Vietnam's petroleum market in May 2026

AsemconnectVietnam - In May 2026, the Ministry of Industry and Trade and the Ministry of Finance jointly adjusted domestic retail fuel prices three times, on May 7, May 14, and May 21, to ensure that domestic fuel prices reflected movements in global oil markets.

The authorities also continued to maintain a reasonable price gap between E5 RON92 biofuel and RON95 gasoline to encourage the use of biofuels while balancing the interests of all market participants.
According to Petrolimex data, compared with the final price adjustment of April 2026 on April 29, retail fuel prices as of May 21 increased for most products. E5 RON92 gasoline rose by VND 1,720 per liter, or 7.6%; RON95-III gasoline increased by VND 1,799 per liter, or 7.6%; and 0.05S diesel climbed by VND 591 per liter, or 2.1%. In contrast, 180CST-0.5S fuel oil (mazut) fell by VND 2,037 per kilogram, or 8.67%.
Price Adjustment Rounds
May 7, 2026
Under Decision No. 1091/QD-BCT on the use of the Petroleum Price Stabilization Fund, fuel prices from 3:00 p.m. on May 7 were adjusted as follows:
·         E5 RON92 gasoline increased by VND 1,164 per liter to a maximum of VND 23,790 per liter.
·         RON95-III gasoline increased by VND 603 per liter to a maximum of VND 24,354 per liter.
·         0.05S diesel decreased by VND 678 per liter to a maximum of VND 24,354 per liter.
·         180CST 3.5S fuel oil increased by VND 1,145 per kilogram to a maximum of VND 21,172 per kilogram.
May 14, 2026
Under Decision No. 1124/QD-BCT, retail fuel prices from 3:00 p.m. on May 14 were reduced:
·         E5 RON92 gasoline fell by VND 656 per liter to a maximum of VND 23,134 per liter.
·         RON95-III gasoline fell by VND 276 per liter to a maximum of VND 24,078 per liter.
·         0.05S diesel fell by VND 268 per liter to a maximum of VND 27,226 per liter.
·         180CST 3.5S fuel oil fell by VND 587 per kilogram to a maximum of VND 20,585 per kilogram.
May 21, 2026
Under Decision No. 1179/QD-BCT, fuel prices were raised sharply from 3:00 p.m. on May 21:
·         E5 RON92 gasoline increased by VND 1,206 per liter to a maximum of VND 24,340 per liter.
·         RON95-III gasoline increased by VND 1,471 per liter to a maximum of VND 25,549 per liter.
·         0.05S diesel increased by VND 1,535 per liter to a maximum of VND 28,761 per liter.
·         180CST 3.5S fuel oil increased by VND 898 per kilogram to a maximum of VND 21,483 per kilogram.

Market Overview
Vietnam's petroleum market in May 2026 generally tracked the upward trend in global crude oil prices amid concerns over supply disruptions and geopolitical tensions in key oil-producing regions. Following a brief decline during the May 14 price adjustment, domestic fuel prices rebounded strongly in the final adjustment round of the month, pushing RON95-III gasoline above VND 25,500 per liter and diesel above VND 28,700 per liter. This indicates that developments in the global energy market remained the primary driver of domestic fuel price movements.

Imports
According to preliminary data from the Vietnam Customs Department, Vietnam imported 771,932 tonnes of petroleum products in April 2026, valued at US$1.26 billion, accounting for 2.52% of the country's total import turnover. The average import price stood at US$1,629.03 per tonne.
Compared with March 2026, import volume fell by 35.23%, while the average import price increased by 33.40%, resulting in a 13.06% decline in import value. Compared with April 2025, import volume decreased by 12.86%, but the average price surged by 149.68%, lifting import value by 117.58%.
In the first four months of 2026, Vietnam imported 4.13 million tonnes of petroleum products worth US$4.26 billion, accounting for 2.41% of the country's total imports. The average import price reached US$1,033.29 per tonne. Compared with the same period of 2025, import volume rose by 28.26%, the average price increased by 49.35%, and import value jumped by 91.55%.
During the first half of May 2026, Vietnam imported nearly 199,000 tonnes of refined petroleum products worth approximately US$300 million. As of May 15, cumulative imports reached nearly 4.33 million tonnes, valued at more than US$4.55 billion. Import volume increased by 20.9% year-on-year, while import value surged by nearly 86%, equivalent to an increase of US$2.1 billion.
Of the total, gasoline imports were valued at US$1.05 billion, diesel imports at nearly US$2.46 billion, fuel oil imports at around US$119 million, and jet fuel imports at US$927 million. Crude oil imports totaled 4.33 million tonnes, worth more than US$3 billion, while liquefied petroleum gas (LPG) imports exceeded US$1 billion.
As a result, total imports of refined petroleum products and crude oil surpassed 8.66 million tonnes, while the combined import value of refined petroleum products, crude oil and LPG exceeded US$8.55 billion.
Major Suppliers
Malaysia
Malaysia remained one of Vietnam's largest suppliers of petroleum products in April 2026, with imports reaching 240,049 tonnes worth US$414.93 million at an average price of US$1,728.52 per tonne.
The market accounted for 31.10% of Vietnam's petroleum import volume and 33.00% of import value during the month, while representing 24.37% of Vietnam's total imports from Malaysia.
Compared with March 2026, imports from Malaysia increased by 47.32% in volume, 47.80% in average price and 117.74% in value. Compared with April 2025, volume rose by 150.84%, average price by 65.48% and value by 315.10%.
In the first four months of 2026, imports from Malaysia totaled 906,909 tonnes worth US$952.71 million, up 150.84% in volume, 65.48% in average price and 315.10% in value year-on-year.
South Korea
South Korea ranked second among Vietnam's petroleum suppliers.
In April 2026, imports from South Korea amounted to 202,304 tonnes worth US$369.25 million, with an average price of US$1,825.23 per tonne. South Korea accounted for 26.21% of Vietnam's petroleum import volume and 29.36% of import value during the month.
Compared with March 2026, import volume declined by 50.38%, while the average price increased by 37.66%, resulting in a 31.69% decrease in value.
In the first four months of 2026, imports from South Korea reached 1.11 million tonnes valued at US$1.30 billion, with an average price of US$1,175.23 per tonne. Compared with the same period last year, volume increased by 35.06%, average price rose by 76.93%, and value surged by 138.95%.
Singapore
Singapore was the largest supplier by volume during the first four months of 2026.
In April 2026, Vietnam imported 218,060 tonnes of petroleum products from Singapore worth US$291.40 million, at an average price of US$1,336.33 per tonne.
The market accounted for 28.25% of total import volume and 23.17% of import value in April. Compared with March 2026, import volume fell by 47.44%, while average prices rose by 15.03%, leading to a 39.54% decline in value.
Compared with April 2025, import volume dropped by 55.61%, while average prices increased by 102.30%, resulting in a 10.19% decrease in import value.
In the first four months of 2026, imports from Singapore totaled 1.38 million tonnes worth US$1.29 billion. Singapore accounted for 33.54% of Vietnam's petroleum import volume and 30.15% of total import value. Compared with the same period of 2025, volume edged down by 2.58%, while value increased by 27.88%.
China
China ranked fourth among Vietnam's petroleum suppliers.
In April 2026, imports from China reached 68,353 tonnes worth US$115.87 million, with an average price of US$1,695.13 per tonne.
Compared with March 2026, import volume declined by 43.25%, while average prices rose by 52.10%, resulting in a 13.68% decrease in import value. Compared with April 2025, volume fell by 23.22%, while average prices increased by 137.56%, pushing import value up by 82.40%.
In the first four months of 2026, imports from China totaled 391,052 tonnes worth US$394.75 million. Compared with the same period of 2025, volume decreased by 14.11%, while average prices and value increased by 38.71% and 19.15%, respectively.

Exports
According to calculations based on data from the Vietnam Customs Department, Vietnam exported 109,502 tonnes of petroleum products in April 2026, worth US$135.24 million, accounting for 0.29% of the country's total export turnover. The average export price reached US$1,235.07 per tonne.
Compared with March 2026, export volume surged by 621.74%, the average export price increased by 108.32%, and export value jumped by 1,403.54%. Compared with April 2025, export volume declined by 23.89%, while the average export price rose by 93.65%, resulting in a 47.39% increase in export value.
In the first four months of 2026, Vietnam exported 496,709 tonnes of petroleum products worth US$424.06 million, accounting for 0.25% of the country's total exports. The average export price stood at US$853.75 per tonne. Compared with the same period of 2025, export volume decreased by 3.48%, while the average export price increased by 23.58%, lifting export value by 19.28%.
Major Export Markets
South Korea
South Korea was Vietnam's largest export market for petroleum products in April 2026.
Exports to South Korea totaled 27,983 tonnes, valued at US$35.97 million, with an average export price of US$1,285.47 per tonne. Compared with April 2025, export volume increased by 59.57%, average prices rose by 58.61%, and export value climbed by 153.09%.
The market accounted for 25.55% of Vietnam's petroleum export volume, 26.60% of export value, and 1.40% of Vietnam's total exports to South Korea during the month.
In the first four months of 2026, exports to South Korea reached 107,481 tonnes worth US$98.35 million, with an average export price of US$915.01 per tonne. Compared with the same period of 2025, export volume increased by 4.14%, average prices rose by 11.16%, and export value increased by 15.76%.
South Korea accounted for 21.64% of Vietnam's total petroleum export volume, 23.19% of export value, and 0.91% of Vietnam's total exports to the South Korean market during the January–April period.
China
China ranked second among Vietnam's petroleum export destinations.
In April 2026, exports to China totaled 18,050 tonnes worth US$23.85 million, with an average export price of US$1,321.36 per tonne. Compared with April 2025, export volume increased by 2.42%, export value rose by 63.93%, and average prices climbed by 60.07%.
China accounted for 16.48% of Vietnam's petroleum export volume, 17.64% of export value, and 0.39% of Vietnam's total exports to China during the month.
In the first four months of 2026, exports to China reached 96,118 tonnes valued at US$88.14 million, with an average export price of US$917.01 per tonne. Compared with the same period of 2025, export volume declined by 9.65%, while average prices and export value increased by 19.28% and 7.77%, respectively.
China accounted for 19.35% of Vietnam's total petroleum export volume and 20.78% of export value during the January–April period.
Thailand
Thailand ranked third among Vietnam's petroleum export markets.
In April 2026, exports to Thailand totaled 28,000 tonnes worth US$29.44 million, with an average export price of US$1,051.44 per tonne. Compared with March 2026, export volume surged by 16,666.47%, average prices increased by 24.58%, and export value soared by 20,787.02%.
Thailand accounted for 25.57% of Vietnam's petroleum export volume, 21.77% of export value, and 2.71% of Vietnam's total exports to Thailand during the month.
In the first four months of 2026, exports to Thailand reached 82,209 tonnes valued at US$66.52 million, with an average export price of US$809.13 per tonne. Compared with the same period of 2025, export volume increased by 9,252.56%, average prices rose by 53.43%, and export value surged by 14,249.62%.
Thailand accounted for 16.55% of Vietnam's petroleum export volume, 15.69% of export value, and 1.77% of Vietnam's total exports to Thailand during the January–April period.
