectivity and data sharing with the National Product Traceability Information Portal.
The implementation of traceability for high-risk products and goods, along with the synchronized operation of the VeriGoods System, is expected to contribute to enhancing market transparency, strengthening the ability to monitor the origin of goods, supporting businesses in building brand reputation, and creating additional tools to protect consumer rights in the context of increasingly digitalized commerce.
