Draft law to amend and supplement several articles of the Law on Competition and the Law on Consumer Protection developed

AsemconnectVietnam - In accordance with the Resolution of the Standing Committee of the National Assembly, and as assigned by the Prime Minister, the Ministry of Industry and Trade is developing a draft law to amend and supplement several articles of the Law on Competition and the Law on Consumer Protection.
Accordingly, the following will be implemented:
- Supplementing regulations on prohibited acts related to competition to create a legal framework for handling anti-competitive acts and creating a healthy competitive environment;
- Refining regulations on determining relevant markets, market share, combined market share and significant market power, abuse of dominant market position, monopoly position, and newly emerging unfair competition practices to fully reflect the specific characteristics of business models based on digital platforms;
- Completing regulations on controlling economic concentration, including forms of economic concentration, evaluation criteria, notification thresholds, notification dossiers, validity of assessment results, and related violations to maximize transparency in the process and reduce and simplify administrative procedures;
- Completing regulations on the process for handling competition cases under competition law for anti-competitive practices, unfair competition, and violations of economic concentration regulations to unify the administrative penalty process for violations of competition law with the law on handling administrative violations;
- Completing regulations on the collection and use of consumer information in digital transactions, which is becoming an increasingly essential issue, as consumers do not fully control the purposes and scope of use of their information and face increasing fraud and deception in the e-commerce environment; Preventing the problem of counterfeit goods, fake goods, and goods of unknown origin;
