National technical standard for liquid milk products issued

AsemconnectVietnam - The Ministry of Industry and Trade has just issued a Circular on the National Technical Standard for Liquid Milk Products.
On February 26, 2026, the Ministry of Industry and Trade issued Circular No. 09/2026/TT-BCT on the National Technical Standard for Liquid Milk Products. Circular No. 09/2026/TT-BCT takes effect from September 1, 2026.
This Circular is issued based on the provisions of the Law on Food Safety No. 55/2010/QH12; the Law amending and supplementing a number of articles of the Law on Standards and Technical Regulations No. 70/2025/QH15; the Law amending and supplementing a number of articles of the Law on Product and Goods Quality No. 78/2025/QH15; based on Decision No. 309/QD-TTg dated February 23, 2026, of the Prime Minister approving the Strategy for the Development of the Dairy Industry for the period up to 2030, with a vision to 2045; and at the request of the Director of the Department of Innovation, Green Transformation and Industrial Promotion (Ministry of Industry and Trade).
Accordingly, Article 3 on transitional provisions of the Circular stipulates that, for liquid milk products that have been self-declared before the effective date of this Circular, organizations and individuals may continue to produce, trade, and import the products until they complete the registration of the conformity declaration.
Organizations and individuals are responsible for completing the registration of the conformity declaration for liquid milk products within the time limit prescribed by current regulations. In case the legal provisions cited in this Circular are amended or replaced, the new document shall apply.
Article 4 of the Circular states that if the legal provisions cited in this Circular are amended or replaced, the new document shall apply.
Regarding implementation, Article 5 of the Circular clearly states: The Director of the Department of Industry is responsible for organizing, guiding, disseminating, and implementing this Circular. The Minister, Heads of ministerial-level agencies, Heads of government agencies, Chairmen of People's Committees of provinces and cities; Heads of agencies and units under and directly under the Ministry of Industry and Trade, and organizations and individuals involved in the production, import, business, circulation, and export of liquid milk products are responsible for implementing this Circular.
According to the content of the Circular, during the implementation process, if there are any difficulties or obstacles, agencies, organizations, and individuals should promptly report them in writing to the Ministry of Industry and Trade (Department of Industry) for guidance or consideration of appropriate amendments and additions.
