New phase of supporting industry development carried out

AsemconnectVietnam - Deputy Prime Minister Pham Gia Tuc signed Decision No. 929/QD-TTg dated May 25, 2026, approving the Program for the Development of Supporting Industries for the period 2026-2035.
The Ministry of Industry and Trade is currently focusing on completing the necessary procedures to implement the program.
Supporting industries - the foundation of industrial self-reliance
According to the Department of Industry (Ministry of Industry and Trade), the Program for the Development of Supporting Industries for the period 2026-2035 is an important legal basis, marking a strategic shift in building a self-reliant, modern, and sustainable national industry, while affirming the key role of supporting industries in the entire structure of Vietnam's industrial development.
Supporting industries are the foundation for sustainable, self-reliant, and modern national industrial development.
The program identifies supporting industries as the foundation for developing endogenous production capacity, reducing dependence on imported raw materials, components, spare parts, and input equipment. This is a prerequisite for Vietnam to participate deeply and substantially in the global value chain, instead of merely playing the role of processing and assembly.
According to the program's orientation, supporting industry enterprises play a central role – as the core force in production, innovation, and market expansion. The State plays a role in fostering development, building transparent institutions, supporting the development of resources, science and technology, and markets, creating a favorable environment for domestic private enterprises to rise to become Tier 1 and Tier 2 suppliers for leading domestic and international corporations.
According to the Head of the Department of Industry, the Program also emphasizes the requirement to link the development of supporting industries with technological innovation and digital transformation, aiming for self-reliance, self-sufficiency, and self-strength in science and technology in accordance with the spirit of Resolution No. 57-NQ/TW of the Politburo. Standards on environment, energy, and sustainable development are also integrated throughout the implementation orientation.
By 2030, the Program aims for several key industries to achieve an average localization rate of 40-45%, with the industrial competitiveness index ranking among the top 3 ASEAN countries. Specific localization rates for each industry are defined: electronics 25-30%; mechanical engineering 40%; automobiles 22-30%; textiles and footwear 60% and 60-65% respectively; and high-tech industries 15%.
Regarding business development, the program is expected to support 600 businesses with consulting and training on management systems that meet international requirements, with approximately 400 businesses successfully implementing them. In addition, 80 businesses will receive support in research and development capacity, with 40 businesses successfully applying innovative technological solutions and receiving technology transfer.
By 2035, Vietnam's supporting industries aim for most specialized sectors to have advanced technology, products meeting international standards, deep participation in global value chains, and proactiveness in research, design, and manufacturing. The localization rate will continue to increase: electronics reaching 35-40%; mechanical engineering reaching 50%; automobiles reaching 32-40%; textiles and footwear reaching 70% and 70-75% respectively; and high-tech industries reaching 20%. The number of businesses receiving consulting and training support increased to 900, of which 600 successfully implemented the programs.
The Department of Industry promotes systematic implementation in accordance with regulations.
Immediately after the Program was approved, the Department of Industry (Ministry of Industry and Trade) identified this as a key task that needs to be implemented urgently and systematically. In the coming time, the Department will focus on completing the necessary procedures to put the Program into implementation, including submitting for approval the working regulations, allocating capital and ensuring conditions in accordance with current regulations.
Simultaneously, the Department of Industry will closely coordinate with relevant ministries, sectors and localities to develop a specific implementation plan according to the four groups of tasks and solutions identified in the Program, including: legal institutions; science and technology, human resources and training; building and operating a database system; market development and communication.
Speaking with a reporter from the Industry and Trade Newspaper, Mr. Tran Viet Hoa, Director of the Department of Industry, stated that the Department of Industry has identified thorough preparation of the legal framework and resources from the outset as a key factor for the effective and substantive implementation of the Program. This will contribute to realizing the targets for localization rates, enhancing enterprise capacity, and integrating into global value chains approved by the Prime Minister, aiming for double-digit growth for the economy.
Simultaneously, the Ministry of Industry and Trade is also developing a draft Law on Key Industries, focusing on encouraging domestic production and developing supporting industries, aiming to enhance self-reliance and deeper participation in global supply chains.
The overall objective of the Supporting Industry Development Program for the period 2026-2035 is to contribute to the further development of the supporting industry; gradually master the technology for producing important raw materials, components, spare parts, and input equipment; develop linkages between domestic enterprises and foreign-invested enterprises; and form and develop products that participate in domestic and global value chains.
