Vietnam petroleum market – September 2025

AsemconnectVietnam - In this reporting period, domestic fuel prices were adjusted three times. RON95-III gasoline increased by VND250/liter, E5 RON92 gasoline rose by VND210/liter. Diesel oil decreased by VND330/liter, kerosene increased by VND330/liter, and fuel oil (mazut) decreased by VND130/kg (Petrolimex prices).

On September 18, 2025: The Ministry of Industry and Trade and the Ministry of Finance decided that from 3:00 p.m. on the same day, retail prices of petroleum products were adjusted as follows: E5RON92 gasoline increased by VND230/liter to a maximum of VND19,986/liter; RON95 gasoline increased by VND208/liter to a maximum of VND20,608/liter. Diesel oil increased by VND62/liter; kerosene rose by VND176/liter; mazut increased by VND40/kg compared with the previous level.
For this price management round, given global oil price movements, VND/USD exchange rate fluctuations, and current regulations, the Ministry of Industry and Trade and the Ministry of Finance decided on an adjustment plan to ensure domestic petroleum prices move in line with world market prices. The ministries also continued to maintain a reasonable price differential between biofuel E5RON92 and mineral RON95 gasoline to encourage the use of biofuels as per government policy, while ensuring a balance of interests among market participants.
On September 11, 2025: The two ministries decided that from 3:00 p.m. on the same day, E5RON92 gasoline decreased by VND95/liter to a maximum of VND19,756/liter; RON95 gasoline decreased by VND39/liter to a maximum of VND20,400/liter. Diesel oil increased by VND170/liter; kerosene rose by VND54/liter; mazut dropped by VND286/kg compared with the previous level.
On September 4, 2025: The two ministries decided that from 3:00 p.m. on the same day, E5RON92 gasoline increased by VND80/liter and RON95 gasoline increased by VND76/liter. Diesel oil rose by VND116/liter compared with the previous round; kerosene increased by VND89/liter; mazut increased by VND116/kg compared with the previous level.
Imports
According to preliminary customs statistics, petroleum imports into Vietnam in August 2025 decreased by 25.3% in volume and 26.4% in value compared with the previous month, to 813,396 tonnes, worth USD557.5 million. The average import price was USD685/tonne, down USD10 compared with the prior month.
In the first eight months of 2025, petroleum imports reached 6,867,113 tonnes, worth USD4.6 billion, with an average price of USD683/tonne.
·         Singapore was the largest supplier, accounting for 35–36% of total import volume and value, at 2,455,475 tonnes worth USD1.7 billion, up 51.2% in volume and 27.01% in value year-on-year. However, in August 2025 alone, imports from Singapore fell 32.6% in volume and 34.8% in value compared with July, at 192,250 tonnes worth USD132.4 million (average USD688/tonne).
·         South Korea ranked second, accounting for 27–28% of total imports in the first eight months of 2025, at 1,965,259 tonnes worth USD1.3 billion, down 9.8% in volume and 21.9% in value year-on-year. In August 2025, imports were 260,126 tonnes worth USD173.02 million, down 35.6% in volume and 37.1% in value, average USD665/tonne.
·         Malaysia held a 16% share, with 1,138,011 tonnes worth USD750.9 million, down 33.1% in volume and 45% in value year-on-year. In August 2025, imports fell 39.6% in volume and 40.2% in value, average USD673/tonne.
·         China accounted for 13%, with 912,429 tonnes worth USD642.3 million, up 14.6% in volume but down 1.6% in value, average USD704/tonne. In August 2025, imports were 127,353 tonnes worth USD92.1 million, up 12.7% in volume and 12.3% in value, average USD723/tonne.
·         Thailand accounted for 2%, at 158,111 tonnes worth USD114.03 million, down 58.3% in volume and 62.5% in value year-on-year. In August 2025, imports were 32,735 tonnes worth USD23.4 million, up 1.3% in volume but down 1.7% in value, average USD715/tonne.

Exports
According to preliminary customs statistics, petroleum exports in August 2025 decreased by 10.5% in both volume and value compared with the previous month, reaching 103,862 tonnes worth USD72.4 million. The average export price was USD677/tonne.
In the first eight months of 2025, exports reached 914,035 tonnes worth USD623.1 million, down 43.3% in volume and 52.9% in value year-on-year.
·         South Korea was the largest export market, accounting for 22–26%, with 209,959 tonnes worth USD165.9 million, up 26.2% in volume and 10.5% in value year-on-year. In August 2025, exports to South Korea were 22,712 tonnes worth USD17.9 million, down 32% in volume and 28.8% in value, average USD788/tonne.
·         China accounted for 21–24%, with 195,653 tonnes worth USD152.8 million, up 50.4% in volume and 26.4% in value. In August 2025, exports increased 1.7% in volume and 6.3% in value, average USD835/tonne.
·         Singapore accounted for 24.1% in volume and 18.4% in value, at 220,612 tonnes worth USD114.6 million, up 17% in volume but down 5% in value. In August 2025, exports reached 22,040 tonnes worth USD10.3 million.
·         Cambodia accounted for 16–17%, at 153,602 tonnes worth USD109.3 million, down 44.4% in volume and 51.5% in value. In August 2025, exports were 19,840 tonnes worth USD13.8 million, average USD700/tonne.
·         Malaysia accounted for 7–9%, with 85,020 tonnes worth USD43.6 million, up 29.6% in volume and 59.1% in value. In August 2025, exports were 10,256 tonnes worth USD3.9 million.
·         Laos accounted for a small share, with 19,769 tonnes worth USD13.8 million, down 64.6% in volume and 69.7% in value.
