AsemconnectVietnam - The Ministry of Industry and Trade has issued Circular 28/2026/TT-BCT stipulating the list of imported goods subject to state inspection for food safety under the management of the Ministry of Industry and Trade.

According to Circular 28/2026/TT-BCT, the list of imported goods with HS codes subject to state inspection for food safety is issued to serve the management of imported goods.
This list applies to groups of goods under the state management responsibility of the Ministry of Industry and Trade regarding food safety, including beverages, soft drinks, wine, beer, food-grade alcohol; processed milk; vegetable oil and some other food groups.
The Circular also stipulates that the determination of commodity codes shall be carried out according to the Vietnamese export and import commodity list and relevant legal regulations.
The Circular takes effect from July 17, 2026. From this date, Circular No. 11/2022/TT-BCT dated April 6, 2022 of the Ministry of Industry and Trade is no longer in effect.
For state inspection dossiers on food safety submitted before the effective date of the Circular, processing will continue according to the regulations in force at the time of submission, except in cases where organizations or individuals voluntarily comply with the new regulations.
The Ministry of Industry and Trade assigns the Department of Industry to lead the review, updating, and publication of the list of goods subject to state inspection on food safety within the Ministry's scope of management.
