Ministry of Industry and Trade issues action plan to implement GoGlobal Program

AsemconnectVietnam - The Ministry of Industry and Trade (MoIT) has issued an action plan to implement the “GoGlobal Program for 2026-2030,” outlining key tasks, implementation mechanisms, and monitoring arrangements.

Deputy Minister Nguyen Sinh Nhat Tan has signed Decision No. 1406/QD-BCT, dated June 12, 2026, promulgated by the Minister of Industry and Trade to implement Decision No. 626/QD-TTg, approved by the Prime Minister on April 6, 2026, on the "GoGlobal Program for 2026-2030.
The GoGlobal Program for 2026-2030 clearly defines its scope of application, implementation principles, priority tasks, responsibilities, monitoring and evaluation mechanisms, reporting requirements, and implementation arrangements. The program applies to units under the Ministry of Industry and Trade, as well as organizations, enterprises, and individuals participating in its implementation within the Ministry’s state management jurisdiction.
Under the action plan, implementation must align with the Party’s guidelines, State policies and laws, and relevant national strategies, master plans, and programs. It must also ensure continuity, consistency, and integration with other plans, programs, and projects administered by the Ministry.
The program emphasizes targeted and focused support with breakthrough impacts, avoiding fragmented or scattered implementation. Measures must be specific, practical, and ready for immediate execution, while remaining consistent with international commitments, host-country regulations, and national development priorities at each stage.
At the same time, the program seeks to maximize the use of existing mechanisms, programs, and resources while exploring and piloting new support models and mechanisms. It also promotes the extensive application of digital transformation in implementation, monitoring, and performance evaluation, alongside strengthened coordination among MoIT units, other ministries, sectors, and local authorities.
The Trade Promotion Agency (VIETRADE) has been designated as the focal point of the Ministry for the GoGlobal Program. It will advise MoIT leadership on overall program coordination, propose the establishment of a Steering Committee, issue management regulations, and organize implementation during the second quarter of 2026. The agency is also tasked with establishing the Program Office, developing annual action plans, and compiling reports for submission to the Prime Minister by December 25 each year.
VIETRADE will coordinate with relevant agencies to undertake a range of priority tasks, including reviewing, upgrading, and refining the national brand identity framework; developing and managing the GoGlobal Platform; organizing the annual GoGlobal Forum; providing strategic consulting on international investment and market entry models; supporting enterprises in business networking, investment, legal affairs, intellectual property protection, and dispute resolution; organizing investment and business promotion activities in key markets; assisting enterprises in overseas mergers and acquisitions (M&A); facilitating B2B networking events; implementing international digital trade promotion campaigns; guiding local authorities in developing Local Go Global programs; conducting a mid-term review in 2028; and organizing a comprehensive program review in 2030.
Regarding oversight mechanisms, MoIT leaders will convene meetings with VIETRADE and relevant units whenever necessary to review implementation progress, address bottlenecks, and decide on adjustments to the action plan.
Beginning in 2027, the Ministry will conduct annual assessments of the program’s results and impacts based on the GoGlobal Index and publicly disclose the findings on the GoGlobal Platform. A comprehensive mid-term review will be carried out in 2028, potentially with the support of independent consultants. Based on the review findings, objectives, tasks, and implementation methods for the 2029-2030 period may be adjusted. A final review will be organized in 2030, accompanied by recommendations on orientations and solutions for the next phase.
Under the reporting mechanism, all MoIT units are required to submit annual implementation reports to VIETRADE by December 10 for consolidation. By December 20, VIETRADE will finalize the report for submission to Ministry leadership. By December 25, the Ministry will report to the Prime Minister on the implementation status and outcomes of the program. Ad hoc reports will be prepared upon request from the Prime Minister, the Program Steering Committee, or Ministry leadership.
