ASEAN, Russia should create more stable, balanced, and sustainable environment: Prime Minister Le Minh Hung

 Friday, June 19,2026

AsemconnectVietnam - Amid increasingly complex and unpredictable developments, ASEAN and Russia need to work together to create a more stable, balanced, and sustainable environment, stated Prime Minister Le Minh Hung.

Le made the above statement while addressing the plenary session of the ASEAN–Russia Commemorative Summit marking the 35th anniversary of ASEAN–Russia relations in Kazan, Russia, on June 18.
The Prime Minister reiterated that Viet Nam consistently attaches great importance to the traditional friendship and the Comprehensive Strategic Partnership with Russia.
Viet Nam advocates Russia in playing a greater role and making more active contributions to peace, stability, cooperation, and development in the Asia-Pacific region and the world, underlined the Vietnamese leader.
Le emphasized that Viet Nam supports the peaceful settlement of disagreements and conflicts on the basis of international law, the United Nations Charter, and the 1982 United Nations Convention on the Law of the Sea (UNCLOS), while making contributions to the promotion of dialogue and the search for lasting peaceful solutions.
Viet Nam welcomes the agreement between the U.S. and Iran regarding the situation in the Middle East, he said, expressing his hope that all parties would effectively implement the agreement, moving toward long-term peace for the benefit of the region and the international community.
To promote ASEAN-Russia relations in a more effective and practical manner, the Prime Minister underlined the need to elevate the strategic level of the relationship via the regular organization of ASEAN–Russia Summits, strengthening ties between the ASEAN Inter-Parliamentary Assembly (AIPA) and the Russian Parliament, and promoting the core principles and values that both sides share and consistently support.
It is necessary to deepen practical cooperation by removing obstacles related to logistics, market access, and payment mechanisms, with the goal of increasing two-way trade to US$45 billion by 2035, shared the leader.
The two sides should also foster stronger ties in education, training, youth exchanges, culture, and tourism, suggested Le.
The Vietnamese leader called for enhancing resilience and self-reliance, particularly by making energy a key pillar of cooperation; establishing priority mechanisms for the supply of fertilizers, animal feed materials, and agricultural technology; and strengthening digital resilience while contributing to the implementation of the Ha Noi Convention on Cybercrime.
He announced that Viet Nam will host the ASEAN–Russia Young Diplomats' Summit in 2027.
The ASEAN Commemorative Summit adopted four outcome documents, namely: (i) the Kazan Declaration 2026 "ASEAN-Russian Federation: Unity in Diversity – 35 Years Together"; (ii) the Joint Statement of ASEAN and the Russian Federation on Energy Cooperation; (iii) the Joint Statement of ASEAN and the Russian Federation on Cultural Cooperation; and (iv) the Plan of Action to Implement the ASEAN-Russian Federation Strategic Partnership (2026–2030).
The adoption of these documents underscores the two sides' shared commitment to advancing the ASEAN-Russia Strategic Partnership and provides a forward-looking framework to guide their cooperation in the coming years.
The ASEAN-Russia Commemorative Summit was co-chaired by President of the Republic of the Philippines and ASEAN Chair for 2026, H.E. Ferdinand Marcos Jr., and President of the Russian Federation, H.E. Vladimir Putin, and was attended by ASEAN Leaders or their representatives, Secretary-General of ASEAN, Dr. Kao Kim Hourn./.
