Consolidated document on conditions for assembling and importing automobiles issued

AsemconnectVietnam - The Ministry of Industry and Trade has issued a consolidated document regulating the conditions for manufacturing, assembling, importing, and providing warranty and maintenance services for automobiles.
On April 16, 2026, the Ministry of Industry and Trade issued Consolidated Document No. 27/VBHN-BCT, consolidating regulations on the conditions for manufacturing, assembling, importing, and providing warranty and maintenance services for automobiles (Document No. 27/VBHN-BCT).
The consolidated text includes: Government Decree No. 116/2017/ND-CP dated October 17, 2017, stipulating the conditions for manufacturing, assembling, importing, and trading in warranty and maintenance services for automobiles, effective from October 17, 2017, as amended and supplemented by:
Government Decree No. 17/2020/ND-CP dated February 5, 2020 amending and supplementing a number of articles of decrees related to investment and business conditions under the state management of the Ministry of Industry and Trade, effective from February 5, 2020.
Government Decree No. 14/2026/ND-CP dated January 13, 2026 amending and supplementing several articles of decrees to reduce and simplify administrative procedures related to production and business activities under the management of the Ministry of Construction, effective from January 15, 2026.
Government Decree No. 117/2026/ND-CP dated April 3, 2026 amending and supplementing several articles of Government Decree No. 116/2017/ND-CP dated October 17, 2017, stipulating the conditions for production, assembly, import and business of warranty and maintenance services for automobiles, effective from April 3, 2026.
The consolidated document also clarifies the amended and supplemented regulations such as: Regulations on the procedure for granting Certificates of eligibility for automobile production and assembly; New regulations on the procedures for granting licenses for importing automobiles and providing warranty and maintenance services for automobiles.
