AsemconnectVietnam - Document No. 44/VBHN-BCT systematizes the currently effective regulations on the transit of Lao goods through Vietnamese territory.

The Ministry of Industry and Trade issued Consolidated Document No. 44/VBHN-BCT on June 4, 2026, consolidating regulations on the transit of goods from the Lao People's Democratic Republic through the territory of the Socialist Republic of Vietnam. This document consolidates Circular No. 22/2009/TT-BCT and related amendments and supplements.
According to the regulations, the Ministry of Industry and Trade is responsible for issuing and renewing transit permits for Lao goods transiting through Vietnamese territory. Applications for permits are submitted to the Ministry of Industry and Trade or the competent authority as prescribed. The processing time for transit permit applications is 5 working days from the date of receipt of complete and valid documents.
The document also stipulates the renewal of transit permits when necessary. Renewal applications must be submitted to the competent authority at least 5 working days before the permit expires.
Regarding transportation, transit goods are only permitted to pass through international border gates and must comply with regulations on transportation, customs, and relevant international agreements. Transit goods are subject to the supervision of the Vietnamese Customs authorities throughout their entire transit through Vietnamese territory.
Consolidated document No. 44/VBHN-BCT also specifies the cases in which transit goods may be considered for consumption in Vietnam when force majeure situations arise, as stipulated by law.
