Super project on oil refining worth more than 20 billion USD to be built

AsemconnectVietnam - Deputy Prime Minister Bui Thanh Son has just directed to soon research and submit to the Prime Minister to assign tasks to relevant ministries and branches to develop a project to build a National Oil Refinery and Energy Center.
According to information from the National Industry and Energy Group (Petrovietnam), the representative of the Dung Quat Economic Zone Management Board and industrial parks of Quang Ngai province said that regarding the project of the National Oil Refinery and Energy Center in Dung Quat Economic Zone, Deputy Prime Minister Bui Thanh Son has officially concluded the project.
Accordingly, the Deputy Prime Minister assigned the Ministry of Industry and Trade to preside over, research and implement a plan to assign tasks to relevant ministries and branches to organize the construction of the National Oil Refinery and Energy Center in Dung Quat Economic Zone.
According to the project to establish the National Refinery and Energy Center in Dung Quat Economic Zone, Dung Quat Refinery and Energy Plant (managed and operated by BSR) is identified as the core of the project.
Deputy Prime Minister Bui Thanh Son also emphasized the need to continue reviewing strategic planning and refer to international models. These goals aim to ensure specific and breakthrough factors, in line with the spirit of Resolution 26 on the development of the North Central and Central Coast regions to 2030, with a vision to 2045 of the Politburo.
From 2022 to now, Quang Ngai province has also proactively coordinated with the Ministry of Industry and Trade to establish a working group to develop the project. By the end of 2024, the official dossier on the project of the National Oil Refinery and Energy Center in Dung Quat Economic Zone was submitted to the Government. The conclusion of the Deputy Prime Minister recently also contributed to the realization of the project to form the National Oil Refinery and Energy Center in Dung Quat Economic Zone. According to the project, the formation of the National Oil Refinery and Energy Center in Dung Quat Economic Zone is assessed and calculated to require about 16.2-20.5 billion USD to form potential projects of the project. Accordingly, the period 2025-2030 requires about 14.1-17.5 billion USD; the period 2031-2045 requires about 2-3 billion USD. Therefore, each year, about 770-980 million USD is needed for total capital needs.
The establishment of this Center is oriented to meet all the petroleum needs of the Central Highlands - Central region, meeting at least 30% of domestic petroleum needs by 2030.
The National Oil Refinery and Energy Center in Dung Quat Economic Zone is established with the goal of ensuring energy security, socio-economic development, green and sustainable development, and attracting investment.
The establishment of this Center will aim to meet all the petroleum needs of the Central Highlands - Central region, meeting at least 30% of domestic petroleum needs by 2030. At the same time, the goal is to achieve a reserve of crude oil for production for about 30 days and a source of petroleum products for consumption for 30 days. The goal is that by 2050, the National Oil Refinery and Energy Center in Dung Quat Economic Zone will become the leading energy center in Southeast Asia, with a total output of about 25 million tons of oil equivalent. At the same time, it creates more than 30,000 new jobs, contributing about 30% to the economic growth of Quang Ngai province. The National Oil Refinery and Energy Center in Dung Quat Economic Zone is oriented to focus on developing the fields of oil refining, petrochemicals and energy; self-sufficiency in some important raw materials, aiming to export raw materials; forming a circular economic model.
