Vietnam’s petroleum market – July 2025

AsemconnectVietnam - In July 2025, domestic petroleum prices were adjusted three times. Specifically, RON 95-III gasoline decreased by VND 1,620/liter, and E5 RON 92 gasoline fell by VND 1,460/liter. Diesel oil dropped by VND 990/liter, kerosene by VND 1,010/liter, and fuel oil (mazut) by VND 1,830/kg (Petrolimex prices).
July 17, 2025: The Ministry of Industry and Trade and the Ministry of Finance decided that from 3:00 PM the same day, retail prices of petroleum products would be: E5 RON 92 gasoline reduced by VND 178/liter to a maximum of VND 19,481/liter; RON 95 gasoline decreased by VND165/liter to VND19,925/liter. Diesel oil decreased by VND38/liter; kerosene increased by VND58/liter; mazut decreased by VND85/kg compared to the previous price.
In July 2025, considering global petroleum price trends, VND/USD exchange rate fluctuations, and existing regulations, the Ministry of Industry and Trade – Ministry of Finance implemented adjustments to ensure domestic price movements remain consistent with international petroleum prices. The authorities also maintained the price differential between biofuel E5 RON 92 and mineral RON 95 at a reasonable level to encourage the use of biofuels in line with government policy, while balancing the interests of market participants.
· July 10, 2025: Retail prices adjusted at 3:00 PM: E5 RON 92 increased by VND214/liter to a maximum of VND19,659/liter; RON 95 rose by VND184/liter to VND20,090/liter. Diesel oil rose VND429/liter; kerosene rose VND239/liter; mazut fell VND244/kg.
· July 3, 2025: Retail prices adjusted at 3:00 PM: E5 RON 92 decreased by VND1,085/liter; RON 95 decreased by VND1,210/liter. Diesel oil fell VND941/liter; kerosene fell VND932/liter; mazut fell VND1,148/kg.

According to preliminary Customs statistics, Vietnam’s petroleum imports in June 2025 increased by 31.9% in volume and 44.4% in value compared to May 2025, reaching 1,001,025 tons, worth USD694.1 million, with an average import price of USD 693/ton (+USD60/ton MoM).

In the first six months of 2025, petroleum imports reached 4,965,308 tons, worth USD 3.3 billion, averaging USD 682/ton.
· Singapore was the largest supplier, accounting for 39–41% of total imports, with 1,976,672 tons worth USD 1.3 billion (+57.1% volume, +31.1% value YoY). In June 2025 alone, imports rose 106.2% in volume and 132.7% in value vs. May, reaching 381,965 tons, worth USD274.8 million, at USD719/ton.
. South Korea ranked second with 1,301,186 tons, worth USD 852.7 million, accounting for 25–26% of imports (-24.6% volume, -35.9% value YoY). In June 2025, imports were 268,369 tons, worth USD178.1 million (+27.1% volume, +39.2% value MoM), at USD 663/ton.
· Malaysia accounted for 14–15%, with 751,597 tons, worth USD 488 million (-52% volume, -61.5% value YoY). In June 2025, imports rose 25.5% in volume and 37.7% in value, at USD 685/ton (+USD 61 MoM).
· China supplied 672,361 tons, worth USD 471.6 million, making up 13% of imports (+17.3% volume, -0.9% value YoY), at USD 701/ton. In June, imports were 82,136 tons, worth USD 57.3 million (-39.2% volume, -36.8% value MoM), at USD698/ton.
· Thailand accounted for 1–2%, with 93,221 tons, worth USD68.3 million (-48.5% volume, -55.4% value YoY). In June 2025, imports were 18,229 tons, worth USD13.9 million (-12.5% volume, -1.09% value MoM), at USD765/ton.

According to preliminary Customs statistics, Vietnam’s petroleum exports in June 2025 decreased by 1.3% in volume and 3.7% in value MoM, reaching 89,003 tons, worth USD57.9 million, at an average export price of USD651/ton (-USD 16/ton MoM).
For the first six months of 2025, petroleum exports totaled 689,376 tons, worth USD470.7 million, down 40.3% in volume and 51% in value YoY.
· South Korea remained Vietnam’s largest export market, with 153,810 tons, worth USD122.8 million (+15.6% volume, +1.9% value YoY), accounting for 22–26% of exports. In June 2025, exports to Korea were 19,271 tons, worth USD14.1 million (-38.4% volume, -40.6% value MoM), at USD732/ton.
· China accounted for 21–23%, with 146,534 tons, worth USD112.6 million (+25.9% volume, +3.7% value YoY). In June 2025, exports rose 19.4% volume and 13.4% value, at USD766/ton.
· Singapore ranked next with 179,663 tons, worth USD94.7 million (+43.1% volume, +19.3% value YoY), making up 20–26%. In June 2025, exports were 23,314 tons, worth USD11.1 million, at USD 476/ton.
· Cambodia accounted for 17–18%, with 119,906 tons, worth USD 85.4 million (-46.2% volume, -53.4% value YoY). In June 2025, exports were 10,285 tons, worth USD 7.3 million, at USD 714/ton.
· Malaysia accounted for 6–8%, with 56,721 tons, worth USD30.9 million (+100.8% volume, +126% value YoY). In June 2025, exports were 6,745 tons, worth USD3.3 million.
· Laos represented a small share (~2%), with 16,060 tons, worth USD11.1 million (-68.6% volume, -73.5% value YoY).
