AsemconnectVietnam - Decree No. 24/2026/ND-CP stipulates 4 lists of chemicals within the scope of the Law on Chemicals concerning the development of the chemical industry, chemical activities, and safety and security in chemical activities, specifically: Clause 2, Article 6; Point a, Clause 1, Article 9; Point a, Clause 2, Article 9; and Clause 2, Article 37 of the Law on Chemicals.

The 4 lists of chemicals within the scope of the Law on Chemicals include: List of basic chemicals in key chemical industry sectors; List of chemicals subject to conditional production and business; List of chemicals requiring special control; List of chemicals for which a Chemical Incident Prevention and Response Plan must be developed.
The subjects to which Decree No. 24/2026/ND-CP applies are domestic and foreign agencies, organizations, and individuals carrying out activities related to the development of the chemical industry, chemical activities, and safety and security in chemical activities within the territory of Vietnam.
The Decree takes effect from January 17, 2026.
